the senate voted on two major issues dealing with yemen and the death of journalist jamal khashoggi. rachel oswald is a foreign- policy reporter with dq rollcall. rachel list first start with the jamal khashoggi resolution that the senate voted on. a tweet from the chair of the senate worn affairs committee the senate voting unanimously to hold crown prince mohammed bin salman responsible for the death of jamal khashoggi. what does this resolution say? >> the relish that says the resolution doesn't include any binding language. it is not actually setting us policy, what it's doing is providing incentive to the senate that the de facto rulers did order the october assassination of jamal khashoggi. it also makes a number of statements expressing the senate displeasure with various policies of riyadh that have to do with human rights.

it also criticizes at length the insurgents in yemen and there more in iran. >> it's not often that we see something that unanimous in the senate or the house. i was this unanimous? >> this was not anonymous rollcall, it was passed by a post that voice vote. there were a few democrats who thought the language was a little too neutral regarding some of their issues in saudi arabia. they agreed to support it because it is their best way to send a message to saudi arabia that they are not happy with its ruler. the mac and on the measure dealing specifically with yemen, rachel, take a look at this tweet from bernie sanders, talk about a historic victory, the senate has voted to stop us military support from saudi led coalition fighting in yemen. it's the first time ever the senate has voted to end an unauthorized war. what does this say, and what changes were actually make?

>> this marked the first time since 1973 passage of the war powers act, the senate has voted to order the pentagon to end its military campaign abroad. it has to go through a number of hurdles before it can actually become law and there are even some questions about its constitutionality that have yet to be resolved. >> and you write, and too in a rut article that came right after the senate vote that define trump, ordering this military to end the role in the yemen war. you write that this is historic and symbolic and what you mean by that? >> the house used a floor procedure yesterday to ensure that no resolution under the war powers act dealing with yemen gets a boat this year. so, that basically ensures nothing can be done in this

congress that would end at the end of the year. next year, is another ballgame, though with the democrats taking control of the house. they have all but promised to bring up a yemen war powers resolution which should pass. and they have 56 votes in the senate today in favor of the resolution say that there should be support in the senate to pass the yemen war resolution. so that could set up a veto showdown with president donald trump. >> and rachel you have written in the past that this is almost more of a proxy war between democrats and republics than it is the united states against any foreign power. tell us more about that. >> this is just another opportunity for democrats and eight significant number of republicans to express displeasure with president donald trump's seemingly abandonment of values in favor of a more transactional approach to saudi arabia.
