tv Key Capitol Hill Hearings CSPAN December 13, 2019 10:12am-11:05am EST
10:12 am
>> with that the house judiciary committee, a session that lasted just under ten minutes voting two articles of impeachment calling what was a marathon session of yesterday of about 14 hours. we'll be hearing from republicans inside the longworth house office building. we'll go to that in just a moment. our phone lines are open. our lines for republicans, 202-748-8920. 202-748-8922 for all others. let's go to the stakeout location inside the longworth office building as we hear after
10:13 am
two articles of impeachment were voted against the president. >> this is really a sad day. big show. everybody got dressed up, really no place to go. we voted on a provision, an allegation of abuse of power. there was an abuse of power at the department of justice. there was an abuse of power at the fbi. there was an abuse of power at the fisa court. there was an abuse of power in our intel community. there was abuse of power even d.o.d. was paying money to help set up the president. there were all kinds of abuses of power. perhaps none so than in the house of representatives by the majority. this is an outrage. it sets the bar for any
10:14 am
president of any party for the future to go through three years of hell like this president has. it's really unfortunate. this is a sad day for the country. it's going nowhere in the senate, but i really hope and pray the senate will not just pick it up and dismiss it. america needs to hear from the witnesses. and we didn't get to hear from them here. this was a kangaroo court. outrageous to put the country through this. and we get a report. we don't even get to examine the maker of the report. it's a very sad day, i'm just glad i had such incredible team. i got to be on. these are really quality folks. >> well, this is really a travesty for america. it's really tearing america apart. i have never in my entire life
10:15 am
seen such an unfair rigged railroad job against the president of the united states. i have known that my fellow democrats were going to go for impeachment since january of this year when they got power. and here we are today. they predetermined they were going to do it and they did it. come hell or high water. they had no proof. no evidence. no crime. but they went ahead anyway. and they're tearing the country apart and they should be ashamed. >> the founding fathers, the founders of this country warned against single party impeachments and they had a specific reason for warning us against that. they said it would be bitterly divisive, perhaps irreparably devi devisive for the country. this is the first time in 243
10:16 am
years a president has been treated in this manner when one party has followed and pursued adpredetermined political outcome to get to that end. you have to remember that before the famous july 25th phone call between president trump and president zelensky that supposedly sparked this whole charade, 95 house democrats had already voted to proceed with impeaching president trump before any of these facts came forward. that's just not right. they determined this, said it from the day he took his oath of office they would remove him and they pursued that end. this is what we're left with. 14 hours yesterday and a few moments this morning. this anti-climatic end to this whole charade was fitting and appropriate. there wasn't much there. and that's what happened here. i think the american people are going to militate against this. i think the pollings shows they've been very frustrated. they see what's happened here. they see the lack of evidence. they see this paper thin
10:17 am
impeachment proceeding, what ultimately developed of it. there's nothing behind it. i think we showed that very clearly. there's going to be a huge political price paid by the democrats of the polls next year. and what we're ultimately concerned about beyond the price that's paid in this short-term period is what this is going to do to our republican going forward. the founders were right. they had divided the country further and it's going to be difficult for us in this institution to put this genie back in the bottle and that's what we're concerned about. >> in the media you should hold the democrats to the standard they set for themselves. not the standard they set back in 1998 when jerry nadler said that impeachment would have to be supported by substantially a bipartisan group to be legitimate. look at the standard they set for themselves a few months ago. democrats said the evidence
10:18 am
would have to be overwhelming and the evidence they presented was either hearsay, speculation and conjecture or the result of a policy disagreement about how to treat the ukraine. democrats promised after public hearings there would be new found animated public support for impeachment. the reality is, they failed to meet their burden. so now with no bipartisanship -- matter of fact the only bipartisan vote will be a bipartisan vote against impeachment. with no direct evidence. with no enhanced public support for impeachment, democrats will continue to visit the opportunity costs for this division on our country. as republicans, we would like to work on infrastructure, on asylum reform, on policy changes that will actually impact the quality of life for our constituents. for democrats, impeachment is their drug, it is their obsession, it's their total focus and it's deeply disappointing that they failed to meet the standard that they set for themselves. questions?
10:19 am
>> do you worry about the precedent this sets on the obstruction of congress, did not cooperate at any point -- >> no, the administration has cooperated with fair and reasonab reasonable oversight. when democrats made clear this was about impeachment, an that validated the -- >> wait a minute, wait a minute. [ inaudible question ] >> let me address this as we did yesterday. you have to understand that the trump administration has cooperated. okay, just this year, they understand congress' oversight and investigation responsibility and they've acknowledged it. 25 members of the administration have testified before oversight.
10:20 am
20 have terristified. and of course he immediately released the transcript, the famous transcript of the phone call. the president has not been obstructing this at all. what he's worried about is the process, the charade that's gone on o. adam schiff controlling this in the basement having secret hearings, denying republican questions, not allowing republican witnesses to come forward. it's been no chance for the president's counsel to participate in the early stages of this. this whole thing was rigged. i'm an attorney, many of us are. if we were advising our clients and our client happened to be donald trump we'd tell him not to participate in that because it's an ambush. we've got ambushed last night on the scheduling. every stage of this. the democrats have tried to railroad the president and that's why he's had concern. the fact that they've brought an impeachment claim of obstruction
10:21 am
is absurd. the obama administration, the one just prior to this one, went to court. they didn't turn in pleadings and all the documents and witnesses that were requested in the fast and furious investigation. they went to the third branch of government. that's the way our system is set up. when there is a natural impasse that developed between the br branches we have the judiciary. they didn't have time to do that, do you know why? we all know why, because they guaranteed to the radical left base that would impeach donald trump by christmas. that's why we're here and they why they didn't go through the normal process of every previous administration in the modern era. >> the democrats control the house of representatives. they can determine what the process is. you guys might not like it. there are politics in this.
10:22 am
we hear what you're saying, don't they have the right to handle this -- >> they don't have the right to abuse the process. this fast a total abuse of process. it was a witch hunt. that's why they could not settle on a charge until they had exhausted that there was no evidence of a crime. let me just tell you, if the doj and the fbi went after you and your family and your business associates, harassed them and you find out as the president did early on, this is a scam to bring them down, you'd be wise and most any attorney will go -- they're looking for anything. don't help them crucify you. it would not be smart. the president did the right thing. the obstruction of justice was right here. well, of course, also doj, fbi, but hopefully there will be people to pay for that.
10:23 am
>> it's not likely to bring forward witnesses in the senate trial -- >> it would be a big mistake. >> how do you think you're going to get your story out, this -- >> for months now, they would have witnesses and i really understand the desire. this was a ridiculous process, a report no real witnesses here. so i understand their desire to get it behind us. but the country needs to hear what a farce this was. they really need to bring in witnesses. they're the chance to clean this mess up and i sure hope they will. >> this is a president who just yesterday called a teenager on the autism spectrum a person with an anger management problem. does that make it harder to defend him this vigorously? >> the president communities in a unique way.
10:24 am
he doesn't communicate in the way many of us would -- wait a minute. let me answer. 63 million americans voted to make him the president of the united states. he has an unorthodox style. what we're talking about here is removing a president because the democrats don't like that style. they don't like him. they don't like his twitter account. they don't like many of his staff members. they don't like what he does in the office. but the way our system is designed, the way our constitution is written is the party in charge, even if you have the majority in congress, you don't get to remove a president because you don't like him. they did not produce a scintilla of evidence to support a charge of impeachment. that is the question at the end of the day. that's why we're so frustrated. we may not have a trial in the senate. the president may not get a chance to put on his witnesses and defense. we're going to do it to our constituents and the american people. i don't know, i think that's about it. >> why is it ever okay for an american president to ask a foreign power to investigate a
10:25 am
foreign -- >> he didn't do that. no. he did not do that. [ inaudible question ] >> that was because -- i think logically, more likely than the democrat story is because he wanted to vet out the corruption. he had seen the video of joe biden bragging about how he was going to withhold $1 billion from ukraine if they didn't fire the prosecutor, the same prosecutor that had been investigating burisma, the corrupt company where his son was getting paid to be on the board. that's corruption. that had corruption plain and simple. according to an obama administration person in a similar case who said that is corruptive plain and simple. i think it's the responsibility
10:26 am
of the president of the united states before he hands over taxpayer dollars to investigate corruption and i believe part of that corruption was with the bidens. >> live from the longworth house office building. you were listening to representative debbie lesko along with other members of the house judiciary committee. again, the final vote in the house judiciary committee, a session that lasted just about 7 1/2 minutes in total. in stark contrast to what we saw yesterday with a 14 hour session, the final vote was 23-17 as the house of representatives moves forward with debate on two articles of impeachment. the third time in history that a sitting u.s. president has been
10:27 am
impeached. this action by the house judiciary committee. we're going to get to your calls as we monitor this situation. we do expect to hear from additional members, potentially democrats. we'll go to that as that happens. our phone lines are open. 202-748-8920 for democrats. the president, earlier today tweeting on the expected action by the house judiciary committee. he wrote the following on his twitter handle. how do you get impeached when you have done nothing wrong to a perfect call that created the best economy in the history of our country. rebuild our military, fix the d.a., choice. protecting your second amendment and created jobs, jobs, job and so much more. calling it crazy. some tweets we're following from reporters who cover congress,
10:28 am
the washington examiner saying the floor vote is next week. the house committee passes articles of impeachment against the president. china announcing a limited trade agreement with the u.s., that agreement includes a commitment by china to buy more agriculture products and strengthen laws operating there. scott wong tweets that out. scott tweeting out the full house vote will pass the articles of impeachment against the president. a handful of democrats joining the g.o.p. congress will break for the holidays and the senate trial is slated for january. we continue to monitor the situation inside the longworth building. rashad is joining us from olive branch, mississippi. democrats line, what do you think? >> i think this whole, you know, process of impeachment has been a total sham, but the democrats
10:29 am
someone who came of age in 2008, i voted democrat in 2008 and 2012. and the way the democrats have operated here has been a total farce in my opinion. as far as donald trump goes, i don't think this phone call is perfect as he says, but, you know, i think with the way adam schiff has operated, you know, he pretty much said the other day when they announced articles of impeachment and so the question is to why they -- when they subpoena people that they want to interview to the white house, why they didn't wait to go to the courts. he said they had to wait eight months for a court to rule on just on having don mcgahn. that tells it all to me as to why they rushed it forward so fast. >> some have suggested censure over impeachment? >> i think they should have gone that route. they would have to go on record
10:30 am
as to whether or not they agree with the actions of donald trump. i think it would have been a better option for the democrats. it would have had republicans on record. they would have forced them, well, how do you feel about donald trump's actions. no, they wanted to go with impeachment. pretty much no bipartisan support. you saw that in 1998. think about this, he was impeached but bill clinton was impeached in the house by a republican led house and got acquitted in a republican led senate. that just goes to show you there was some bipartisan support. >> thank you for the call from mississippi. senator lindsey graham was one of the floor managers in the house against the articles of impeachment against bill clinton when he was a representative. he's a key senator from south carolina. tweeting a shad ridiculous sham in the house of representatives. this needs to come to a quick end. today under the initial calendar
10:31 am
was supposed to be the final day for the house of representatives. they will be in session next week. we'll have live coverage on cspan including a couple of key votes. the house is expected to vote on the trade deal, also on a spending plan to avert a government shutdown. the deadline is december 20th. but based on what we heard yesterday from the house democratic leader, they've reached an agreement. the president will sign the bill and then of course the impeachment. darlene, thank you for waiting, good morning. >> good morning. >> go ahead with your comments. >> well, i think this is a disgrace to the united states. the democrats have run over the whole thing. the republicans couldn't have witnesses, couldn't have certain persons, you had schiff, other ones telling them no, they couldn't ask questions. but it was okay for the democrats. the democrats are crooked. people need to wake up.
10:32 am
they're controlling the house, they're controlling the money. the best thing they could ever happen is for this to go to trial. or to the senate. to where donald j. trump, our president, can prove himself innocent and he needs to go after all the crooked democrats. >> darlene, let me ask you a question, because i know you're passionate. democrats are as well. do you think the two parties can get beyond this in 2020? >> look, this is disgrace to the united states. >> i understand that, but my question is do you think the partisan rancor can end or will it continue as we move into an election year from your standpoint? >> from my standpoint, this is going to continue until the new election starts. and i will still vote for trump. i will never ever in my lifetime vote democrat because they are crooked and i will teach my kids the right way to vote. because these schools are even teaching these kids -- >> we'll leave it there. please avoid the profanity as we
10:33 am
go to randy in fairfield, ohio. good morning, randy. >> good morning. how are you? >> we're fine. what do you think of the action by the house judiciary committee, is now the two articles of impeachment move to the house floor next week? >> one word, insane. this is totally insane. but it's just sad, really. i don't know why they're doing this. because i haven't heard anything of evidence so far that proved it. maybe a little ignorance on donald trump's part for not knowing the rules of the game. but anyone can make that mistake. each of them have done it when they first came into power. my big question was how do we not impeach congress, but relieve them of their breaking the oath of office? because i've seen in just these
10:34 am
hearings adam schiff, mainly, break his oath of office. and break the law. when he's released information or slipped out things he's not supposed to. and it's a felony. >> thanks for the call. a former cspan congressional producer now with fox news and this tweet outlining the vote today as we said earlier. 23-17. he points out that one democrat, ted lieu of california has been out of week, had a medical procedure and he's expected to be back with a full recovery. he's been recovering here in washington, d.c. if you're just waking up on the west coast, again the house with a session that lasted 14 hours well into the evening yesterday, adjourning last night but then gaveling this morning for a brief session, moving forward with two articles of impeachment.
10:35 am
we're monitoring the stakeout location. randy is joining us from mississippi, republican line. your view on all of this. >> hello? >> good morning, go ahead, randy. >> i'm just happy that this is all over. that way we can move forward until january. donald trump has not done anything. >> randy, do you think that the senate -- this is a debate here in washington. we heard this from the senate republican leader last night on fox news, mitch mcconnell, should the senate proceed with a trial or should they vote to dismiss the charges immediately? what do you think the republican majority in the senate should do? >> i think they should dismiss it because the democrats went through this whole thing. i think that they should call key witnesses if in tthey want. they've been unfair so i think they should do what they did. >> thanks for your call.
10:36 am
rt from st. petersburg, florida. >> how you doing -- >> i'm going to have to cut you off if we see somebody, but go ahead. >> okay, i just think that the -- i've been a democrat all my life and i've watched this whole thing going through. i think the democrats just done opened a pandora's box. not only for the united states, but the worldwide. don't you think that everybody's looking at what's going on here and what are they going to say when they see any president can just be removed by just a voice of opinion? don't the democrats -- you know, the other thing is, how can you have an impartial judge when you've got 24 of these, and 17 of these. republicans didn't have a chance. it's a sham. our country has come to this point. >> thanks for the call. two congressional producers on each side of your screen and in the center, of course, is the microphones as we await for more members of the committee, presumably democrats. steve is joining us from castleberry, florida, good
10:37 am
morning. >> hi, good morning, thank you for having me on. i'm actually a republican, but i thought i was calling to speak against the democrats. that was my mistake. >> you're on the air, so good ahead. >> yes, my comment is that these people are treasonous, they need to be removed from power. it's a sham, a joke. the american people are paying attention and we're sick and tired of the left's tyranny across the board because that's what it is. >> debbie from tulsa, oklahoma, you're next. >> yes, i've watched this ever since it started. 14 hours yesterday. i thought it was over and then last night on the late show, schiff was on there. >> steven colbert on cbs. >> he said the same thing, the same lies and now this, this is absolutely a terrible way for our country to be run. president trump has been pretty
10:38 am
cool. he has been -- the late night people constantly poke at him. this man has done more for this country than any other president in past times. he's a great man. he works for the people. he doesn't work for the politicians. he works for us. >> thanks for the call. got to move on with other callers. howell from tyler, texas, on the democrats line, go ahead, please. >> good morning. >> good morning, sir. >> i am a disabled veteran. i'm a vietnam vet. >> thank you for your service. >> all i've been hearing this morning is a bunch of rhetoric. i deal with only facts. and when the pertinent -- words do matter. and the thing is i watched this thing since the time trump took office.
10:39 am
and the mueller report took too long, it left a bad taste in everybody's mouth. but the thing is, this has been ongoing since he arrived in office. and that's fact, it's not rhetoric or wishful thinking. what has happened the last couple of days, the way certain people act -- and i'm not going to be specific. but the thing is i'm -- people really need to grow up, go on facts, and the thing is that they said that there's no witness that would substantiate what's been going on. trump is his only worst enemy. every time he opens his mouth, he's been proven for over 14,000 lies. and the thing is he thinks as long as he opens his mouth and continues it's going to be true.
10:40 am
it's not. when it bumps against facts, proven facts and witnesses. that he is guilty. and the thing is, is i'm upset is about the people that's supposed to be representing us, i don't care what state you're from. they need to grow up. see, they're representation was like in the dust, like 7% or whatever before they had the 2018 election that changed the house. >> we'll go to the chair of the house judiciary committee, jerry nadler of new york. >> okay. today is a solemn and sad day. for the third time in a little over a century and a half, the
10:41 am
house judiciary committee has voted articles of impeachment against the president for abuse of power and obstruction of congress. the house will act expeditiously, thank you. [ inaudible question ] >> that from the chairman of the house judiciary committee, jerry nadler of new york. he was in congress when house republicans impeached bill clinton in 1998, 1999. now house democrats moving with two articles of impeachment. we heard from republican members of the committee who have been vocal defenders of the

president. all of our coverage, by the way, has been posted on our website at cspan.org. as this process continues to unfold next week, the floor debate in the house of representatives and a senate trial that happens likely in january. of course that will be live on cspan 2. news today about a trade deal, the president announcing that on twitter which is the other story we're following. the president saying we have agreed to a very large phase one deal with china. they have agreed to structural changes and massive purchases of agriculture products, energy and manufacturing goods plus much more. 25% tariffs will remain with a 7.5% on much of the remainder. we made the deal. we'll begin negotiations on the phase two deal immediately rather than waiting until the 2020 election. this is an amazing deal for all. thank you. of course, this phase one of the agreement with china following the house agreement on usmca, us
10:43 am
mexico canada trade agreement. the house voting on that next week. the senate taking it up in early january and then the president will be signing it. a lot of developments in washington. right now we want to hear from you, your reaction to the vote from the house judiciary committee. a session that lasts just over 7 minutes this morning. stephanie engrovin grover, nort carolina, good morning. >> good morning. first of all, i would just like to say i love cspan. it's a great way for the american people to actually see what's going on with their own eyes. i appreciate that. thank you. >> thank you. >> the first point i would like to make is i'm very tired of hearing people say we need to let the american people decide the vote. because if we go back and look at what happened, the american people did vote for hillary clinton, but there's only been a few times in the history of our presidency that the electoral college has went against the
10:44 am
vote of the american people and have done what they wanted to do. and that's what happened. but besides that, this call was not perfect. besides that, if the president says that he did nothing wrong and all this other stuff, why doesn't he want to show his face? why does he have all these people coming out here doing his dirty work for him? i cannot believe that the republican party is actually still going out in front of these cameras and defending a man who was caught stealing money that was donated for foundations to needy people. donald trump is so smart and so successful, why does he need to steal donations that were meant for other people? not only that, he goes on twitter bashing people. i mean, mick mulvaney went onto the white house lawn and said, you know what? this stuff happens all the time. get over it. okay. well, we don't need any
10:45 am
paperwork to -- that we can read to see what donald trump said. his white house press secretary went out there and told us exactly what happened. >> thanks for the call. we'll move on to shannon in youngstown, ohio. your reaction to the development over the last 24 hours? >> yeah, i believe this was a total sham. everything -- i'm not even a democrat, i'm not republican. i was democrat. all the way up until the second election for obama. and i realized then exactly what these democrats are doing and they ain't doing nothing but trying to take your rights and take away your votes. the american people voted for trump. there is no collusion. there is no -- i mean, articles they chose are defined by opinions. based opinions of people's conversations that they heard
10:46 am
people conver sating about other conversations. there is no evidence of anything that they're trying to charge trump with. >> thanks for the call. greg is next, republican line, savannah, georgia, good morning. >> good morning. i have been a republican for virtually my whole life, but i'm ashamed to be a republican today. i think we have put a gentleman in the white house who is not qualified or fit to be president of the united states. out of his own mouth. he admits his flaws. >> does ask for help from foreign countries. in his own words to help him for political gain. he is a very undignified person.
10:47 am
he does not operate as a presidential person. i feel that we have destroyed our reputation in the world. he is -- >> should he be impeached, that's my question? >> yes. i think he should be impeached. his conduct and his words and his actions, he is his worst enemy. he admits his own faults and he should be impeached and taken out of office. >> thanks for the call. kevin in san jose, california. good morning, kevin. go ahead. >> i've been listening to the hearings from day one and it's just insane how everyone out there -- because -- just the way the republicans are defending trump, specifically radcliffe.
10:48 am
his main argument was no one said quid quo pro. oh, awesome, bro. rape, murder, robbery, as long as you don't say it, you're fine. is that what i'm understanding from this guy? >> we'll leave it there we'll go to lima, ohio, republican line. >> yes, how you doing? >> how much of this have you been watching over the last couple days? >> i've been watching it, i'm sick to my stomach about this. you talk about somebody needing to be impeached, i think everything democrat needs to be impeached. you ever heard of the bradley amendment? i mean, it split the whole country up, you know what i'm saying? split whole families up. this man is putting families together, putting them to work. what more do you want, and you're trying to stop that? i just can't believe how the democrats are trying to stop him. i'm sick to my stomach with it. i'm totally sick to my stomach.
10:49 am
i'm pro donald trump. >> okay. thanks for the call. we'll go to robert in columbus, ohio. >> i've been watching this since 2016. i just watched the vote today. 23-17. i think both parties did something wrong. donald trump withheld evidence when he could have turned around and democrats asked for what -- the subpoenas and everything. donald trump should have handed them over. if he didn't have anything to hide. and on cnn news on the state house, he turned around and said he thinks china should turn around and investigate biden. i think that was wrong. i think he's the worst enemy of himself. >> thanks for are the call. we'll go to oron next in tennessee. the session lasted seven
10:50 am
minutes. we'll show it to you in just a minute. go ahead. >> hey, actually going on air, awesome. i'm an actual registered democrat. i'm a millenial living in tennessee. millennial in tennessee. you have no way of screening these calls, a lot of them are ridiculous. i think it's great how republicans are starting to care about minority voters. it's a shame it took them this long before it mattered. there it is. one thing that frustrates me, i keep hearing about how the democrats do this or that, but no one seems to think that these are representatives of the people, these were voted in. when you see one democrat they've been voted in by millions of americans. blows my mind. >> thanks for the call. jerry next in hal hassy, florida. good morning. >> caller: hello. i'm just been watching this whole thing, and it's insane how ignorant some people are with some of the comments that
10:51 am
they're calling in saying mainly going off their feelings and their emotions more than logic and reason. there's, you know, reasons why donald trump is doing the things that he's doing. like withholding witnesses or people from testifying in congress. because there's three coequal branches of government where if there's an issue between two of the bran frpz, the third branch is supposed to step in and resolve the issue. that's what the constitution said, that's how the country was created. and the democrats are just so -- playing so much shadow games that they have the entire country confused on what is even happening. i mean, obviously it's not a good thing to have the president soliciting foreign help for elections. but there's no evidence that proved that that's what he did. he withheld aid, yes, that's a
10:52 am
fact. he asked for investigations into the biddens. that's a fact. there's no evidence that says he did it specifically -- two and two equals four or whatever they are going on these days. >> jeremy, thank you. i'll leave it there. a lot of people want to weigh in. we're trying to get as many calls as we can. white house correspondent for cbs news retweeting a statement from the white house press secretary, this desperate charade has reached its shameful end. the president looks forward to receiving in the senate the fair treatment and due process which continues to be disgracefully denied to him by the house. that from press secretary and communications director stephanie grisham. in fisherville, georgia. independent line. >> caller: yes, yes, think very much. two quick comments. i'd like to thank c-span for your unbiased reporting and
10:53 am
video. it means a great deal to me not to have some news commentator telling me what they really meant. the same quick thing, i'd like to thank the veteran from texas first. now on the impeachment and what's been going on here, the gentleman in texas pointed out, and i agree with him completely, words matter. and there have been more misquotes, misrepresentation of facts, outright falsehoods, and really you have to be fair own both sides of the aisle. the second thing that is really concerning to me about what's going on here is how divisive this is to the country. the amount of anger that you see out in america, living here in the streets everyday. >> and let me pick up on that point, because that's been a common theme by all of the
10:54 am
