>> we want to take time, however, to tell you about our survey that just come up since yearar 2000. each time there is a change in administration, we asked historians and professional observers of the presidency to participate inas c-span's historian survey of presidential leadership. this morning we're releasing u e results of our fourth historian survey of presidential leadership. here to tellan us more about its the survey project coordinator rachael katz. thank you for joining us. >> good morning.t >> let's start with what exactly is this historian survey of presidential leadership. >> ourri historian survey start from a series we did in 1999 called the american presidents where we did an indepth program for a year on each of the presidents and their lives and administrations. we decided to come up with the

historian survey. we reached out from around the country and wet asked them to rate presidents on 10 different leadership characteristicsre usg aua 1-10 scale. characteristics are public persuasion, crisis leadership, economic managementa moral authority, international relations, administrativee skills, relations with congress, vision/setting an agenda, pursued equalco justice for all and performance within the context of the times. and thenn we have a ranking of all the presidents within each of the ten leadership characteristics and also an overall ranking! the tenst leadership characteristics remained the same over the years. thees participants have changes. >> tell us about how often that c-span conducts the survey. >> wean conduct the survey each time there is a change in the administration. the so our first one was in 2000 soon after president clinton

left office. we did one in 2009, 2017, and then this is our fourth survey inin 2021. and each timest we have had increased participation from the historians both in terms of just shear number and diverse viewpoints. and this year weerer had 142 different. historians and observers of the presidency participate. we do conduct the survey soon afterar an administration so th we have a benchmark. and we also understand there is a high interest a in presidenti history. . this is a aer, way to start a conversation, get people talking about it, get them thinking about whaten makes for good president. thinking about those individual

leadership characteristics and think about the president's that you like, that you think did a good job and see how you would ranknk them in those specific characteristics so it's really to start a conversation. >> this is donald trump's first time in the survey. they ranked him this year in thl debutl at number 41 overall. you can seecs where he ranked i all of the ten different characteristics here. then nt highest ones coming in publicr persuasion and economic management. >> they made the debut soon after the administrations were president clun clin and in his first year he came in at number 21. he has moved up to number 19.

he came in 36th. he moved up to seven points to number 29 this year in 2021. he president obama has come into the top ten for the first time landing right at ten. that is up two spots from four years ago. then you see donald trump coming in att number 41 in the debut year. >> so this survey has a lot of content. people are interested in finding more than whatan we've been abl to share, where can they go? >> we have a new website dedicated to the vaur. c-span.org/presidentsurvey2021. there they'll be able to select the presidents and see how they did in the categories. can you also look at each of the individual leadership characteristics. and see whoil -- how the rankin came out with those. you'll see ao list of the 142 historian who's participated. all of the results are anonymous.s. but we're showing -- sharing their names anda who participated. and we have what we call a
