michigan moves to report the same back to the house forth with with the followin amendment. strike all after the enacting clause and insert the following. title 1, comprehensive interagency strategy -- the speaker pro tempore: the gentleman from california. mr. berman: i object of dispensing with the reading. the speaker pro tempore: there wasn't any motion. the clerk will continue g. caller: title one, comprehensive interagency strategy plan for long-term stability in pakistan. section 101. short title. this title may be cited as the united states-pakistan security and stability act. section 102, findings. congress finds the following. one, congress supports the following elements outlined in the president's white paper of the interagency policy group's report on united states report on afghanistan and pakistan. a, the core goal of the united states must be to disrupt, dismantle and defeat al qaeda and its affiliated networks and

their safe havens in pakistan. b, the threat that al qaeda poses to the united states and its allies in pakistan, including the possibility of extremists obtaining fissile material is all too real. c, the united states must overcome its trust they have with pakistan and demonstrate that it is a reliable long-term partner. two, the government of pakistan is facing significant security and socioeconomic commals that set the conditions for greater radicalization and may threaten pakistan's viability. such challenges include the following. a, al qaeda and other extremist groups campaign of violent attacks to pakistan, including the red mosque incident, the assassination of benazir bhutto and the bombing of the hotel in islam abad. b, the pakistan's growth rate grow with nearly 2% of the year with the 172 million residents

diplomatic, economic, militarily, intelligence that they apply to what they view as a problem set. and to the west of that country, even in their constitution, they treat differently, they give it special atonomy, the federal administer tribal areas. and that's the area that's caused afghanistan and the united states untold misery, danger, something we ought to worry about. and this bill in the most arrogant way says you know what, we know better than you, pakistan. we are going to make you set up a teacher pay scale, a teacher's pay scale if you want our federal money, if you want u.s. money to help us in the fight against terrorism that is ongoing today by people like massoud who are trying to kill americans today and make further unstable the pakistani government. or faslula, who has moved over from the swat area -- the speaker pro tempore: the gentleman will suspend. the gentleman will suspend.

the house is not in order. the gentleman from michigan. mr. rogers: thank you. faslula took a great area, a tourist area in pakistan, the swat valley, and the very difficult that this military has had in trying to extract them from what is a settled area in pakistan. that is real trouble. many of you have quoted the 60 miles from islam abad. that was the swat -- islamabad. that was the swat area. faslula, rabid taliban leader who over time has taken over the police stations. you have al qaeda senior leadership moving freely with some supporting their ability. masoud has been engaged in terrorist attacks, not only against us but the pakistanis. their government is at risk. their people are dying. this bill arrogantly says, listen, if you want -- we want this bill arrogantly says, listen, if you want -- we want
