paying. because of our increasing addiction and our need to stand up and rid ourselves of dependency on foreign oil. so the challenge faces us once again. was here 30 years and we didn't have the courage to make the stand. nor the patriotic fervor of fiber to stand up and do the right thing. stop this addiction. if t. boone pickens can get out across this country and talk about this awful addiction and as thomas friedman said very eloquently, if the american policy of the previous administration is to leave no moola behind and find our funds we pay with american taxpayers, going to fund our enemies' efforts against our own troops in our efforts against terrorism, that is what this is about in the final analysis. it's about this great country of ours and making a stand for what we believe in, standing up

mr. neal: thank you very much. i want to commend chairman waxman and chairman markey who have aterpted to forge a consensus. the bottom line is, this will make america less dependent on foreign oil. despite protestations to the contrary from the other side, there's an element on the other side that rejects to this day the concept of climate change and global warming. it's difficult to find middle ground if there's a side that simply rejects the science of our times. part of our job in leadership and governing is to make some difficult decisions and indeed some very tough choices this climate change bill we have before us today makes those tough choices for our future and our children's future. it's in the interest of america , but just as importantly, it's in the interest of the world. america leads the way, and this is an opportunity for us to reclaim that leadership. this legislation will lead our

consumers, our businesses, and our communities toward smarter, cleaner, and more efficient energy use. it will not be alone. strong trade enforcement mechanisms mean the american business community will in the be disadvantaged by importers who skirt the rules. this legislation is a vote for innovation and environmental stewardship. i almost would be remiss if i didn't mention this as well. for the previous eight years, the administration rejected the idea of global warming. the other side was given fancy talking points to grudgingly acknowledge that perhaps it might be happening, but to spin the argument that it presented a peril to our times. you would be hard-pressed to find scientists anywhere across this globe who have not at least forged a consensus on identifying and defining the problem. as is always the case in public

record -- for the record but i'm not going to read that statement. i want to respond to the gentleman from connecticut who said we need honesty in this discussion this egentleman from illinois this morning on the rule, the gentleman from illinois said on the rule there's zero peer-reviewed articles by scientists who disagree with the notion that humans are causing global warming. that will come as a surprise to professor mirner from the university of stockholm who has written 25 articles himself. or professor richard lindzen, the professor of meteorology at m.i.t. who has written numerous article, he's a denying. john christian, roy spencer from huntsville, alabama. fred singer, responsible for leading the charge to get all our satellites in the air from northern virginia and the five

awe authors of the first ipcc report who wrote in their scientific reports that there's no evidence that humans are causing any of this, those five sentences were removed by a bureaucrat who replaced those and said there's evidence that it was human caused. when asked under oath why he replaced them he said because of intense pressure from the top they have united states government. there are 32,000 scientists, 9,000 ph.d.'s and 23,000 masters in science who signed a petition against the silliness we're discussing. they want to join as deniers galileo and einstein. einstein questioned newton's science and got letters from 100 scientists in the world and

independence. it takes steps to bring new energy jobs. nevada enacted a new renewable portfolio standard, saying that 20% of our energy must come from renewable energy by 2015, it will make us a leader in production of green energy. the alternative proposed by the house republicans continues the same failed policies, including the yucca mountain project, it doubles the amount of nuclear waste that can be shipped to nevada and jams twice as much of this junk down our throats. it would only double the danger ofamilies in nevada and across our nation. the speaker pro tempore: the gentlelady's time has expired. ms. berkley: i urge my colleagues to support the bill.

the speaker pro tempore: the gentleman from michigan. mr. camp: i yield one minute to a distinguished member of the ways and means committee and the ranking member on the house budget committee, the gentleman from wisconsin plmbing ryan. the speaker pro tempore: the gentleman is recognized for one minute. mr. ryan: i thank the gentleman for yielding. mechanic, this -- mr. speaker, this bill is not about science and costs and benefits, it's about ideology. if you look at the costs and benefit the goal of this bill is to reduce warming by .2 of a degree over 100 years. hit our economy with this massive tax increase on homeowners, on people buying gasoline, heating their homes, hit manufacturing at a time when our competitors will not do this. this bill will result in jobs leaving the midwest, in jobs leaving america and going to other countries. for every one ton of greenhouse gases we reduce what will china do? they'll increase greenhouse gases by three tons that means more dirty air. more greenhouse gases. what will the u.s. have achieved?

they will have pushed production off our shores, jobs will be lost, prices will go up, and other countries will take those jobs and put more greenhouse gases in the atmosphere. this unilateral big government, big brother bill is not good for the planet, it's not good for our economy, and it sure as heck is not good for the midwest. i encourage my colleagues not to vote your ideaology, vote your constituents and districts. the speaker pro tempore: the gentleman from new york. mr. rangel: i yield one minute to our outstanding democratic leader mr. ben holland from maryland. the speaker pro tempore: the gentleman is recognized for one minute. mr. hollen -- -- mr. van hollen: this act delivers on the change that poth because ma has called for in our energy policy. it will strengthen our national

security by slashing our dependence on foreign oil by as much a two million barrels a day by 2030, which is as much as we export from the persian gulf today. we'll use those moneys of billions of dollars -- these hundreds of billions of dollars instead right here on homegrown clean energy. we'll create millions of jobs, high-skilled, well-paying jobs that will focus on renewable energy and energy efficiency and do all that without adding a single penny to our national debt. mr. speaker, i especially want to thank mr. rangel, mr. waxman, mr. markey, mr. dingell, mr. inds lee, mr. gordon and their staff for the collaborative effort that went into the final provisions establishing a clean energy deployment administration. as a result of this effort, america is beginning to have an inget, well capitalized bank charged with the exclusive admission of deploying clean energy. the speaker pro tempore: the gentleman's time has expired.

the gentleman from michigan. mr. camp: thank you, mr. speaker. at this time, i yield one minute to a distinguished member of the ways and means committee, the gentlewoman from florida, ms. brown-waite. the speaker pro tempore: the gentlelady is recognized for one minute. ms. brown-waite: this bill started out as the tax and cap bill, then the clean energy bill because my colleagues on the other side of the bill real arized this wasn't selling at home. it should be called the let's send more jobs to china act. this bill is going to cost people in the state of florida an additional $500 on their utility bills. let's look at the jobs that are going to be lost. in my district alone, we'll lose 2,100 manufacturing job, 3,200 construction jobs and 1,900 retail and wholesale jobs. . america cannot afford this at a time when our economy is so fragile. gasoline prices under this will

rise substantially. electricity prices will rise up to 90%. this is a bad bill. this is a bill that is going to cost americans not only more in their wallets, but certainly jobs going elsewhere. with that i yield back. the speaker pro tempore: the gentlelady yields back her time. the gentleman from new york. mr. rangel: i recognize the gentleman from chicago, illinois, mr. davis for one minute. the speaker pro tempore: the gentleman is recognized for one minute. mr. davis: i rise in strong support of h.r. 2454. i want to commend chairman waxman, chairman rangel, mr. barton, chairman peterson, chairman markey, mr. dingell and all of those who have worked so hard to reach compromises which helped to make this legislation possible. especially i want to commend representative bobby rush for his hard work to protect low-income consumers. representative butterfield for making sure that historical black colleges and universities

and predominantly black institutions had the opportunity to be involved in the research and job creation. and i also want to thank representative january schakowsky and donna christensen on their hard work on environmental issues to help reduce health disparities. it's a good bill, mr. speaker. and i urge all of my colleagues to vote in favor of it. i yield back. the speaker pro tempore: the gentleman yields back the balance of his time. the gentleman from michigan. mr. camp: i yield one minute to the distinguished gentleman, mr. davis. mr. davis: this will rise the price of a gallon of gas, push food prices to new heights and increase the cost of every consumer product. this is a national energy tax. this will punish middle-class farmers and across the nation. america needs a comprehensive energy plan, not a national energy tax. local, state and federal officials have stressed the need

for policies to create jobs. this cap and trade proposal will fail to do that when america needs them. we will lose jobs, manufacturers will move their plants to other countries with cheaper energy and lower taxes, hurting american workers and the environment globally. in the past years i have watched house democrats defeat every meaningful proposal for job creation that has been proposed in this chamber and we have to bring an end to that. this bill is nothing more than the economic colonization of the heartland by the coastal states like new york and california. the one thing i will tell you, it is not about energy but confiscation of wealth. vote no to protect our children's future. i yield back. the speaker pro tempore: the gentleman's time has expired. the gentleman from new york. mr. rangel: i would like to inquire. we have one speaker, and it would be me to conclude. i would like to see whether the other side s more than one speaker. mr. camp: we have five speakers

remaining. mr. rangel: i reserve. the speaker pro tempore: the gentleman from new york reserves. the gentleman from michigan. mr. camp: i yield one minute to the distinguished member of the ways and means committee, the gentleman from texas, mr. brady. the speaker pro tempore: the gentleman is recognized for one minute. mr. brady: i have young children so the environment is important to me, but i question the benefits of this bill and the devastating costs. this bill won't impact the natural cycle of the earth's temperature. it will cost texas families dearly in higher energy costs and losing 200,000 jobs many of them in southeast texas in our engineering, refining and paper industries. with china and india not likely to go along. this will have no environmental benefits at all. the trade measures are so rigid, they undermine our ability to reach an international agreement on carbon emissions, which is the best way to protect american jobs here. it is written so poorly, it will

be difficult to defend the measure. and i should point that the w.t.o. report referenced earlier today doesn't even deal with the border measures that are under consideration in this bill. instead of rushing this 1,200 page bill through congress with no time to read it, a better solution is both parties to get serious about cleaning burning fuel. the speaker pro tempore: the gentleman's time has expired. mr. rangel: the gentleman from, ohio, a member of the committee, i would like to yield one minute to him. the speaker pro tempore: the gentleman is recognized for one minute. mr. ryan: i thank the chairman and we hear a lot from the other side that if we pass this bill, all these jobs are going to go to china. if we pass this bill, gas is going to go up higher. the jobs already went to china. that's what this bill is all

about. come to youngstown, ohio and see how many jobs have gone to china. this bill is about revitalizing manufacturing and your energy policy has been implemented and gave us $4 a gallon gas here. and we have a $700 billion transfer in wealth from this country to states that want to fly planes into our building. and this bill is about creating programs, like the green bank, that will loan $750 billion to companies that want to create alternative energy resources. this bill has in it, $30 billion for auto suppliers, medium and small auto suppliers to refurbish and retool so they can sell these products into these windmill companies. everyone is talking about losing jobs. come to my district. one company makes the hydraulics. thomas steel makes the specialty steel that goes into the solar

panels. roth brothers makes an electrical system that goes into a wind cube that will sit on top of buildings. in akron, ohio, there will be jobs because this bill passes. we need to nudge this industry and unleash the creative power. could i have an extra 15 seconds? the speaker pro tempore: the gentleman's time has expired. the gentleman from michigan. mr. camp: i yield one minute to the distinguished member of the ways and means committee, the gentleman from louisiana. the speaker pro tempore: the gentleman is recognized for one minute. mr. boustany: this bill is a blueprint for the uniony lateral economic disarmment of the united states. responsible energy production in the gulf of mexico is the backbone of american energy security and creates good, high-paying jobs. their bill increases taxes and will kill american jobs. now i have repeatedly questioned secretary geithner about the job

loss that will be caused. i have asked the administration to prove its claim of saving jobs. and they can't do it. and no one can define what a green job is and how these displaced workers will transition to one. secretary geithner says, quote, this administration believes that oil and gas preferences distort markets by encouraging investment in oil and gas industry that would occur under a neutral system. he says, to the extent the credit encourages overproduction of oil, it is detrimental to long-term energy security. who believes we have enough american-made energy. if we want to move towards renewable energy, as this bill purports to do, we need a transition strategy that involves natural gas. it must be part of that. this administration must stop its attack on american business and american independent oil and gas producers if we're going to make this a reality. the american public deserves a comprehensive energy plan that
