woman. what nearly stopped them, though, from getting her. today's top story. two u.s. cities targeted in two alleged terror plots. federal agents say the suspects in both were ready to pull the trigger. the arrests were in illinois and in texas. counterterrorism thortauthoritiy the plots were unrelated and neither were connected to the third alleged plot based in colorado that we've been talking about all week. first, though, in springfield, illinois, michael fenton is charged with trying to detonate a truck bomb in illinois. he was going to blow them up with a remote control. he was arrested as i pushed the button. in dallas, a 19-year-old jordananian man was arrested for a plot to blow up a 60-story

office tower. >> it's much more difficult for us to find these homegrown terrorists. >> in about 20 minutes, korn correspondent richard lui explains how they outsmartd the alleged terrorists. we have exclusive video of najibullah zazi buying material that can be used to make bombs. he made several purchases recently. experts say he could have done major damage with those chemicals. we're going to learn more about what investigators know about this man. if you have children's and infant's tylenol at home right now, pay attention here. the medicine is being recalled because of a possible bacteria contamination. jen, how big of a danger is this for kids?

many schools aren't fixing old pipes because providing bottled water is cheaper. the epa says the number of safety violations have speiked n the last decade because of stricter standards. in about half an hour, president obama will announce that iran has a secret facility that they've been keeping secret for years. diplomatic sources say iran recently admitted the planted in a letter to the atomic agency, but only after iran learned about it. they said their energy program is just for their purposes. global economic policy from the smaller g-8, and president obama is pushing for that. that means that countries like china, brazil and india would have a say on things like trade policy and bank regulation.

in several parts of the country today. a lot of storms lately. let's check in with bob van dillen to update us. good morning. >> some in the midwest right now and then branching out to the mid-atlantic states. once it hits about illinois, one path goes to the right, another one to the left. the left one is the upper-level low. the right one is a stationary front and that's going to steer the rain into kentucky and ohio in the next couple hours. louisville right now, some showers there. dark clouds in there already. rain showers there, too, so wet streets out there for louisville. watch for heavy downpours this morning into the afternoon. could see as much as half an inch of rain, especially if you get one of those thunderstorms developing later today. east a littles farther, it's getting into d.c. but it's pretty much falling shy of philadelphia.

so the rain this morning for baltimore into washington, sliding into that del mar peninsula and it's going to continue pushing to the coast in the next couple hours. rain in iowa. you can see it going up this direction, but as that cold front goes to the east, heavy rain is a possibility. flood watches, flash flood watches, all up there in georgia and tennessee. take a look at atlanta. we're currently dry but that's not going to be the case later today. scattered thundershowers today, maybe half an inch of rain over the weekend. that's bad. we don't want that. >> keep that in mind as you're traveling down to atl. more rain in the forecast. >> nice picture right now. >> it looks nice right now. good news out there. if you are trying to buy or sell your house, it looks like these historic mortgage rates will be sticking around for a while. plus -- what about the star? >> the star? >> is this the smartest horse in the world? wait until you see what else it

more details now on our top story. two alleged terror plots thwarted in the u.s. michael trenton tried to blow up a courthouse in illinois. he is charged with attempted murder of fellow employees and attempted use of a weapon of mass destruction. richard, how long has the guy been on the fbi radar? >> agents have been tracking him for two years, but the sting operation started in february. according to the fbi affidavit, an undercover agent posed as a low-level al qaeda operative, then he gave fenton a van

supposedly filled with a ton of explosives. the van was empty. fenton did not know that, but he was arrested after he had the van outside a courthouse and was about to detonate a bomb. he called himself tel aviv islam. people who knew him didn't know that side of him. >> i'm surprised to hear this about him because what i know about him, this isn't his character at all. what's on the news about him, i really didn't know him to be that kind of guy and this could be a mistake. >> authorities say it is no mistake. he idolized john walker here.

he even wrote to him in prison. coming up in the next half hour, you'll hear how fbi agents stopped another alleged attempt in dallas. another big bank saying it's cutting those annoying and sometimes excessive overdraft fees. good news for some of us, right, jen? >> you know i feel so strongly about this because people really get hit by overdraft fees. one mistake and it costs hundreds of dollars. they're now jumping on the bandwagon saying they're willing to cut some of those overdraft fees. i think the big question is going to be, will that be enough to pacify congress? becoming a huge source of profit for the banks and a source of contention for bank customers. well, the banks are trying to do something to tamp down the outrage. u.s. bank is going to limit the number of overdraft fees to no

more than three a day, they're going to limit to how many they can charge you in a year, and they will nim nature fees if you're overdrawn less than $10. congress getting ready to pass legislation on credit and debit card fees. mortgage rates. some of them are now at record lows. if you are willing to take on a huge payment, that's good news in a bad economy. pay less in interest. mortgage company freddie mac says an average rate of a 30-year fixed rate, 5.04%, but the 15-year, 4.46%. that's the lowest for the 15-year since records were kept. it's going to feel long if you're traveling to washington, right, bob? >> if you're a congressman trying to get to your beach house, it's going to be a little

was killed on patrol. this all happened in the southern part of the country where american and nato forces have stepped up operations against the taliban. our top story today. two alleged terror plots disrupted by the fbi. in one case, a man is accused of trying to blow up a dallas skyscraper. 19-year-old hosan smadi will have his first court appearance. correspondent richard lui joining us now. how did the fbi stop him, richard? >> here's what happened, natasha. undercover agents saw him in a sleeper cell. he drove a bomb into the skyscraper parking garage and tried to detonate it. people who work there just say they're glad this thing wasn't real. >> if anything happens, i'm going down.

>> my stomach hurts. it's scary. you hear about it but you never think it's going to happen to you. >> it appears smadi fixed fountain place tower because it houses wells fargo bank. he said, god willing, the strike will be certain and strong. it will shake the currently weak economy in the state because this bank is one of the largest banks in the city, end quote. >> so richard, what else do we know about this smadi guy? >> digging more, he's originally from jordan and the fbi says he got on the radar by posting violent comments in an extremist chat room. the people who knew him say he seemed like a nice guy. >> he was really good friends with a lot of people and none of us have nothing bad to say about him. this comes as a very surprising shock to us. >> he worked, went home, hung out with his friends and knew he

today's top story, two alleged terror plots targeting two u.s. cities and federal agents say that both suspects in the case were ready to pull the trigger. the arrests were in illinois and texas. counterterrorism authorities say the plots were unyou related and neither case is connected with a third alleged plot based in colorado that we've been talking about all week. first, though, in springfield, illinois, michael finten is charged with trying to detonate a truck bomb outside a federal building. the justice department says finten actually tried to blow it up with a remote control. he was arrested as he pushed the button. and in dallas, the fbi says a 19-year-old jordanian man was arrested as he tried to set off a homemade bomb at an office tower. the plots are considered home-grown. >> there's a cuouple of things that have drawn these plots out

at once. it is in the vicinity of the anniversary of september 11th, also at the same time ramadan was just over so there are a variety of reasons that it's heightened the fervor of the people that would like to do these things. i think the reassuring thing is the fact that the terrorist task forces across the country are on top of these cases. >> fbi agents used similar tactics to stop both attacks. richard lui joining us. richard, how do they do it? >> you know, undercover agents were key to both of these separate operations you were describing for us. they were convinced these men were al qaeda operatives. we'll explain in ten minutes where the sting praigs went from there and some details. >> it's interesting and creepy to think about. u.s. supreme court justice ruth bader ginsberg spent the night in the hospital. the 76-year-old became ill in her chambers yesterday afternoon shortly after receiving treatment for iron deficiency. in february, ginsberg had surgery for pan kree attic

cancer and was back on the bench 18 days later. in about 30 minutes, president obama will talk about iran's admission that it has a second nuclear fuel facility. now, the president is in pittsburgh right now for the g-20 summit. diplomatic sources say iran recently admitted the existence of the plant in a letter to the international atomic energy agency. but only after tehran learned that the western nations had found out about it. the u.s. ambassador to the u.n. talked about the nuclear issue. >> iran faces a very clear choice. the let's hope it comes to the table with concrete and serious steps that will demonstrate its determination to prove that it is not and will not pursue a nuclear weapons program. >> iran maintains that its nuclear program is just for energy purposes. we're going to listen when president obama makes his comments coming up. if you have children's and infant's tylenol at hole, listen

sure. >> thank you so much. we have learned that five u.s. service members were killed yesterday in afghanistan. the military says that three were killed by a roadside bomb. another was shot. and the other was killed on patrol. this all happened in the southern part of the country where american forces and nato forces have stepped up operations against the taliban. the woman who was kidnapped when she was 11 and kept for 1818 years says she will testify against her alleged kidnappers if there's a trial. extrasee dugard's attorney spoke yesterday about her time in captivity. >> she's had children in that environment so it's really what she has known, really in essence, for her life. so that's one competing emotion. on the other side, there's no question that she knows that terrible and wrong things were done to her. >> police say that jaycee dugard was held in the backyard of phillip garrido where he

fathered two daughters with her. garrido and his wife have pleaded not guilty to the crimes. so how's our friday forecast looking for a lot of you that means some storms on the way. let's check in with bob van dillen for a look at the forecast. >> we're looking right now at the weather pattern. i don't care for it. the same thing we had over last weeke weekend. this time not quite as potent, good news for the deep southeast. you're going to get a lot of rain but not for more than a couple of days. last time it was there five or similar. 20 inches of rain outside of atlanta. right now we're drive. memphis, showers coming in right up the mississippi river, going to continue to pull in towards the great lakes. then there's a cold front that dropped down right across philly last night, pushing the rain down through washington, d.c., right now. a lot of heavy rain around d.c. in towards baltimore. notice the path going to the east-southeast pretty quickly. it's a morning event around washington.

29-year-old man is accused of trying to blow up a federal building and courthouse. more details on that case. michael finten is charged with attempted murder of federal employees and attempted use of a weapon of mass destruction. correspondent richard lui joining us. richard, how long has he been on the fbi's radar? >> agents have been tracking him for two years, but this sting operation started in february specifically. according to the fbi affidavit that we'll take a look at, an undercover agent posed as a low-level al qaeda operative, then he gave finten a van supposedly with one ton of explosives inside of it. the bombs were fake, though. finton did not know that. he was arrested wednesday after he parked that van outside the federal courthouse in springfield and tried to p@ detonate it with a cell phone. of course, it was all fake. >> wow. so why would he want to do this, richard? is the fbi talking about a possible motive? >> well, going back to that federal affidavit saying that finton is an ex-con who converted to islam in prison, he

called himself a different name and talked about going abroad to train as a jihadist. but people who worked with him at a restaurant say they never saw that side of him. >> i'm very shocked to hear this because from what i know about him this isn't in his character at all. this element of what's on the news about him, this is -- i don't really -- didn't know him to be that kind of guy. this could be a mistake. >> authorities say it is no mistake. they say finton he told agents he idolized a u.s. citizen kaptca captured for fighting with the taliban and wrote to him in prison. coming up, you'll hear how fbi agtds disrupted another alleged plot in dallas. >> it's az we didn't know all this time. >> mro plots. another big bank says it's cutting those annoying and some say excessive overdraft fees. our money expert jennifer westhoven joins us. jen, this one could save people

a lot of money. >> overdraft fees are one of those places where you could make a mei take and have to pay hundred dollars. now u.s. bank following the lead of some of the biggest banks after they took the move and cut overdraft fees. the big question is, for them, is it going to be enough? because you probably know congress has been looking at regulating these fees because so many people have been getting soaked by them. but banks, they only want to give an inch. they want to make sure they can keep most of the fees because they're a gold mine for banks. at u.s. bank under the new rules you'd only be hit up to three times a day. also, they can only hit you so many times a year. they will have a limit. and they also said they will not hit you if you only go over your limit by $10. so they won't ding you if you make a little math error, for example. now, this is all happening again as congress gets set to pass new regulations on credit and debit card fees. however strong they might be the

banks clearly trying to get ahead of that. some mortgage rates are now at record lows. that is good news in a bad economy. it certainly helps lending, although you're going to have to be able to pay a pretty steep monthly payment. according to freddie mac, the average rate for a 30-year fixed is about the same, a little bit more than 5%. good looking rate. but look at the 15-year. that is the lowest since records were kept in 1991 since they started keeping them just under 4.5%. back to you. >> nice number there. >> that's the average. so imagine if you have a great credit score, you could maybe get that under 4.25%. >> jen, thank you. kids across the country may be drinking water full of arsenic and lead. a new report that may have you packing bottled water as you send your kids off to school today. ♪

minority. >> hatcher has denied any encounter with a prostitute. the state department says he was approached by russians who tried to blackmail him being but he did everything properly by reporting the incident to his supervisors. russian's foreign ministry had no comment. new this morning, charles manson follower susan atkins has died. she admitted to killing actress sharon tate 40 years ago. atkins had been suffering from brain cancer in jail and had recently been transferred to prison hospice care. earlier this month, atkins was denied parole for her role in the brutal manson murders. three strangers ripped steel bars off a window to save an elderly woman trapped inside her burning home. the 93-year-old woman was surrounded in thick smoke. men who happened to be nearby and smelled the smoke broke into the house and found her upstairs here. >> i turned around, came back. i didn't think too much about

our top story today, two alleged terror plots disrupted by the fbi. in one case, a man is accused of trying to blow up a dallas skyscraper. the 19-year-old will have his first court appearance today. richard lui has been following this closely. how did the fbi stop him? undercover agents contacted him months posing as an al qaeda sleeper cell. they gave him a fake bomb and then they say he drove it into the skyscraper's parking garage and tried to detonate it with a cell phone. people who work there are plain glad this thing was not real. >> it's very alarming, yeah. oh, yeah. that's my -- i wok on the 21st floor. if anything happens, then i'm gone. yeah, it is alarming. >> my stomach flipped. it turned. is it's scary. it's like you hear about it but never think it will happen to you. >> it appears that he picked fountain place tower because it

and, again, this is just 1 of two separate plots we're learning about today. >> richard, thank you so much. what a shocking report there. a new autopsy report says that an illinois family killed in their own home was beaten to death. a couple and three of their children were found dead monday. the only survivor was a 3-year-old girl. she was also beaten and is now in the hospital. no one has been arrested. police are getting flooded with tips. a local reporter discussed the case on hln "prime news." >> police have now formed a task force and is going to investigate. they've already had over 100 calls on their tip line and they didn't really give out much more at the press conference. obviously the blunt force trauma came out of that. we now know that the littlist girl being the survivor, is in critical condition at the hospital. and obviously we reported earlier today that the police are looking for cylinder object or sharp-edged object.

>> good morning. getaway friday, a little stormy in some areas, rain shields and other, rain around iowa, into minnesota. here's what it looks like, cold front from memphis into the gulf, stretching to the east. the rain found around there today, by this weekend, it moves into the lower part of the southeast. that's not a good thing. let me show you the flash flood watches and warnings for the same areas that got flooded out just this past weekend. namely, north georgia, most of tennessee, good chunk of northern alabama. the dark green area, flash flood watches. four or five die days, five inches of rain around the smoky mountains. the heavy rain is back, and that's not good. the same area that got slammed just a couple of days ago. what about the temperatures? you can see the cold front was out there being but look at the temperatures ahead of the frontal boundary. 75 in mobile, 73 in atlanta. back side of that?

it's cooler, drier. check out dallas, 55 degrees, 56 now. 65 degrees in little rock. and that warm, humid air is moving along that front, will get a lot of rain going. more showers arcing back toward the middle part of the plains, also around iowa, in towards lower minnesota, too. rain around the beltway in towards richmond, charlottesville, most of it sliding off the coast. a morning event, it it gets away from you later this afternoon. here is your rain around western tennessee now starting to pick up you in northern mississippi. rain also moving out of arkansas. again being weelg see as much as three to five inches of rain around the smokies. a little less around the atlanta metro area, obviously great news. look at the computer models putting in about one to two, maybe 3 inches of rain over the next couple of daze. be watching this with earnest, a close eye. wet don't want to see any more rain than we need, and we don't need any around atlanta. more in a bit. >> we certainly don't. thanks, bob. you have seen the segue being bob's seen the segue. but have you seen this? what the heck is this?

signature of smn somebody who's trained in an al qaeda training camp on the afghan/pakistan border. the government alleges that zazi has admitteded to attending such a training camp. the reason this is important is not this guy is buying household products. if he's got the right training he can turn these into very effective bombs. >> zazi has been charged with conspiracy to use weapons of mass destruction. prosecutors say they still haven't figured out where or when he wanted to stage his attacks. and they don't it know who the three other men are who allegedly helped zazi buy those condemn chemicals. the zazi denies being a terrorist. a california man is accused of stalking his girlfriend by airplane. police say several people called to complain about a low flying plane over the past few weeks. once the plane dropped leaflets referencing a person and included racial slurs. wednesday night the plane was over the neighborhood so neighbors called police.

>> psycho boyfriend is about it. >> it's a little loud, but it just sounded like a small engine on an airplane that was buzzing the neighborhood a little bit. >> the pilot was arrested on suspicion of stalking and violating a restraining order. look out for flood-damaged used cars. the warning comes in the aftermath of this week's flooding in georgia. jennifer westhoven is looking out for you. >> the floods were in georgia, but these cars can end up anywhere across the country so you might think, oh, the flooding didn't affect me, but you've got to be on your guard. a lot of story like this came after hurricane katrina. we want to make sure it doesn't happen this time. people end up with these cars and they just sell them and they never tell you the truth, that the car was in a flood. that can really ruin the inside of the car, brutal wires, corroded metal. these cars, too, can end up you anywhere so go over any used car you might want with a fine-tooth

nuclear power that meets the energy needs of its people. but the size and configuration of this facility is inconsistent with a peaceful program. iran is breaking rules that all naig nations must follow, denying its own people access to the opportunity they deserve, and threatening the stability and security of the region and the world. it is time for iran to act immediately to restore the confidence of the international community by fulfilling its international obl gaigatiooblig. we remain committed to adreing the nuclear issue through the p-5 plus 1 negotiations. we are committed to demonstrating that international is not an empty promise, that obl ga obligations must be kept and the

treaties will be enforced. that's why there's a sense of urgency about the upcoming meeting october 1st between iran, the permanent members of the u.n. security council, and germ germany. at that meeting, iran must be prepared to cooperate fully and comprehensively with the iaea to take steps to create confidence and transparency in its nuclear program and to demonstrate that it is committed to establishing its peaceful intentions through meaningful dialogue and concrete actions. to put it simply, iran must comply with u.n. security council resolutions and make clear it is willing to meet its responsibilities as a member of the community of nations. >> president obama here just commenting, saying iran isn't living up to its responsibility to divulge information about its nuclear program and saying it's breaking rules that should be followed by everyone in the world and he expects for the iaea to inspect these claims and

packing bottled water as your kid heads off to school. first, today's top story. two u.s. cities targeted in two alleged terror plots. federal agents say the suspects in both were ready to pull the trigger. arrests were in illinois and texas. counterterrorism authorities say the plots were unrelated and neither is connected with a third alleged plot based in colorado, the one we have been talking about all week. now, first, let's go to this one in springfield, illinois. michael finton known as tall lead islam is charged with trying to detonate a truck bomb outside a federal building in the u.s. he tried to blow it up with a remote control. he was arrested as he pushed the button. and in dallas, the fbi says a 19-year-old jordanian man was arrested as he tried to set off a homemade bomb at an office tower. the plots are considered

home-grown. >> there's a couple of things that have drawn these plots out at once. it is in the vicinity of the anniversary of september 11th. it's also at the same time ramadan was just over so there are a variety of reasons that it's heightened the fervor of the people that would like to do these things. and i think the reassuring thing is the fact that the terrorist task forces across the country are on top of these cases. >> fbi agents prevented both attacks by going undercover n about ten minutes, correspondent richard lui explains how they outsmarted the alleged terrorists. brand new this morning, the third alleged plot, we have exclusive video of terrorist suspect najibullah zazi, right here, buying large amounts of a chemical that can be used to make bombs. employees at a denver beauty supply store say he made several purchases recently. experts say he could have done major damage with those chemicals. and we are going to hear a lot more about what investigators know about this man.

two alleged terror plots thwarted right here in the u.s. in illinois, the fbi says that 29-year-old michael finton tried to blow up a federal building and courthouse in illinois. he is charged with attempted murder of federal employees and attempted use of a weapon of mass destruction. richard lui joins us now, how long has this guy been on the radar? >> agents are have been tracking him two years but the sting started in february. according to an affidavit, an fbi agent posed as a low-level al qaeda operative then gave finton a van supposedly filled with one ton of explosives, the bombs were fake, finton did not know that agents arrested him once after agents say he parked the van outside a building in springfield and tried detonate it with a cell phone. >> creepy to hear. why would he want to do this in the fbi talking about that here? >> finton is an ex-con who

converted to islam in prison, called himself talib islam and wanted to go abroad to train as a jihadist. people who worked with him at a restaurant said they never saw that side of him. >> i'm very shocked to hear this about him because from what i know about him, this isn't in his character at all. this element of what's on the news about him, this is -- i don't really -- didn't know him to be that kind of guy and this could be a mistake. >> authorities say it is no mistake. they say finton told agents he idolized john walker lippndh, a wrote to him in prison. in the next hour, you will hear how fbi agents disrupted another alleged plot in dallas. >> richard, thank you so much. drinking water at many schools across the country is tainted with toxic levels of lead and pesticides. the kids in all 50 states have been exposed to this water for

some overdraft fees some, we will be watching that one very closely because when we have had to many stories about the huge overdraft fees, hit with hundreds of dollars in one day, for one mistake, basically. congress has been looking here. so banks want to give up an inch, give up a little to keep the bulk of the fees. you know they want to keep them, overdraft fees with a gold mine. u.s. bank, only hit three times a day, only hit you so many times a year and also won't hit you if it is a little mistake, only go under your balance by $10. again, congress has been looking that the one very closely to pass some new regulations here. some mortgage rates, some, now at record lows. this is good news in a bad economy this could really save you a lot if you can make a big monthly payment. freddie mac says the average rate for a 30-year fixed mortgage that is about the same but only a little more than 5%, great rate historically speaking. check out the 15-year. it sunder 4 1/2%.

angeles. these are live pictures. now, look at this you see the ladder truck from that firefighters' truck, below there, underneath those word there is, you can see them getting water on this thing. officials say there are no immediate reports of injuries or evacuations, that's the good news so far. a fire official says 100 firefighters are on scene right now. that is a big fire to take care of. there is no word on the immediate cause of this whole thing. the facility refines 97,000 barrels of oil a day, so you can imagine this thing could get really hot. and according to the company website, it manufacturers gasoline, jet fuel, diesel fuels, petroleum, coke and fuel oil. so some very flammable things for sure. so we will keep an eye on this and keep you posted. these live pictures, again, in the los angeles area of a refinery fire. homes ago, vice president joe biden just arrived in georgia for a first-hand look at all the flooding damage. he is also here with the fema

a singer, dancer, or football player. we have another program for which comcast is our media partner on young ambassadors. we try to teach young adults to navigate life. we teach conflict resolution, about vocations, and about going to school, the importance of time management, discipline, that kind of thing. >> thou, you have an anniversary awards luncheon coming up. you recognize numerous women for their wonderful accomplishments. when is the luncheon? >> sunday, september 27th. people remember it by the sunday morning following the congressional black caucus. it's at 11:00 this year, which is a change of time. >> where is it located? >> this year at the united states naval yard, sixth and m street southeast. we're looking forward to having a wonderful time. there's a beautiful view of the
