a health emergency becomes a national emergency as president obama steps up the response to the h1n1 outbreak. health officials get their latest assessment on the efforts to get enough vaccinations to the public. and one of the pilots is speaking out. what he is saying didn't happen during the flight. what does the number 350 mean to you? if demonstrators have their way it will mean changes to offset global warming. how much you could end up paying. thank you for joanining us. the swine flu outbreak is now a national emergency. president obama signed that declaration at the white house houselast night. that means medical officials can
2:01 pm
bypass certain federal requirements to fight the pandemic. 46 states are snou facing widespread flu outbreaks. more than 1,000 people have died in the u.s. the cdc admits they do not have enough vaccines. >> we share the frustration who have waited online or called the number or checked the welcome back site. the technology is not well suited for pandemics. >> the cdc says the government has spent more than $2 million trying to develop a new method of vaccine production. president obama signed a declaration of national emergency last night. medical officials can bypass requirements to fight the

pandemic. more than 1,000 people have died in the u.s. 16 million doses of h1n1 vaccine are now ready to ship. 11 million doses are now available to the public. the cdc admits that's not enough. >> we share the frustration of people who have waited online or called a number or checked a website and haven't been able to find a place to get vaccinated. our technology is well well suited to pandemics. what really happened on flight 188 when it overshot the airport where it was supposed to land. the answer to that question after the flight's co-pilot has spoken out. the jet flew past its minneapolis destination by more than 50 miles. along the way air traffic controllers lost contact with
2:03 pm
the pilots for about an hour. by the time they responded, they were in wisconsin. here is what the flight's co-pilot told our affiliate. >> nobody was asleep in the cockpit. no arguments took place. but other than that i cannot tell you anything that wept on because we are having hearings this weekend and on tuesday. all the information will come out then. >> no arguments took place? that is the statement that is out there. >> there were no arguments at all in the cockpit. that was not an issue. absolutely not. >> the co-pilot does not know the pilot very well. he calls the entire episode a nightmare. passengers on flight 188 says there was no indication of any trouble. >> we were just completely under the impression that it was just air traffic and that minneapolis
2:04 pm
airport was not giving us clearance to land and we would fly around until they allowed us to do so. if any of us had known that was going on we would have been in a complete state of panic. i am glad they were trying to look out for us because i don't think the pilots were. >> the military scrambled to launch four fully armed f-16 fighters. northwest flight 188 carried 148 passengers and a crew of five. 350 is a number you will be seeing a lot more of. the international group has made it their slogan. it would reduce car ban emissions to 350 parts per million and today they organized rallies around the world. thousands gathered to form a human chain to spell out the
2:05 pm
number 350. last week the country's government backed down. cyclists chanted during a rally in the streets of beijing. and a dance performance on a glacier inty tyibett. 350 demonstrators got together on australia's great barrier reef. and we will be digging into our pockets to reduce greenhouse gases. the costs could be negligible. it would add about $150 a year to the cost of an average home energy bill but some studies warn the increase could be as much as $3,000. senate hearings on this bill begin neck week. is there really a solid case to be made that the earth is getting warmer?
2:06 pm
most americans think so but those numbers are falling. only 57% of americans think there is solid evidence of global warming. that number is down. just two days after police and military scramble to look for a boy thought to be trapped in a balloon the boy's mother apparently told police that the whole theng was a hoax. she and her husband knew their 6-year-old son was hiding the entire time. the heenes told their children to lie. >> i really do hope that this does seem like the misdemeanor of making a false police report. i certainly think it is a bad thing to tell your children to lie to the authorities, to tell your children to lie to meredith and wolf. >> is that a crime? >> but it is a very big deal in this country to take children
2:07 pm
away from their paperrents and this does not rise to that level. >> the heenes took about two weeks to put this thing together. they could be charged sometime next week. >> arneighbors held another vigil for the family of 7-year-old summer thompson. her neighbors and friends sang her favorite song. she had been missing since monday. police have not made any arrests yet but they ruled out all 161 sex offenders who lived within five miles of the little girl's home. investigators are not revealing how she died. a driver in a rush hour accident is lucky to be alive today. passing motorists stopped just in time to help him but one caught his truck exploding.
2:10 pm
are. >> talk about getting there just in the nick of time. several drivers raced to pull the driver out just before the truck exploded. someone recorded that fire with a cell phone camera. the accident happened during rush hour yesterday. the driver got out without any major injuries. a raging fire that has been burning for more than 24 hours shows no signs of slowing down. shook a fuel storage complex with the force of a 2.8 earthquake. rain could mix with the smoke and cause acid rain. one person was hospitalized and at least 350 people evacuated. puerto rico has enough gas to last 24 days. the fbi is investigating gra graffiti that referred to a fire. >> and amazing pictures

september to us from an ireporter. this is an apartment complex on fire in edmund oklahoma. no one was living there yet. when paul heard about the blaze he weptnt to see the building. workers left the construction site about 5:00 p.m. and no one noticed the fire. you are probably about to ask what was he thinking? an assistant high school football coach was charged with pulling a knife on one of his
2:12 pm
players and threatening him. and then christopher michael campbell told players don't try me today. campbell has been charged with assault with a deadly weapon without intent to kill and exhibiting a weapon within 1000 feet of a school appropriate. no one was hurt. people are talking about the man who held up a loan office and then dropped to his knees. >> i am just trying to figure out what that reason is. >> the so-called praying robber is talking about what drove him to commit the crime.
2:14 pm
2:15 pm
other than saying he was a victim of a homicide, authorities are saying very little about this crime. >> mainly focussed on the front part of his body. if there was a fight, it was in a localized area. there was blood spatter in various locations of the kitchen and different areas of the wall and floor inside the kitchen. >> there have been no arrests but police are questioning witnesses. there have some things you should never try to do and this is one of them. check out this surveillance video. two men armed with a shotgun try to rob a convenience store clerk clerk. >> the clerk had been robbed twice before and wupt going to be a vick again. the man known as a praying
2:16 pm
robber is explaining how he ended up praying with the store's clerk. the whole scene was caught on surveillance video. we have more on the suspect who turned himself in. >> i was in there for a reason. i am just trying to figure out what that reason is. >> gregory smith has nothing but time to figure out why and how a woman he never met was anyone to bring him to his knees in pray. >> she prayed over me. >> he walked in to rob it. >> i felt like the weight of the world was on my shoulders. >> this is something i would have never resorted to under any other circumstances. >> smith says he has been unemployed for more than a year. >> a lot of people have had the thought go through their head. i was dumb enough to react on it and actually try to do it. >> police say it was not smith's
2:17 pm
first try. >> he was acting like he tried to get a loan and he pulled a gun. >> smith admitted to robbing the loan office. >> if you talk to anybody know me, they will tell youis not me at all. >> but smith's criminal record says something else. he was already on probation for auto theft and receiving stolen property. >> do you think you deserve forgiveness? >> at this point, i don't know. >> but smith is ready to face the consequences of his actions. >> are you a changed man? >> honestly, yeah. i just got to figure out a way to do what i need to do to get myself back on track. >> this moment on his knees was the first step. channel 13 eyewitness news.

2:20 pm
farmers are weeks behind schedule. watch out for wet weather for today and tonight and with playoff baseball in the mix the concern is for rain tonight in the bronx. we koul see light ning strikes in the region. when you look at what the computer models are showing, a lot of rain is sweeping across the northeast. you can see our forecast areas in yellow indicate the higher amounts. we saw heavy rain yesterday. so that is good news. and as we check out forecasts across the country temperatures are nice and warm. if you are looking for mild weather, head to phoenix. some cooler spots but not really that cold. some of the colder areas are in maine where temperatures have been in the 20s. really when you look at the

home prices are bottoming out, right? well, maybe not. according to a new forecast, home prices are expected to get a whole lot more affordable. in fact, they're predicted to plunge in 342 out of 381 markets during the next year. overall the national median home price is forecast to drop 11.3% by june 2010. for the following year that's 2011, pfizer anticipates some stabilization with prices rising 3.6%. the weakest cities, they're miami, orlando, las vegas, and the most stable you might be surprised, kennewick, washington, fairbanks and anchorage, alaska. the fall and winter months are usually considered an off-peak time for home buying but as you just heard with home prices dipping and mortgage rates at all-time lows, what are the secrets you need to know to get the best deal in the market? here with some advice is rick neuman, chief business correspondent for "u.s. world and news report." rick, great to see you. >> hi, gerri. >> we talk about how hard it is to get the mortgage, you have to
3:28 pm
put 20% down now, have a great credit score, 720, 740. you think there's more to think about. >> right, we know about the home buyer tax credit the $8,000 credit supposed to expire in december, it's looking like there's a lot of chatter in washington maybe this is going to be extended. this has a big impact whether you qualify for the credit or not because that credit has driven up demand for houses in a lot of markets, which raises prices a little bit. so people just need to be paying attention to that. there's some other things going on in washington sort of behind the scenes that affect the availability of mortgages and mortgage rates which is going to affect the market for houses going into the winter. >> the bottom line there, of course, there's no guarantee this low mortgage rate also continue. >> right, but i think for sure, the government is not going to let things go spiraling out of control, so i think the rationale in washington for sure is at some point yes, the government needs to stop subsidizing the housing market but it will be a gradual pullback, probably likely we'll
3:29 pm
see some extension of that credit, and mortgage rates are probably going to stay low for a long time. all of the economists say -- >> that's good news. >> the housing market has to get better before the overall economy gets better. >> one of the things you say and it's interesting before you go out and buy, make sure the job is stable. >> right, so companies for the most part have stopped these big mass layoffs we've heard about but unemployment is still getting worse, so your job might be stable, you might feel like it is but if something happens the chance you'll be able to get another job quickly are not great. >> right. >> you've really got to do all this homework and really make sure you're in a place to buy a house if that's what you're going to do. as you pointed out it really is a buyer's market and it's going to stay that way for some time. >> i want to talk to you about foreclosures. a lot of people think that's a great way to get in the market if you're having a hard time affording a house. would do you it now? >> it's not as simple as it sounds. it's not like buying a pair of jeans off of the clearance rack getting 50% off.
3:30 pm
it sounds like a great detail, but foreclosed properties there can be lots of problems. there can be liens on the properties, other legal issues and foreclosed homes tend to be in neighborhoods with other foreclosed homes, so you're going to have to -- you want to go to that neighborhood, look around decide if it looks like are there shabby, unkept homes, if you can get into some of the local real estate records, find out what other foreclosures have happened and get a feel for the neighborhood, is it a stable neighborhood, homes well taken care of or feel like it's marginal? foreclosures are still going up so the house next to yours could end up in foreclosure, too. more than ever, get into the community you're interested in, do your homework, ask around, knock on doors. >> right. >> canvas realtors and do your own intelligence gathering really. >> do your homework. great advice, rick thanks for that. >> as always, thank you. as we mentioned mortgage rates are at record lows. take a look at these rates, 30-year fixed, 5.07%, a 15-year fixed 4.51. so you want a piece of this action? you'll find a re-fi makes sense
3:31 pm
if the rate you can lock in is half a percent the 3/4 of a percent lower than your current mortgage. shop around to get the best rate. some lenders are more willing to be flexible than others and refinancing is not free. you can expect to pay 3% to 6% of the mortgage amount in fees. and don't refi if you're planning to move in a couple of years unless you're worried your adjustable rate mortgage will reset to unaffordable levels. up next the battle of the sexes, men, women, and the different ways they can and should handle their money.

3:35 pm
over a life cycle, because we spend it in the early years and it means you'll get half as much in your nest egg so you need to keep contributing. >> you can't disagree with that can you? >> i agree with it and the bottom line is, sometimes men get a little bit overconfident and they tend to trade a little bit more frequently than women do, a study by the university of california that studied 35,000 couples and found that men turn over their portfolios 77% 3% annually for women. 401(k) strategy the best way to use the buy and hold dollar cost investment strategy. the people who bailed out in 2001 or 2007 and '08 when the market returned they know about locking in your losses and selling on the loan. >> good luck. i want to ask you about investing money, a lot of people invest beyond their retirement, typically a great idea because most of us even if we do the 401(k) we still will need more money in retirement. where do you put that dough? >> with someone you trust.
3:36 pm
i highlight this because in the news we have patricia cornwall, famous detective novelist, who now is looking for $40 million of her hard earned dollars because she assumed the money would be taken care of. i see this mistake by women a lot. i really feel you want to take control of your finances. a simple formula you can use, 110 minus your age as a woman, maximum amount you put in stox, remainder in bonds and cash. >> manisha you're saying get an adviser. do you have to get an adviser, ryan? >> the days of going to an adviser without adequate knowledge are over. if i steal a car and i'll get arrested, i don't have to be to a lawyer or be a jd to have that knowledge. the blem men is that sometimes we might have a little bit too much pride to say we need assistance for something. >> i'm making the list, pride, you don't stay in your investments long enough. >> ants in the pants.
3:37 pm
>> most of the couples that i work with are those individuals the woman is always the one who comes for the assistance, they're always the one who takes the initiative and says look we need assistance, the mankind of sits back and i don't need help, i can do it all by myself but sometimes it's okay to be humble and say i could need assistance. but make sure you help yourself first. >> the metaphor for life, ask for directions every time. >> exactly. >> let's get on to emergency funds, i don't know the difference between the sexes on this one but you have money that you may need at any time in this market where interest rates are so low, where do you put it? >> if you look at bankrate.com they show the highest rates and online bank accounts have great yields, i'm actually telling individuals look at your local credit unions, they have low yields. look at maria shooifr had "the women's nation" out right now saying women are starting more
3:38 pm
businesses and a lot of the growth in different sectors are coming from women- odom natured markets. >> one thing i highlight is option rate securities don't forget about that. >> the what? what are you talking about? >> a couple years ago there was this fancy shmancy product that a lot of firms offered their clients, you could put your money in cash and get a higher than average interest rate. >> they offered you more and you were a little greedy you would step out and buy that. >> exactly, then you got your fingers chopped because the whole market froze up so what i like to tell women is don't get greedy. if it sounds too good to be true with personal finance usually it is. >> i have to get you to this question about asking for a raise because this is where women fall short. men will ask for the money, women not so much. manisha what is your advice? >> i really feel you need to ask for it. in fact there's a new book out called that title and i suggest women read it. 80% of men identify with this statement, "i set my value in the office place." only 20% of women believe that
3:39 pm
and it's really hard, all of these articles with things like 11 powerful women that make men squirm. we need to encourage each other to do it. >> ryan, you probably have good advice for us when it comes to asking for more money. >> most individuals if they like their job they can be on the brink of being fired for laziness and still say i deserve to get a raise but what are you doing to deserve getting a raise? do you log and write down all of the things, do you get to work early, write down the proposals and projects you pro pose and let me get that done to an increased value to the company more so than the person to the next of you. >> thanks for your help today, manisha and ryan, great information, good conversation and it's good to know that we can re-enforce both of the sexes. we all have to worry about money but for latinos the relationship with money can be different from other folks. some latinos, a community leader explains, have never, never trusted banks. >> the community was basically

under attack, people were being robbed because there wasn't a safe place where to keep their money. >> a little later in the show we'll speak with the author of "the latino journey to financial greatness." we like to go green and save green at the same time but can you believe the hype surrounding the eco products? we're separating fact from fiction.

3:43 pm
>> it used a lot more energy in our labs. >> reporter: can a manufacturer put on an energy star sticker? >> well, they're supposed to have these products tested and they do, but they themselves test it. >> reporter: if you had not run this test people would buy this thinking i'm saving on energy and money. >> correct. >> reporter: but in reality? >> the reality is it's using twice as much energy than it claims. >> reporter: and an appliance like this, claiming an energy bill of $60 a year could actually be double. of hundreds of products he tests every year, he estimates 5% to 10% should not be labeled energy star. >> for the most part the products we test that claim to be energy star are telling the truth but there is enough products out there that give us some concern. >> r energy's inspector general who in an audit found the department had not implemented planned improvements in the energy star program. the report concludes those delays could reduce consumer confidence in the integrity of the energy star label. we asked the department of energy's kathy zoy about the criticisms.
3:44 pm
>> inspector general identified a number of improvements to the program and frankly we agree with those improvements and we have put a plan in place to get all of those all of those improvements implemented. >> reporter: but is the department of energy, as it works on those improvements it's the in the process of planning a rebate program for consumers buying energy saw it products, $300 million of stimulus money is being used. can consumers be confident the products are as energy efficient as they claim to be? >> there have been examples that are very rare, where a manufacturer has misused or misappropriated, misapplied the energy star logo and when the department of energy or when the epa has found out about that, they've taken steps, taken action and those manufacturers have had to recompence people who have bought those appliances. >> unbelievable. mary i thought the energy star label meant something. what are these people saying about the label and about these independent audits of energy efficiency? >> policing is the big issue here. and we asked the department of

energy about that. they say they have started third party testing on some of those products. they plan to expand it to others. no set timetable. they are hoping in the meantime some of these punitive actions that they mentioned are going to get manufacturers in line. >> wow, that's just an amazing story, thank you very much for bringing it to us. >> saving energy not only helps your wallet but also the environment. it's hard to know what's really worth it and what's just hype. pat is an associate editor with kiplinger financial finance and she's joining us to talk about it. let's start with the first of these. my mom always told me i had to turn out the light bulb every time i walked out of the room but you say that's not necessarily true now? >> it depends on what kind of light bulbs you have in the room. if they are tradition p incandescent bulbs then your mom
3:46 pm
is right you should turn them out every time you leave the room. with compact flouruorescents, the more times life. what the department of energy recommends as a rule of thumb is that if you're going to leave a room for more than 15 minutes you should turn the cfls off. >> that's great advice. i have to ask you about the labels, though. eco-friendly, green, earth smart. does this mean anything? >> those really fall -- those kinds of vague marketing claims really fall into the category of greenwashing. the federal trade commission has begun to crack down on these sort of green labels to ensure that they meet their regulatory smell test if you will. meanwhile, maybe because of the ftc's concern, some manufacturers have begun to

clarify their labeling and put more information and advice for consumers on their web sites. >> that's a great idea. let me ask you about hybrids, though. i know people think i'm going to pay more for the hybrid, but you know what, i'll make it up as i save money on gas. true or false? >> well, it's sort of true. with a hybrid, the degree to which you recoup that up-front premium, which is usually about $3,000 plus depends on how often and how far you drive, how long you expect to keep the car. generally you need to keep it five years or longer to recoup that premium. and also if depends on the price of gas. the higher the price of gas, the more quickly you'll recoup the premium. when gas prices are low as they are right now, then if you buy a hybrid, you're buying it sort of

they said it would never last. but it's been two months and you're still going strong. glade lasting impressions. two fragrances alternate to keep things... fresh and exciting day after day. - and not just for 30 days. - ( inhales deeply, sighs ) but for 60. it's the longest-lasting plugins ever. get freshness that won't fade away for 60 days. ahhh! with plugins lasting impressions.

and yes, it's glade. s.c. johnson a family company. gold it's all the rage. people are asking me should i buy it? should i have it? i'm going to give you advice about that and other ways you can make more out of your dough. you give me this next half hour and you're going to smile all the way to the bank. ever since i can remember, i've been fascinated by money. making it saving it, studying it. by the time i was 31 i had earned enough to retire. so i embarked on a new mission, helping you take care of your money so you can save more spend less and avoid getting ripped off. >> now from his radio student yoi studio, your money expert clark
3:55 pm
howard. >> the new stats on the money market were absolutely atrocious. for the fourth time this year, foreclosures hit an all-time record. but wait it gets worse. if you look in the pipeline for what's coming for people already delinquent on their homes wow. we're going to have a really, really rough time in the housing market in 2010 and it's really democratizing because it's homes of all price levels. there is a good side to this. do you know what that is? there is great, great, great opportunity for you as a buyer and it's only going to get better especially through the winter. so i'm loongking forward to seeing this first one. it looks really nice from the curb. wow. these people beat the daltsylights
3:56 pm
out of this place. like right here where this formica is damaged. it makes a bad impression. it looks awful, but this would be so inexpensive to repair. small dining room, small living room but we build so much more than most of us really need. so what do you think is going on here? people were taking containers of grease and just pouring them on the carpets? >> the carpets will probably need to be replaced. >> oh, i think we've got some water damage. sheetrock not well repaired but i think an inspection would be really important. >> absolutely. >> i give this one an "a." how would grade it? >> it's a great place for a first-time home buyer, get moved in, not have to do a lot of work. and the work that needs to be done is user-friendly. >> right. this is not a real handyman special. >> this one is a goodbye buy.
3:57 pm
this is a nice house. i can tell right from the curb and in this case the bank is doing a good job of taking care of the property. i bet the family that was here spent all their time right in this area right here. i'd be right here with my big-screen tv sitting right there watching the nfl. you know when i lived in the north, i had a bedroom that was the size of this closet here. this house is in great shape. if you look at other distressed sales in the neighborhood it's priced about right. but compared to non-distressed sales, this one is a deal. good things can happen to bad neighborhoods. this neighborhood behind me very
3:58 pm
well maintained. this foreclosure, on the other hand, well it's not looking so hot. you look right here, it looks like termite damage here. over here this bay window look at this. this is either ter mitsmitetermites, water damage or a combination of the two. well actually, it's not as bad inside so far as it was outside. that play set's not looking so good back there. wow. i don't think you have a better representation of the heartbreak that mortgage meltdown has than seeing that. ewww, that bath room is not looking so good. let's go up stairs, see what we
3:59 pm
got. uh-oh, uh-oh, we got some serious water damage here. let me see. yeah there's been real water damage here and the tiles are just trying to cover it up, and then more water damage up above my head. this would be one that you would want to watch and wait for and you have to be willing to use a lot of elbow grease to get this house in shape. this was somebody's self-help job doing this. if this was smellavision what you would be experiencing right now is the absolute mold smell. in fact, my nose is itching from the mold of the dampness down here. hide the children. no! no! no! what were they doing?
4:00 pm
what in the world is this? oh look at the mold. see, i was telling the truth. this is something that would tell me this house is more trouble than i could handle. so as you've seen on my video tour, there is both tricks and treats. you really got to think through, when is something a real deal versus fair market value in a neighborhood and the cost it will take you to do the repairs that that house requires? and are you up to those repairs? i can tell you, i'm not. >> next on clark howard -- >> i like to learn a lot of things from the money coach, but the bottom line is responsibility. i want to learn how to be smart for my money how to make it work for me. >> the best cd rate i can find is 2.2. i'm considering buying $300,000
4:03 pm
bob is with us. bob, how you doing? >> caller: i'm doing fine clark. how about yourself? >> fine thank you. i understand you want to buy some gold. >> i'm thinking about it. to give you a brief outline, i'm 78 years old. i own five pieces of real estate, three of them are rental houses and i have eight cds at $100,000 each. i'm considering the best cd rate
4:04 pm
i can find is 2.2. identical considering buying $300,000 worth of gold. >> wow! that's a huge amount of gold to own. generally when people want to own gold or precious metals owning somewhere 5 to 10% of your assets in gold is fine. but, i mean, like at a max based on what you just told me owning somewhere like 80,000 in gold would be appropriate. but owning $300,000 in gold would be too much of your assets tied up in something that's very volatile and has significant risk over time. >> all right. >> but if you're going to buy gold, i would like you to buy something that's kind of like a mutual fund of gold known as an etf, exchange-traded fund is
4:05 pm
the kind of gold you should buy. research this term: gold etf fund. a gold etf allows you to own the underlying gold without you having to handle it store it or without you paying big fees to buy and sell it. but i would be careful taking too much of that low-earning cd money and throwing it into gold because that would ultimately prove to be very risky. michael is with us. hello, michael. >> caller: hi, clark. how are you? >> fine thank you. i understand that you were ill recently. are you okay now? >> much better. thanks for asking. last month i had to go to an emergency room locally for flu symptoms. and saw the doctor for a few moments, paid the bill, left everything was fine.
4:06 pm
then i get -- about a month later, i receive another bill for doctor services. is this normal? because i asked when i left the hospital what my total was, and they gave me a total amount i paid it, and now i've received another bill. i didn't have any labwork or anything like that, it was basically just a doctor visit. >> so you will have -- in your case they didn't do any culture or anything to try to confirm that you have this that or the other? >> no they just asked me for symptoms, she wrote a prescription and i left. >> so if you got a bill from the hospital and a bill from the doctor your surprises should be over. do you have insurance? >> i didn't at the time because i just started a new job. >> all right. so when the hospital bills you, initially they bill you at full retail and then the attending physician bills you at full retail as well. did you know those charges are
4:07 pm
negotiable? >> no, i didn't. >> give me a for instance. like, what is this doctor's bill that you were charged? >> $245, and initially i paid $200 at the hospital. >> the $245 is a full retail list price. and nobody pays full retail list. what you should do is you should contact the doctor and see -- you have insurance now. say, what would my doctor charge have been under your plan? and whatever that is, that would be a reasonable amount for you to pay. by now i hope everybody in america who has a toyota or lexus made between 2004 and 2010 has checked to see if your vehicle is one of the ones affected by one of the oddest
4:08 pm
recalls of all time. 4 million vehicles, approximately, were recalled because the driver floor mat could cause you to be in an accident and possibly even cause a fatal wreck? it's weird, isn't it? and the remedy, so simple. you pull out the floor mat on the driver's side and you let your carpet get dirty in the car. but most recalls aren't so simple as that. the shocker, though, is that most of the time, even when there is a recall involving serious safety stuff, people don't respond, don't take their cars or trucks to the dealer. i want you to take care of it, especially if it's steering braking, something like that. there is a web site you can learn what's going on with your car, autosafety.org. check it out. >> next on clark howard -- >> is it a credit card that you already had or is it a brand-new one out of the blue that you heard from that somebody was pretending to be you?
4:09 pm
4:11 pm
do you have a question for me? it's so easy to ask. just go to my web site cnn.com/clarkhoward and click to do a video submission of your question. and who knows, you could be like ashley asking your question of me. >> hi, i'm ashley, and i need a money coach. my biggest concern relating to finances would be that i am ill-prepared for the future and the future meaning tomorrow and the next day. and i'm just afraid i'll keep making mistakes and keep continuing on this cycle of destruction as far as finances go. i want to start saving for retirement and saving for other
4:12 pm
big expenses. i've got a retirement account now. it only exists because i worked for a big company in my last job, and i automatically contributed, so since then, which was about five years ago i haven't contributed anything. my question is as a single 30-year-old, how do i start preparing for the future for things like family and retirement? >> ashley, ashley, ashley. five years you haven't been saving any money? don't break my heart that way. you got to get cooking with this. now, because you're self-employed, you have available to you a wonderful retirement plan very simple to set up known as a sep. very easy to do. you can do it with many companies that are no-commission companies and that will take care of one half that you need to do. the other thing was more ill-defined. saving for a family. well for that simple savings will do.
4:13 pm
every month i want you to automatically deposit money into a savings account to start building up a cushion for whatever near-term needs you might have for dough. now, as for you, it's always a juggling act. trying to figure out what to do with limited resources, where your money should go. your first dollar of savings should go into tax advantage plans. you work at an employer with a 401(k) or something equivalent, that's where you start saving. next thing you do the roth account. and then after that, you save for other things like, well, a kid's college education. danielle danielle, how are you doing? >> caller: i'm good, how are you? >> good. now, danielle, when did you get this duplicate personality? >> caller: i found out about it this week. >> what we're talking about here is somebody has flattered you in a way nobody wants to be
4:14 pm
flattered. >> caller: that is correct. >> they have become your clone. >> caller: they have. >> is it a credit card you already had, or is it a brand-new one out of the blue that you heard from that somebody was pretending to be you? >> caller: it's about ten of them so far. >> no! really? >> caller: they've got my social security number and birth and all that and they've opened up credit cards under my person. >> so this individual has been a human wrecking crew in that they have already -- think about all the effects here. they've opened ten credit cards as if they're you, they have trashed your credit score because suddenly you have all these new lines of credit that have been opened everywhere that you had nothing to do with. what solves the problem, and you're even allowed to do this up front in all auto50 states to prevent what happened to you is
4:15 pm
to freeze your credit files. the second you freeze your credit, which you can go on line and you can freeze all three of your credit files, bam. >> caller: uh-huh. >> from that second forward, nobody will be able to apply for credit as if they're you. you stop them cold 100% in their tracks. you have as an identity theft victim, you have access to copies of your credit reports for free where normally people would be allowed only a single free copy of each report a year. so you have extra rights because you've already been wronged. and in most states, when you actually need legitimate access to credit, you'll be able to temporarily thaw your credit for free as well. >> caller: okay. >> so it gives you the peace of mind that you are not going to have right now until you do freeze your credit. >> next on clark howard -- >> have you ever been to australia before? >> caller: i have not, no. >> it's a fun fun fun trip.
4:16 pm
4:23 pm
today on the "clark howard" show, you're going to learn how to stay out of the way of identity theft. but that's only one way to learn how to fatten your wallet. stay with me the next half hour, and i'm going to show you how to be your own boss. as long as i can remember, i've been fascinated by money making it, saving it, studying it. by the time i was 31 i made enough to retire. so i'm embarking on a new mission, helping you take care of your money so you can save more, spend less and avoid
4:24 pm
getting ripped off. >> now from his radio studio, your money expert clark howard. >> i'm not from the fbi, but i'm here to help you. there is a new warning from the fbi about a hot hot scam working where you get an e-mail that pretends to be either from the fbi or the department of homeland security with a claim that there is information there that you might be interested in. what kind of information? well there are several versions. one of them says that it's a confidential fbi report on new patterns in al qaeda financing. another one says weapons of mass destruction directory. just to give you an example of what kind of things are floating out there, and what happens if you open one of these e-mails? will you end uploading viruses on your computer? and what are the criminals going to do with that? they're going to try to take over your bank accounts. they'll have access to all your
4:25 pm
pass words passwords and all the rest. these are known as trojan and key maker programs and the key thing to you to note is the fbi are not sending you these you have to be smart about any e-mail you receive and ever opening any attachment. now, how can i help you stay out of harm's way? what's your question for me? erin is with us. erin, hi, how are you? >> caller: hey. i'm hoping you can help me keep my sanity clark, and then i'll be okay. >> tell me how i can be of service. >> caller: my husband and i are the unfortunate people that are upside down on their home now and through listening to your show and advice through friends, we learned earlier in the year through possibly refinancing through our mortgage company or doing a loan modifications through our mortgage company. so in april we started a process with our then-insurance company, we got approved and two days
4:26 pm
later, a new mortgage company called and said, we bought your loan. we thought okay it's coincidence. so we started the process over, faxed in thousands of pieces of paperwork. we got approved and literally the next day, the mortgage company called and said we can't continue the loan modification even though you've been approved because we're selling your loan as of november 1st. >> is your loan owned by fannie mae or freddie mac? >> no. >> so your loan as a modification is done or a refi is done it's up to the individual bank not fannie or freddie, to say whether they'll do it or not and amazingly twice -- this is an amazing story you're telling me -- twice you've been approved and each time the rug gets pulled out from under you. >> caller: yes, sir.
4:27 pm
>> here's what you do. i want to you go to the web site nfcc.org. you're going to put in your zip code and then it will take you to the closest national foundation for credit counseling office where you will be able to make an appointment with a housing counselor. and with their help, hopefully you'll be able to get this thing moving for you and your family so that you can keep your home. steve, you are headed to retirement. congratulations to you! >> caller: well i had things go right, clark. i appreciate that. i'm just laying it out right now. i guess my question is i've been -- let me back up. i don't know if it's once a year or twice a year, you know, the social security sends you a statement saying you have so many credits and shows your income over the years and shows
4:28 pm
if you retire at 62, it's possibly this or at 65 full retirement. i want to know if you have any idea how accurate those numbers are. >> very. >> caller: okay. >> those are very accurate, because especially as you get very close to retirement, they are almost right on the money. >> caller: that's good. i'm pleasantly surprised. >> so that's not something to worry about. by the way, your social security check is going to be fine if you're getting close to that stage. >> caller: in february i turn 62. >> you're going to be fine. >> i'm trying to figure out, of that check, if i keep working versus if a take something part-time. my wife works part-time, i could get by on part-time -- >> do it. do it. i talk and sometimes i talk in absolutes and sometimes i hem and haw. i will tell you that you will
4:29 pm
smile so long through your retirement years if you defer taking that social security check at 62 keep working part-time, build up more credit, and then ultimately take your social security benefit. you're perfectly capable of working now. it will generate a much larger check from social security the longer you wait to take it, and you will have earned money when you're capable rather than what happens to so many people that get older and they won't be able to work but they need the money. >> next on clark howard -- >> caller: when i logged in the web site asked for my bank name first, my routing number, and then my user i.d. and password to my bank account. and that's where i immediately stopped. >> if she knows about the money and she turns out not to be responsible -- >> caller: i hope not.
4:30 pm
4:32 pm
do you have a question for me? it's so easy to ask a question. just go to cnn.com/clarkhoward and post your on-line video question for me. if you do so you could be right here with me on "money coach" where you get to ask your question about your wallet. we're going to meet somebody right now who has a question for
4:33 pm
me about whether or not something i've talked about is really safe to do. it's time to meet tasha. >> hi, i'm tasha and i need a money coach. i want to do it on a budget because i want to know where mon money is going. there's nothing extra, and when we do need extra it's on a credit card. that's what i want to get away from. i heard about mint.com in the paper. mint.com is a site you can go to to make a personal budget. you use your i.d. and when i logged in it asked for my name my bank my routing number and then it asked for my user i.d. and password to my bank account. that's where i immediately stopped and said i can't do this. is mint.com a safe web site to
4:34 pm
use when creating a personal budget? >> tasha you're on to something. i use mint.com but there is a risk because you are coughing up your passwords. if you read their security briefing, they'll tell you all the things they do to try to make your information safe. but nowhere there does it say if they have a breach that they're going to cough up your dough if there is a problem. but they do in fact, give you alerts that let you know later, hey, there is a big transaction going on in your account. is this okay? so that you are able over time to monitor what's going on. and speaking of monitoring for you, if you were trying to track your dough i want you to know i love mint.com. i love their competitor wesabi.com because with these sites, you can track all your income all your outgoing, all your assets so you're able to see where you can trim expenses,
4:35 pm
where you need to beef up your savings and your retirement dough. >> collette is with us. i want to welcome you. how are you doing? >> caller: fine. thank you, clark. thanks so much for taking my call. >> you're welcome. how can i be of service? >> caller: i was calling to get your advice. my nine-year-old daughter had an accident in 2006. >> is she okay? >> caller: yes, she is. thank you. we just had a court settlement and just wanted to ask the best way to save this money for her. >> did the court specify a purpose for the money for your daughter? >> caller: no. it's just that it has to be for her. >> and how old is she now? >> caller: she's nine. >> nine. what would you like the purpose of this money to be? >> caller: to save it for her in
4:36 pm
an account toe use it for school or maybe an account for a wedding, something for her. >> so pretty far down the road. >> caller: yes. >> and the total before taxes? >> 200, $200, 7$200,719. >> what i prefer instead is because your daughter is only nine and the goal is longer term in nature that you look into putting the money into a mutual fund for your daughter. in her case there is one in particular that i would like you to look at that is what's known as a tax-managed portfolio. what that will do is put this money into a mix of stocks and bonds, and there will be no tax
4:37 pm
that she will owe in the years up till the point that she's an adult and only at the time that she would sell would she owe tax, but the way it's set up, the tax that she would owe is tiny tiny tiny if any, at the time she would need access to the money. >> caller: okay. >> next on clark howard -- >> caller: we're looking at these self-directed iras that supposedly you can put real estate in them. >> that is something that just freaks me out. that is such a smart way to handle car buying because it means that you will never owe more on the car than what it's worth. and it means you will own it free and clear without any monthly payment for years and years and years.
4:40 pm
>> caller: my wife and i have accumulated a little bit of money in regular iras not roths. we've had them in cds, and as you know they're not paying much right now. >> the money in the iras, are they money you'll need in the next few years or never? >> caller: we want to live off the iras. >> how soon? >> we've started eating into it because of the interest rates. we're looking at these self-directed iras that you can supposedly put real estate in them. >> that is something that just freaks me out. >> caller: they are scary. >> what are you thinking of doing in terms of real estate? are you thinking of owning real estate inside that ira? >> caller: yeah, buy a condo in a resort area that you can rent
4:41 pm
out. >> owning real estate inside an ira really costs you in so many ways because real estate is best owned in a taxable way because there are so many tax advantages to owning it. you know in an ira, and if you have somebody handle the self-directed aspect of you actually owning actively-managed real estate in one, you pay a lot of fees for that. i mean there is a way for you to diversify into real estate without having to actually own and manage and that is in your self-directed ira, you can own a real estate mutual fund. if you look at the tax advantages to owning that as a taxable asset you won't consider any further at all owning that inside an ira. and ron da is with us. how are you? >> caller: very good clark. how are you? >> wonderful.
4:42 pm
>> caller: thank you for taking my call. i love your show. >> thank you very much. >> caller: i do have a question. my husband and i are looking into buying a new car, and the manufacturer has incentives going on right now. either you get cash back or you get 0% for 36 months. i'm trying to hear from you what is the better way to go. >> well there is no one right answer on that because if you were to get the 0% financing versus what you might be able to get at a credit union -- are you a credit union member? >> caller: i'm not. but i got pre approved for a loan under 4%. >> you're already in the right territory. if you compare, and you have to run the numbers on this you do an amortization schedule where you figure out which is actually going to be the cheaper for you. some of the easiest calculators,
4:43 pm
you'll find some available for cars on edmonds.com, and then you'll be able to see exactly which of the two alternatives would be cheaper. normally on a short loan cycle like that with you getting such that you getting such a cheap, cheap rate under 4% you'll usually do better taking the $2,000 off and taking out the low cost loan. and did you know you are a genius? >> caller: i am? >> yes. for taking out a three-year loan. >> caller: oh, thank you. >> if you went back 30 years ago the only loans people took out is three year loans. that is such a smart way to handle car buying because it means you will never owe more on the car than what it's worth. you will own it free and clear
4:44 pm
without any monthly payment for years and years and years. good for you. i've had so many calls from people who are just absolutely fit to be tied by the notices they are getting from their credit card companies. the credit card companies are racing new legislation that takes full effect in february of next year that restricting when a credit card company can raise interest rates on you and when they can change terms and conditions on you as well. now, they have to give you longer notices. that is already happening. what kind of things are credit card companies doing in advance? number one, they're switching how your interest rate is calculated on your credit card, moving from fixed rate offerings to variable rates. why is that significant? here is the deal. the rate that the variables work off of is the prime rate. prime rate is extra low right now. when the prime rate rises your interest rate will rise on your credit card as well.
4:45 pm
how do you fight back against the changing interest rate? pay off your balances. then they can't charge you. >> next on clark howard -- >> even if it means you have to delay finishing school until you saved money pay with cash do not under any conditions take out private student loans because they are the most miserable experience.

air traffic controllers lost contact with the pilots for over an hour. investigators are looking at whether the pilots were distracted or maybe fell asleep. here is what the flight's co-pilot told our affiliate. >> nobody was asleep in the cockpit. no arguments took place but other than that i cannot tell you anything that went on. we are having hearings this weekend. hears on tuesday. all that information will come out then. >> reporter: no arguments took place that is the story that is out there. >> there were no arguments in the cockpit. that wasn't an issue. >> the co pilot said he doesn't know the pilot very well. he calls the entire episode a nightmare but passengers were never in any danger. passengers say there was no indication of any trouble. >> we were just completely under
