goodbye. >> a look at the on-line addresses. president obama discusses the new health care legislation signed into law. the company education bill will expand programs -- the accompanying education bill will expand pell grants. >> this was a momentous week for america. together, we putook bold steps towards insuring economic security for the middle class and creating a strong foundation for our people. it was a week of change that we've worked for from becoming reality. it began with passage of comprehensive health reform that will and the worst practices of the insurance industry. over time, it will offer millions of families and small

businesses quality, affordable care. it will also give the security and peace of mind that comes with it. it ended with congress casting a final vote on another piece of legislation accomplished what we've been talking about for decades. the legislation will form the student loan system and help us to educate all americans to compete and win in the 21st century. millions of taxpayer dollars are headed out to subsidies -- are handed out to subsidies to banks when it should on to students and working families. attempts to fix the problem and reform the program reported by special interests who fought to preserve their exclusive giveaway. this time, we said we would be different. we said we would stand up for the interests of students and families. that is what happened this week. i commend all of the senators and representatives who did the right thing. this reform will save taxpayers

$68 billion over the next decade. we're putting the money to use in achieving the goal i set for america. by the end of this decade, we will once again have the highest proportion of college graduates in the world. to make college more affordable, we are expanding federal pell grants. we're increasing them to keep pace with inflation. we're putting a program on a stronger financial footing. in total, we're doubling funding for the federal pell grant program to help students who depend on it. we want to make sure that students cannot go broke just because the to college. we're making it easier to a fourth student loan. -- we're making it easier to afford student loans. the average student in up with $23,000 in debt. in 2014, which will cap the annual repayments at 10% of income.

to help and additional 5 million americans earn degrees over the next decade, we're revitalizing programming and community colleges. career path ways will be opened for millions of workers. students and workers will get the training they need for the jobs of today and tomorrow. they are centers of opportunity. we can forge partnerships between students and businesses so that every community to get the work force it needs. that is vital to our economic future. to ensure that our students have every chance to live up to their full potential, this legislation also increases support for minority serving institutions, including historically black universities to keep them as strong as ever in the new century. education and health care are two of the most important pillars of a strong america the got stronger this week. this does not represent the end of our challenges were the work

that faces our country. they do represent real and major reform. the show that we are a nation still capable of doing big things. they prove what is possible when we come together to overcome the politics of the moment and push back on special interests, look beyond the next election, and do what is right for the next generation. that is the spirit in which we continue to tackle the greatest common tasks. rebuilding the economy, revitalizing jobs, the american dream renewed for all people. thank you. >> i am senate republican leader mitch mcconnell. earlier this week, the president signed a massive health spending bill that has been described as his start. democrats in washington may measure history by how expensive and interests of the bill is. most people outside washington see things differently. in one of the most divisive debates in modern history,

democrats decided to go the partisan route and blatantly ignore the will of the people. americans opposed this legislation. now they're clamoring to see it repealed and replaced. democratic leaders and white house officials may be celebrating their victory this week, but most of the rest of the country is not. most people are not interested in celebrating a bill that makes their lives more complicated, takes more out of their paychecks, and puts decisions they are used to making themselves into the hands of federal aircraft's. most people are not celebrating the fact that their insurance premiums will go up. seniors are not popping champagne at medicare cuts job creators already struggling are not doing cartwheels over the mandates and a new taxes they will shoulder as a result of this bill. we are already seeing the

economic fallout. just two days after the bill became law, the john deere company said it will spend an extra $150 million this year alone just to comply with the new law. caterpillar corporation said it expects to take a $100 million hit. this is bad news for workers. it is terrible news for the broader economy. as the president himself put it during a visit to caterpillar last year, you can measure america's bottom line by looking at caterpillar's bottom line. that was the president one year ago. the timing could not be worse. millions of americans are looking for work. democrats in washington just voted to spend $2.6 trillion on a health care bill will make it even harder to create private sector jobs.

the irs gets a boost. an estimated16,500 new workers will be needed to force a new insurance mandate imposed on employers. then there are the unintended consequences that will result from a 2800 page bill with new rules and regulations. the regulations will not withstand the first contact with reality. we are already seeing it. just one day after the president signed this bill into law, we got word the one of the celebrated early features, a ban on discriminating against children with pre-existing conditions, will not immediately protect children after all. another promise requiring insurance companies to let young adults stay on their parents plans up to the age of 26 turned

out to be similarly ineffective. democrats in congress just voted to take over 1/6 of our economy. the biggest selling points they used already need fixing. if they cannot get these two things right, how can we expect them to properly manage the rest of it? when the white house was questioned about the problems in the bill, they said the secretary conservatives was on the case. they said she would issue a new regulation to correct the problem. that is what americans are freed. this bill had not been in law for 24 hours and already they're proposing regulations to cover over mistakes and errors. we have not seen the last of it. soon enough, every american will be reminded of the wisdom of the old observation that government is best which governs least.

nobody is satisfied with the health care system as it is. we have serious problems that need to be addressed. costs are out of control. to many people are being squeezed out of the market. -- too many people are being squeezed of the market. this bill does not solve those problems. it uses them as an excuse to undermine what we do best. the constant innovations in technology, and the high quality of care that people around the world to admire about the american health care systems. sadly, all of those things will suffer as a result of the bill president signed this week. we can do better. we expand access to people with pre-existing conditions. we can keep people from being kicked off their plans. we can lower costs and premiums. we can do all of these things without undermining the things that we do best and without raising taxes that kill jobs and

a bad economy. the american people know that. that is why they have been clamoring for a different approach. that is why republicans are committed to repealing the bill and replacing it with common sense solutions that achieve the good things that votes on both sides want to achieve without all the nasty consequences we're already beginning to see. repealed and replace and replact americans want. that is something washington will actually want to celebrating. thank you for listening. to>> today, supreme court justices on the constitution. >> do not pretend this is producing a flexible system. it is producing rigidity.
