party had the opportunity to steer this economy. to fix this economy. and what happened? they took a $5.6 trillion projected surplus and 21 million new jobs tt had been created by the clinton adnistration and left president obama with a $3.5 trillion projected dicit, a $9 trillion fiscal reversal, and in the last several months of the bush adminiration, we were losing 700,000 jobs a month. and in fact, in the last few months of the oba administration, we had gained more net new jobs than during the entire eight years of the bush administration. just year and a half. think of the reversal. but also considewhat president obama inherited. so while i have great fondness for many of my colleagues, we

jobs a month and most families were struggling just to pay their bills. but, yes, what a difference a year has made. this democratic congress, working with president obama, has chartered a new direction. americans are now paying the lowest amount of tax rates sincthe 1950's, getting deductions on property taxes, help with bonds for states so that they n rebuild hospitals and sewers and tax relief for tuition and teachers for their out-of-pocket expenses. and, finally, yes, we have to protest those coasts and increase the oil liability trust fund. but there is more to do, we all know that, and that's why this week we are looking to pass the americanobs and closing tax loholes that many coorations have taken advantage. we have restore credit to small businesses, extend tax incentives so american busisses can do the research at they need. and, yes, our young people need

enneers supporting louisiana governor bob jindal's request for an emergency permit to dredge and build sand barrier islas. the united states corps must conduct an eironmental assessment before granting the state peit before buding the barriers. governor jindapetitioned the corps on may 10. he has yet to receive a response. in the meantime, oil has begun to inundate louisiana'sragile coasts and marshes. we support gernor jindal's efforts to protect the fragile systems and natural resources that a important, not just to louisiana, but in fact the entire national economy. and we urge the army corps of engiers to act swiftly so they may assist the vernor in protecting these natural resources. mr. scalise and i were part of a delegation to visit the gulf three weeks ago.

may consume. the speaker pro tempore: the gentleman is recognized. mr. lynch: mr. speaker, on behalf of the house committee on oversight and government reform, i present h.r. 2711, the special agent samuel hicks fallen heroes act for consideration. this bipartisan legislation was introcuesed on june 4, 2009, by my colleague, representative mike rogers of michigan, as well as several members of the oversight committee, including chairman towns, representatives bill foster, elijah cummings and brian bilbray of california. in addition, i'm also pleased to be an original co-sponsor. moreover, h.r. 2711 was passed by the house of representatives by voice vote on december 8, 2009, and subsequently passed the united states senate with minor amendments on may 14, 2010. h.r. 2711 is an important measure for the federal law enforcement community. this bill authorizes the f.b.i. and other law enforcement agencies to pay the relocation and moving expenses for

families of agents who are killed in the line of duty. law enforcement officers and their families are routinely moved by the government to take on assignments that ennce the sety of our country. under current law, the government is authorized to pay these expenses if the agent or an employee is killed overseas but cannot do so for relocation if the death occurs within the united states. while we wish this legislation was not necessary, tragically there have been instances in which such authority was needed to support the families of agents or employees who have given their lives. i applaud the senate and especially senators lieberman, collins, akaka and voinovich for recognizing the importance of this bill and for sending the bill back to the house with minor change the bill, as amended, by the senate would extend these family benefits to employees of u.s. customs and border protection. the senate amendment also makes several largely technical changes to the scope of available assistance.

these improvements were made at the request of the obama administration which supports this measure. i do want to emphasize that the bill has strong support among the federal law enforcement community, including federal law enforcement officers association and the f.b.i. agents association. lastly, i'd like to point out that the title of this bill pays tribute to the memory and service of special agent samuel hicks. special agent hicks was fatally shot on november 19, 2008, at the age of 33 while executing a federal search warrant associated with a drug distribution ring. he was a stormer police officer with the baltimore -- former police officer with the baltimore police department. unfortunately after the loss of special agent hicks, the bureau was unable to assist the hicks family in moving back to baltimore due to the statutory limitations. this legislation would correct this problem and prevent future

of federal law enforcement officers as well as certain f.b.i. and c.b.p. employees who have sacrificed their lives in the performance of his or her duties to pay the moving, transportation and relocation expenses due to a change of residence for the united states of the immediate family of the officer. additionally this bill will authorize the employing agency to cover the expenses of preparing and transporting the remains of the deceased to the place where the family will reside following the employ's death -- employee's death. often it is required that officers relocate to new areas all across the country and throughout the world. frequently these officers bring their families with them to see these new locates. when the lives of these officers have been sacrificed during a performance of their official duties, the family is often left stranded with no financial means to return to the area they call home. congress should make it a priority to help care for the families of these here'sow -- heroes who have sacrifice -- sacrificed their lives for the

landscape across the state. they race through tundra and falls and across frozen rivers. m mackey completed this year's race from the start in anchorage to the end in nome, the second fastest finish in the history of this race. in addition, he's the only person to ever be crowned iditarod champion four times in a row and the person to win the yukon quest and iditarod in the same year. mr. mackey's accomplishments have also served as an inspiration to the cancer community. in 2001, mr. mackey was diagnosed with throat cancer, and he took a year off from racing in order to battle the disease. thankfully, mr. mackey is now considered cancer free and often speaks to a variety of cancer patient groups about his fight and his recovery.

heritage is worth recognizing and celebrating year round, they have traditionally come together in the month of may to celebrate and commemorate asian and pacific american heritage. this celebration began back in 1977 when representative frank horton and norman meneda and senators inoue introduced resolutions asking the president to declare the first 10 davis may as asian-pacific american heritage week. a selection of the month of may marks the arrival of the first japanese immigrants to the united states in 18 3. in 1978, president carter made asian-pacific american week an annual week. and in 1990, president george bush -- george h.w. bush proclaimed the tire month of may to be asian-pacific american heritage month. mr. speaker, asian americans and pacific islanders also made great strides in the area of

this nation. as we do we also must pause to recognize the struggles they have faced and continue to face. today, we face a crisis in our communities. right now along the gulf coast asian americans, in particular, are struggling because of the impact of the deepwater horize on oil spill. this economic, health disaster is affecting those who rely upon the resources of our coastal waters for their livelihoods. many of those affected are vietnamese american fishermen living in alabama, mississippi, texas and my home state of louisiana. while they are struggling, i know one thingor sure -- they will persevere and overcome the effect of this catastrophe, relying on the perseverance and strength of family that runs throughout asian-american communities. we have seen asian-american communities forced to start over to begin a new life and i

would like to use my family as an example. my mother and father were born in north vietnam. in 1945, when the communists took over north vietnam my family lost everything. they were forced to leave their home, their family, and their possessions to escape the communists. they migrated to south vietnam, where they started over. after many years of struggling and much hard work, again, they lost everything they possessed. even their children. when in the spring of 1975, the communist forces took over south vietnam. my father spent seven years in vietnamese re-education camp, during which time my mother single handedly cared for my father and my five sisters. once again in 1991, they left everything they owned to come to the united states to begin a new life. tragically that new beginning once again was taking -- taken from them by the destruction of hurricane katrina, but they,

and to honor the men and women in uniform and our veterans, i, along with my good friend and ranking member from california, mr. mckeon have introduced h.res. 1385. mr. speaker, i grew up around veterans of the first world war. my father served in the navy on board the u.s.s. missouri in that conflict and he, like so many young men who returned from that war, became a civic -- became the civic and political leaders of their day. tom brokaw wrote a best-selling book called "the greatest generation" about those who fought the two-front second world war. they changed our life. their experiences in war and on the battlefield instilled in them tremendous confidence and like the generation of war veterans before them, the world war i veterans, returned to hometowns across america, large

and small to become leaders in their communities. in 1950, president harry s. strew truman ordered u.s. military intervention on the korean peninsula. the korean conflict served as a model for the way our military operates today. it was ethe first multilateral united nions operation, it's become the longest-standing peacekeeping operation in modern times. we're inclined remember the leaders who ultimately brought us victory in the korean war, truman, atchison, walker, and ridgeway, it's really me the men and women who served so bravely to whom we pay tribute. the need to contain the stred of -- the spread of communism prouth to a small southeast asian cubtry called vietnam. it was 1964 when congress passed the gulf of tonkan

commendation for heroism, a silver star for his actions in february of 1942. in april, he, along with the other american forces, surrendered. he survived the death march on the way to the prison camp and he was kept there over the years. in december, 1944, he was put aboard a japanese ship to be taken to japan. american bombers bombed that ship and he survived. january, 1945, he was again placed on a japanese ship to go to japan to do slave labor, and the american bombers bombed that ship, and hector died as a result of the wounds received.

there are others throughout that war that saw that battle, combat, deprivation, and yet at the end of the day the american forces did well in that sector of the asian pacific and also in europe. so many of them came home and they came leaders -- became leaders in the communities, in the businesses, in the churches, in the civic organizations, in politics. and today we are the recipients of what they have done. i thank the gentleman from california, mr. mckeon, for his words and for his co-sponsorship of this resolution. it's important that we as a congress express our appreciation for those not just in this second world war but for all of the wars down

who served, and at that evept i met again the parents -- event i again met the parents of a man that was killed a few weeks ago from our home. it was a filipino family that had a son and two daughters, and their son, ian, was killed in afghanistan just, as i said, a few weeks ago. they came to this gathering from the cemetery where they go on a daily basis to visit their son. and seeing the pain in their eyes -- and we had another family there who had lost their son in iraq a few years ago, and they also have kind of befriended the parents of other young people that have lost their lives since then. they go to all of the funerals

and they become strong advocates to reach out to help the other families. but they felt good about what their sons had done. they hated the fact that they lost their son, but they felt proud of what they had done and could feel like their sons did what they wanted to do. i had the experience today of meeting a young mid shipman. he will be graduating friday from the naval academy. he plans on becoming a seal. and he's been learning arabic, and he's looking forward to an exciting career in the navy. and you know, seeing these young people and seeing the light in their eyes and the -- what tir plans are makes you think of others, as the chairman talked about, the

other financial aid pgrams like federal work study, the supplemental educational opportunity grant, the perkins loan program and the stafford loan program, millions of students have been able to pursue their dream of a postsecondary education. while it is important to recognize the role that the role that federal financial aid plays in access, it is important to discuss the partnership that must exist between the federal government, states, institutions of higher education and students and their families. without each part of this partnership, it will be impossible to continue to help students attend some form of college. in recent years, the federal government has increased the amount of aid provided exponentially only to have institutions continue to raise their costs at rates outpacing inflation. costs continue to rise at 4%, 5%, 6% per year, students will quickly find themselves unable to afford a college education. all participants must do their part if we want college to

remain an option for all students. while federal financial aid is important, it is not the only thing that should be mentioned in the conversation around student financial aid awareness month. there are thousands of organizations around the couldn't arery whose mission it is to help low-income students navigate the student aid and college navigation process whether it helps students fill out the free application for student aid, the fafsa, provides financial literacy, assists students while filling out college applications or provides extra tutoring services to ensure that students are are prepare nerd rigors of college. these entities are critical in ensuring that college remains an option for every student that wants to afend. -- attend. for these reasons, i sport the goals and ideals of student financial aid awareness month and urge my colleagues to support this resolution. i've also served on two fouation boards at two universities and i can tell you that these organizations are

college on its 125th anniversary. 125 years ago, the great state of florida was largely a frontier. a daring group of new england congress regationalists envisioned something more, they envisioned what it could be. they established a small college, co-educational from the start, on the shores of lake virginia in winter park, florida. over time this humble school nestled among the native pines and palmettos, would grow along with our great state. it influenced the development of not only the central florida region such through such alumni as al weiss, the former president of walt disney world park and resorts, but also the across the nation, including graduates such as fred rogers, better known across the country as mr. rogers. other graduates include donnell cram who won the nobel prize in

chemistry in 1987. undoubtedly this tradition is sure to continue as current students continually secure fulbright, truman, goldman and pickering scholarships. today the college is situated on 70 beautiful acres in winter park, florida in my home district. it boasts more than 1,700 university undergraduate students, several master's degree programs and the highly regarded school of business. it officer a -- offers a truly remarkable liberal arts education and produces notable graduates, a fact that's not gone unnoticed. thisear, for the fifth year in a row, the "u.s. news" & world report in its ranking of america's best colleges ranked rollins college number one among 107 southern masters levels universities. the college is able to count among its successes more than

during which member mace revise and extend and insert extraneous material on house resolution 1161 into the record. the speaker pro tempore: without objection, so ordered. mr. bishop: i yield myself such time as i may consume. the speaker pro tempore: the gentleman is recognized. mr. bishop: thank you, mr. speaker. i rise today in support of house resolution 1161, which celebrate 100 years since marquette university became the first catholic university in the world to admit women with as part of its regular undergraduate program. marquette university started as a dream of the most reverend martin j. henney, the first catholic bishop of milwaukee. at the time of its establishment, marquette university was marquette college, it was a small, liberal arts school for men, named for a french explorer in north america. it was founded by the society of jesus a catholic religious order established in 1540.

only 350 years later, marquette becama more inclusive resolution when it made the decision to be the first catholic university in the world to have co-education as part of its regular undergraduate program. this was made under president mccabe. he saw the need to further the education of teachers who were primarily females in catholic elementary and high schools. while his significant action was met within with opposition in the jesuit community, marquette prepared to open the summer session to women. since 1909, the role of women at marquette university has changed dramatically. marquette now has a student body where women make up more
