tv   Tonight From Washington  CSPAN  October 29, 2010 6:30pm-8:00pm EDT

6:30 pm
flopping. >> look at this. he has put flopped on nafta. -- flip flopped on nafta. he said that he wanted to start a trade war with their best export markets. >> do you want to moderate this? [laughter] >> i do not want to smother to bright people. >> i could keep going. >> you can keep on making things up. >> excuse me. let's get to some yes or no questions. do you support a marriage? >> no. >> yes. >> and diaz support civil unions? >> yes >> yes.
6:31 pm
>> there is probably never been a supreme court as -- she has been actively in conservative circles. should justice thomas archaisms self in matters in which he is an advocate? >> i have not all that issue too much. >> if his own spouse is directly involved in the case, absolutely. >> both of your campaigns have facebook pages. do you have personal facebook pages? >> not one that i use. >> congressman, the house passed legislation to repeal the don't ask don't tell. you voted against it. >> i think we should wait for the joint chiefs of staff to report as their schedules in december.
6:32 pm
this is the recommendation of secretary gates and the president. speaker policy wanted to move forward anyway. -- nancy pelosi wanted to move forward anyway. i look at this from the perspective of a first sergeant running a platoon. if you have note new policy, and when i have problems, what am i supposed to do? >> i will read every word of that study. it may be rare in washington to read everything. the united states military is one of the largest and complicated institutions on the planet. it -- it's fundamental mission is the defense of the united states. if we are going to change a policy, what is the new policy? you have to have a new policy ready. >> how long have you been in the military? >> 21 years.
6:33 pm
>> the only gay people in the military? >> no, i do not know. >> they would have no problems serving with a gay men and women. in terms of effectiveness, in terms of how they do their duties. >> we should do it in a very deliberate and detailed way. the joint chiefs of staff are going to report. the administration right now is all cattywampus on its policy. ecorse was repealed it now. the administration bring suit to block the court. it is better to lead the joint chiefs of staff. >> i am full before -- i am for the full repeal of don't ask don't tell. i think it is offensive that we have kicked a 14,000 americans out of the military. these are men and women who are willing to die for this country
6:34 pm
and we said, they are not good enough. it is a wrong headed policy. i do not think it is good for our national security. at a time when we need the best and brightest in the military. at a time where we're telling people because of their sexual orientation, they are not allowed. it is a step back for this country. >> the support the president's timetable to withdraw troops of afghanistan? >> this is a place for we agree. my biggest concern with what has taken place in afghanistan is that a strictly military approach in the region has never worked. there are certain steps that we should take. we should encourage economic development. we need to engage local international stakeholders in a diplomatic effort.
6:35 pm
we need to focus on domestic security. i think we need to draw down and downsize our troops as quickly as possible. the strategy is not working. >> you are against the timetable? >> i served in afghanistan twice. i support the president's decision. i was in west point when he delivered that famous speech. general petraeus has the right plan. when you looked at afghanistan, what are our afghanistan -- what are our objectives? you just aligned your goals to the major power brokers and afghanistan. divideeneral petraeus the taliban into two groups. this is the largest section of the taliban.
6:36 pm
that is why the negotiations are very important. this is the committee that you can work with. then there are the people who never will be reconciled. how do we solve this problem long term? by expanding the size of the afghan police and army. it will take longer than the president has planned. i think general petraeus will come forward in december recommending an extension of the deadline. my hope is that to the president follows the recommendation on. >> explain the fact that you have said -- >> we were brought in to the white house situation room.
6:37 pm
the deputy director of central intelligence said was only useful in refining uranium. we were told that there were unmanned aerial vehicles that had gone to flight testing for a spray in chemical weapons. i looked at maps of u.s. cities loaded into them. >> were you lied to? >> i think that we were lied to in the end. on this information, secretary clinton, when she was a senator, an overwhelmingly bipartisan majority voted for this. it shows you what happens when you get intelligence wrong. >> you were saying that you relied too. >> there is a big error in intelligence when you overstate. -- when you overstate a threat. i think we should remove all
6:38 pm
political appointees from central intelligence. >> i think this is a big problem. hillary clinton got it wrong as well. not only did they about the wrong way, the congressman condensed other members of congress that he knew to a moral certitude that there were math -- weapons of mass destruction. not only will it cost us over $1 trillion, but it took our eye off the prize. the terrorists were responsible for 9/11. here we are a decade later discussing afghan policy that many foreign policy experts
6:39 pm
would say there is a strong chance that we would not be there if we got a right in iraq. how many times is he going devote the wrong way? >> with the search, certainly it worked. once americans are committed into battle, i am for americans wedding. that is why i voted against nancy pelosi wanted to cut off funding for the troops. eventually, they delivered a very hard victory. how do we handle intelligence with regards to afghanistan and implement the general petraeus plan? how do we handle intelligence with regards to iran? i have relied in my opinion and not on the central intelligence agency, but on the u.n. and international atomic energy.
6:40 pm
they were largely correct on iraq. because of their record on iraq, i think we should listen to them about iran. iran just announced that they are refueling the reactor, that they've reached high levels of enriched uranium. this may be the issue next year in which our united states senator has to work most on. >> let's talk about israel. i imagine that the two of you were born to share a pizza and you are describing how you're going to split up trade in the meantime, somebody is feeding the pizza. >> i do not think it is the united states role to beat a zoning administrator. i think we should facilitate that conversation between the two parties. i am in favor of the two-state solution. i believe that israel has the right to defend itself. our strongest ally, and we need
6:41 pm
to be very supportive. a nuclear-armed iran is completely unacceptable. i give the administration -- >> how do you deal with something like that? >> all options are on the table. we need to start with crippling sanctions. we need to do everything we can on not distract them what is happening on the ground there. that is important. all options are on the table. >> most importantly, the best option. both the bush administration and the obama administration -- there are two terrible options. first option, let the u.n. handle it. the second option, let the israeli air force handle it.
6:42 pm
while they have removed the nuclear programs of iraq and syria, that has its own problems. we looked at the third option. the of so mishandled the economy in iran that they are totally dependent on foreign gasoline. we should cut off before and gasoline supplies from iran. 512 democrats and republicans backed that legislation, overwhelmingly bipartisan consensus. the president approved the legislation. after these contentious elections, i hope in december, now that you've signed, sealed it. cut off their gas. empowered diplomacy. they have to choose between a rapidly shaping the economy and a new program. >> as far as the settlements in israel, your thoughts on that?
6:43 pm
>> so many people see the expansion of settlements as a real impediment to peace in that region. >> i think the administration has been more concerned about zoning issues in jerusalem and less about whether the iranians are building a nuclear bomb. the key threat in the middle east is the nuclear program of iran. with regards to israel, israel has been a stable partner of peace with the neighbors who are willing to deliver peace. when the egyptians were finally, after three big wars, ready to have peace, the israelis gave up and there was a true peace between egypt and israel. as well with the jordanians. the palestinians are divided. they hate each other. with that divided government, how can the palestinians deliver peace right now? >> let's talk about your individual accomplishment. is there an office that your
6:44 pm
most product? >> bemis to that and we saved over 600 jobs. -- when we stood up and we saved over 600 jobs. here was a bank that received $25 billion in taxpayer money. there are going to close down the company. we fought for those jobs. we told wells fargo that they would not do business with the office anymore. we were together with them. >> congressman? >> helping save the north chicago be a. -- va. joining together with others and beatings british petroleum in their 2007 lake michigan pollution plan. getting the state of israel and early-warning to defend against this growing threats to make sure that our key allies survives the 21st century. overall, being a thoughtful moderates in the house of
6:45 pm
representatives. >> is that true? >> one of the things in a congress that members seek to do is to get on an a-list committee. those are the ways and means committee, and the appropriation committees. i got on the appropriations committee. appropriation committee members all seem to make sure that their impact -- it is a great committed to be done because the appropriation bills must pass. you tend to be much more effective in your job. we have 11 appropriation bills and the actual name on the appropriations bill is of the chairmen of the subcommittee that freezes the bill. >> but for that, your name and have been on a bill. >> you can go on my website and see dozens of items for which i
6:46 pm
was a key mover and making sure it was partnered with the appropriations bill. when you are serving in the congress, do you give a fiery speech in drop the bill? our age is pandering to one side? are you a guy was making it happen? i want to be rated as someone who has made it happen. when you look at the legislative record of someone who got on that committee and made it happen to the appropriations bill, you have a very impressive record of what you have done. >> some people look year resident said, -- your resume and said, it is a little sen. your response to that? >> i am very proud of what we have done in the state treasurer's office. we have added programs for people to start their first business. we teach financial literacy to boys and girls and single
6:47 pm
mothers. we all performed are benchmarks every single month that i've been in office. we've started environmental programs. >> you have been held note legislative position. -- you have held no legislative position. it is relevant to what we need to do towards a clean energy future. quite frankly, not being from washington d.c., at not being there for 20 years is actually a plus. we need some new ideas. we need to increase access to capital. we have to create jobs. this is the biggest difference. " we're fighting for. i want to fight for middle-class families that have been devastated for the -- by this recession. the congressman voted 13 times
6:48 pm
against the autumn -- extended unemployment benefits for most vulnerable. he thinks that is what is going to turn this economy around. >> there is a fundamental difference. my opponent wants to go to the united states sent and start a progressive caucus. he led off with an attack on members of the senate. members of his own party. i have served and the congress very much as a moderate, as someone -- there are 200 and passed. one path is the path to partisanship. the other path of bipartisanship or you make it happen. i chose that path. you always have a member of the other party.
6:49 pm
you are more careful. you look to resolve. you do not try to pull the senate farther to the left. we need more centers. we see extreme people on the left and extreme people on the right. most americans are moderates and they want to make something happen. who represented us? i did been one of the most centrist members. as a social moderate and fiscal conservative. do i want to ignite class warfare as my opponent does? he wants to raise taxes on the american people. >> that is not true. >> he wants to have a $900 billion tax increase hit the
6:50 pm
economy? you want to exempt people over to under $50,000. -- $250,000. >> that is remarkably country. -- remarkably on true. that will cost this country $700 billion. he does these fancy commercials. he refuses to answer it which country he is going to borrow $700 billion from. no one is trying to engage in class warfare. the best way to stimulate this economy is to give it to people did not -- who are more likely to spend it. not giving tax cuts to millionaires and billionaires. they are not asking for it. >> if you look at his record, he
6:51 pm
is for increasing state income tax. he is for new energy taxes. he would have voted for all 10 health care taxes. he is 40 $900 billion tax increase in the u.s. economy. what i think we should focus on is how we cut spending. i voted against the second engine for the f35 fighter. >> ended barely make a dent? >> absolutely. $600 million in the first year. we do not need federal programs -- and there are reports that president obama may come forward with a line item veto proposal. i think republicans should support that. any measure which leads to cutting spending will help all long-term economic future. >> speaking of the president,
6:52 pm
there was an incident where a man who went up to the democratic boost and the man was wearing a t-shirt that said either he dies of the country dies. there is anecdotal evidence that the sheer hatred toward the president seems to be on the rise. why the overt personal hatred? >> there should not be. the president is the commander- in-chief. he is our leader for four years. you have to respect that and respect the office. >> why doesn't seem to be so prevalent? >> it is disgusting and defensive and dangerous. running for office is not easy. writing -- putting yourself out there is not easy. you do it because you believe in politics. i am proud to announce tonight that i am going positive for the rest of the campaign. we need to start turning the
6:53 pm
tall around. let's start talking about ideas. banks are not lending. it is tougher for them to start a business, to add employees to their payrolls. let's start talking about moving toward a clean energy future. that is what we should be talking about. not by the president scoops' his dogs poop, or negative commercials. let's have a serious debate on the issue. >> a political climate can be highly charged. >> there are people who say irresponsible things on both sides. for me, after 10 years' service in congress, i have tried to be very moderate, very centrist, a very coalition building. when you look at most of my
6:54 pm
amendments, it is always the democratic co-sponsor. it's a look at my voting record in 2009, -- the reason why we are ahead in the polls is that we have growing support from democrats, and pens, and republicans that are worried that this country has borrowed too much money. we may be an economic decline. how are we going to have our kids pay off trillions of dollars of debt just in the last few years? >> some of the rights say that the democratic party has been taken over by big government. they want to take this country on a path to socialism. >> those are talking points because -- this country is an -- this country is in economic decline. it is because of decisions in washington d.c. he talks about being a centrist.
6:55 pm
that is not a man: i am going to give him. -- mantle i am going to give him. these are fundamental differences and this race. he's just to the right when he runs for senate. >> i am a pro-choice republican, very much in the center. in 2009, they're rated all members of the house of representatives. from the most -- from the greatest opponents of the president to the -- i was exactly in the middle. unlike most members of congress, i actually read the bills. the act said this, it allowed trial lawyers to take control of women's rights without even
6:56 pm
checking with them. it allowed them to certify a whole class of women and take control of their legal rights in the case. in the end, that could be one of the ultimate ways to denigrate women. they did not even realize that some trial lawyer said, if you do not respond to me on this form, i get control of your rights. it was a terrible piece of legislation. >> we are out of time. i would like to thank the congressmen and alexi giannoulias. let's give them a round of applause, please. [applause] that is our show. banks to the city club of chicago for sponsoring this forum. i hope you join us tomorrow night live at 7:00.

6:59 pm
crises, they use them. they exploit them to build this emotional bond. that is an acid test of leadership. i am not sure we have seen that from recent presidents. >> historians on the obama presidency, the midterm elections, and politics in america. sunday night at 8:00 on c-span. >> a debate between candidate third houseiowa's district. an october 22 poll conducted by the hill this paper shows a representative boswell leading up 49%. this is an hour. >> this is commitment 2010.

7:02 pm
congressman boswell things government is this solution to everything. we have to make changes i have five kids at home. i am concerned about the future of this country. . we cannot continue this path. he thinks that we need to make the government the answer to everything we have got to get out there bri. for you know that my main
7:03 pm
purpose is for you and to fight hard to make sure the we have will have to get out of bondage to be responded to our national commanders the d. where do we get the field to run the ships? it is a big concern. many big difference in how we feel about that. it is connected to renewable fuels. it is important. we have to get americans making things again and not the second
7:04 pm
class to china are pieces like that the bill. >> this such as people in many different ways brita please, give us your assessment as we see as the biggest problem. >> the biggest concern is the economy. we went through the process of the a demonstration. we had to take some aggressive things to get out. and look like wheeler going to go over the cliff and go into a great depression but the.
7:05 pm
are they going to fight back or let it happen? my feeling is that we have to do public works and infrastructure. i have to do it because of my assignments. if to make a big difference to this country and give this back to people working you can turn over and help our economy. >> our sure like to go to 4.6. we had stimulus spending that promises were made and not kept. the president said they are not in a shovel ready prior to .xpress thei the more money i may, the more i
7:06 pm
invested in my store. the government is coming in here and saying there is too much regulation and red tape we certainly got to take care of this tax increase that will happen. the business owners do not know what to expect. like to talk about the tax increases. one thing congress did not get to is taking action on the bush tax cuts. >> we can afford not to. you've got a lot of businesses that are struggling. the economy is bad. the congress adjourned themselves early. congressman boswell was when the
7:07 pm
deciding men to do that. i would support the extension of the tax cuts. it is the largest tax increase in the history of the united states. >> can you explain why they should not be renewed for the top 2% of americans? >> yes, i can. i remind to it that the sunset was put in there and done by the republicans. they designed this to be back in there. they are actually raising it for them. i really believe that the middle class means to have the crew did need the ability to do the things it is doing. they will spend the money.
7:08 pm
something can be done for education that will be more helpful for the country. >> we both tests on the topic of spending. ? the. government has spent millions of dollars to help out troubled businesses. both the you have been critical of some of these bailouts. i like you to tell. >> to bailout see faber and white. >> we cannot afford these bailout?
7:09 pm
>> there is no bailout the elamite? >> the bailouts that happened -- we have gone down impacted the we cannot afford. we can no longer do this. i believe our markets and -- that these businesses, that there are investment out there. we cannot afford this. this is a big payoff to the unions. >> i think the choices that we had to do something that we are going south. you want to go there.
7:10 pm
you might relate back to what happened to maytag. they made a substandard product in china it seems to me. a corvette with been in china, and that would have been a good thing? let's get serious. we have to do something. we've got to continue to work our way out did this. >> when you have the cash for clunkers, four out of five shows were foreign. it is and sample where a lot of money went overseas. we cannot afford this. >> on the cash for clunkers, we have unemployment. we had detroit steel mills.
7:11 pm
it would have increased it. >> what two do to help reduce the federal deficit? >> i would not do the tax defenders. there are other examples the we could do to change our way of taking our energy and being sure we are getting out of the bonded to opec.
7:12 pm
>> the empire state building is owned by a foreign company as far as i know. we need to take care of the people here at home. we need to look at the stars -- czars and earmarked. we need to the fact they did look at that. $147 million is spent on federal employees to upgrade their ticket when they fly first- class. where is the common sense? >> question from one of our viewers. if the american dream attainable? what aspect to be assisted by the government? >> the american dream is an example.
7:13 pm
i had a dream by own the store. we have got to roll back the spending. we cannot afford the debt. it is out of control. no business can operate like we do in the united states. there has been a 1000% increase. we need to make some changes. he has been responsible for the deadly have in this country. we need to make some changes. >> i do not believe done your homework. there are tax rebates. they did away with pay as you go. they took no steps whatsoever to
7:14 pm
try to correct that burda they put it out there where it belongs. they subscribe to going back. i think we need to go forward and not backward. >> pay as you go has more holes in it and swiss cheese. where is it as far as tarp? where was a regarding stimulus? >> it makes it very difficult. you have to work within the means. where does the money come from? i do not think you understand that. you have to have pay as you go. there are other things we need to do. that is a very good first step.
7:15 pm
this is the year we have been out of debt. look at what has happened. >> why wasn't it used when we talked about the legislation? >> it is all a shelf game. it isn't easy term to use. it is not fair to the increase generation projects. let's try to move on if we can. >> the national guard has experienced its largest deployment since world war ii. do you agree with the administration's recommitment in afghanistan? >> i think we are in a situation where we have to say to president karzai they have to
7:16 pm
make a decision. we have made a lot effort to get the conditions. you have this to make. i think he is going to make that decision. they knew to be able to save that they will have portable water or women right. it is very important. so we cannot afford to do this. they are ready for the reality that is coming your way. >> we need to make your the people have the troops said they need to be successful. what i will not do is not vote to send our troops in harm's
7:17 pm
way and then vote against the funding. we need to look at the rules of engagement. our friends and neighbors are defending our country. we have got to win. too many people risked and lost their lives. >> i like here assessment. we do not hear much about what has gone on since the combat operations and did. there have been reports a member of the awakening council. they have been helping american forces. they have returned to their rebel ways. after several years, did we win. >> i know we are heading in that direction. for we have got to make sure they have the resources they need us to finish the job.
7:18 pm
we need more troops there. i would support that. >> general petraeus took us through this situation the you just referred to. they have got to make the decision but a what do they want to do? to they want to go back or exercise the opportunities they got? we got the fighting troops pretty much out. they are getting into a structure in place and things of that nature. that is a good thing. that cannot go on forever. we cannot afford to do this. we are going to bring our troops home. >> u.n. night to play one of the commercials but television viewers have been watching. it to get a chance to discuss it.
7:19 pm
-- it will give us a chance to discuss it. >> leonard boswell has been wrong over the past 14 years. he told as we keep our health insurance. wrong. he said the stimulus and bailout bills or successes. wrong. he cut-a billion dollars from medicare. wrong. leonard boswell, tyoo wrong for too long. >> what is your response? >> $500 billion from medicare cut is not true. i hope you know that. it will make the solvency go another 12 years. no one will not have medicare. that information is available.
7:20 pm
it is a real direction. it is not a cut. >> we had to do the same thing up with the state loan program. there is a middleman. they make a lot of money. they did not have the availability fleeted out the middleman. medicare sovereignty is extended. no one will not have medicare. what i have is accurate. there are some promises that were made for obama care. tell that to the 21,000 islands were told they can no longer be a medicare advantage for them they have to switch to another account quit saying that something is not true.
7:21 pm
>> i disagree. >> we have a chance for the candidates to do their own questioning. >> you said that you had done nothing i wonder what you would explain to the folks out in western maureen when they were faced with 20% -- western timor in --des moines when they were faced with 20% unemployment. >> there a lot of bad things that happened. >> they were paid by taxpayer money. the way you went about the was not considering what the biggest problem is. they are unaccountable to anybody.
7:22 pm
>> secretary paulson came and said the sky is falling 20 $700 billion with no restrictions. we were very concerned about it. you are going to have to take care of these executives. he agreed to it. he did not do it again. >> he said he would rule this the them. we need to rebuild and replace .urd >> by co-sponsored a bill -- i
7:23 pm
co-sponsored bills. i have supported tort reform. when you have a doctor visit, you can be subject to five or six. we need to allow the market to take care of itself. we do need to make changes. we cannot avoid the $2 trillion by we will pass on. >> i seem to recall that you showed reluctance about health care reform. why did you ultimately vote for it? did it provide the reform that is needed? >> we cannot afford not to do
7:24 pm
something. when people like iowa have come to me time and again and said we have to do something, last year was 18% on the average. the premium went up. some of as much more than that. we cannot afford that. it has been going up in double digits for a long time pitifu. doctors say we have to do something about this. we had to do something produce 62% or more bankruptcies are related to health care. we needed to do something.
7:25 pm
>> she told everyone knew it support the single payer system. there are over 10,000 islands that were there. this is an insurance town. i'm talking about of the insurance companies and downtown to mourn. >> you continue with your fear mongering. they are again. >> there are a lot of those better employed in the insurance industry. it the single payer system went through, people would have been in the unemployment line. >> we are talking about health care reform. there is nothing to say. there is no way to say that
7:26 pm
it'll put people out of work. he wants to go back with some the things we did not have. >> telex to the 1500 people that is lost their jobs. >> i talked to privately and publicly that they had nothing to do it their business decision. they have told you this is not the case. stop this scaremongering. >> let me read you a couple of statistics.
7:27 pm
the 3 1f 31%. as both did you imply, something needed to beat them. what can be done to hold down health care premium costs? >> i remember when i have my firstborn. we went to the hospital. i knew i had a $10 copiague. -- copay. i went to the emergency room because i had a co pay. we have to make sure there is more competition.
7:28 pm
we have to make some changes in washington, in d.c. and talked about repealing what was there. this is a good example of what can be done in the community. they are doing it. in the leasing, he voted a doctor in.
7:29 pm
it is basically double what they had an ideal of. >> i would to say i understand you are saying. it is unfortunate what happened. it was unethical how they put this together. we ended up getting a steady on reimbursement rates. i will be fighting for our doc tors that are here. >> to get a better rate. -- we would get a better rate. they said they would take this. there is some help coming.
7:30 pm
it is very much needed. it is a fifth step in the right direction. peck's we will have more candid questions out of there. >> welcome back to this special debate. >> our program -- we would like to ask some questions from our viewers and readers. this question is from martin. it represents the plurality. why is located about negative ads that mislead the public?
7:31 pm
>> i do not like the negative ads either. no one does. >> i tell a guy had to tell people who he is. they know who i am. they had to realize that he was of ethanol.ive we've got to keep moving in that direction.
7:32 pm
he said he did it. i'll have to tell folks who you really are. >> this is why people do not rhyme. it is unfortunate that this happens. i am blind to talk about your record. i do not cineaste's bragging about what you had taken. people are sick and tired of this stuff. i'm not going to go down the path that you went. people are sick of it. >> i think he set the tone for it when your fear mongering. you said the sky was falling.
7:33 pm
