certificates of the election covering 4356 in the 112 congress have been received by the clerk of the house and the names of those persons whose credentials show they were regularly elected as representatives in accord with laws of their respective state for the united states will be called. the representatives of-an elective will record their presence by electronic device and their names will be recorded in alphabetical order beginning with the state of alabama to determine if a quorum is present. representatives-elect will have a minimum of 50 minutes to record their presence by

>> as mandated every two years, the house of representatives convening. we have live coverage and in hd, getting some views we don't normally see as members assembled. new and old members are going to get under way with the business of the day. what is that had this afternoon in the u.s. house? >> today is largely about of pomp and circumstance of bringing in the new congress.

the highlights of today will be the election of a new speaker and the adoption of a rules package that congress passed late last night that will make changes to the operations of the house that the republicans ran on in november. host: about the election of the speaker, it will presumptively b. john boehner, but some made expressed displeasure with nancy pelosi. >guest: in a secret ballot, heah shuler was an alternate for nazi policy. he said he will vote for himself today on the floor rather than vote for nancy pelosi. he expects a number of other a moderate democrats to follow suit. a few of his colleagues in the blue dog coalition said they plan to vote for mr. shuler as

well. it will be interesting to see where that number comes in. in 1987 when newt gingrich was running for that position, he had some ethics problems and there were nine republicans that voted for someone else or voted "rresent" for speaker. it will be interesting to see where that number comes in. host: this accord rules package -- is rules package was approved last night. why is it important? guest: it is an early test it is about how this debate will play out in the next congress. democrats are pushing back pretty hard against the rules package today. they are trying to make republicans back off of promises that were made in the election of republicans had talked about an attendance requirement,

posting attendance at committee hearings. they have moved back of that. even though today is largely ceremonial in many ways, the debate over the rules package which comes after the vote on the speaker is actually going to be pretty partisan. straight out of the gate, we will see a partisan clash over the very rules that will govern the operations of the house over the next two years. host: thank you for that perspective. congressman jim moran is on left side of the screen. about two o'clock 40, we expect the house to move on with this ceremony, the election of the speaker. we will hear from john boehner, of course, and later this afternoon the debate and vote on the new rules packers brett live coverage of the house on c-span.

and meeting with members and shaking hands and posing for pictures as the 112 congress gavels in on this january 5. the likely speaker will be nominated here shortly. roll-call of members is happening now, a quorum call to bring members to the house floor. following this at about two o'clock 40 eastern or so, we extract the name of john boehner code to be placed in nomination for speaker of the house. that will be followed by a manual roll-call of the votes and the election of the speaker. later this afternoon, we will hear from john boehner as he takes over the speakership. what you don't see off and on c- span on our house coverage is the tally board. members are registering their presence. you don't see that as often because our normal coverage of the u.s. house is provided -- the cameras are provided by the

house gallery. on this opening day of the u.s. house in the 112 congress, you are seeing additional hd coverage by our c-span cameras. it is a different look, when we don't often see except for opening days or joint sessions of congress. this will continue throughout much of the afternoon. the house will vote later today, debate and vote on the new rules as the republicans take over the house with 242 republicans, 153 democrats. republicans get to set the rules for the management of the u.s. house. that is the debate at this afternoon sometime probably in the 2:00 hour.
