>> wand the shooting of representative gabriel giffords, next week's vote on health care has been postponed. it is unclear when the chamber will take up the issue again. the house is back live on tuesday, beginning at 2:00 p.m. eastern here on crmp span. -- c-span. a few hours ago, the sheriffs of pima county, arizona, talked about his department's investigation in the shooting of representative gabrielle giffords. this come to us courtesy of kboa tv in tucson.

charge of the f.b.i. for the state of arizona. the last guy was green. we have nate gray. this is a day of personal sadness for many of us in this room. people like dr. carmona, the 17th surgeon general in the united states and has been a pima county sheriff's deputy for 25 years. he is going to follow nate gray and answer any questions that you may have in reference to medical issues. but this morning, around 10:00 a.m., congresswoman giffords was having a town hall type of meeting outside in a -- kind of a strip mall situation outside a safeway grocery store. she does this frequently.

there was no indication of any problems, but at about 10:10, a gunman approached and started shooting. congresswoman giffords was shot once in the head. she is still alive and the surgeon in charge is cautiously optimistic that she may survive. five people were killed. one of whom -- two of whom were perm friends of mine including congresswoman giffords. one being a federal judge, john roll, who this morning, got up like he does on every saturday morning, went to mass, because he knows gabrielle very well, decided to come around the corner and say hi. unfortunately, he was in the wrong place at the wrong time.

i've never met a more sincere, fair-minded, brilliant federal judge or any judge for that matter in my whole life. john roll had been on the federal bench for a number of years and before that, he was a prosecutor and one of the finest human beings i have ever met in my life. he was a frequent attendant at daily mass downtown at the cathedral. this morning he went to mass and was going to go home and do the floors, which he always does on saturday. congresswoman giffords was an incredibly gifted legislature. she still is. she is one of the nicest human beings that has ever been

planted on this earth. she is not only brilliant, she works from dawn until dawn basically and she cares what really happens in this country. she's not about democrats or republicans. she's not about politics. all she cares about is the united states of america. and today, i want to tell you, i hope that all americans are saddened and they are shocked -- as shocked as we are and i hope that some of them or most of them are as angry as i am and as a lot of us are, and i think time as a country that we do a little soul searching, because i think the vitriolic rhetoric that we hear day in and day out from people in the radio business and some people in the tv business and what we see on

tv and how our youngsters are being raised. that this has not become the nice united states of america that most of us grew up in. i think it is time that we do the soul searching. two brave individuals at this crime scene tackled the suspect, who is a white male, 22 years old and at this point, we're not able to divulge his name. he has kind of a troubled past, i can tell you that. and we're not convinced that he acted alone. there is some reason to believe that he came to this location with another individual. and there is reason to believe that the other individual might some way be involved. i knoll all of that does -- i

she had one situation where someone in a very angry audience dropped a weapon out of their pants. she had an incident around the same time where windows were broken out of her headquarters. we understand that at her headquarters now at swan and pima, that there is a suspicious package that is being investigated. >>[inaudible] >> i can tell you this. the 22-year-old individual does have a criminal background and there are reports that he was a pima college student and that there have been some difficulties with him. but again, i would just like to say when you look at unbalanced people, how they are -- how they

respond to the visit reeol that comes out of certain mouths about taring down the government, the anger, the hatred, the -- the bigotry that goes on the this country is getting to be outrageous and unfortunately, arizona, i think, has become sort of the capital. we have become the mecca for prejudice and bigotry. >> was this related to -- >> all i can tell you is there is reason to believe that this individual may have a mental issue and i think that people who are unbalanced are especially susceptible to vitriol. >> can you comment on the conditions of the other victims? >> i cannot. as i understand it, no one at this point is in a life-threatening situation.

is not without consequences. >> talked about a motive -- how do we know that was the motive? >> you don't. like the sheriff, i am deeply hurt and disturbed. some of these people were my friends. i worked with the congresswoman for many years and the judge as well. i worked with him. this is a painful time. the f.b.i. and the sheriff said our hearts are bleeding now, for them and their families and the others that were juried. -- injured. this is a terrible tragedy. i will tell you that because of the bravery of the men that were there, that stopped this from

happening, and by the response of our emergency and medical system, more catastrophe was averted and the command system came together very quickly. something they train for on a regular basis. although officers here practice that on a regular basis, they look for those worst case scenarios and challenge themselves so they are ready for events like this but today they came together to serve and meet the needs of the community. people got evacuated very quickly after a quick evaluation and our hospitals did extraordinary work in triaging. the trauma center and dr. reeves, the director did an excellent job. they were acting like a hospital in combat. dr. reed is a are retired navy officer and served in combat.

he has seen this before. the community can rest assured that their response was extraordinary. it served the public well. more catastrophe was averted. more lives were saved. yet, we still have a great deal of pain and suffering for what has happened here today. >>[inaudible] >> the congresswoman is in critical condition. i have spoken to the trauma chief. she has a very severe wound, but he is cautiously optimistic there is a possibility she can survive. make no mistake. this is going to take a little while to see how she does after the surgery. she could need more surgery. there are lots of complications that occur with problems like this, so she is in our thoughts and our prayers. we're all hoping the best for her.

i've taken care of a lot of people like this before. i know how difficult a path is to recovery. >> in your opinion, with her injuries, will she survive? >> as i said, the surgeons i spoke to. >> in your opinion. >> i wasn't the surgeon. i'm aware of the studies. i saw the c.t. scan and the m.r.i. i know what was done. i know the surgery that was done. with guarded optimism, i hope that she will survive, but this is a very devastating wound. i'm not going to go into into that. this is still being investigated. in general, she is severely injured. you'll get to talk to the physicians who cared for her tomorrow. my point here is just to tell you that the emergency medical system, fire, e.m.s., law enforcement, all came together

and did a terrific job. we're fortunate to have a great trauma team at u.n.c. and demunt hospital that received some of the -- and community hospital that received some of the patients. more specifics we will not get into now. i'm not going to get into the specifics of what she did or didn't do. suffice it to say, it was a very severe injury and her physicians took care of her to the best of their ability and they are monitoring her very closely now. >> did she appear to be -- >> i didn't say -- in these cases sometimes more surgery is needed and that will be determined as they observe her care over the next few days and weeks. >> why would she need more surgery? >> there are a lot of complications. there are a lot of things that can happen. rather than discuss conjecture, i certainly hope nothing else

i have also spoken to the democratic and republican leaders in the house. gabby giffords was a friend of mine. she is not only an extraordinary public servant, but she is also somebody who is warm and caring. she is well liked by her colleagues. she is well liked by her constituents. her husband, mark kelly, is a navy captain, and one of america's belly and astronauts. it is not surprising that today gabby was doing what she always does -- listen to the concerns

of her neighbors. but that is the essence of what our democracy is about, and that is why it is more than a tragedy for those involved. it is a tragedy for arizona and a tragedy for our entire country. what americans do at times of tragedy is to come together and support each other. so at this time i ask all americans to join me and michelle in keeping all the victims and their families in our thoughts and prayers. those of an injured -- who have been injured, we are rooting for them. i know gabby is as tough as they come and i am hopeful she is going to pull through. obviously, our hearts go out to the family members of those who have been slain. we are going to get to the bottom of this and we are going to get through this. but in the meantime, i think all

i have grown to love her and respect her. certainly, as she campaigned in the southern part of arizona, i campaigned in the same areas, not only during the campaign effort, but just going down and speaking to different groups like the red cross or library causes. she also showed up, and we were often appearing on the same stage. she was a genuine nice, kind, hard working servant of the people of district 8, always courteous to everyone. she never really played partisan politics. she was serious about what she did. she was always concerned with what was good for her district. you have to admire someone like

that. she was and is a very gracious elected public servant. >> governor, how do you think this made arizona look? >> i think it is something that our state would not like to have happen in their state. tragedies happen. certainly, we know that people should be held accountable and responsible for their actions. it certainly does not show favor on the state of arizona. but we have a lot of good, decent people here. this is one of those horrible tragedies that we face. we need to move on and make sure that those kinds of things do not happen.

it is interesting. i have always been the sort of person who was with the people. i had an incident when i served on the board of supervisors when we had a shooting take place. one of our supervisors was shot. at the time, there was a realization that these things can happen. we have, for whatever the reason, disturbed people in our communities. sometimes they do terrible, violent things. sometimes those of us who served in elected officials are the target. i was concerned, but i was not afraid. of course, security was beefed up. as we know, security was beefed up down here. i have always believed the government ought to be open. people ought to freely be able to access the facilities. i think it is important. but i would assume under the circumstances that we have all seen today that security

>> just to recap the day's events, arizona representative gabrielle giffords critically shot in an event in the parking lot of a safeway. she is in the hospital in critical condition. in his weekly address, president obama discussed the friday jobs report and the need for businesses to increase hiring and economic growth. dan rep -- then representative eric cantor spoke about need to repeal the health care law, which he said is increasing government debt.

>> we know that numbers can bounce around from month to month, but the trend is clear. we saw 12 straight months of private sector job growth, the first time that has been true since 2006. the economy added 1.3 million jobs last year, and each quarter was stronger than the last, which means the pace of hiring is picking up. we are seeing more at -- more optimistic economic forecasts for the year ahead. i fought for the tax package last month because we are recovering but still have work to do. the recession left a lot of destruction and doubt in its wake. our fundamental mission must be to accelerate hiring and growth well we do the things we know are necessary to assure america's leadership in an increasingly competitive world and build an economy that will provide opportunity to any american league to work for it.

i am confident we will get there. i am confident foremost because of you, because of the ingenuity of our entrepreneurs and business owners, the tenacity of our workers, and the determination of the american people. this is what has made our economy the envy of the world. we have to do everything we can to help our businesses and workers win in this new economy. yesterday, i visited a window company in maryland. over the past year, sales have grown by 55%, thanks in part to an energy tax credit which created. this year, they are planning to take advantage of a new tax incentive for business. for one year, any business, large or small, can write off the full cost of most of their capital investments. this will make it more affordable for businesses like them to expand and to hire. if you are a business owner, i encourage you to take advantage of this temporary provision.

it will save you money today and help you grow your business tomorrow. this incentive is part of the economic package is signed in the last month, a package that also includes the payroll tax cuts that will mean a thousand dollars more this year for a typical family. 155 million workers will seek larger paychecks this month as a result of this tax cut. 12 million families will also benefit from a $1,000 child tax credit and expanded income tax credits. 8 million students and families will continue to benefit from a tuition tax credit to make college more employable. and entrepreneurs in big cities and small towns across the country will benefit not only a from a business expense plan and mentioned, but from additional tax cuts that will spur research and development. independent experts have concluded that taken together this package of tax cuts, will significantly accelerate the pace of our economic recovery,

spurring additional jobs and additional growth. that is our mission. that should be the focus, day in and day out, of our work in washington in the coming months, as we wrestle with a challenging budget and the long-term deficit. i am determined to work with everyone, republicans and democrats, to achieve that goal. but we cannot do is we fight the battles of the past two years that distract us from the hard work of moving our economy forward. we cannot engage in the symbolic battles that consume washington while the rest of america waits for us to solve problems. the tax cuts we made in december were in the departure from that path. to build on that admirable example and do our part here in washington, so the doers, builders, and innovators in america can do their best in 2011 and beyond. thank you, everybody. have a great weekend. >> i am eric cantor, the

majority leader for the 112th congress. the transition of power took place this week, and john boehner was elected speaker of the house. we have been given a golden opportunity to listen, lead, and deliver results. from the start, i think you will see that our actions will define us as a competent majority. we're going to cut spending and cut government regulation while growing the economy and private- sector jobs. we will abide by three ideas. each day, we will come to work and look at our actions. i focused on job creation in the economy? are they focused on cutting spending? 3, are our actions focused on shrinking government while expanding protections? if not, why are we doing this? it is in the spirit that we have

opened congress by cutting our own operating budget by 5%. our next step is to fulfil our pledge to repeal the trillion dollar job-killing health care law that was rammed through congress last year by the previous majority. that was despite public outcry against it. this week, i joined the speaker and other key republicans in releasing a new report that documents how the health care lot is destroying jobs and piling up more debt. it makes a compelling case for taking immediate action to repeal obamacare and replace it with reforms that will lower costs and protect jobs at a time when we need to do everything in our power to encourage job creation. the health-care law hands around the necks of businesses, causing them to not hire new workers.

just as harmful, businesses that would currently be hiring more employees are reevaluating their decision, and in some cases sitting on large piles of cash. with each day that obamacare remains lot and continues to involve our health-care system, this destructive pattern continues, and to many americans remain without a job. it has now been 10 months since obamacare was signed into law, and it is telling that the more americans learn about it, the more discouraged they are about the effect. the law is fundamentally flawed because it enables federal bureaucrats to come between patients and their doctors, limiting choices. and because of its mandate, obamacare has already caused the cost of health care to increase while forcing some americans to give up the health care they

have, even if they like it. despite claims of reducing deficits and saving taxpayer dollars, the new law is riddled with budget gimmicks. it offsets six years of benefits with six years of tax increases and relies on medicare and tax increases to fund an entitlement. the nonpartisan congressional budget office works hard to provide accurate accounting, but are only able to score the legislation in front of them, even if it includes budget gimmicks and fiscal shell games designed to hide its true cost. the reality is that this trillion dollar new government entitlement will lead to one size fits all care and put our country on the road to bankruptcy. republicans care about health care. we simply disagree that excessive government regulations and sweeping mandates on individuals and

businesses are the right way to go about it. the status quo is unacceptable. we understand that the key to real health care reform is to lower costs and improve access. that is why after the house passes repeal, which will begin a two-step process of conducting oversight of the continued harm it is doing to our economy and our health care system, as well as beginning work on a new vision to improve the health care system without been preparing our country. we will provide americans with mainstream solutions there were denied when democrats used dubious procedural tactics to jim to the bill along strict partisan lines. looking ahead, the best boost congress can provide to the economy is to send a credible signal that we are serious about cutting spending and eliminating job-killing regulation. our surging debt burden hangs over the economy like a dark cloud waiting to unleash a storm
