to the house page of gabrielle giffords. her husband, mark kelly, has posted a statement from her family. let's go next to san diego, on our democrats line. caller: i feel that this situation has the marks of a frameup. they have another 50-year-old man in the background, a handler, who was instantly released and then they have, all of a sudden, a confession, a very strange-sounding confession locked up and make safe. they instantly apprehend the subject and he is not mentally ill and not that he does not know not to speak. there has been a long list of activities like this including the underwear bomber who had an escort and that young man in oregon. who i think was inside and friends to do this.

caller: security for members is always a difficult issue. but there are 535 delegates. the idea that the capitol police will be able to provide security 24 hours per day for all of them seems on realistic. particularly given the budget right now. there is talk about cutting members personal office spending levels. cutting the overall spending level for the congress. all of that is going to cost a lot of money. the new talks seems to center around making it so that lawmakers in at capitol police soldier on with state and local officials coordinating better. when members have an event back in their district, locals know that they have a presence there.

the tragedy that took place in tucson. it is a time for a sadness and even though we don't want to start fighting, we have to be realistic here. i can name off the top of my head easily six or seven republicans, rush limbaugh, glen beck, marsha blackburn, michelle bachmann, sarah palin, despite what the former caller said, is an agitator. and others who have done nothing but rile up the people through the tea party. the tea party is part and parcel of this problem. they show up at rallies with signs depicting the guns. they show up at rallies actually carrying guns. this would have been unheard of to come to a presidential speech with a gun on you.

this is a short piece of the dorwin stoddard. he died shielding his wife. she was shot in the leg several times. he was a hero said a neighbor and friend. friends and church members knew their love story. there were high school classmates in tucson and moved away, mary other people, and made a life and when their spouses die, they reconnected and were leaders in their church benevolence ministry. dorwin stoddard was 76 when he was killed. we'll take you live to the white house at 11:00 or the president and first lady will lead a moment of silence. we will go to the office of gabrielle giffords. we saw the house chaplain leave and members of the house. congressional offices are gathering outside the capital for that moment of silence. today, we got update on history of violence. host: have we seen this type of thing before? guest: we have seen this before. we have had members of congress who have been assassinated before. huey long was assassinated in 1935 in louisiana when he was in the u.s. senate. of course, robert kennedy was running for president. he was a member of the u.s. senate when he was gunned down in 1968.

there is a long history of the various kinds of violence either among members themselves or against them. = the for bombings at the capitol on several occasions. the last one was 1983. there was the tragic shooting of two police officers from one deranged individual who tried to break into the capital and was stopped by two officers who he killed before he could retain members office. host: what has been learned in those years about security, about this course and anything else you want to mention historical weight? guest: the main lesson i think we have to face and most members of congress know this well -- in a representative democracy where we elect public officials and we are an open society, you

cannot protect people completely from this kind of terrible act. if someone wants to perhaps die in the effort of assassinating a member, you'll find it almost impossible to stop them. what congress had sad to deal west -- what congress has had to deal with is how to keep the capital and open building and have congresspersons to go back to their constituents and have congresspersons like congresswoman giffords do. you cannot protect them completely because it is a free society. the other way to do it is to turn the capital into a complete secure facility with the people not being able to come into the facility. we have tried to do a compromise. we have increased security around the capital.
