also, there delivering bad services, also. so, no expertise at all. i think that should be done. >> any federal government, any liberal government has to respect the contradictions in health care, but a huge amount of financing comes from the federal government. $43 billion in 2004. the question is about accountability. i think we have the role that is provided, to make sure that the access to health care not only doesn't depend on your wallet, but does not depend on your postal code. many say one key thing here. this comes down to a moment of
6:16 pm
choice. you can either spend on corporate tax breaks, multimillion-dollar expenditures, billions on jets, big gifts to upper middle-class canadians who do their taxes -- who do not do their taxes or support health care. that is why this election is so important. we have to make choices. if i had to choose, i would choose health care. and that is why we have committed to a 6% increase after 2014, and then how do we get accountability? how we make sure we drive reform in the system so the money serves canadians better. >> steven harper and then jack layton. >> we want contracts so we can continue to fund for our health care system. the idea that they somehow have to choose between the military
6:17 pm
and health care, some now have to choose between raising taxes, it is a false choice. they cut education and health care and pensions and all these things because when they raised taxes, they hurt economic growth and the economy. that is the fault troy's. we are all moving forward together. we need a low tax future we can continue to fund the health care system. that is what we're doing. that is what we are succeeding at. >> the problem is they do not propose to do anything now. they're talking about something far off into the future. you will see what i'm talking about. there are no investments and any getting a significant increase in family doctors. there are canadians and do not have family medicine, who were not getting the investments in home care and long-term care
6:18 pm
that are needed today. in that is what we're offering. >> this is completely false. we're the only party in this election with a specific proposal on family care. so you take time off of work to look after a loved one at home, so you can get reimbursement for some of your expenses for providing health care and in the home. that is a key dynamic we need to strengthen. we need more health. not necessarily more health care. health prevention. health education. we're the only party with a national food policy to get diets with salt, fat, and sugar down. that is how we improve the health of canadians. that is in our platform. >> i hear the comments you are making. unfortunately your party does have a long promise of making
6:19 pm
promises. >> gentleman, once again, the same old attitude. >> there is too much money in ottawa. health care -- the expertise is there. not in ottawa. we need to stop negotiating who is going to do what in the fight between bureaucrats. we need the money to make sure these services will be given to those in need the services. so, we need a new facility --
6:20 pm
fiscality. >> i am trying to stay out of this. you gentlemen have been doing a good job keeping it forward. i have gotten e-mail from people asking to please ask this. you've all promised to keep health care funding at 6% a year where growth is 2% in change. you're promising to reduce deficits that are very high. can anyone do this? one, two, three. but you're from everyone. >> yes. that is what we have done. the international monetary fund has been very credible. we've been clear. we will not cut the transfers from health care and education. that is job one. we will make sure we maintain and continue to fund those programs, because that is ultimately what it is all about.
6:21 pm
keeping the economy strong. >> it is going to be about making choices. you can have absolutely everything. huge tax cuts. spending on health. this is not the old stephen harper talking. this is the one that has been affected by ottawa culture, i have to said. budget in cliffs and $11 billion hole, things he wants to spend money on, and he will not tell us what they are. will they be food inspectors? but services are going to be lost? canadians are going to have a chance to make choices may 2. >> a straight question deserves a straight answer. today the corporate tax rate at 6%. you save $6 billion.
6:22 pm
you stop building those mega- prisons. that allows you to invest 6% to improve canadian prisons. this is joyce time. mr. harper is offering new fantasy economics. he cannot explain how he will sustain canadian health care. we can read >> wishes stop giving the old company's fiscal advantages, and we should stop letting $3 billion go into tax savings. i mean, $3 billion a year? just those two examples. >> mr. harper? >> let me say this. our philosophy is clear. you fund it services by making sure you can keep your economy going and create jobs.
6:23 pm
others are proposing that they will fund $30 billion, up $6 billion, by increasing tax rates on job creators. experts say that is going to cost us billions of dollars. >> speak the truth. instead of giving tax breaks that you do to the richest and most powerful companies in the country -- the ones that doubt canadians, we are saying, roll back on small businesses and help the small businesses create jobs. we have to create taxes for businesses big and small, and the new democratic party voted for that. >> that is too much, to hear you
6:24 pm
say that. that is simply too much and not true. >> mr. harper, your numbers do not add up. but ours do. if you take the corporate tax, use a $6 billion. 18% is a good, competitive rate. that $6 billion, you can use to fund education. these are tools that we can give to our economy, and we can do this without raising taxes on ordinary canadian families. >> every major business group in this country says if you raise taxes you will hurt growth, jobs, and revenue. and that is the truth. that is the path we do not want to go down. >> we need to roll back payroll taxes for small to medium-size businesses that do the hiring. with unemployment rates among young canadians at 17%, something you have not done anything about what your been in
6:25 pm
office. if we hire those young people for small to medium-size enterprises, that is going to create jobs. >> the canadian federation independent businesses will pass these measures. >> $17 billion on five years. this is exactly what the policy in the budget is set proposing. -- is proposing. >> i hate to bear the disappointing news, but you have one more thing to do, and that is to get a closing statement. again -- the order speaking. 45 seconds left. >> my dear friends, my
6:26 pm
colleagues party was in power for 30 years, and then mr. harper was in power for five years, and many failures. between them, they have supervised corruption in government. real difficulties with our health care system. our environmental record on the world stage is in tatters. and when it comes to the economy, we're having a tougher and tougher time making ends meet. it comes to a choice in this election. you agree chance to exercise that choice by voting new democrats and giving us the opportunity to implement right now much more affordable life with credit-card fees capped and your pensions protected. i urge you to support the new democrats. we will fight for you. >> they do not really recognized quebec as a nation.
6:27 pm
i have the greatest respect for canada, but it sounds its -- found as its policies on canada. as long as quebec is part of canada, they have to be there for quebec. hide his intention -- stephen harper hide his intentions. we cannot trust him. >> on may 2, choose a government that respects democracy. choose a government that respects the citizens' rights. choose a government that focuses on your priorities. mr. harper does not have your priorities in mind. his priorities are jets, jails, and corporate tax giveaways. our priorities are to help
6:28 pm
canadian families get an education for their kids, college and universities, early learning and child care for families that need it, home rentals so they can make their families more energy-efficient, and restore canada's broad place in the world. i hope he will vote liberal, but most of all, thank you for taking part in this debate tonight. >> i wanted think canadians for their honor and trust, having served as your prime minister of the past five years, including over some very difficult economic times. it has kept us focused on the economy, and delivering affordable business -- benefits to people. and as a consequence, canada is the greatest country in the world. it is emerging from this recession stronger and faster than just about anyone.
6:29 pm
that is what we need parliament to focus on. we need a strong, stable, majority government. we have a job to finish, and we would be honored to do it. >> bawsca but, gentlemen. we hope we shed some light on the issues facing canada. i will remind you the same leaders will be here tomorrow night to debate in french. and you can see that on radio canada. you can see it simultaneously translated into english. good night.
