place every five years. this is just over 30 minutes. colleagues and others. >> we will leave the british house. >> isn't it excuses? isn't it stupid to vote for house of lords reform but against the program? >> i think my hon. friend makes a very important point. we have been discussing this issue for 100 years and it is time to make progress and the show if truth of the matter is there are opponents of reform in every party. in the labor party, in the liberal democrat party, in the other place but there's a majority in this house and bears a majority for that in the country but if those who support
12:01 am
reform don't get out there and back it it won't happen. that is the crucial point and it is hopeless to do what the right hon. gentleman is doing which is to say he is in favor of it and also against it. it is hope was. [shouting] >> the prime minister said on the eleventh of april, quote, i will defend every part of that budget. i worked on it very closely with this sector. line by line. mr. speaker, what went wrong? the increase was a major --
12:02 am
[shouting] >> it cannot be a u-turn to get rid of the labour tax increase. they put in place 12 increases in government debt left behind six increases and we are dealing with them. >> it was all part of not seem less political strategy. unfortunately they did not tell but transport secretary. and the chancellor briefs them on the economic situation and forgot to tell their own bank ventures and the old policy. call it what it is. another case of panic at the pump. every time this side of the house proposed putting more money in people's pocket to get
12:03 am
the economy moving, he has denounced the policy as irresponsible. yesterday the chancellor said it was about precisely doing that? why doesn't he admit that plan a has failed? does he support stopping the increase? why not? why not get up and congratulate the government for being on the side of the motorists and the people who work hard to do the right thing? i have to say ever since we have been diffusing the tax bombshell, we defused our increase in council act and fuel tax. they should be congratulating us to be on the side of those who work hard and do the right thing. >> back to the bunker after that one. even on this government's own

measure of success borrow when went up yesterday. no wonder they want to change the system. can he confirm that the reason this government has had to borrow three million more, this time last year, because tax revenues are down and the cost of economic failure are going up and it is the result of a double dip recession made in downing street? the fuel tax, he is against it and in favor of it and on bar when he thinks it is too high but wants to put it up. mr. speaker, he finds the chancellor irritating but he called for the full duty cut. [shouting] >> the reality is they are not
12:05 am
just economically incompetent but unfair as well. it made a thick you turn but not on two particular decisions in his budget. the tax cut for millionaires paid for by the tax rise on pensions. he says he has been listening to the electorate. what feedback has he had on those two proposals? the shadow chancellor is about to put the fuel tax increase in to the budget in the first place? what we have been doing is getting rid of labor increases. he asked me about the top rate. i think it is wrong to have a top rated tax higher than france or germany or italy but at this point, for thirteen years of the labor government in which he served, the tax is going to be 45. a thank you would be in order.
12:06 am
he claims to be proud of the way it goes but in a way that chancellor refused to defend it and no wonder. no wonder. no wonder. the chancellor yesterday sent out the economic secretary to do all the interviews on this issue. i didn't -- if osborn had slowly on he is arrogant. there is no change on the tax cuts and no change on the tax cut for millionaires. the prime minister realize what people hate about this government is a double standard of saying tax avoidance is immoral but it is ok when so many people are struggling to get by to give a tax cut to millionaires including those in the cabinet. the leader of the opposition says it was hiding away.
12:07 am
the chancellor -- this tax reduction. the house of commons doesn't report it but you won't actually hear and i have to say wrong footing the shadow chancellor. what we heard today from the leader's opposition is a whole series of arguments about process. process about the house of lords where he is ong on the substance and the economy where he is wrong on the substance and the deficit where he wants to put the bar wing up. absolutely hopeless. it is about an economic plan that is failing and the unfairness of this government. he talked about -- giving a tax cut to millionaires of 40,000 pounds a year across the country including in his own cabinet.
12:08 am
when it comes to taxes obviously one rule for the comedians in the bank and another for the comedians in the capital. the prime minister, the prime minister in the last week blundering into the tax affairs, his budget unraveling and economic plan failing. from the country's point of view it is a shambles. from his point of view is just another week in the office. i am not surprised. >> order! the prime minister's answer will be heard. >> i am not at all surprised the hon. gentleman is the issue of -- toucher about tax avoidance. to the top of the list of the national executive committee, can livingston. this government is cracking down
12:09 am
on aggressive and illegal tax evasion and that party is voting for them. [shouting] >> spent last week in afghanistan and paid tribute to the dedication of our armed forces and civil service under difficult conditions but will the prime minister of the tokyo conference reassure the people of afghanistan that this will end in 2014 and support development assistance and continue for years beyond that so afghanistan can become a functioning state. >> an important point. he talked about the armed services and we encourage people that served to wear their uniform to work. not something members of this house can do but we should remember all those who serve our country whether in the reserves or the weather -- regular forces. the issue of support for
12:10 am
afghanistan we have announced we will continue with the generous level of aid and development support we giving to afghanistan. after 2015 we have been leading the charge on that and helping to fund the buildup of the afghan national security forces between now and 2015. >> can i ask the prime minister what is the moral difference between celebrities avoiding tax and a cabinet of millionaires who couldn't talk to themselves? >> the best way to answer that is to quote our own leader who said at the launch of his election campaign tax avoidance is a terrible thing that must be cracked down on. they should be thanking us for getting on and doing just that. >> in welcoming the decision,
12:11 am
does the prime minister show families and businesses that we mean business? >> the hon. lady is right. this government has taken two million people lot of income tax and frozen attacks and got rid of the jobs pact and has repeatedly dealt with fuel duty so it is less than it would be under the plan left by the last labor government. >> can we return to the theme of practicality and tax avoidance. one way the prime minister could put an end to tax avoidance schemes is legislate for general avoidance, not a general rule but one more you turn and public outrage with reaction and legislate avoidance principles.
12:12 am
>> that is what we are doing and what labor didn't do for 13 years and giving in to the division on this. mary mcclout. >> unemployment increased by 5.7% in the last year. the truth of unemployment to make sure we take all the right things unlike the end of the solution for economic issues additional -- what this government is doing. to nurture the next generation of a entrepreneurs. >> the party opposite wants to shout down any one. what is happening in our economy. in the last quarter we saw
12:13 am
200,000 new private-sector jobs which was four times the rate of growth we saw in the public sector. we are seeing a rebalancing of the economy and in terms of small business in 2011 it was a record year for the creation of small businesses in our country and we are in favor of encouraging that. >> the coalition agreement stated the government would introduce a house business committee by the third year of this parliament. will the prime minister confirm to the house that he will introduce it within the next 12 months? >> we are looking carefully at this issue but let me say you serve as minister, this government by introducing back bench business has made fundamental reforms of this place. back bench members are able to
12:14 am
determine the time and subject of debate. something that never happened under 14 years of labour government. >> number 6, mr. speaker. >> an important way to support charitable giving through the tax system. there can be difficulties for charities to collect. when they're collecting donations in the streets we are introducing the small donation scheme that will enable charities to claim a gift style payment on donations were not impossible to collect a declaration that will help charities in many parts of the country and will be welcome on all sides of the counts. >> communities benefit greatly. can the prime minister reassure those equipment and facilities
12:15 am
to guarantee to remain for the benefit of local communities and visit community hospitals and my constituency in action? >> i have visited the constituency while having a holiday. the excellent service provided, i absolutely can say our friends do a brilliant job across the country. the money they provide should remain locally but it will actually be able to help hospitals like the one she refers to. >> no time to reach adjustments, he is the busy man that had years to consider massive conservative donor lord ashcroft. like all members of both houses of parliament, all piers have to

be u.k. taxpayers. that is a change our support but while we are on the subject, he may want to have a look at labor's chief fund-raiser, and between 2006-2011 he lived in which key marginal seat? [shouting] >> well my right hon. friend take this opportunity -- the hon. gentleman deserves to be heard. members are asking their questions. let's hear mr. jenkins. will my friends take this opportunity to remind the house there is a crucial e.u. summit at the end of this week. which is more important for jobs? the implications of the massive changes being proposed in the e.u. will have the reform.
12:17 am
>> in terms of growth in the u.k. economy, what is happening in europe is extremely important and a vital summit taking place this thursday and friday. the u.k. government, the euro zone countries need to do more with stability in the market and take medium and hwang term debts to take sense of the euro zone. that will involve sharing greater powers. something the u.k. should be involved in. we have a clear view. we put forward arguments and protect the u.k. economy. >> every hour of every day somebody gets killed by a weapon that has been irresponsibly traded from one country to another. next week the arms trade
