step aside because there is no room in the chaos from -- no room in the classroom. i want you to help me. recruit 100,000 new science teachers. let's improve early childhood education. that's give workers the new skills they need. let's help universities and colleges keep tuition down. we can meet these goals telomere, but i will need your help. [applause] we need to bring down our deficits, but we don't need to do it by sticking it to the middle class. i put forward a plan to reduce the deficit by $4 trillion. we have already cut a trillion dollars of spending that we did not need. and i am willing to do more to

make sure our government is deficient. we cannot be wasting money. but i also want to reform our tax code so it is simple and fair and i ask the wealthiest among us to pay a higher rate than net income over two hundred $50,000 -- over $250,000. that is the rate when bill clinton was president. we went from deficit to surplus. by the way, we created a whole lot of millionaires to boot. i would cut taxes for the middle class, for small businesses and i want to keep your taxes low. but i can afford to plaa little more. and mitt romney can afford to pay a little more.

[applause] and the reason i wanted do it is not because i want to punish success. when you give tax relief to middle-class families, what do they do? what do you have more money to buy? >you spend it. maybe you trade in that old car. maybe by a computer for your kids. maybe businesses have more customers. that means they have more profit. that means they hire more people. and then the whole economy gets stronger. we don't build the economy from the top down in rebuild it from the bottom up and the middle out. [cheers and applause. i have to say, in fairness -- i

love you back. [cheers and applause] that is why i want to make sure you have a good deficit reduction plan. [laughter] [applause] my opponent has a problem, too. like bill clinton says, there is no arithmetic in it. somehow, they think that they can spend trillions of dollars more in tax cuts for the wealth it and it will bring down our deficit. they cannot say how they will do it. they won't say how you have a $5 trillion in new tax cuts and not end up raising taxes on middle-class families or spend another $2 trillion in new military spending that our military says we don't need without asking you to foot the bill. the math justice not add up. and i have to tell you -- the math just does not add up.

and i have to tell you, milwaukee. we cannot ask families to give up their homes or their child's education just to give a few millionaires some tax cuts. we cannot take children of the headstart program or eliminate health insurance for millions of poor and elderly and disabled just to pay for another tax cut we cannot afford. [cheers and applause] i will not turn medicare into a voucher program. and we will not end up ruining a social security system that is run by wall street. we want to make sure that everyone retires with dignity

and respect. [applause] that is what we are fighting for. i know we are getting a little wet, but that is ok. [applause] i will wrap it up, but i have a few more things to say. just like we have choices here at home, we also have choices overseas. our prosperity at home depends on our security overseas. four years ago, i said i would end the war in iraq and i did. [cheers and applause] i said we would wind down the war in afghanistan and we are. [cheers and applause] a new tower is rising or the new

york skyline. al qaeda is on the path to defeat and osama bin laden is dead. [cheers and applause] >> usa! [chanting] >> usa! usa! usa! usa! usa! >> as we saw last week, we still have threats out there. we saw the attacks on our consulates and we will bring those murderers to justice. and that is why, as long as i am commander in chief, we will sustain the strongest military the world has ever known. [applause] and when our troops come home

and they take off their uniforms, we will serve them as well they have -- as well as they have served us. [cheers and applause] if you were in the military, a few protected our people, if you fought for our freedom, you should be taken care when you come home. [applause] mitt romney thinks it was tragic for us to end the war in iraq to and he does not have a plan to end the war in afghanistan. i have and i will. and i will use the money we are what tor spinninspending on put folks back to work rebuilding our roads. after a decade of war, we need some new pavement here at home. [applause] folks, i know you're getting

wet, but i have one more thing to say. [cheers and applause] folks, a little rain never heard anybody. let me say this. my opponents will keep on, over the next 45 days, spending more money than we have ever seen before trying to tell you that tax cuts are the only way to go, that since government can do everything it should do almost nothing. their basic philosophy is your on your own. if you cannot afford health insurance, hope you don't get sick. if you cannot afford to go to college, tried to borrow some money from your parents. -- try to borrow some money from

your parents. let me tell you something about who we are. i don't think that government can solve all of our problems, but i don't think it is the source of all of our problems. i don't want to spend all of our time spending it on somebody else, blaming immigrants or blaming the people were blaming some other group. [cheers and applause] i believe we are all in it together. [applause] i believe we have to take responsibility for ourselves but also look out for one another. [applause] i think we have an opportunity -- i think we have the responsibility to create opportunity and responsibility in this nation. this is about what -- this is not about what can be done for us, but what can be done by us as a nation. the election four years ago was

about you. you are the change, all of us coming together. there is a reason that there is a mother in madison who does not have to worry about her son losing medical coverage because of a pre-existing condition. you did that. [applause] you are the reason that there is a university of wisconsin. [applause] you can afford to go to college now. war veterans on the new gi bill, you accomplished that. you're the reason that there is a family in green bay that got tax cuts to have more money to buy groceries, but gas in the car and pay bills. you're the reason that an immigrant who grew up here pledging allegiance to our flag will not be deported. [cheers and applause]

y and outstanding soldier -- why an outstanding soldier can still serve in our military because it does not matter who you are. you did that. you're the reason that those families are welcoming home with their incredible men and women who serve us so bravely. you did that. i was trying to make this point the other day in florida and i said you cannot change washington just from the inside. you have to enlist and mobilize the american people to help bring about change from the outside. [applause] mitt romney heard me say that he started changing his speech. he got all excited. [laughter] i think obama made a gaffe. so he stood up and said i will

get the job done from the inside. and that made me want to ask what kind of inside job is he talking about? [laughter] [applause] is it one of those inside jobs where he is rubberstamp thing the agenda of this republican congress? we do want that. if it is the job or the -- where the energy companies are writing our energy policy, that is not the inside job we want. >> now! >> you know, if it is one of those inside jobs were politicians in washington tell women that they cannot make decisions about their own health care choices, we don't want that.

[cheers and applause] we don't want that inside job from washington. we have always said in this campaign that change takes more than one term, it takes more than one president, more than one party. it cannot happen if you write off half the nation. in 2008, 47% of the country did not vote for me. but i said to those folks on election night -- i said, i may not have won your votes, but i hear your voices. i will be your president, too. [cheers and applause] so i don't know how many folks will vote for me this time around, but i will tell you that i will be with you no matter what.

i have done enough fighting to create -- i am not fighting to create democratic jobs or republican jobs. i'm not fighting to improve schools in red states or in blue states. i am fighting to improve schools in the united states. i am not fighting just on behalf of workers or businesses or the rich or the poor, the 1% or the 99%. i am fighting for american values. they belong to all of us. and if you still believe in that come if you still have hope, if you are still ready to go, i am asking you for your vote! [cheers and applause] if you get out there and work these last 45 is coming if you're willing to make some phone calls for me and the forming, we will -- and vote for

me, we will win in milwaukee and in wisconsin. and we will remind the world why the united states of america is the greatest nation on earth parody the sun has got to come out. god bless you. god bless the united states. [cheers and applause]

on monday, the president is in new york at the opening of the un assembly appeared republican presidential candidate mitt romney campaigned across california today with stops in san francisco, san diego and los angeles there been he travels to denver. and a little later on this evening, at about 40 minutes from now, firstly michelle obama will address the congressional black caucus foundation in their awards dinner. it is held each year as part of their annual legislation conference to honor african- americans who have made significant contributions. that is at 7:30 p.m. eastern time. in less than two weeks, the presidential candidates meet for the first time in the first of three debates.

the first one is wednesday, october 3 from the university of denver. you can see that live on c-span, c-span raider, and online at c- span.org. another rally this week in milwaukee, mitt romney spoke. ♪ i was born free >> good afternoon. good afternoon. isn't it great to be on this market campus? [applause] i am a proud mother of a

freshman student here on campus and, when i get a chance to see my son or talk to him, i most appreciated. thank you, matt. thank you for coming out. scott and i are asked all the time why we do what we do. why do we spend so much time and energy trying to make wisconsin a better place? he is the reason that we do what we do. we want wisconsin and america to be a better place for our son and grandchildren. scott and i had the honor to sit with the romney family at the convention. it was great to see mrs. romney with your children and her grandchildren. they are such a wonderful family. we could see they wanted exactly what we wanted, in a better america for our children. [applause] ann and mitt raised five great

sons and have 18 grandchildren. they understand responsibility, hard work and unconditional love. mrs. romney places primary importance on her role as a wife, a mother and grandmother. as the first lady of massachusetts, mrs. romney worked to focus attention on the challenges facing at risk youth and continues to be interested in that today. while serving on the board of united way, she founded the faith in action program, a program that runs inner-city boston churches with at risk youth in the community. mrs. romney is a strong believer that faith-based and community organizations can reach some of our community better than government. [applause] in 1988, mrs. romney was diagnosed with multiple sclerosis.

for those of you who know and romney best, the words that come to mind are kurds, inspiration and them as governor running often states, ann is a rock. the ms was so severe that, some days, she couldn't get out of bed. she was determined to conquer her illness. when mitt romney ran the olympics in 2002, she was given the honor of carrying the torch, but not alone in her five sons and her husband united behind and fanned the flames heitor. to overcome any obstacle and that is an inspiration to all of us. as the first lady of the united states, she will continue to raise awareness for ms and feel passionate of restoring a culture of hope for all those in need. she continues to inspire all of us.

[cheers and applause] before i start, this is another sober moment in our history. 9/11 is a difficult anniversary for our country. you know, this year, our purser with those americans and those families whose lives were lost with thoseers are

americans and those families whose lives were lost in libya. if you'll join me and pause for just a moment for all the brave americans who proved that every day that freedom is not free. >> thank you. [applause] just like we came together 11 years ago in the face of great challenges, our country is coming together during this, the most critical election of our lifetime. today, i got the honor of having a few women i know behind

me from massachusetts. i want you to be aware of some things. as the governor, half of mitt's cabinet and senior staff were women and some of them are here right now. [cheers and applause] in fact, when he was governor, he was ranked no. 1 every year for having more women in his senior positions. the women in his administration were at the heart of the turnaround in massachusetts been his chief of staff was a woman. his lieutenant governor was in woman. and together, these women are the women who helped mitt put economy and growth path.

so i will just introduce if you're of those women who are with us on the stage today. his secretary of business and technology, when a right -- rene right. she worked with mitt to create jobs. his secretary of business administration was beth lynn strong. [applause] her job was to go to all the regulations slowing down business start up and growth and cut red tape. [cheers and applause] i think we need a little bit of this in washington. his secretary of environmental affairs, ellen roy. [applause] she knew her mission is to figure out how to protect the

environment, but restructure the regulations slowing down new business start-ups and she did this by shifting key business start approvals to zero-day approval. [applause] another woman who will introduce i knew very well because she also worked with mitt in the olympics and i was involved with a lot of things that she cared about at the olympics -- cindy gillespie. [applause] after the olympics, she also joined the team and made sure that all of the promises that mitt made during the campaign that we follow through with. she oversaw all of that. so the bottom line is, having this women here, having year, having all the women in the audience come is to know that mitt put women in key leadership mitt put women in key leadership positions to help
