[captioning performed by national captioning institute] [captions copyright national cable satellite corp. 2013] >> yesterday president obama signed the order authorizing the government to begin cutting $85 billion from federal agencies. today in his weekly address the president talked about the impact of automatic spending cuts and said that congress can turn them off any time.

washington representative delivered the republican address and called on the president and the senate democrats to negotiate a solution to the automatic spending cuts. >> hi, everybody. on friday i met with leaders from both sides of congress in find a way forward in light of the severe budget cuts, known in washington as the quever that has already started to inflict pain across the country. these cuts are not smart. congress can turn them off at any time as soon as both sides are willing to compromise. as a nation, we've fought back from the worst economic crisis in our lifetimes and we'll get through this too. in a time when your businesses are getting more traction, hiring workers, bringing jobs back to america, the last thing washington needs to do is get in their way. that is what these cuts in research, education, will do. it is unnecessary.

in a time when too many of our friends and neighbors are looking for work it is inexcusable. it is importance to thauns not everyone will feel the pain of the cuts right away the pain will be real. many middle-class families will have their lives disrupted. businesses that work with the military will have to lay folks off. communities near military bases will take a serious blow. hundreds of thousands of americans that serve their country, f.b.i. agents, , border patrol agents,civilians that work for the defense department will see their how cut and they're paychecks reduced. businesses will suffer because customers will have less money to spend. the longer these cuts remain in place the greater the damage. economists estimate it could cost us more than $750,000. and slow the economy by over one

half ofhere's the thing, none of this is necessary. 1%. it is happening because republicans in congress chose this outcome over closing a single wasteful tax loophole that helps to reduce the deficit. they decided that tax break for the wealth off and well-connected is more important than protecting our middle-class families and military families from these cuts. i think we can combine smart spending cuts and changes to the tax code that makes it more fair without raising anyone's taxes. that's how we can reduce our deficit without laying off workers. i don't think that is too much to ask. it is the kind of approach i proposed for two years now. a majority of the american people agree with me, including a majority of republicans. we just need republicans in congress to catch up with their own party and the rest of the country. i know there are republicans in congress who would rather see if

tax loopholes closed than let these cuts go through. there are democrats who would rather do smart entitlement reform than let the cuts go through. there's a caucus of common sense throughout. i'm going keep reaching out of them to fix this for good. american people are weary of partisanship. this is america. we don't bounce from one manufactured crisis to another. we make smart choices. we plan, we prioritize. i'm going keep fighting for the real challenges facing american families. i'm going to push that makes minimum wage is a wage you can live off of. i'm going push to repair our transportation system and keep our children safe from gun violence. that's the work you elected me to do. that's what i'm focused on every single day. thanks so much. >> hello, i'm congresswoman cathy mcmorris rodgers from

washington state. today, would like to give you an update on the debate we're having in washington about spending. this debate is about more than just numbers and politics. it is about the kind of future we want for our children and grandchildren. do we want to hand them a mountain of debt and all the worries that go with it? or do we want them to inherit a vibrant economy and a future full of opportunities? this is the debate we've been having for quite a while. it is time we resolve it and get something done. yesterday, across the board spending cuts known as the sequester took effect because president obama and senate democrats failed to act. these devastating across the board cuts will affect the lives

of so many hard working americans. yet, this week the president traveled 180 miles to newport news, virginia instead of traveling 1.5 miles to senator harry reid's office on control to negotiate a replacement of smarter spending cuts. the president failed to act and his senate never passed a bill to replace the sequester. in the last year the house of representatives has passed two proposals to replace the president's sequester with smarter spending cuts. our plans cut government waste and makes long-term reforms that puts on on a path to a balanced budget. we're looking at ways to close tax loopholes so we can lower rates and help create jobs. these ideas get government out

of the way so we can bring jobs home and preserve the american dream. the president wants to take a different route. he wants to continue singling out americans for tax increases, even after he raised taxes just two months ago to avert the fiscal cliff. the american people know full well, if they give this white house more tax revenue it will be spent on new stimulus projects and government programs. the president must stop using this debate as an excuse to raise taxes and start seizing this opportunity to cut spending. because we can't let washington continue to spend money it doesn't have, especially when it is taking that money straight from your wallets. the problem isn't a lack of

taxes, this year alone, the federal government will take in more revenue than ever before. spending is the problem, which means cutting spending is the solution. it's that simple. in the house, we've done the work and shown these choices can be made in a responsible, thoughtful way. we urge president obama and the senate democrats to put country ahead of party and pass a responsible plan to replace the sequester. instead of campaigning for higher taxes the president should lead an effort to begin addressing our nation's spending problem. this debate hasn't always been easy but making washington confront its spending problem after decades of inaction, was never going to be simple. we were elected to confront the hard truth, come together, and do the right thing.
