raged. my budget puts that argument to rest. we do not have to choose between goals, we can do both. when we saw in the 1990s, nothing reduces the deficit faster than growing the economy. my budget will reduce the deficit not what spending cuts that hurt students and seniors and middle-class families, but a bounce approach of the american people prefer and an investment -- but a balanced approach to american people prefer and in investment. i have signed $2.5 trillion in deficit reduction into law. my budget will reduce our deficit by nearly $2 trillion more without harming the recovery. that surpasses the goal of $4 trillion in deficit reduction that many believe will stabilize our finance. we'll make the tough reforms required to strengthen medicare for the future without undermining the rocksolid

guarantee at its core. we will enact commonsense tax reform that includes hosting loopholes.x loopholes like the ones that allow a billionaire to pay a lower tax rate than his or her secretary. this is the compromise i offered the speaker of the house last year. it is not my ideal plan, but it is a compromise i am willing to accept to move beyond short-term crises driven decision making so we can focus on growing our economy and the middle class for the long haul. it includes many ideas and republican they could except as well. it is a way we can make progress together. deficit reduction cannot come as a cost of economic growth or middle-class security. it does not have to. my budget will make critical investments to grow the economy and create jobs and strengthen middle-class. as i said in my state of the union address, we should ask

ourselves three questions -- how do we make america a magnet for great jobs? how do we give workers the skills they need to do those jobs? how do you make sure that hard work leads to a decent living? magnet forrica a good jobs, we will invest in high-tech manufacturing and homegrown energy. put people back to work building new roads, bridges, and schools. to give workers the skills they need to do those jobs, we will invest in education that begins in the earliest years and job training that predicates workers to compete in the 21st century. to make sure that hard work is ladders, we will build of opportunity in the middle class and focus on revitalizing some of our communities hardest hit with the recession and job loss. all of these will help grow the economy and create jobs. none of them will add to the deficit. i will lay out priorities in greater details in the days ahead. the budget doesn't spend beyond

you say you do not change america by changing washington. you change america by changing the states. that is exactly what republican governors are doing across the country. the arctic in a different approach to grow the economies and fix the government with ideas that work -- they are taking a different approach to growth economies and fix the government with ideas that work. it encourages growth and an education system that produces measurable results and a new focus on the incredible dignity of each and every person, no matter who they are. as any state kansas example. the year i became governor, we began with only a certain amount in the bank. a projected $500 million deficit as well. we had a nicer, ending balance and it without tax increases.

to make that financial we didund in reality, not cut funding from schools or medicaid or prisons. we did consolidate agencies and cut overhead costs and offered a voluntary retirement buyout to state employees and eliminated outdated programs. we reformed our state medicaid system to save $1 billion over five years while at the same time we expanded healthcare services. we found ways to reduce the costs while increasing our investments in key areas like research and aviation, agriculture. we have increased the number of students taking technical education courses, it will help them per pair for a future and a better paying job.

we have reform so that judges are elected more democratically. we give residents more control of their future needs. we passed the largest tax cut in state history, eliminating that tax on small business owners altogether. we went from one of the highest tax regions to one of the lowest. i want to make kansas the best place in america to raise a family and grow a business. for those who come to our state because of lower taxes, opportunities abound. inhad an all-time record kansas. kansas recently received an a when it comes to environment. we have one of the lowest unemployment rates in the country. all signs of economic growth.
