2014 appropriation work. this continues with the discretionary program under sequestration including programs with the subcommittee such as operation of the federal prison system, which you cannot shut down. the fbi team that is working with regards to benghazi, says that all that who are working counterterrorism, we have seen storms hit this nation. to shut that down, our nation is in serious financial trouble, and it is well past the time we put everything, everything on the table including entitlements and agreed to a long-term bath solution which includes an end to sequestration.

me the opportunity to speak. i think it is very obvious by the comments that the republicans have made on our side this morning that we do need to keep the government open at its current sequester funding level and provide the vital services that our constituents have grown to expect from the government, and make sure that we do not have a government shutdown. as chairman rogers mentioned, i chair the appropriations subcommittee on agriculture. some may ask, why is it so important that we keep the government open? can we not just go with another year-long c.r.? i would like to provide some reason why the f.y 2014 is better for the taxpayer.

in the ag appropriations bill we direct the states to be in full compliance with wic and snap eligibility standards, and we increase oversight for vendors to rein in the cost. we require the usda to report on strategies that are being able but it to help weed out fraud, waste, and abuse in the snap program. one thing that i hear a lot about is about the school year regulations for meals for the students. we require the commodity you and future trade committee to develop cost benefit analysis on several dodd frank for visions that are very costly. we encouraged the usda to finalize inspection roles in

people who care about the integrity of government. they could work it out. the quickest way to do it would be if the republican leadership would allow a conference committee on the budget. this is what is handcuffing the upper bridges committee is that they are operating under unrealistic ideological doctrines that won't pass the house. if the republican leadership would appoint conferees, we can work with the senate to pass the budget, and work out something that is agreeable. then we will not have this old aaron, would not have the hard work of the appropriations committee and their staff off into the netherlands. and we can get down to cases. it does not have to be this hard, let regular order work, stop the sideshow. >> the gentleman's time has expired.

children, seniors, and veterans. this would only further punish american families, and send our majority rates to the bottom. the majorities leadership has been quite explicit about their intentions. they want to lock in the cuts that we have seen to the education programs and help our grants. they want to make those cuts permanent. that is their opening position, and they have also been quite upfront about the only way they would mitigate against these cuts is in exchange for cuts to social security, medicare, and to medicaid. and even though these deep cuts are reducing harmful results all over the country, the majority wants to use that as leverage for further negotiation. it is about ideology, and it is just a game to them.

in their view they will be fund the affordable care act. you know what that is about? that is simply about putting their friends back in charge of the decisions for medical care for your family's. it slashes the strongly bipartisan children's health insurance program by 70%. it eliminates an initiative that provides health care to millions of children. that past the united states senate with veto proof majority. it wreaks havoc on a healthcare system by disrupting provider payments for medicare and medicaid. in that you do not know what you're doing or this is one of

cutting staff hours to 28 hours per week. how about kay hagen in north carolina? did she understand the consequences obamacare is having in her state? >> no. a grocery store, the president has said it is not feasible or sustainable to extend coverage for all of the 1100 employees he has. he, too, may have to cut hours for much of his workforce. what about mary landrieu of louisiana? obamacare is also hurting her hard-working taxpayers in that state. july, in owner of a diner told the senator that he may have to lay off as many as 16 workers. working, are middle-class americans trying to make ends meet. finally, what about mark of alaska? through obamacare americans
