not deserve this. our competitors our global competitors. my agency funds basic research that leads to innovation and economic growth and security for this country. my agency has incredibly job to why should we be caught up in this? scientific research requires a long-term commitment. you do not tackle nanotechnology and then turn it off and at some future time turn it back on again. damage is being done your research enterprise. it is obscene. it cannot be calculated. we heard of the numbers of people in the different districts that are out of work. each one is an important number. there are some things you cannot put a number on. and he lost innovation worldwide -- any lost innovation worldwide

-- we may not be able to recover it. we need to go back to work. we have proposal sitting on our desk. we are trying to organize our research panels and move forward and make sure scientist get funded. we cannot do it. i cannot do it from here. all i can do at home is rewind my cds. we need to get back to work. we need to get back to work soon. there's another part that bothers me. ethics education in science and engineering. we make our young scientist take courses and responsible conduct of research and honesty and ethics. we try to model the behavior to them. when we make commitments, we try to keep them. that is what ethics is about. here i am making promises to young people that i will fund them. some of them are stranded in europe without paychecks. some are stranded around this country without paychecks.

they will not pay their rent or eat. worse than that, they will think the government cannot be trusted. but we can't be trusted. we are honest people. we want to be honest in all of our dealings. send us back to work. whoever is holding it up, please get this going. we need to go back to work. work is not getting done. that will hurt you and my children. in our ethics training, one of the things we require in all of the research grants is that we treat animals ethically. why are we withholdings substance from workers? we have guidelines for how to treat humans it we are going to do the sermons on humans.

no one would allow humans to have their paycheck withheld or have them fired. why are we doing this? we have ran this experiment before. we do not need to do it again. thank you. i only wish that speaker boehner summer in the back of the room would listen to the eloquent speeches of the proud, federal workers. speaker boehner is a man known for a lot of emotion. i want to see that a motion as it relates to these workers and their families. as it relates to the 10 children with cancer who cannot get into a clinical trial which might be their only hope of life -- speaker boehner, i have a simple message for you. you are the architect of the republican shutdown. but the houseboat on the senate bill and that would open up the government and put everyone back to work doing the work of the american people and the american people need this work to be done. he is feeling person who can end

this irresponsible shutdown by voting up or down. i am proud to represent california. 38 million people strong. we had a fabulous open day on the health exchange. i want to say that we have 160 9000 federal workers in our great state. everyday day we see the incredible contribution of these workers. they fight mode fibers. -- they fight wildfires. they protect our borders. they protect the water at we drink in the air that we breathe. the helplessness is get the loans they need to expand so the small business owners can catch the american dream. they fight devastating diseases like cancer. they treat our wounded warriors. they design and build and design

the farthest reaches of outer space. instead of thanking these workers for their contribution to our nation, republicans in congress are holding them hostage to the extreme ideological goal demands. what makes someone so angry that they would shut down the government of the greatest nation in the world simply because people for the first time are getting health insurance. how does that even make any sense? [applause] you heard the workers. they have mortgages and rent and student loans to pay. the shutdown is hurting people. i have a lot of stores, but i won't go into them. you are hearing stories. take the air force space in solano california.

many civilian workers have been furloughed. many of them just got finished enduring furloughs from the sequester and my colleague told you what he thinks about it. this is a major economic blow to solano county. you may not know it but it is not far from san francisco. it has its own economy. the air force base is the main mover of that economy. you go to mountain view. nasa is closing the entire research center. let's talk about national parks. i say it has some of the most spectacular national parks.

we know nationwide 21,000 part employees are being furloughed -- park employees are being furloughed. businesses around those parts are being robbed in visitors spending. they had to close their gates and turn families away. they furloughed park rangers. when you stand on the valley floor of yosemite, you think you are in heaven. many of you saw the images of the terrible fire that burned many acres. businesses around yosemite are really -- i will quote from a small business person. "we just dealt with the rimfire and how awful it was. it is devastating for small businesses to count on the season to make money."

another was even more blunt. "it is just going to hurt us. we may not survive the winter." why are we inflicting pain on the people of america? speaker boehner, open up the government and do it now. i want introduce steve hopkins who works at the office of pesticide. an agency dear to my heart. the environmental protection agency. listen to what he does. he works on collaborative partnership between the epa federal agencies and private entities. their goal is to reduce the use of pesticides by promoting other methods to address test -- pe sts. happily reduce the use of pesticide i go to better methods? -- how do we reduce the use of that decides and go to better methods?

we will do everything to get you back on the job. [applause] >> thank you. i'm steve hopkins. i'm an employee of the environmental protection agency. i came to the district 10 years ago to work on a pesticide environmental stewardship program. whether we have the opportunity to protect human health and to improve the lives of people and working with industry to reduce costs and do it right, i message is simple -- i came here to do a job that congress mandated and asked me to do. all i want to do is do my job. all my colleagues want to do the job you brought us here to do. do it well and serve the american people the way we were brought here to do. i appreciate your support.

i hope we all get back to work soon. we are coming off of a furlough of six days at epa. any of us are reeling from the economic shock. on average, that was 2500 dollars or more a piece that went into supposedly reducing the deficit. this comes up on top of that. every time we turn around, we are being hit i some other uncertainty -- by some other uncertainty. after this, we will have the debt ceiling followed by something else. that makes it difficult to keep morale up. thank you. [applause] >> thank you to my colleagues for being here. i particularly want to thank our federal workers for what you do everyday for country dealing with the health care needs of

our citizens, dealing with predicting the weather, which is critically important today. science needs so much technology and growth in dealing with the protection of our environment. you are on the frontline. i must tell you you're not responsible for the problems of this country, yet you have endured three years of a freezes and furloughs under sequestration and have fun doing hiring freezes -- and have endured hiring freezes. our first objective is to get you back to work. that way you can did important work on behalf of the american people. i'm proud of my colleagues here who have joined us in legislation that will hold our federal workers through the shutdown so they will get their full pay during this time.

it is the least we can do when we reopen the federal government. [applause] we will continue -- it is simple. we can open up government with literally one action and that is the speaker of the house bringing the resolution that the u.s. senate passed. if he does that, we are confident that our votes and house of representatives to pass it and government will reopen and we will not people to get the services that they desperately need. that is our objective. -- and we will get people the services that they desperately need. that is our object to. >> what else do have that this bill will get through? many appear hostile and general. >> that we have the government shutdown in the 1990s, it was pretty pretentious back then.

it is the right thing to do. we have bipartisan support for this legislation. we are proud to have a co- sponsor. we believe it is the right thing to do. and we finally get the house of representatives to do the right thing in opening government they will recognize the incredible work that the people today who have testified and demonstrate that they are important to our country. >> carter told me earlier that they are doing the same work that they did decades ago even though the budget has gone up to medically. -- dramatically. do more with less. that will continue. what a morale killer. i'm a business guy. you want to keep your workforce engaged. these workers deserve to be paid

when the shutdown is over. >> why not reopen small parts of the house today discussing park services and veterans affairs in separate bills? why not approve those and get those working again. >> we need to reopen the entire federal government. [applause] each one of these agencies throughout the functioning of the federal government performs a needed and essential service. to talk about piecemeal, with the house is proposing is not even opening an agency, the opening one part of an agency. let's open the national parks but they do not say let's open the department of interior or the people who fight fires or do

other important things and interior. when they talk about opening the v.a., it will be open, but it is at reduced services. the v.a. needs other services. those veterans that broke the line yesterday to see memorial for world war ii want to see the government work. they want to see their grandchildren get a head start program. they want to see their wife get access to breast cancer treatment. they want the government open and not just a memorial. we need a memorial for the future. that is what we are doing right here. if you live in new jersey, you wonder whether service open. a piecemeal approach does not deal with the issue. it is an illusion. it is about implying -- what

they need to do is pass a continuing, finding resolution. we recommend for six weeks. our resolution does not call for new money. it is for fiscal 2013. we can do this. we need to get the job done. the american people want their congress to work as hard as they do for the taxes that they sent us. open the entire government. [applause] >> one of the things i would like to add is this -- the republicans say, well, they won't compromise with us. they made the democrats. guess what -- we have accepted their numbers. we are not happy with their numbers.

the budget numbers, we excepted their lower budget numbers on the short-term cr. this is not something we want. we excepted it. that was not enough. -- we accepted it. that was not enough. had to take the country hostage. we compromised on the main issue involved in the continuing resolution. >> last question. as a senator from maryland, why not put some of your constituents back to work? >> you have to open the entire government. [applause] you have to open the entire government. they will do it agency by agency. i want to talk about a famous

traffic jam that we are well aware of. i traffic occurs in maryland. why is there a traffic jam? you had to agencies across the street from one another doing incredible work. we have the walter reed hospital that has a medical hospital -- school. it is open today, but there are other aspects that were furloughed. across the street at nih they're working on many things that they would need. 71% of the people furloughed. what does that mean? one nation indivisible under god. we need one government opening to show we are doing the job.

open the government. all we are saying is even if you do not like the idea both on it. -- vote on it. they keep voting on little slivers. the senate legislation that is over on boehner's desk right this minute, all he needs to do is have free and unfettered house members and let them vote. are you for keeping the federal government open for the next six weeks at continuing funding levels for 2013 so we can solve the larger fiscal issue facing the united states? free the 435. let the houseboat. reopen the federal government. - let the house vote.

on hjres-73. >> without objection. >> i yield two minutes to the gentleman from texas. >> the gentleman from texas is recognized. >> i asked for unanimous consent on remarks. >> without objection. >> i rise in strong -- for this solution. back in 2006, pass the reauthorization of nih, which is increased funding and set up new programs and reformed the agency and was viewed at that time as a landmark for the nih. the bill before us today would fund the functions of nih for the next fiscal year. we all agree with the programs that nih is engaged in and

trying to find cures for cancer and alzheimer's and heart disease and lung disease and autism. you name it. unfortunately, the majority leader in the senate does not agree with that. he was asked to by a cnn reporter about supporting this particular bill. the senator gave a somewhat negative answer so the reporter came back and i quote directly, if you can help one child who has cancer, why wouldn't you do it? the answer from majority leader was, why would we want to do that? i have 1100 people who are sitting at home that have a few problems of their own. for someone of your intelligence to suggest such a thing may be means you are you responsible and reckless. the reporter responded, i'm just asking a question. mr. speaker, would you pass this resolution notwithstanding what the majority leader and other

body says. it is straightforward. in any normal situation, it would have bipartisan support. many have worked hard on a bipartisan basis. i'm not aware of any real concerns about the funding. it was worked out in the committee. this is an example of bipartisanship that is working. there is no reason we cannot let our differences aside and pass this resolution. >> the gentleman's time is expired. the gentlelady from connecticut. >> i rise in opposition to the cynical and quite offensive nih funding bill. instead of allowing a vote for the full government, the majority is continuing their hostage approach. let us call the charade for what it is. it is a desperate attempt to play political games with a crisis they have created.

it is a crisis that is costing the american people $300 million a day. the number will go up as the shutdown continues. i am an ovarian cancer survivor. i stand here today because of the grace of god and because of the hard work done by the men and women at the nih. i know firsthand the value and the importance of medical research. i have been fighting for months, years to get this majority to support the life-saving medical research at the national institute of health. if you factor in population growth and inflation, it is 14% below what it was in 2010 when the majority took over. the number of research grants is lower than it has been since 2001. this diminishes the nih ability to conduct research trials and create new life-saving treatments.

it may deep and dangerous cuts to the nih. cuts are stalling life-saving biomedical research all across this country. the majority talks out of both the size of their mouth. i find this new attention to nih funding disingenuous. medical research is vitally important. it is one of the many things our government does. we also help feed women and children living on the edge and 9 million have been cut off from nutrition support. we keep track of diseases and the center for disease control is forced to halt those activities. we protect the nation's food

supplies. we provide meals to seniors. we shelter the homeless and further the march of science. we provide job training. we ensure access to mental health services for those who need them. we help the disadvantaged. we make sure there is clean water to drink and clean air to breathe. we help businesses to start and grow. where is the funding for all of these other important activities? the american people are sick of the reckless behavior. it is time to act like responsible adults instead of letting the extreme wing of the majority shut down the government and instead of wasting time to play politics instead of cherry picking important programs like the nih we should work on a budget for the entire government. one that does right by all of our fundamental priorities. one that creates jobs and

support to middle-class and working families and ensures long-term growth. that is what we were elected to do. that is our job. let's stop playing games and get to work. i reserve the balance of my time. >> the gentlelady reserves. the gentleman from georgia. >> i recognize the gentleman from arkansas for two minutes. >> thank you. i thank the gentleman. i rise in support of the resolution. it allows the nih to continue to operate at the fy-13 funding levels until mid december. the clean cr -- senate democrats said they would support it. it should be supported by all members of congress. the nih mission is to invest in basic biomedical research to uncover new knowledge that could lead to life-saving couriers -- cures.

it supports research grants at many institutes and universities across our country. the university of arkansas is one research institute. they announced a new collaboration. it will undoubtedly bring incredible opportunity to arkansas research and cancer patients. as many of my colleagues know, two thirds of the nih staff has been furloughed. nih has been forced to shut down the pipeline for funding future life-saving cures and have shut off all systems that support grant reviews, leaving researchers with many uncertainties. that is where this resolution comes in. better funding is essential to sustaining the mission of improving health for scientific breaking news and maintaining international leadership and biomedical research.

we must allow that in h2 stay open while we continue to work for our regular order and improve funding for the rest of our federal government. i urge my colleagues to support this legislation for which our scientists, doctors, patients depend. i yield back the time. >> the jump from georgia reserves. the gentlelady from connecticut. >> i yield one minute to the gentleman from california. >> the gentleman is recognized for a minute and a half. >> mr. speaker, the house floor is starting to feel at any episode of "the hunger games." every day the republican leadership tries to find a new way to get one desperate group of americans against another. they're pitting kids with cancer against kids who are hungry cause of the shutdown.

this bill would release funds for the nih and -- i do not buy their newfound concern about nih funding. american people are not buying it. what did they think would happen when the shutdown the nih? did they have any working knowledge of what takes place at the nih? jennifer arkansas related integral nature of the nih -- the gentleman from arkansas related integral nature of the nih. now they have discovered the hundreds of children who are receiving treatment at the nih for cancer? now they think it ought to be open, but not sure the head start news to be brought back for q2 can i get meals during the day from 85,000 kids to go without nutritional assistance?

to the gentleman from california. >> the gentleman from california is recognized for one and a half minute. >> let's put policy over politics by funding the government. what this reckless closing of the government has accomplished is to stall government agencies from doing their mission. one of the most important agencies that is irreplaceable is the nih. if you look at the underlying bill, the republican bill to fund the government puts nih at a really low amount for appropriations. it is hard to take this claim that they want to help nih seriously. the republican agenda is reflected in the budget. that is a loss for nih.

what does that mean? that means that nih has to turn away hundreds of patients, many of them children who desperately need care. what about the other important work to help prevent and cure diseases? they also detect disease outbreaks. they will not get any money from this special singling out bill. also protect the public from abuses. if the republicans truly considered nih they would remove the sequester and restore funding. >> the gentlelady from connecticut reserves.

this is an important issue to be heard your -- you're at the house. i rise in support of the research for lifesaving cures act and funding of the nih to help bring life-saving to americans. the situation in washington today should not he standing in the way of this important life- saving work. there is no defensible argument against this legislation. nih has been in the forefront of biomedical discoveries. it has revolutionized the field of medicine. it has laid the foundation for treatment and cures for many diseases, including cancer, and improving the lives of countless americans. the government shutdown is preventing mutations from -- patients from entering clinical trials. it is a matter of life and death for them. it is not a matter of politics. about 200 people register at the nih every week.

to the reckless republican shutdown. there is no strong or supporter of the nih on both sides of the aisle have long supported the crown jewel of the government. we wouldn't have an opportunity to vote on the bill funding this year because republicans did not have the courage of their convictions to stand behind it 22% cut. funding one budget item at a time, even one as important as the nih. this bill is nothing more than a republican ploy. it is forcing us into a shutdown. we could end the shutdown today if the majority would allow a vote on the senate passed bill

shut down the government. it is too valuable. nih cures for millions of children and adults. when asked about shutting down the nih, even if this is one child of cancer, senator reid said, why would i want to do that? i do not think the senator is heartless as someone alluded. it pains him to know that nih is closed. because reason people could not sit down and talk -- i believe the president is an honorable man who also does not want the nih closed. with the stroke of a pen, you could declare it open. just because some people refuse to sit down and talk -- i believe our colleagues are honorable. let's not make the nih a political battlefield. but our hearts be with those who suffer. let us do the right thing. >> the gentleman's time has

they know that the fastest way to open up the national institute of health would be to take up the clean, senate passed a bill and send it to the president tonight. that is how you help the nih. they also have kids in schools. they would like to keep open the department of education. they would like to help the department of veterans affairs. they know the way to do that is not to cherry pick little pieces of government and leave the rest of the to die on the vine. they need to pass the clean cr and keep the nih and the parks open and defense departments open to keep the government open. why has that not have happen question right to speak to hold a vote. what is he afraid of? democracy?

life-saving treatments innovative clinical trials aiming to reverse the disorders such as autism and spinal muscular atrophy, down syndrome and cystic fibrosis to name a few. these give families hope, the research that is there. this is just the beginning. the studies help our nation's most dedicated scientist ~ promising discovery. the continued these tiles congress must allow the nih to stay open while we work on getting the government back up and running. another know the challenges these families face. vote yes. vote for fairness. i yield back. >> the gentlelady from connecticut is recognized. >> they would have moved to
