despite what people may think, even people within our own movement, conservatism has never been a vision of loners. ours is a vision of husbands and -- bosses ands employees, and businesses, customers, teams, groups, associations, and friends. we do not simply want smaller government. that is necessary, but it is not enough. wantnt bigger citizens, we stronger neighborhoods and more aerobic communities. liberals dod what not, that freedom does not mean you are all on your own. rita means we are all in this together. the value that we place on community is based on the value we place on the first and most important human community of

them all -- the family. [applause] conservatives have argued for years, decades, in fact, that families must be at the core of our worldview. on issues like school prayer or the right to life or traditional marriage, homeschooling, conservatives have said protect and the family is the single most important part of our agenda. and it is. today, some critics say times have changed. some of them say we have to change with them, that we have to reach out to people beyond our conservative base, that we have to change the way we think and the way we talk about families. it may surprise you to hear me say this, but i think they make great point. times have changed.

we need to broaden our appeal, and we need to change the way we talk about the family. but ultimately, the critics have it exactly backwards. the problem is not that conservatives have focused too much on the family, but far too little. [applause] for the rapid changes we have seen in recent years in america, they have made only the family more important, not less. the family is the foundation not only of our society, but also of our economy, our culture, and our republican form of government as well. is indivisible from any other facet of america's history or destiny. crises like divorce, fatherlessness, and social isolation, while moral in nature, have an arrest social and economic consequences. in the same way economic

consequences like on equal opportunity and the spiraling costs of housing, health care and education represent threats to the stability and to our national success. working families today are airing the brunt of all of these things. and as a result, far too many are falling behind. abraham lincoln explained the role of government should be for every citizen, at every stage of life, something encompassed by the following statement. he said the purpose of it is to lift artificial weights from all shoulders, to clear the paths of laudable pursuit for all, to afford all an unfettered start and a fair chance in the race of life. lincoln's insights offer an almost perfect this collation of what america and what the republican party is at its best and what they stand for.

equal opportunity for all to pursue happiness. today this foundational american ideal is hanging as it were by the thread. up and down american society, which used to be defined and tocquevilleat de called our yearning to rise, we find a new and unnatural stagnancy. we find the underprivileged trapped in poverty. sometimes for generations. we find a middle class caught on -- trip mill running harder treadmill running harder every year to maintain social cohesion, that were once tak en for granted. at the top of our society we find an elite that has pulled up the ladder behind itself, denying others the chance even to climb. street tostreet to k

pennsylvania avenue, we find special interests increasingly exempted and insulated. by law, no less, from the rigors of competition and the consequences of their own mistakes. all of this points to what really is an inequality crisis in america today. a crisis not of unequal wealth income, but of unequal opportunity. progressives from the president on down say inequality in america today is the failure of the free market, resulting somehow from insufficient government interventions. we know better, because if you look closely you start to notice the opposite is true. today many of lincoln's artificial weights and obstacles blocking these paths of laudable pursuit are themselves this functional government policy --

ctional government policies. [applause] aftergovernment policy all that traps poor children in rotten schools, that traps poor families in berlin neighborhoods, that penalize single parents for getting raises and getting jobs or getting married. it is government policies that inflate costs and limit access to quality schools and health care, that hams dreams -- and strings innovation in education, and parent -- and penalizes parents investments. this opportunity crisis is absolutely real. sadly, it is just as real as the seductive am a, big government proposals to create their version of opportunity. it is not enough for us to simply oppose the liberals' ideas. you have to propose conservative

ones. true victory for values voters may be found a little ways down that road less traveled, but it is long past time for conservatives to take it. our movement is at its very best when we take on big am a big challenges. and the great challenge of our time is the challenge of the forgotten family, the honest noble parents across the country, just trying to make ends meet in a society, in an economy, and in a democracy that seems increasingly rate i washington against them -- rigge d against them. it is time for a new agenda that levels the playing field, and finally meets the challenges facing working families. to give underprivileged families a fair chance to work their way into the middle class, to give families struggling to stay in the middle class their fair chance to make a good living and build a good life, to make it easier for couples to start families among for entrepreneurs to start businesses, and

andnteers to start civic charitable organizations, to help all americans at every step along the path of success to overcome the obstacles that the government, even the big government facing this town, a better chance for opportunity. it is time for a new approach to taxes, to not only lower rates to spur economic growth and opportunity. [applause] eliminate tax discriminations against parents and against families. [applause] i am working on a bill designed to do just that. it is time for a new approach to education, to break up the special interest cartels that hold back our young children and our young adult. -- adults. bureaucracy, and for the splintering neighborhoods that desperately need all of these people. these families, these moms and dads, these grandparents and kids, they are waiting for us. they know more government is not the answer. they know government only divides them. they also know too often our them.is -- has ignored that has to change and it has to change today, it has to change right now, because every hour to my every day, the government leaves more and more american families behind. it is time for conservatives to remember those forgotten deed,es, in word and in in our hearts, and in our political and -- agenda. it is time to remember the most are nots entrepreneurs high-tech people in silicon valley or nor york, they are a young couple in church saying i do.

like hobby lobby that the little sisters of the poor, that they oft -- or provide millions dollars in government fines. the little sisters of the poor is an order of nuns that provides health care to the elderly poor. the federal government is coming after them saying they have to abortions as well. we have the second amendment, which no administration in the history of the country has ever come after guns like this administration. biden -- president joe [laughter] you know the nice thing? you do not need a punchline. [laughter] you just say his name, people laugh.

but vice president joe biden had some invites -- advice. he said if anyone is to attacking your home, go outside botha shotgun and shoot barrels in the air, which is very good advice, if it happens you're being attacked by a flock of geese. [laughter] we have seen the fourth and fifth amendment, administration whose policy and wiretap policies and your e-mails and phone calls, their view is the policy of the american people does not matter to them. and then there is the 10th amendment, an amendment i am sure they have gone and cut out of every copy of the constitution in the library of congress. we have seen an explosion of federal government power none more important or significant or dangerous than obamacare. we look at the state of our economy and the last four years are coming has grown on average

0.9% a year. there's one other time since world war ii of four consecutive years of this kind of growth, and that was 1979 until 1982. coming out of the jimmy carter administration, it was the same policies, out-of-control spending, and taxes and regulation and it produced the exact same results. and we have seen a hapless, feckless foreign policy leading from behind, said by a president who does not appreciate the --cept of an oxymoron [laughter] [applause] these are extraordinary times. every one of you is here he caused you love this country,

because you love freedom, and you know we cannot keep going down this road much longer. we are nearing the edge of a cliff, and our window to turn things around, my friends, i do not think it is long, i do not think it is 10 years. have a couple of years to turn this country around, or we go off the cliff to oblivion. throughout the history of the world we have seen great nations rise and fall, and everyone here today is here today because we are not content to allow the united states of america to do anything but continue to rise and remain the greatest country on the face of this earth. >> thank you. does anybody have a message that i can carry to the president? >> [indiscernible] prius.i am in a toyota if you need a ride back to the white house, we will take you along. today i want to talk about something that is serious. i want to talk about a war that the mainstream media is ignoring, from boston to zanzibar. there is a worldwide war on christianity. christians are being attacked around the world, but you will not hear much about it on the evening news, because the answer is not convenient. it does not fit the narrative we have heard about it radical islam. the media describes the killings

as sectarian. worldwide waris a on christians is being waged by fanatical elements of islam. ever since 9/11 commentators have tried to avoid pointing fingers at islam, which is somewhat fair. it is fair to point out most muslims are not committed to violence against christians, but it is not the whole truth. the whole truth -- and we should not let live ago correct the stand in the way -- the whole truth is a minority of muslims condone the killing of christians, but unfortunately, that minority numbers in the tens of millions. pew research did a poll that 15%cated 21% of egyptians, of jordanians, and many jordanians are friends, 15% of pakistani muslims find terrorism

acceptable, if not laudable. the minority to be sure, but if you add up the numbers in three countries, it is over 40 million muslims sympathizing with violence against christians. you should not be understated. a survey indicated there were 100,000 muslims in britain who fully supported the london sub way bombings. 400,000 said they had some sympathy for these bombings. this is not a little problem and will not go away quickly. in syria, there is an ancient christian city called -- where they still speak aramaic, the language that jesus spoke. they have been christians since the time of christ. they are a small outpost in the middle east for christians. the town was recently overrun by islamic rebels. they swarmed into the count and demanded everyone convert to islam or die.

a person stood up and answered them, and he said, i am a christian, and if you want to kill me because i am, do so. these were his last words. damascus saida of of him, his death is true theyrdom, a death in hatred of faith. make no mistake, this is about your religion. elsewhere in syria, islamic rebels have filmed beheadings of their captives. they have filmed themselves eating the heart of their enemy. have beenian bishops kidnapped, and one priest was recently killed. these rebels are allies of the islamic rebels that president obama is now arming. we are now arming islamic rebels who are allied with al qaeda that attacked us on 9/11. does that make any sense at all?

of a pastor. in indonesia, the world's most populous muslim nation, three girls were beheaded on the way to their christian school. take no mistake, there is an element of radical jihad in this. guinea christians were killed. in egypt, 82 churches were attacked, leaving hundreds dead and wounded. earlier this year, i forced the senate to vote to defund the muslim brotherhood, and every democrat -- [applause] every democrat voted to continue sending your money to the muslim brotherhood.

american dream a member be what it used to be. >we ask ourselves why this is happening and there are many reasons. globalization has changed the nature of our economy. you have all these jobs that have gone overseas because of cheaper labor costs. millions of jobs have been replaced by machines. go to your local grocery store and there are less cashiers and more self checkout counters. too many people never got the education or the skills they needed for the jobs that the new economy has created. government is keeping our economy from creating the new middle class jobs that people desperately need to live the kind of life they want. all these things are contributing to our challenges. it if the major causes of think does not get enough attention and that is the that youal truth cannot have a strong economy if it is not built on strong values. no one is born with these values.

these values have to be taught. the government cannot teach them. these values have to be taught by strong families and they have to be reinforced by institutions like churches and synagogues, coaches and mentors, by civil society. we have countless children in this country today who are not eating taught these values. because our society is breaking down. our families are falling apart. as a result of our country is paying a terrible price. the liberal answer to all of this is just a happy government spent more money. there is a role for government. no matter how much money the government spends, it will never be able to take the place of parents and strong families. [applause] children born into broken families with no access to positive roles models and

bombarded by popular culture the glamorizes violence and irresponsibility, these children will struggle to succeed no matter how much government spends. this is a serious problem. millions of our people are going to be left behind if we do not fix this. what can those of us in public service do about all of this? the first thing is we have to empower parents and we have two amp hours civil society and that's what i believe, as most of you do, that every single parent in america has the right and should have the opportunity to send their children to the school of their choice. [applause] second, we need to make sure our government for rims encourage work and not dependence. [applause] we support a safety net to serve those who cannot help themselves

, to serve those who have fallen so they can stand up on their own feet again and try again. people want jobs, they don't want a safety net as a way of life. it's why these programs need to be reformed. so that these programs encourage work and encourage education and they need to be reformed to make sure they do not punish parents if they decide to get married. [applause] stop talking about them because the moral well- being of our people is directly linked to their economic well- being. [applause] today, we see a rising tide of intolerance in america. intolerance toward those who cherish these values. haveis country, we still millions of people who try to live by these values.

extension? wouldwould hope the cr contain a medical device tax repeal. that is bipartisan in nature and the proposal is sponsored by congressman ron kind, democrat from november and a close friend of mine who is republican from pennsylvania. this is attracting bipartisan support not only in the house also the united states senate. i know susan collins is working on as well. include aoes not medical device package, explain why that is important to you and second, it does not include that, is it worth keeping the government shut down? >> i don't want to keep the government shutdown in if there was some sort of provision weated to making sure that move forward on the suggestion that paul ryan has made, i would certainly look at that. a medical device tax is onerous

to the people of the united states. and not a netax profit. it is harmful to the medical device industry. the medical device industry is essential to this country for innovation. i don't think we should be taxing pacemakers and other matters like that. this has wide bipartisan support , 79 united states senators have indicated they do not favor the medical device tech on. it is in excellent negotiating point and it could bring us all together. test the washington post says susan collins is working with senate democrats on a plan that would open the government and extend the debt ceiling for six weeks and would do those things simultaneously. senate democrats were intrigued by her per those all and happy with this demand for it democratic concessions and they would include the repeal of a tax on medical devices that
