all of our thoughts are with them and their families. >> for every person that gets back to work it benefits not just them but their family as well well. does he agree that it is major challenge that at the end of this year there are more of people than before working part-time because they can't get the hours they need? >> i think it is worth looking at the unemployment figures in dame because they paint an encouraging picture. unemployment is down by 99,000, the number claims benefits has fallen about 36,000 in this month alone. there are 250,000 more people in work. youth unemployment is down. long-term unemployment is down.

unemployment amongst women is down. we have talked about a million more people in work under this government. it is now 1.2 million more in work. there shouldn't be bounceounce of complacency because we have work to do to get our country back to work and everyone back to work means greater stability and greater ability to plan for the future and greater help for the futures. but the plan is working. let's stick at that time and get unemployment down further. >> the speaker didn't answer the question i asked. it is good our economy is creating more jobs but too many of them are part-time. today's figures show what is happening to wages. is it a matter of deep concern the average wages are 364 pounds lower than a year ago and over

1,500 pounds than they were at the general election? >> let me answer directly about full-time and part-time employment. full-time employment has grown much faster in recent months. since the election 70% of the new jobs and in have been millions of new jobs, 70% are full-time jobs. >> i agree. we have more to do. we have to do more to put in place our long-term economic plan to keep the economy growing but it is all well standing up at the dispatch box. he said that there would be a million fewer jobs. and we are still waiting for him to correct the record by that. of course, i want to see more money in people's pockets. the only way to do that is keep on with the economic plan, keep cutting unemployment, keep

people's taxes down, cut the deficit to keep interest rates down. that is our economic plan. what is his? >> let's talk about his predictions. let's talk about his predictions. he said he balanced the books in five years. he failed. he said he would secure britain's credit rating. he failed. the worst prediction of all he saeudid he would be a good prime minister and he failed at that and he has no answer -- >> orders to members on both sides of the house. you need to calm down. it is very straightforward. >> the thing they want to talk about least is the cost of living prices for families up and down the country. that is because they know the families are worse off. can he tell us how much higher

is the average gas and electricity bill this christmas compared to last? let's deal with the predictions. he said this. >> order, order. the question was asked and the answer must be heard. >> they have a program which will clearly lead to the disappearance of one million jobs. we have 1.6 million more private sector jobs, 1.2 million more people in work. it is time he apologize in his prediction of talking the economy down. he asked about the cost of living. let's compare our records about the cost of living. we have frozen the tax. threat put up central tax 12 times and we froze it. they put up the state pension. we've got a new hand gesture.

after today's briefing in the papers the hand gesture should be bye-bye. you don't need it to be christmas to know when you are sitting next to a turkey. >> we will wait until colleagues calm down. i have all day if necessary. >> i thought just for once, mr. speaker, he might answer the question he was asked. let's give him the answer. insurance bill are 70 pounds higher than a year ago despite all the bluster from him that is the reality.

300 pounds higher than when he took office. let's take on another important issue for families. the cost of child care is crucial for parents going to work. can he chart how much the cost of child care has gone up this year? we are providing 15 hours of child care for 2-year-olds 3-year-olds and 4-year-olds. that something he was never able to do in government. it is all well making the promises. the only reason we are able to keep our promises is we made tough decisions about the economy. we took up difficult decisions to get the deficit down and get the economic plan in place. what he can't stand is the fact is this christmas the economy is growing growing. 1 by 2 more million people are in workers, export is increasing, labor is getting weaker.

>> i will tell you, mr. speaker, that was a turkey of an answer, mr. speaker. why doesn't he just for once answer the question. child care costs have gone up 300 pounds in the last year, nearly three times the rate of inflation and he's not doing anything about this. there is one group that he's helped with the cost of living this year. it sis christmas. can he tell us -- i know he knows why i'm asking about this. can he tell us for someone earning over a million pounds a year how much lowerer are taxes this year compared it last? >> the tax under this government is higher than it ever was under his government. the highest 1% of earners are paying a greater percent of income tax than when he was sitting in the cabinet.

those are the facts. if he wants to talk about what he's done in the cost of living we have cut income tax for 25 million and they voted against it. we have taken 2.4 million people out of tax, they voted against it. we froze the council debt. they voted against it. the only reason we have been able to do this is we have a long-term economic plan. he ends the year with no plan no credibility and no idea how to help our economy. >> mr. speaker, we all know what his long-term plan is to cut taxes for his christmas gob lit and make everybody sink or swim. i have to say -- >> let me say to them for their own benefit however long it takes honorable members will be

heard. i think he's probably now clear. >> i have to say to the prime minister the more he reads out the more out of pocket he's to the country. this was the year that the cost of living crisis hit families hardest. this was the year they introduced the bedroom tax while cutting taxes for millionaires. this was the year he proved beyond a doubt he is a prime minister for the few not the many. he may not like the fact but he can't hide from them. the typical taxpayer is bag 600 pounds less because we cut taxes. the deficit is falling by a third because we took difficult decisions. today for the first time in our history there are 30 million people in our country in work. the fact is at the end of this year we have a recovery they

support for a university technical college to be decided in the new year? >> i know that my friend will look closely at the proposal for university technical college. we are working well. it is a very good innovation. but the news on youth unemployment is better 19,000 down this quarter and the claimant count falling but there is more work to do. i think we should particularlying look at the work experience programs that seem to have one of the best records at reducing youth unphroeupblt and encourage companies to get involved in the program. >> with the archbishop of canterbury minding us of the responsibility toward the poor and vulnerable and archbishop of westminster criticizing the inhuman inhumanity of government policy does the prime minister regret his government's retreat from the compassionate conservatism?

>> i don't accept what the gentleman says at all. there is nothing more compassionate than getting more people to work. the bells way out of poverty is work. what we can see is 30 million in work. i enjoy debating and listening to the archbishop. i have to say what he said about immigration i don't agree with but i think we should be frank and open about the tkaeubtsdz and not be concerned when we have disagreements. >> thank you, mr. speaker and merry christmas to you and your family. the people can enjoy a christmas present with greater investment in growth. the cause to abandon the long-term economic plan and

a national charity rather than another. with his new year resolution, will it be resolving this chaos and universal credit? >> i think so the best i think -- thing we can do is keep on with the economic machine that is generating more jobs in our country. if we look at the northwest the number of people employed is up by 37,000 since the election. unemployment has fallen by 29,thundershower since the election. we need to keep on with making sure that the benefit system works for people who work t. he doesn't do his constituents any favor about talking down the performance of the economy. >> will the prime minister play tribute to the involvesvolunteers who have done a brilliant job in helping the recent coastal flood. that wouldness mean that two

electrical newspapers should be mentioned who campaigned tirelessly the former which raised over 100,000 pounds? >> i think my honorable friend is right to raise this issue. i was impressed when i went to see not only the amazing contributions of the emergency services but also local newspapers in highlighting this issue in helping to prepare people for what was to come and also the flood coordinators and people who work voluntarily to help our kphaoupbtsz. i was particularly impressed by what i saw in terms of the life boats because of the enormous wave that swept threw situation. even with that they were able to help people. ras he says, because we put money into flood defenses we

protected a lot more homes than otherwise would have been affected but the work needs to continue. >> my constituent who is suffering from cancer is yet to have a decision made and had an appointment yesterday who didn't turn up. can i ask the prime minister why they spwufrs of the eupbin insent r comment si of his government. >> it is important to report that the it was working under the last government, a government in which he served. i will look into see what can be done. >> the number much unemployed claimants has fall pben. will he congratulate local businesses for the role they petallides in this?

>> i'm very happen to congratulate local businesses. what we are seeing and what labor predicted would never happen is a private sector led recovery. for every job lost we have seen three or four created in the private sector mostly by small businesses and we need to cape the economic environment to help people invest and grow in the future. >> at the last election my constituents truly believe the prime minister when he said no, it if, no buts, we are phrasing we have a third runway and fourth runway and homes being lost and schools demolished. does he appreciate many feel they have lost all favorite as a man who keeps his word? >> the honorable gentleman i appreciate but i don't accept. we have a report being done by

howard davis which has all parties parties' support around interim report and i think people should read that report before they start shouting across the house of commons in an inappropriate way. >> order. i don't need any help from the back benches. a reference was made to treatment of constituents, not to observations made in respect of members of the house. i'm very clear on that and the procedure is extremely clear. >> in the northeast all 29 constituencies have seen an ins crease in starts. i recently opened and engineering academy. does my friend agree that this is only by the provision affect the skills of apprentice we improve the living standards of our young people? >> my friend is right.

i saw myself on a visit what a difference the extra apprentices r apprentice ships. unemployment has fallen about 3,000 but it is too high. there are 28en000 more in work than before but we have further the program to go. >> is the prime minister concerned that in the detail that by the ends of this parliament real wage levels will be 5.8% lower? >> the point i make is if he looks at dismost believe income it is higher this year than any year it was between 1997 and 2010 and the reason is in spite of slow wage growth we have cut people's taxes. you can only cut people's taxes if you make difficult decisions about deficit and spending and

we haven't had support from the opposite support. >> could the prime minister help getting justice to my constituents who want to know why an investigation into the meetings the former transport secretary have not been reported on despite four months of waiting to have the answer? >> the lady was referring to that but i'm aware of her words. she's taken up the issue and i'm sure she will get an answer shortly. >> mr. speaker on a slightly more seasonablel note may i probe the prime minister on the revelation contained within the statement that over this parliament borrowing is supposed to be 198 billion pounds more

than originally planned. will he accept that his pledge to biological the books by 2015 has all the credibility of some proposal to build an airport on a nonexisting island in the middle of a bird sanctuary in t the thames estuary. is just >> if he is worried about the deficit and if he is worried about borrowing he ought to look in front of him rather than behind him because we haven't had one bit of support on anything we have done to cut the deficit. if he is worried about the deficit why does his party proposed to put it up? >> thank you, mr. speaker. it is good news a record number of premium in work and there are more coming but there was another milestone where we had

two million more pension savers. that is the example of how they are making the right long-term decision. >> the honorable lady is right to raise that because more are saving for retirement. that means greater ability to plan doctor the future just as there are 30 million in work, so many more in work this christmas than last christmas and can plan for the future and have that basic security that people rightly crave. >> now that the prime minister has declared mission accomplished in afghanistan will he guarantee none of our brave service men and women there will face redundancy after they come home? >> i would urge the honorable gentleman to look at what i said. i was praising the role our armed forces were played. this they have carried out the tasks we have asked with huge professionalism and skill. as i said they will be able to

leave that country with their heads held high secure in the knowledge we put in place what is necessary to stop terrorism and terrorist training camps return tock -- returning to averages. there are clear rules that they are able it apply. >> with 1,000 fewer out of work in worcester with 700 businesses in the constituency with more business can i urge the prime minister to continue to do everything he can to help remove burdens on businesses creating jobs? >> it is welcome news what is happening in worcester. and across the country not only is unemployment down. we have taken important steps forwards in terms of the rate rebate of 1,000 pounds and i noted in the opening statement

businesses on the high street and 2,000 pounds employment allowance because they don't have to pay the first 2,000 in national insurance contributions that means businesses will i object able to take on more people. >> further to the question from the honorable member the four months have passed since serious allegations were made that the northern ireland second broke the ministerial code will the prime minister ensure they responds before the house rises for the christmas recess? >> i have seen a copy of the response and i'm confident it will be sent in the next few days. >> i welcome the prime minister's acceptance that something needs to be done to stop the e.u. migrant benefit. what he proposes is spitting in

the wind when it comes to the problems we face and only way to actually get control of our borders back and control of our benefit system is to leave the european union? >> i don't share my honorable friend's pessimism. the steps we are taking including announcement people coming to u.k. shouldn't be able to claim benefits the first three months aware taking this on the basis of legal advice and looking at what other countries in the e.u. do. i want to do everything possible to make sure that the right of free movement is not abused. in is a right to work in different countries of the european a union but there shouldn't be a right to claim in different countries. i think we need to do more in the future and the lesson is the mistake labor made to give unfetterred access to the liberal market when others join the european union that led to 1.35 million coming to the country was a profound mistake. >> is the prime minister
