12:00 am
you encore presentations of our hour-long "q&a" watch david stockman on his work "the great deformation" 7:00 p.m. eastern on c-span. >> a thing i care about most is to make it more of a museum, with more pieces of beautiful two olde that belong to presidents. it is very romantic furniture here now. most of what is dates from 19 to -- from 1902. >> i would think they would've been collecting this from the beginning of this republic. >> a thing is thomas jefferson to the most wonderful thing in bringing people furniture. the sad thing was a war of 1812 and every thing was burned.
12:01 am
then they had to start piecemeal since then. who came coulds sell what he didn't like. is to have auctions. president could change the decor if he wanted. president grant had the blue room pilot, chester arthur had it robin thicke blue and finally that was stopped at the time of theodore roosevelt in 1902. hoover to lou jacqueline kennedy, weekends at nine on c-span. the final question time for the year with british prime minister david cameron followed david cameron answered questions
12:02 am
on domestic issues. from london, this runs 35 minutes. >> good morning, mr. speaker. >> i'm sure the whole house wish to join me in wishing our warmest wishes to our armed forces in afghanistan. i saw their incredible commitment and dedication and we should remember the families that will miss them this time of year and we should remember all of our service personnel around the world. our country owes a huge amount for the work they do and sacrifice they make. i had meetings with minister ministerial colleagues. >> david anderson. >> i join the prime minister in his wishes to our armed forces and public segment workers. mr. speaker, 6,000 victims of
12:03 am
criminally and negligence force will not receive any compensation from insurance companies. will the prime minister in the 11th hour intervene to end this -- to prevent this happening and if he doesn't, will he stop the insurance companies from extorting innocent people? >> i respect the gentleman's campaigning but the bill is a huge step forward. frankly, for decades there's been no provision through no fault that will die from this. once the scheme we are putting in place is up and running roughly 300 people a year will receive about 115,000 pounds each. that is an important step forward. he should be proud of the fact that after a long delay we're tackling this issue. >> will my friend join me in
12:04 am
saluting the courage of many, the courage of people to talk in ukraine. is there any further violence those who are responsible should be held personally accountable and will he hold out the prospects with closer contacts with europe in the longer term. m? >> i agree with my friend we should pay tribute to those in ukraine who want to have a future linked to europe and want the peace and process and stability that would bring. i think we should also say as he said clearly that the world is watching what the ukrainian authorities have done and are contemplating doing. i think we should stand with the people of ukraine who want that peaceful future.
12:05 am
>> i join the prime minister in paying tribute to our troops serving around the world, particularly in afghanistan. this year they have done our country proud and shown the utmost courage and bravery. all of our thoughts are with them and their families. >> for every person that gets back to work it benefits not just them but their family as well. does he agree that it is major challenge for britain that at the end of this year there are more people part-time because than before working they can't get the hours they need? >> i think it is worth looking at the unemployment figures in
12:06 am
some encouraging picture. detail because they do paint and encouraging picture. unemployment is down by 99,000, the number of people claiming unemployment benefits has fallen about 36,000 in this month alone. there are 250,000 more people in work. youth unemployment is down. long-term unemployment is down. unemployment amongst women is down. we have talked about a million more people in work under this government. it is now 1.2 million more in work. there shouldn't be one ounce of complacency because we have work to do to get our country back to work and everyone back to work means greater stability and greater ability to plan for the future and greater help for the futures. but the plan is working. -- for their families. let's stick at that time and get unemployment down further. >> the speaker didn't answer the question i asked. it is good our economy is creating more jobs but too many of them are part-time.
12:07 am
or low-paid or insecure. today's figures show what is happening to wages. does he agree with me that it is a matter of deep concern that average lower than a year ago wages are 364 pounds lower than a year ago and over 1,500 pounds than they were at the general election? >> let me answer directly about full-time and part-time employment. full-time employment has grown much faster in recent months. overall since the election 70% , of the jobs, and there have been millions of new full-time jobs. jobs, 70% of them are full-time jobs. >> i agree. we have more to do. we have to do more to put in place our long-term economic plan to keep the economy growing but i have to say to him it is all well standing up at the dispatch box. he said that there would be a million fewer jobs.
12:08 am
and we are still waiting for him to correct the record about that. of course, i want to see more money in people's pockets. the only way to do that is keep on with the economic plan, keep cutting unemployment, keep people's taxes down, cut the deficit to keep interest rates down. that is our economic plan. what is his? >> let's talk about his predictions. let's talk about his predictions. he said he balanced the books in five years. he failed. he said he would secure britain's credit rating. he failed. the worst prediction of all he said he would be a good prime minister and he failed at that and he has no answer -- >> orders to members on both sides of the house. you need to calm down.
12:09 am
it will take as long it is very as it takes as always. straightforward. >> the thing they want to talk about least is the cost of living prices for families up and down the country. that is because they know the families are worse off. can he tell us how much higher is the average gas and electricity bill this christmas compared to last? let's deal with the predictions. he said this. >> order, order. the question was asked and the answer must be heard. >> they have a program which will clearly lead to the disappearance of one million jobs. we have 1.6 million more private sector jobs, 1.2 million more people in work. it is time he apologize in his prediction of talking the economy down. he asked about the cost of living.
12:10 am
let's compare our records about the cost of living. we have frozen the tax. threat put up central tax 12 times and we froze it. they put up the state pension. we we've got a new hand gesture. put it up by 15 pounds. we've got a new hand gesture. after today's briefing in the papers the hand gesture should be bye-bye. you don't need it to be christmas to know when you are sitting next to a turkey. >> we will wait until colleagues calm down.
12:11 am
i don't mind how long it takes. i have all day if necessary. >> i thought just for once, mr. speaker, he might answer th question he was asked. let's give him the answer. energy bills are 70 pounds higher than they were a year ago despite all the bluster from him that is the reality. 300 pounds higher than when he came to office. let's take on another important issue for families. the cost of child care is crucial for parents going to work. can he chart how much the cost of child care has gone up this year? we are providing 15 hours of child care for 2-year-olds, 3-year-olds and 4-year-olds. that is something he was never able to do in government. it is all well making the promises. the only reason we are able to keep our promises is we made tough decisions about the economy. we took up difficult decisions to get the deficit down and get the economic plan in place.
12:12 am
what he can't stand is the fact is this christmas the economy is growing. 1.2 million more people are in work, export is increasing, manufacturing is up, construction is better labor is , the economy is getting stronger and getting weaker. >> i will tell you, mr. speaker, that was a turkey of an answer, mr. speaker. why doesn't he just for once answer the question. child care costs have gone up 300 pounds in the last year, nearly three times the rate of inflation and he's not doing anything about this. there is one group that he's helped with the cost of living this year. it is christmas. can he tell us -- i know he doesn't like me asking about
12:13 am
this, mr. speaker. can he tell us for someone earning over a million pounds a year how much lower are taxes this year compared it last? -- compared to last? >> the tax under this government is higher than it ever was under his government. the highest 1% of earners are paying a greater percent of income tax than when he was sitting in the cabinet. those are the facts. if he wants to talk about what he's done in the cost of living we have cut income tax for 25 million people, they voted against it. we have taken 2.4 million people out of tax, they voted against it. we froze the council debt. they voted against it. the only reason we have been able to do this is we have a long-term economic plan. he ends the year with no plan, no credibility and no idea how to help our economy. >> mr. speaker, we all know what his long-term plan is to cut taxes for his christmas gob lit
12:14 am
and make everybody sink or swim. i have to say -- >> let me say to them for their own benefit however long it takes honorable members will be heard. it is so simple, i think by now it's probably clear. >> i have to say to the prime minister the more he reads out the more out of pocket he's to the country. this was the year that the cost of living crisis hit families hardest. this was the year they introduced the bedroom tax while cutting taxes for millionaires. this was the year he proved beyond a doubt he is a prime minister for the few, not the many. he may not like the fact but he can't hide from them. the typical taxpayer is bag 600 -- is saying 600 pounds less
12:15 am
because we cut taxes. the deficit is falling by a third because we took difficult decisions. today for the first time in our history there are 30 million people in our country in work. the fact is at the end of this year we have a recovery they can't explain, growth they said would never come and jobs they said would never happen and they have an economic policy that doesn't add up. that is why the british people and a shadow chancellor they can't defend. will never trust labor with the economy again. >> thank you, mr. speaker. >> order. we will have to get going a bit longer. the right honorable gentleman will be heard.
12:16 am
>> will the prime minister join with me in welcoming the fact investment in our north sea i'm thatinvestment in our north sea i'm and gas will reach a record 14 billion pounds accounting for an unemployment rate of just .7% in my constituency. but is he aware that we need collaboration between government and industry to unlock three to four billion barrels of oil worth 200 billion pounds that would otherwise be left under the sea? >> my friend makes a important -- makes an important point which is and -- which is the wood report is excellent and we look to put that in place because we want to maximize the returns in employment and investment in the north sea. we have seen encouraging signs of greater investment in the north sea not the least because of the decisions to bring into play some of the more marginal fields.
12:17 am
we need to keep up with that. >> gregory campbell. >> does the prime minister understand, even if dr. richard asked does not complete his work that agreement in the talks are desirable but will be impossible if promises re-emerge that have been viewed as northern ireland seeks to strengthen its position in the united kingdom, not weaken it. >> i think we all agree that is carrying out an important and extremely difficult task looking into the issues of parades, of flags and the past. i have met with him and he is incredibly impressive and we should let him do his work and judge his work on the results he produces. but i hope everyone will look at the process with some give and take to bring the communities together.
12:18 am
>> mr. stuart jackson. >> unemployment in my constituency is 5.5% the lowest since the financial crisis and there were 1,180 fewer claimants than a year ago, however there are fewer young people that are lacking in work and job skills. will the prime minister give an early christmas present to young people by giving his personal support for a university technical college to be decided in the new year? >> i know that my friend will look closely at the proposal for university technical college. they are working well. the news on youth unemployment is better. 19,000 down this quarter and the claimant count falling but there is more work to do. i think we should particularly look at the work experience programs that seem to have one of the best records at reducing youth unemployment and encourage companies to get involved in the program.
12:19 am
>> nick rainsford. >> with the archbishop of canterbury minding us of the responsibility toward the poor and vulnerable and archbishop of westminster criticizing the inhumanity of government policy . does the prime minister regret his government's retreat from the compassionate conservatism? >> i don't accept what the gentleman says at all. there is nothing more compassionate than getting more people to work. the best route out of poverty is work. what we can see is 30 million in work. i enjoy debating and listening to the archbishop. i have to say what he said about immigration i don't agree with but i think we should be frank and open about the debates and not be concerned when we have disagreements. >> thank you, mr. speaker and merry christmas to you and your family.
12:20 am
the people can enjoy a christmas present with greater investment in growth. the cause to abandon the long-term economic plan and opinion the other side's plan to borrow more will raise taxes and hurt the horde working people. >> i congratulate my friend on her ingenious way of ensuring she is called regularly into debate as an example that well follow. on that note a happy christmas to you. she has been very clear in her campaign against the toll on the a14 and i'm glad we've settled that. she's right to say the biggest threat to the economy would be to abandon our plan. we are getting the deficit down and keeping interest rates down
12:21 am
and cutting people's taxes and seek the country get back to work. the biggest risk is more borrowing, more spending, more taxes, all the things that got us into this. >> i visited the sports college and i heard of the school collecting food to helping needy families and them have a food -- and indeed they will have a food bank. what shocked me was she told me of a young girl aged 1540 aged 15, who arrived on a monday not having eaten all weekend because there was no food in the house. how does the prime minister had expect her to fulfill her educational potential? >> we have to do everything we can to help britain's families and help families into work and that is what we are doing under this government. we have to make sure we have -- that we protect the income levels of the poorest.
12:22 am
credit why the child tax is up 390 pounds under this government protecting the money , that goes to the poorest people in the country. >> mr. speaker, experts say labor's energy price freeze announcement would raise prices in the short term -- >> order, order. opposition shouldn't yell at the honorable gentleman. he is asking his question. >> experts say the freeze announcement would raise prices in the short term and protect big groups and -- since then prices have come up. >> i'm struggling to find anything that relates to the responsibility of the prime minister in the honorable gentleman's question. we will proceed. >> thank you, mr. speaker. as the prime minister sits down for christmas dinner with
12:23 am
friends will he realize christmas is mired in the incompetence and random cruelty -- of bwp's benefit sanctions. my casework on this includes the woman denied j.s.a. for doing volunteer work at one branch of a national charity rather than another. with his new year resolution, will it be resolving this chaos and universal credit? >> i think so the best thing we can do is keep on with the economic machine that is generating more jobs in our country. if we look at the northwest the number of people employed is up by 37,000 since the election. unemployment has fallen by 29,000 since the election. we need to keep on with making sure that the benefit system works for people who work t. he doesn't do his constituents any favor about talking down the
12:24 am
performance of the economy. >> will the prime minister play tribute to the volunteers who have done a brilliant job in helping the recent coastal flood. that would mean that two local newspapers should be mentioned who campaigned tirelessly the former which raised over 100,000 pounds? >> i think my honorable friend is right to raise this issue. i was impressed when i went to to see not only the
12:25 am
amazing contributions of the emergency services but also local newspapers in highlighting this issue in helping to prepare people for what was to come and also the flood coordinators and people who work voluntarily to help our communities. i was particularly impressed by what i saw in terms of the life boats because of the enormous wave that swept threw situation. -- swept through the station. even with that they were able to help people. as he says, because we put money into flood defenses we protected a lot more homes than otherwise would have been affected but the work needs to continue. >> my constituent who is suffering from cancer is yet to have a decision made and had an appointment yesterday who didn't turn up. can i ask the prime minister why they suffer the competency of his government. >> it is important to report that it was working under the last government, a government in which he served.
12:26 am
i will look into see what can be done. >> the number of unemployed claimants has fallen. will he congratulate local businesses for the role they played in this? >> i'm very happen to congratulate local businesses. what we are seeing and what labor predicted would never happen is a private sector led recovery. for every job lost we have seen three or four created in the private sector mostly by small businesses and we need to cape the economic environment to help -- we need to keep up people invest and grow in the future. >> at the last election my constituents truly believe the prime minister when he said no, -- no if's, no butts, we are phrasing we have a third runway and fourth runway and homes being
12:27 am
lost and schools demolished. does he appreciate many feel they have lost all favorite as a -- lost all faith in him as a man that keeps his word? >> the honorable gentleman i appreciate but i don't accept. we said there would not be a third one way -- a third runway. we have a report being done by howard davis which has all parties' support around interim report and i think people should read that report before they start shouting across the house of commons in an inappropriate way. >> order. i don't need any help from the back benches. a reference was made to treatment of constituents, not to observations made in respect of members of the house. i'm very clear on that and the procedure is extremely clear. >> in the northeast all 29 constituencies have seen an ins
12:28 am
-- seeing an increase in starts. i recently opened and engineering academy. does my friend agree that this is only by the provision affect the skills of apprentice we improve the living standards of our young people? >> my friend is right. i saw myself on a visit what a difference the extra apprentices apprentice ships. unemployment has fallen about 3000 this quarter, but it is too high. than before but we have further there are 28,000 more in work the program to go. >> is the prime minister concerned that in the detail that by the ends of this parliament real wage levels will be 5.8% lower? >> the point i have made to the on road gentleman is if he looks
12:29 am
at disposable income it is higher this year than any year it was between 1997 and 2010 and the reason is in spite of slow wage growth we have cut people's taxes. you can only cut people's taxes if you take difficult decisions difficultdeficit, decisions about spending and we haven't had support from the opposite support. -- from the opposite party. >> could the prime minister help getting justice to my constituents who want to know why an investigation into the meetings the former transport secretary have not been reported on despite four months of waiting to have the answer? >> the lady was referring to that but i'm aware of her words. she's taken up the issue and i'm sure she will get an answer shortly. >> mr. speaker on a slightly more seasonal note may i probe
12:30 am
the prime minister on the revelation contained within the autumn statement that over this parliament borrowing is supposed to be 198 billion pounds more than originally planned. will he accept that his pledge to balance the books by has all 2015 the credibility of some proposal to build an airport on a nonexisting island in the middle of a bird sanctuary in the thames estuary. >> if he is worried about the deficit and if he is worried about borrowing he ought to look in front of him rather than behind him because we haven't had one bit of support on anything we have done to cut the
12:31 am
deficit. if he is worried about the deficit why does his party propose to put it up? >> thank you, mr. speaker. it is good news a record number of premium in work and there are -- of people are in work and they are keeping more. but there was another milestone where we had two million more pension savers. that is the example of how they are making the right long-term decision. >> the honorable lady is right to raise that because more are saving for retirement. that means greater ability to there are 30 million in work, so plan for their future just as many more in work this christmas than last christmas and can plan for the future and have that basic security that people rightly crave. in our countryrightly crave. >> now that the prime minister has declared mission accomplished in afghanistan will that he guarantee none of our brave
12:32 am
service men and women there will face redundancy after they come home? >> i would urge the honorable gentleman to look at what i said. i was praising the role our armed forces were played. they have carried out the tasks -- have played. we asked them to carry out professionalism and skill. and they have done it with huge professionalism and skill. as i said they will be able to leave that country with their heads held high secure in the knowledge we put in place what is necessary to stop terrorism and terrorist training camps returning to afghanistan. there are clear rules that they disabled by redundancy. >> with 1,000 fewer out of work in worcester with 700 businesses in the constituency with more business can i urge the prime minister to continue to do everything he can to help remove burdens on businesses creating jobs?
12:33 am
>> it is welcome news what is happening in worcester. and across the country not only is unemployment down. but vacancies are up which is good news for the future. we have taken important steps in terms of the high streetwe have taken important steps , forwards in terms of the rate rebate of 1,000 pounds and i noted in the opening statement businesses on the high street and 2,000 pounds employment allowance because they don't have to pay the first 2,000 in national insurance contributions that means businesses will i -- will be able to take on more people. >> further to the question from the honorable member the four months have passed since serious allegations were made that the northern ireland secretary broke the ministerial code will the prime minister ensure they respond before the house rises for the christmas recess? >> i have seen a copy of the response and i'm confident it will be sent in the next few days.
12:34 am
>> i welcome the prime minister's acceptance that something needs to be done to stop the e.u. migrant benefit. what he proposes is spitting in would he agree with me thatwhat he proposes is spitting in the wind when it comes to the problems we face and only way to actually get control of our borders back and control of our benefit system is to leave the european union? >> i don't share my honorable friend's pessimism. the steps we are taking including announcement people coming to u.k. shouldn't be able to claim benefits the first three months aware taking this on the basis of legal advice and looking at what other countries in the e.u. do. i want to do everything possible to make sure that the right of free movement is not abused. there is a right to work in different countries of the
12:35 am
european union but there shouldn't be a right to claim in different countries. i think we need to do more in the future and the lesson is the mistake labor made to give unfetterred access to the liberal market when others join the european union that led to 1.35 million coming to the country was a profound mistake. >> is the prime minister concerned about this and what has he to say to my constituents who are struggling with the cost of living caused my his process ? -- caused by his policies? >> we are raising to 10,000 pounds the amount of people can earn before they pay income tax. that the is worth 705 pounds. because of progress disposable income this year is higher than any year between 1997 and 2010.
