question. >> you just said that comcast says the merger should be looked at in a regional basis, a market by market basis. comcast does not replace time warner. it replaces time warner but does not replace a competitor. then you say you need to scale to compete nationally. why shouldn't the reviewers looked at as a national marketplace instead of the local marketplace? looks like comcast is talking out of both sides of its mouth. >> from a competition perspective, those are different conversations. >> the regulators are going to look at both. doj and the fcc look at all the different markets. any emerging party is going to affect. r point what you

brings out is that there are facts that will be put before the agencies and the agencies will consider the effect on the relevant markets. >> maybe this is more responsive. when you are doing antitrust, you look at what the efficiencies are and the benefits that come from the transaction and you balance those against competition. the benefits of the transaction goes to the scale. then you balance that against the reduction of competition. that is kind of a high-level way and try trust -- antitrust looks at the transaction. it is located at different points of the analysis. >> thank you for that, rebecca. i want you to join with me in thanking this panel. they were extraordinary. more women are now the family's main breadwinner than ever before. in a lot of ways, the economy has done -- not caught up to this reality. earned $.77 for every dollar a man does and too many women face outdated workplace holds back our families and our entire economy. a woman deserves to earn equal pay for equal work and paid leave that lets you take a day off. congress needs to act on these priorities. when women hold most lower wage jobs in america, congress needs to raise the minimum wage because no woman who works full time ever have to raise her children in poverty. the good news is in the year since i first called on congress to raise the minimum wage, six states have passed laws to raise theirs. more states and counties are working to raise the minimum wage is as we speak.

like a pizzeria in st. louis are raising their wages because it is good for business. i have year of action, signed an executive order requiring federal contractors to pay their employees a fair wage of at least $10.10 an hour. if we are truly going to reward the hard work of every american, congress is the joint of the rest of the country and pass a bill that raises the federal minimum wage. if we are truly going to reward the hard work of every american, congress needs to join the rest of the country and pass a bill that will lift the federal minimum wage to $10.10 an hour. this would not just raised wages for minimum-wage workers, its effects would raise wages for nearly 28 million americans across this country. it will give businesses more customers with more money to spend and grow the economy for everybody. call up your member of congress

and let them know that it is time for $10.10 an hour. it is time to give america a race. ise. when women succeed, america succeeds. we do better when everyone participates and when everyone works hard has the chance to get ahead. that is what opportunity means and that is why i will keep fighting to restore it. thanks, everybody, and have a great weekend. >> i am rick snyder. i'm speaking to you today from grand rapids where we held our 2014 governors economic summit. it showcased the great innovation and workforce talent found across michigan. i am proud to be standing here today because grand rapids was just named number two in the united states for jobs outlook. it is among the brightest spots in the country. it is not government that creates jobs. a small business owners, innovators are the engine of job graders. -- creators.

my fellow republican governors and i are doing just that. state employment numbers show that governors who are pro-job -- the largest employment gains are by republican governors. michigan tied for the most jobless decline in the country. republican governors are balancing budgets underfunding education, pension, and regulatory systems. we are funding policies in place to make her states engines of economic growth. there is no better example than here in michigan. they're recovering the most from the great recession and the unemployment rate has hit its lowest point in nearly six years. we balance our budget without accounting gimmicks. andinated our deficit enacted michiganders to choose

whether or not to join a union. since december 20 10, michigan businesses have created more than a quarter million new jobs. we are number seven in the nation for personal income growth and we are once again leading the engine and manufacturing job growth. that should be a lesson for the nation. it is as easy as asking what the problem is and what are the facts? but it into place and be relentless in solving one problem after another. let's get the job done. isis not bigger government, creating environment for better jobs. freeingg budgets, entrepreneurs from unnecessary regulation, and letting the free market take off. we are seeing several states led by republican governors like in wisconsin, new jersey, and of course in michigan. the comeback is happening right here in grand rapids and all across the state. bycould happen nationally

following the leadership example set by great republican governors. >> c-span, greeted by america's cable companies 35 years ago and brought to you today by a public service through television provider. >> joining us this week is the chairwoman of the federal trade commission, edith ramirez. we appreciate it. when it comes to telecommunications, what is the ftc's responsibility in that area? >> let me start off by thanking you for letting me be on the show. it is a great opportunity to talk about the important work of the federal trade commission. let me explain that we at the federal trade commission had a dual mission which is to protect american consumers and to promote competition. we did that in a couple of different ways. the first i
