issue the senator brought up with the amendment he attempted to advance in foreign relations. as you know, we have the ukraine legislation on the floor in front of us. to extend the fta fast tracking to nato and wto numbers, there has been the issue raised of potential trade violations based on this expedited treatment to nato members and other specific countries like japan, but not all two members. can anybody speak to that issue in terms of whether or not you believe it does present a trade violation? mr. goldwyn? >> i am not a lawyer.

i'm not familiar with all aspects of the bill. to the extent we have a trade agreement with a country and adopt a practice that excludes anybody we have that kind of trade agreement with, we could be accused of discriminatory practice and violation of it. i don't know if the bill covers everybody we have a trade agreement with. if it does not, that is an issue. i would worry a little bit that even if it covers everybody we have a trade agreement with, ukraine i do not think is a wto member. they are. i would want to make sure we want to capture all the countries will want to help and make sure they are not excluded. that is the challenge with picking winners. >> madam chairman, thank you again. i think this has been beneficial and timely. i thank each and every one of the witnesses and look forward to working with you. >> thank you.

they described the fact they had burglarized and fbi office. they had become concerned there were informers in antiwar and civil rights organizations and they saw on the way to confront this except by getting evidence of whether such suppression of dissent was taking place. it said files were enclosed. they hoped i would make them public. tose files have been sent five people, two members of and three journalists not named. i started to read them. the enhanced paranoia document stood out so much i was not sure they were real. it seemed it might be a hoax. >> on march 8, 1971, a group broke into an fbi office and

when they move forward with the actual debate on unemployment, will the senate have the gop support that got them there in the first place this past week? >> it is hard to tell. this issue has been languishing since the end of 2013. it seems there is now momentum on the senate side. they got a number of republican votes this week. it is unclear as they go forward. a lot of republicans want to have amendments to consider as part of the package. the senate majority leader will want to keep amendments limited. i think there is still some struggles in the senate, to say nothing of the house. house speaker has said repeatedly this package, a compromise of a compromise, is still not something he could support. he questions whether it is workable, enforceable. he has reservations about the offsets.

he has some views the focus should be on creating jobs rather than extending unemployment insurance. i think it is likely to pass the senate next week but face a tough hurdle in the house going forward. >> one item the house and senate have toured together on is payments for medicare doctors. it passed the house on a voice vote. they are facing a deadline monday. >> i think the senate is likely to approve it on monday. it was controversy aware they voice floated on the house side this week. they kicked it over to the senate. the majority leader said he did not love the compromise. it is a one-year patch rather than solving the problem which has been persisting since the late 1990's. it seems likely the senate will pass that monday evening. >> another issue they have been handling separately are sanctions against russia, the

ukraine aid bill passing in the house on friday and senate, but they have to come together on one common piece of legislation for the president to sign. how does that get done? >> i think it will get done early next week. the house will probably accept the senate version. there was some thought they would accept it at the end of this week. because they voice floated the doc fix there was reticent to do a voice vote on the ukraine bill. i think the bills are largely the same. the senate backed off a provision the administrated wanted badly pertaining to the international monetary fund. the democrats have pushed aside and issue the administration wanted. the two sides are in agreement, the two chambers are in agreement. i think by early next week, congress will have passed a bill for ukraine. harry reid said it is the first of other measures to help ukraine. this issue is going to be on the table for a while. >> one of your articles we're

watching has the headline about the focus on budget. week, house republicans ready a budget blitz. what are the bills that will come on the floor next week? >> the main event will be paul ryan's budget, which will be before the house budget committee next week and the full house the following week. that is the ten-year plan to balance the budget. very interesting and controversial. this will be the focus of congress's budget debate. next week, they will be working on a couple of process reform bills. they are not huge. one would alter the way in which baselines are put together. another would allow for the use of dynamic scoring as well as conventional scoring. shift someld change,

off-budget items to on-budget. i think they are largely to set the table for the bigger debate on the house floor the following week. i think the ryan budget will be interesting to watch. a lot of people are wondering how he will balance the budget in a decade. they are wondering if you might use all of the contract -- congressional budget office's assumptions or make some of his own. he will be interesting to see if he embraces the tax reform house ways and means committee chairman put forward earlier this year. it will be interesting to see how he responds to the antipoverty initiative ryan has had. he thinks a lot of the anti-poverty guidelines need to be streamlined and overhauled. it will be the focus of intense debate, i think. >> a lot to cover. watching it all is john shaw, senior correspondent for "market

news." thanks a lot. >> the senate is back in session on monday at 2:00 eastern. they will debate medicare payments to doctors. at 5:00, they will resume debate on the nomination of john owens to be a circuit court judge for the ninth circuit. votes at 5:30 on the nomination, extension.d benefits house comes back tuesday at noon eastern beginning legislative business at 2:00. they will consider a number of suspensions including one for aid for ukraine and sanctions for russian officials. they will debate a bill for voice of america to increase broadcasts to eastern ukraine and crimea. first votes are for respond until 6:30 p.m. eastern. you can watch live coverage of the house on c-span and the senate on c-span2.
