potomac rivers, it will overflow into the puddle through deep tunnel filling up the and transferring all of that overflow water down here. then it can the slowly pumped back out. it captures the stores and conveys it. >> one of the biggest source of pollution is combining that. at the end of this project, that would essentially be eliminated. it makes a huge difference. instead of overflowing 70 or 80 times a year, it'll overflow twice per year. it will make a huge difference to the river. there are combined overflows out there. if it is unsafe to be on the river. people get sick and the clean
