about jobs, the economy, and in -- and islamic extremism in schools. ed miller band also question the prime minister about waiting times for passports issued through the home office. this is about 35 minutes. >> questions to the prime minister. >> number one, mr. speaker. >> thank you. i'm sure the whole house will wish to join me in wishing the england football team, the very british before their first world cup game this saturday in brazil. just her speaker, i had meetings -- mr. speaker, i had meetings this morning. i'll will have further such meetings later today. >> i wish every football team in -- world cup, everyone

they have received decisions. if we continue at the street, it will take more than 40 years to get to the point where everyone gets a say. what is he going to do about that? it is extremely important when introduce these new benefits to make sure it is done in a way that works well. i would say it is important not .o have an artificial deadline the whole point about the personal independence payment is that it is more accurate more targeted than an allowance. it will mean more help for those with the greatest disabilities. i'm determined we get it right. with the prime minister join me in congratulating the foreign secretary on organizing this week's important global summit to end sexual violence and
6:02 pm
agrees it is indeed time to act? >> i think it is a huge credit to the foreign secretary for the work that he has done, but i would also like to pay tribute to all of the ngos across various countries in the world who have all come together for this extraordinary summit in london. it is vital that we never forget about the victims of sexual violence and conflict. this is something that is far too prevalent in our world. even more important, and action plan of how to gather evidence, prosecute wrongdoers, make sure they're properly punished while helping survivors. listen to the testimony of survivors yesterday. was immensely powerful. >> mr. speaker, i would like to wish the team the best of luck in the world cup. the whole of the country will be behind them.
6:03 pm
mr. speaker, everyone be concerned about what has been happening in certain schools in birmingham. the heart of the story is accountability locally and nationally. the key question is very serious problem at their school, where do they go to get it sorted out? >> let me echo what was said about how important it is to get the grip of this issue. the problem of extremism in our school is serious. not just in birmingham, but elsewhere. it is extremely serious. regardingetermined the whole government to make sure this is unacceptable in our country. people should be taught in our schools in a way that make sure that they can play a full part in the likes of our country. in terms of where you go to is concerned about what is
6:04 pm
happening, the first place is to the head teacher and the chair of government. hope we can have real unity across the house of islamistn combating extremism in school, i hope that this isn't used as an agenda to successfulk down school formats. >> there is a degree of common kids having a proper upholding of values. the prime minister said people should go to the head teacher or the chair of government. in certain cases, the headteacher was removed and the government body was part of the problem. it is a hard question to answer as to who parents can go to when they have a fragmented school system when no one is properly responsible. schools were local
6:05 pm
schools and summer academies. that they want is someone responsible on a day-to-day basis that can intervene quickly when things go wrong. there needs to be one system accountability for all schools to safeguard the inter--- education of our children. >> the first protocol is the headteacher and the chair of government. if people believe there is a real problem, there is one organization that has responsibility for checking standards in all of these schools, that is off step -- ost ead. that is why it is important what the education secretary saying about inspections. what the litter -- leader of the -- the point i would make is that this is an important debate. this is an important debate.
6:06 pm
if we are saying there is only one model of accountability that will work and some people in this house believe the only accountability is local government accountability, it is worth making the point that her mayhem city failed in their duty to these parents. caused looked at what this to happen, it was only when the department of education responded that proper action was taken. secretary ofto the education department when he reports. >> it is worth making the point of local authorities. that is why i made the point. inspections may only happen once every five years. that is not the kind of system or accountability you need. here is the thing i think we should be able to agree upon -- no one believes that the department of education and run
6:07 pm
20,000 schools. i do not think you can possibly believe that. time -- isn't it time if they just listen to the question, isn't it time for a proper system of local oversight that is responsible for standards at all schools to prevent what happened in birmingham elsewhere? >> i have to say i have always regards to his proposals. if this sounds a creating a new local bureaucracy when we need to make sure that the resources going into the schools for the teachers, computers, books, and equipments. he says an inspection can only take place every five years. the point is that it we're going to give this issue the attention
6:08 pm
it deserves, a report about these problems could result in an instant inspection and instant action. let me make one other point -- it is often said some of these new formats for the schools supported that they do not act as fast as local authorities close. completely the opposite is the case when there has been a problem in preschools or academies. far faster action has been taken then in many local authority schools that have been left in a state of failure for far too long. thatu have to say to him he has no answer on the question of accountability. there isn't a realistic inspection. it will not do the job. everyone knows this. and the premise to update the house on the backlog of people
6:09 pm

6:10 pm
the government first knows about this problem and how it has been allowed to develop? >> the government has taken action to deal with this problem not today, but any weeks gone past a. we have got staff at the front line and prioritizing the obligations. that will allow for extra 25,000 examinations weekly. will be concerned about this. they will want to hear the answers. >> that is certainly true. can i say, you do have something of a lion's roar. it rather lets you down. you you need told to go to to therapeutic training courses. let's hear the answer. [laughter] hours, sevenning days a week, extra staff on the
6:11 pm

6:12 pm
their applications to be approved within a smaller time frame, they have to pay extra. when is the backlog going to be cleared? time withnot wasting a scheme from the party opposite. interesting not a word about the unemployment figures. he simply cannot bear the fact that in our country, we have got 2 million more people working in the private sector. he cannot stand the fact that unemployment has fallen yet again. he is absolutely allergic to good news. as our economy gets stronger, he gets weaker.
