as eric cantor steps down and elected new majority whip, representative steve scalise, four-term republican out of the first district in louisiana. he will likewise assume that position in the early days of august. let's hear from donna, who is in bloomington, illinois, on the republican line as we wait to hear from the leadership. donna, you're on the air government ahead. caller: i am. well, i'm a staunch republican and i wanted to thank and congratulate representative scalise. i must tell you we're so, so proud in this direct of peter rass come. he's done so much good. if you read the articles put out about him, he is a chief listener and he can work across e aisles and he's a quiet, hard worker. we want to send him our best from our district and tell him never give up, keep climbing the

ladder and do the work of the people. we're severely proud of of you, peter. >> moments ago the congressman from new york, peter king, in front of the cameras. let's hear from lucy from franklin, tennessee, democrats line. you're on the air. caller: hello. thank you for taking my call. i just want to comment on -- it as some gentleman, woman wants to impeach obama and why they're wanting to impeach him because he is black. and a black man don't have any business running -- leading the world like he's doing. and also, is john boehner running in this election, leadership election? >> john boehner is the speaker of the house so his position wasn't -- wasn't up for election. it may be the 114th begins, they have entirely new leadership elections. caller: that's what wanted know.

thank you. you have a blessed rest of the afternoon. >> this is alan, who is in tacoma, washington. independents line. hi, alan. caller: how are you doing today? >> fine, thank you. caller: i'm not impressed at all. cantor was a worm but this guy, all he really has to do is sit there and fold his arms and say oh, no. these republicans are looking like the biggest jokes i have seen in years. i say that because what do they spend their time doing. trying to suppress minorities' votes? lower taxes? it's ridiculous. have is the best they probably ever been in, certainly in my lifetime. it's a game of king of the mountain for these republicans. eric cantor got bounced because he was sucking up to the banks. and true conservatives, just regular people, hate that.

for what purpose does the gentlewoman from florida seek recognition? ms. wasserman schultz: thank you, mr. speaker. i rise with many of the women of the house, both republican and democrat, the members of the congressional women's softball team, to share with our colleagues that last night at the sixth annual congressional women's softball game the members beat the press nd took back the trophy.

now, unbelievably -- unbelievably, the press seems to be absent in -- they want to cover us on everything else but seem to be absent in observing these proceedings. we are so proud to report to you that we didn't just beat them we beat them badly, 10-5, and we were able to raise the most that we've ever raised for the young survivor coalition which in total for the last six years we raised almost -- we raised just over $500,000 for the young survival coalition which helps raise awareness and help young women who are facing breast cancer. i know all of you know by now that i am a breast cancer survivor myself. was diagnosed at 41. so this is so personal for me and i want to thank all of my teammates who have become my sisters and friends and the best thing about this game

besides we're able to raise awareness for women all across this country is the friendships we all form, that many of us know would not ever have been made without us playing together on this team. it was so much fun, for such a good cause. actually, what we'd like to do, before i turn it over to my co-captain, mrs. capito, we'd like to get coach mack. she doesn't get the recognition she deserves. we love her so much. natalie gave us such incredible skill building drills this year. it really made a difference and our bats were hot. our fielding was great. we had very few errors. we geled as a team. if i could just say one thing before i turn it over to mrs. capito, we are really so proud of the fact that this is a bipartisan team.

taliban commanders for private bergdahl. first, he's proven that section 1035 of the national defense authorization act is inadequate and, second, we need to review the conditions of release of the taliban five. on the first point, this congress granted the president last year expanded authority to release detainees from guantanamo bay conditioned on 30 days' notice to the congress as well as certain other conditions. the president abused that authority by releasing the taliban five without notification, even to the so-called gang of eight, the senior leaders of both parties in both chambers, the senior leaders of both intelligence committees in both chambers and both parties. the chair: the committee will be in order. the committee will be in order. the gentleman from arkansas. mr. cotton: the president, having duly signed the national

defense authorization act into law with those restrictions and then did not obey those restrictions, yet did not claim his article 2 constitutional powers to override them. therefore, it's imperative on our institution to reclaim on principle our constitutional authority. second, the taliban five had been released into the country of qatar. we need to take a year to review the conditions of those release. as many of you have seen, they appear to be moving about freely in the country of qatar without any restrictions on their movement absent the requirement they remain in qatar. this would allow them, senior commanders, remind you, to communicate freely with taliban on the battlefield against our troops in afghanistan. we should be able to take at least one year to see if such conditions are adequate to support the release of such hardened terrorist commanders. what does this amendment not do? this is not a permit ban on transfers of detainees from

guantanamo bay. nor does it authorize indefinite detention. it says we'll take with-on--year pause to evaluate the conditions under which five taliban commanders were released. who are these detainees? they are not goat herders who were innocently swept swept by the american military. nor are they foot soldiers. they are the worst of the worse which guantanamo bay says 120 of are high risk to return to the battle. in fact just this week, a former guantanamo bay detainee was arrested in spain, recruiting for the islamic state of iraq and syria, the terrorist group that's currently rampaging through both syria and iraq. i urge my colleagues to support this amendment, stand up for your honor as a co-equal branch, stand up for our national country, stand up for the safety of your constituents. i reserve the balance of my time. the chair: the gentleman reserves the balance of his time.

recognized for one minute. >> thank you, mr. speaker. i want to thank my colleague, mr. cotton. i rise today in support of my colleague, tom cotton's amendment which would prohibit any funds to be used to transfer any detainees at guantanamo bay. we are a nation of law. i support this amendment for a litany of reasons. chief among them that it sends a clear message to the president that he cannot circumvent congress and he, the president, cannot override the law of the land of notifying congress 30 days prior to releasing as he did with the five prisoners in exchange for sergeant bergdahl. mr. yoho: the implications of this release will have a far-reaching impact on the national security of the united states. just recently, as mr. cotton pointed out, spanish authorities arrested a former guantanamo bay detainee on suspicions of running a terrorist recruitment network, the director of national intelligence said by january of 2014, about 29% of the 614

worse. nobody is talking about transferring them ever, but there are a number of muslim men who are innocent of any act against this country or our allies who are in the wrong place at the wrong time and kidnapped by bounty hunters. only 5% of the prisoners held at guantanamo were actually apprehended by u.s. forces. as many as 86% were delivered to coalition forces in exchange for bounty of millions of dollars per head. there are 78 people who have been cleared for release by the department of defense, and they are still under detention. that's a travesty. that's not right. that's inconsistent with everything we believe and stand for in terms of american jurisprudence. now, i think the gentleman has made it clear sufficiently by now that many of us know that the political and illegal expediency of this detention

prepare the kc-10. i have been a strong supporter of the ck-46a. during the transition, it is critical that we are able to meet all mission requirements. i'm strongly concerned by the air force's proposal to do a possible vertical cut and retire it. having the mission capability shortfall by eliminating the newest tanker in our inventory while the new one comes online is unacceptable. as many of you are aware, i'm proud to have the base in my district along with my colleague, mr. garamendi, which are both home to the kc-10. this is not parochial. air refueling and readiness issue. the kc-10 platform has more than

proved itself as a work horse in support of air refueling in iraq, and afghanistan and homeland defense and other missions as called upon. unlike other tankers in our inventory it can refuel the air force, navy with its dual boom and hose systems. it can be refueled while in flight, helping extend our global reach. this aircraft is critical to provide an air bridge to support our combat commanders. this amendment sends a message to the air force and d.o.d. that congress remains committed to active oversight over our air refueling mission and platforms, significant capacityity to support our war fighters. i thank everyone for working with me on this important amendment. i would highlight our appreciation and strong support

force structure. the practice of the committee and in our bill, has been to avoid protection of specific weapons systems or bases and to leave the department flexibility as far as a path going forward, particularly as far as restructuring units as well as retirement of programs. this language does not comport to the general concepts of this bill. i would also point out that issues similar to this relative to a transfer of an airlift wing that was in one state of this great country and the department proposed it would be transferred to a different state in this country. was debated in committee relative to the reporting of this bill and we had a vote on that issue and the committee voted against interfering with the decision that the department
