>> i thank the representative of jordan and i give now the floor to the representative of the united states. have the floor. >> thank you, mr. president, and thank you undersecretary general feldman for your briefing. the united states is deeply concerned about the rocket attacks by hamas and the dangerous escalation of hostilities in the region. in particular, we are concerned about the devastating impact of this crisis on both israeli and palestinian civilians. president obama spoke with prime minister netanyahu this morning to reaffirm the united states' strong support for israel's right to defend itself. as president obama said today, no nation should accept rockets being fired into its borders or terrorists tunneling into its territory. in just the last two weeks hamas and other armed groups in gaza have launched more than 1,500 rockets toward population centers in israel. hamas' attacks are unacceptable and would be unacceptable to any member state of the united

nations. israel has the right to defend its citizens and prevent these attacks. president obama also said today that we are deeply concerned about the potential loss of more innocent lives. it is important that everything possible is done to prevent civilian casualties as well as to mitigate the suffering of innocent men, women and children. the consequences of the rising violence are plain for all of us to see and they are heart-wrenching. we feel profound anguish upon seeing the images of suffering from gaza, including the deaths and injuries of innocent palestinian civilians, including young children and the displacement of thousands of people. israeli civilians, including the elderly and children alike are fleeing to shelters with little warnings to escape the barrage of rockets from gaza. this is no way for anyone to live, not palestinians, not israelis. the four palestinian boys playing on the beach in gaza city were like boys everywhere, reftless for play. their deaths are heart breaking and the loss their family

members and neighbors must feel today must be searing. the israeli officials have opened an investigation into their deaths. the devastating consequences of this conflict make it all the more disturbing that hamas has squandered the serious efforts by egypt to broker a cease-fire, a cessation of violence would have offered civilians on both sides a chance for peace, but hamas continued its rocket attacks. as we have repeatedly stated, the united states is committed to finding a domestic solution to stop the ongoing violence. as president obama made clear, we believe there should be a return to the cease-fire that was reached in november, 2012. to this end, we are committed to supporting egypt's cease-fire proposal. that is why secretary of state kerry is working with our regional partners to try to bring about a cessation of hostilities and is prepared to travel to the region following additional consultations. until that cease-fire is reached we need to do everything in our power to assist the civilians caught in

the middle of the violence. we are grateful for the fire-hour humanitarian pause negotiated by the special coordinator yesterday. it provided a critically important window for the united nations, humanitarian and medical workers and others to reach the wounded, displaced and most vulnerable. it allowed time for crucial infrastructure repairs to improve access to basic services, and it offered a brief reprieve for some of the people most affect bid this conflict. but let's be clear -- a humanitarian pause is just that, a pause. it is a brief stop in an otherwise persistent and often overwhelming stream of violence, which has inflicted suffering and terror on civilians. a pause is no substitute for a cease-fire, which is what is needed. indeed, what was already a very troubling humanitarian situation in gaza is rapidly deteriorating. there are widespread shortages of water, food, electricity and medicine. the united nations, humanitarian organizations and regular palestinian citizens are all doing tremendous work to assist those in need from

opening their homes to the displaced, to delivering emergency rations to those in the hardest to reach places. but the situation is grave and getting worse. until a cease-fire is reached, we call on all parties to ensure the protection of civilians and to respect and protect humanitarian and medical facilities, including those of the united nations. this week the u.n. and gaza discovered 20 rockets that had been put in one of its schools. the u.n. quickly removed the rockets and condemned the action. such tactics are indefensible. we condemn in the strongest terms this dangerous use of schools and hps for military purposes which endangers some of society's most vulnerable members, children and the sick. no family, palestinian or israeli, should have to live in perpetual fear of being unsafe in their own homes. no children, israeli or palestinian, should be kept awake at night by the sounds of rockets and gunfire or to be prevented from going to school because it's too dangerous to venture outside. no people want to live like

this. it is outrageous that they are being forced to. the only way to end this situation is an immediate cessation of rocket fire from gaza and a dee escalation in hostilities that. is what we are calling for today. the recent surge in violence escalated with the kidnapping and senseless murder of three israeli boys, followed by the kidnapping and senseless murder of a palestinian boy. when news of the palestinian boy's killing reached the mother of one of the israeli victims, she said, "no mother or father should go through what we are going through now." she is right. too much innocent blood has been shed. the suffering of innocent civilians must come to an end. thank you. >> i thank the representative of the united states. i give now the floor to the representative of china. >> i thank you for convening today's emergency meeting.

i thank the esteemed mr. feldman for his briefing. i listened carefully to the statements by the representatives of israel and palestine. china is closely following the recent developments in the israeli-palestinian situation. in spite of repeated calls from the international community, israel has continued with large-scale area bombardments against gaza and its launch of a ground invasion into gaza, leading to heavy civilian casualties, including those of women and children. chipe is deeply concerned and grieve at this development. china condemns any abusive force. whatever the excuse is, any action that causes heavy carments among innocent civilians is unacceptable. instead of solving problems, force will only lead to more

feldman for his briefing. the ground invasion launched by israel into gaza has led to further is calation of the conflict with hamas. we regret that despite the call for well-meaning leaders around the world for de-escalation and restraint, the conflict has grown both in intensity and scope. indeed, this conflict has claimed numerous lives, including women and innocent children. while we recognize israel's inherent right to protect its citizens from attack, its response must be proportionate and in consonance with international humanitarian law. the civilian toll on the palestinian side, especially the killing of women and children, is simply unjustifiable. in the same vein we urge hamas

and the fire of the israeli army with all the victims results in, and every time the palestinian population leads to great distress. the history in the middle east keeps on repeating itself. again we are witnessing a deadly spiral with peace being further and further away. after the failure of yet another round of serious efforts a few weeks ago. we were speaking of our support for the peace initiative and the dialogue between the parties under the agency of the u.s. secretary of state, john kerry. today we are again at war. history has repeated itself. mr. president, what should our priorities be? our immediate and absolute priority should be obtaining a cease-fire. on the one hand, the rockets fired by hamas at israel must stop. they are in violation of international humanitarian law. on the other, israeli air

strikes as well as the ground offensives have claimed too many lives thus far. close to 300, 80% of them civilians, including 40 children. i'll remind you that the international humanitarian law, civilians must be protected. we feed to break the spiral of violence and the deterioration of the disastrous human toll of this crisis. a frenchman is currently in the region and he met the palestinian authorities, then he met with the egyptian authorities and we back their efforts. tomorrow he will meet the israeli authorities as well as the jordanian ones. he hopes to pay tribute to the agents present in gaza, the w.h.t., w.h.o., amongst others responding to the food insecurity and distress of the populations. the humanitarian teams are discharging what is a holy mission, and they should be able to act as required in safety and security.

however, a cease-fire alone won't suffice. the conditions for a lasting truce must be created, one which would meet the legitimate expectations of the israelis and palestinians, including in combas. on the one hand security and their rights and the other the lifting of the blockade and economic development is an absolute and vital necessity. gaza should no longer serve as the forward base of those who want to destroy israel, but neither should it be -- we should call upon hamas to rally behind the immediate cease-fire proposal and then to open the way to a final agreement by accepting their positions of the quartet, recognizing israel, renunesing violence and accessing the agreement signed by the palestinian authority. gaza should be able to return this is why ife, t is important to work to lift blockades and open the crossing

points. it is in the spirit of reactivation of the european union and the mission in rafah, which would enable us to improve the populations of gaza and to assist in an effective return by the palestinian authority to rafah. finally and most importantly, we must restore meaning to political settlement. i rarely van opportunity to say this. the major lines of the solutions are well known and yet, no one -- no one is able to implement them. relaunching and concluding these processes are the only possible solution. europeans and arabs must side by side with americans mobilize to provide to both parties necessary guarantees to transcend these fears. indeed, as long as this wall of fear, this feeling that the other seeks one's utter destruction remains, nothing will be possible. the traditional recipes haven't worked, and they haven't worked for 20 years now, since the

situation in israel and palestine. in particular, we focused on the situation in the gaza strip. after those consultations, we adopted a statement to the press in which the council expressed its deep concern in response to the violence. unfortunately, the call to de-escalate tensions and to re-institute the november 12, 2012, cease-fire has been disregarded. instead, israel has escalated its activities, beginning the ground phase of its military operations. while hamas and other groups continue to launch rockets from the gaza strip. we deplore the lack of a firm commitment by the parties to de-escalate the conflict. we place a high value on the initiatives at the various regional and international actors who have fought to broker a cease-fire. nevertheless, we wonder whether repeating the mediation efforts

of past years would be the best option, given the changes in the political map of the middle east. we firmly support the efforts of the secretary general, and in particular of special coordinator robert surry to whom we reiterate our support. we would like to urgently call for the establishment of an immediate cease-fire and to protect the civilian population as well as to ensure the safety of u.n. staff. we believe that attacks on civilians in gaza and in israel violates international humanitarian law and could constitute war crimes. following yesterday's condemnation, we wish to recall the provisions of regulars lution 2143 of 2014 on children and on conflict, which was co-sponsored by my country. we condemn the use of schools for military purposes, in violation of applicable international law.

>> thank you, mr. president. i would also like to thank mr. feldman for his briefing and you, mr. president, for responding quickly to this urgent request and scheduling this meeting at short notice. as others have already said, the situation on the ground is deeply alarming and of great concern to us all. mr. president, the united kingdom has three objectives -- to secure a cease-fire, to alleviate humanitarian suffering, and to keep alive the prospects for peace negotiations, which are the only hope of breaking this cycle of violence and devastation once and for all. my government's position remains clear. we want to see immediate de-escalation and agreement on a durable cease-fire. the people of israel have the right to live without constant fear for their security. the people of gaza have the right to live safely in peace. steps must be taken now to address the underlying causes of the conflict.

we welcome the egyptian proposed cease-fire. acceptance israel's in principle of the cease-fire agreement and we welcome the palestinian's endorsement of the egyptian initiative. we also welcome the u.n.-facilitated humanitarian pause on 17 july. we call on hamas and all militant factions in gaza to sees hostility, ending all rocket fire into israel. we utterly condemn the firing of rockets into civilian areas. let me reiterate our support for israel's right to self-defense. israel faces a tough dilemma in responding to unacceptable rocket fire from gaza. but in exercising its right to self-defense, israel must act proportionately and take all necessary steps to minimize civilian casualties. as we have heard this afternoon, many innocent civilians are being killed.

mr. president, on our second objective we are deeply concerned by the dire humanitarian situation. there are hundreds of thousands of extremely vulnerable civilians in gaza who are suffering acutely from this crisis. access to clean water, power and medicines is becoming critically difficult. we urge all parties to continue to allow unhindered access throughout gaza. the united kingdom's support has enabled unra to respond to the crisis by continuing to provide crucial health services. on the third objective, any cease-fire needs to be genuinely sustainable. it is important to tackle the underlying causes of instability in the gaza strip without which the long-term security of both israel and gaza cannot be secured. as part of a cease-fire, we need to consider establishing a

viable verification and monitoring mission to ensure the implementation of any cease-fire agreement by all sides, learning lessons from the past. implementation of a cease-fire agreement, however, must only be one part of a wider effort to improve conditions in gaza. without that, we are likely to see further such cycles of violence. this should include the restoration of palestinian authority control in gaza. the opening up of legitimate movement and access and a permanent end to the unacceptable threat of rocket attacks and other forms of violence from gaza militants against israel. mr. president, the responsibility lies with both sides to make progress towards a permanent peace enshrined in a two-state solution. no other alternative option exists which guarantees peace and sustainable security for both israelis and palestinians. i thank you.

including this council, must act in a firm, fast, rapid way to put an end to this unprecedented cycle of violence and to create conditions conducive to peace between palestinians and israelis. indeed, one half million people of gaza can't enjoy a normal, dignified life. the blockade imposed upon the gaza strip by israel since 2007 with all borders sealed, closed, has rendered the daily life of its inhabitants very difficult. virtually no one can leave the gaza strip even if it was just to visit the west bank, where a great many of course have family and have worked in the past. health institutions and facilities and the transfer of medical equipment, building

equipment and a great many basic commodities, which are necessary for their upkeep, security-related incidents and the security zone between gaza and israel often claims human lives as well as the destruction of property. the young people, up to 50% of the 1.5 million inhabitants of the gaza strip, with an unemployment rate of over 40%, suffer from the lack of any prospect and are carrying out a constant fight to have some sort of hope in the future. in these difficult conditions, with the population marginalized, living in poverty, how can they even believe in something called the peace process? the middle east is currently going through a very difficult period in its history since a number of areas have already erupted in conflict.

find words to express our condolences. we can only commit to you that we will not rest until we find out what happened. a full, credible and unimpeded international investigation must begin immediately. the perpetrators must be brought to justice. they must not be sheltered by any member state of the united nations. let me share with you our assessment of the evidence so far. we assess malaysian airlines flight 17 carrying these 298 people from amsterdam to kuala lumpur was likely downed by surface-to-air missile, sa-11, operated from a separatist-held location in eastern ukraine. the airliner was traveling at a cruise altitude of 33,000 feet and speed typical of airliner along an established flight corridor, frequented by

commercial traffic. the flight was transmitting its assigned transponder code compeapeding with its flight plan and flight tracking data was publicly available on the internet. there was nothing threatening or roductive about mh-17. of the operational sam systems located near the border, only sa-11, sa-20 and sa-22 systems are capable of hitting an aircraft at this flight's altitude of 33,000 feet. we can rule out shorter range known to be in separatist hands including man pads, sa-8 and sa-13 systems, which are not capable of hitting an aircraft at this altitude. early thursday an sa-11 sam stem was reported nearby a western reporter and separatists followed hours before the incident with an sa-11 system at

a location close to the site where the plane came down. separatists initially claimed responsibility for shooting down a military transport plane and posted videos now being connected to the malaysian airlines crash. separatist leaders also boasted on social media about shooting down a plane but later deleted these messages. because of the technical complexity of the sa-11, it is unlikely separatist could effectively operate the system without assistance from knowledgeable personnel, thus we cannot rule out technical assistance from russian personnel in operating the system. the ukrainians do have sa-11 systems in their inventory, however, we are not aware of any ukrainian sam systems in the area of the shootdown and, more importantly, since the beginnle of this crisis, ukrainian air defenses have not fired a single missile, despite several alleged violations of their air space by russian aircraft.

this also follows a pattern of action by russian-backed separatists. on june 13, separatists shot down the ukrainian transport plane carrying 40 paratroopers and nine crew. on june 24 as this council was meeting to welcome ukraine's unilateral cease-fire, we received word separatists downed a ukrainian helicopter, killing all nine on board. on july 14, separatist claimed credit for the downing of ukrainian military cargo plane flying 6,000 meters and on july 16, claim credit for downing of the ukrainian fighter jet. if indeed russian-backed separatists were behind this attack on a civilian airliner, they and backers would have good reason to cover up evidence of their crime. thus it is extremely important that an investigation be commenced immediately. in the fist instance, the osce special monitoring mission should act as first responder laying the foundation for

efforts by other international organizations and individual nations, including those citizens who were victims of this tragedy. yesterday president obama ensured president pore schenkio u.s. experts will offer all possible assistance upon his request. the president invited the independent and civil international organization to join an investigation. international investigators must be granted immediate, full and unfettered access to the crash site. all of those concern, russia, pro russian separatists and ukraine should agree to support an immediate cease-fire to facilitate access by international investigators. in this regard, we look to the s.m.m. also to reach agreement with separatists and others in the region to make this possible. also evidence must remain undisturbed and any evidence removed from the site by the russian-backed separatists operating in the area should be promptly returned and handed over. russia needs to help make this happen. while it may take us some time

to firmly establish who shot down a plane filled with innocents, most council members and most members of the international community have been warning for months about the devastation that would come if russia did not stop what it started. if it did not rein in what it unleashed. the context for yesterday's horror is clear. separatist forces backed by the russian government continued to destabilize ukraine and under mine the efforts of ukraine's elected leaders to build a democratic ukraine that is stabled, unified, secure and able to determine its own future. russia says it seeks peace in ukraine. but we have repeatedly provided this council with evidence of russia's continued support to the separatists. time after time we have called on the russian government to deescalate the situation by stopping the flow of fighters and weapons into ukraine, pressing separatists to agree to a cease-fire and release all hostage and support a road map for negotiations. time after time president putin

has committed towards working toward dialogue in peace. in normandy in june and berlin earlier this month and every single time he has broken that commitment. here's what we know. in the last few weeks russia increase the the number of tanks, armored vehicles and rocket launchers in southwest russia. more advanced air systems also arrived. moscow recently transferred soviet air tanks and artillery to the separatists and several military vehicles crossed the border. after recapturing several ukrainian cities last weekend, officials discovered caches of weapons long associated with russian stock piles, including man pads, mines, grenades, m.r.e.'s, and pontoon bridge. ukrainian forces discovered large amounts of russian-provided equipment including accompanying documentation verifying russian origin in the areas they have liberated from separatists in recent days. recruiting efforts for separatist fighters are

expanding inside russia and separatists openly said they're looking for volunteers with experience operating heavy weapons such as tanks and air defenses. russia allowed officials from people's republic to establish an office in moscow. ukrainian pilot who long had a distinguished career was taken by separatists in mid-june. she's now being held, where? in a prison in russia. according to the ukrainian government she was transfered to russia by separatists. russia continues to redeploy new forces extremely close to the ukrainian border. in addition this past monday, a ukrainian air force cargo plane was shot down in ukrainian air space and wednesday ukrainian fighter jet also shot down in ukrainian air space. in both instances the government believes they were fired on from russian territory. it is because of these continuing destabilizing actions

the united states posts sanctions on the defense, energy and financial sectors of the russian economy including financial institutions. they include freezing assets of russian defense companies and blocking financing of some of russia's most important banks and energy companies. these sanctions are significant but they are also targeted, designed to have maximum impact on the russian calculus while limiting the impact on the russian people and limiting any spill-over effects on our interests or those of our allies. the european union also announced expanded sanctions against russia this week. the message is unified and clear -- if president putin continues to choose escalation over deescalation, the international community will continue to impose costs on russia. but this is not what any of us want. we in our allies remain committed to a diplomatic solution as are une cranian government and ukrainian people who have seen their neighbors, friends and family members killed in a needless conflict.

the president consistently backed up his words with actions. he proposed comprehensive peace plan and declared unilateral cease-fire, both of which were rejected by armed groups and backers in moscow. offered amnesty to separatists who laid down arms voluntarily and not guilty of capital crimes. he committed to providing safe corridor for russian fighters to return to russia. he established a john creation program for the effected areas, including an offer of broad decentralization and dialogue with eastern regions including promise of early local elections. and granted increased local control over language, holidays and customs. president poroshenko also reached out to the residents of eastern ukraine and pursuing constitutional reform which will give local regions more authority to choose their regional leaders and protect locally spoken languages. he has said will he meet with separatists at any safe location inside or outside the ukraine. the united states' goal throughout the crisis has been

consistent to support a stable, peaceful and democratic ukraine. we will not be satisfied with a temporary halt of violence. russia must stop destabilizing ukraine and allow the people of ukraine to decide their country's future through a democratic, political process. as we sit here the remains of nearly 300 people of innocent, infants, children, women and men are strewn across a blackened, smoldering landscape in ukraine. those victims came from at least nine different nations. they could just as easily have come from any of ours. we must treat all of them as our own victims. we have a dutedwroy each and every one of those individuals, their families, and their countries to determine why that jet fell out of the sky and to hold the perpetrators accountable. we must stop at nothing to bring those responsible to justice. this appalling attack occurred in the context of a crisis fueled by russian support for separatist through arms, weapons and training and by the russian failure to follow through on its

terrible loss. by far, the country that lost the most people on board the plane was the netherlands. from the days of our founding, we have been close friends and allies. i want the dutch people to know that we stand with you shoulder to shoulder in our grief and in our absolute determination to get to the bottom of what happened. here is what we know so far. evidence indicates that the plane was shot down by a surface-to-air missile launched from an area that is controlled by russian backed separatists inside of ukraine. we also know that this is not the first time a plane has been shot down in eastern ukraine. over the last several weeks, russian backed separatist have shot down a ukrainian transport plane and a ukrainian helicopter, and they claimed responsibility for shooting down a ukrainian fighter jet.

them, and i told him that we have been very clear from the outset that we want russia to take the path that would result in peace in ukraine, but so far at least, russia has failed to take that path. instead, it has continued to violate ukrainian sovereignty, and to support violent separatist. it has also failed to force the separatist to abide by a cease-fire. that is why we have imposed more sanctions on russia. it is time for all of us to step back and take a hard look at what happened. violence and conflict inevitably lead to unforeseen consequences. russia, the separatists, and ukraine all have the capacity to put an end to the fighting. meanwhile, the u.s. is going to continue to lead efforts within the world community to de-escalate the situation, to stand up for the sovereignty and territorial integrity of ukraine, and to support the
