military operation has not been met. a lasting solution to this conflict must be found. the commission of inquiry established by the human rights council last month will help to assess regarding acts committed by all parties beginning to address accountability issues in gaza as well as to the west bank including east jerusalem. its conclusions and recommendations which will be presented in march 2015 should be considered and followed with appropriate action.

inaudible] i thank you for this opportunity to brief the general assembly on the humanitarian saleably in gaza. as with previous speakers we welcome the cease fire that began yesterday which has brought a pause toft violence and some much needed respite to the people of gaza who have suffered a month of intense conflict with little room to lea or seek shelter. we must find a sustainable resolution.

over 1,860 palestinians have been killed. at least entified 1,70 were children. at least 122 palestinian families have had three or more family members killed accounting for half of the civilian fatalities. the israelis have faced indiscriminate rocket fire. over half a million people or over 1 quarter of the population of gaza were displaced by the conflict. they fled for their life with nothing. an estimated 65,000 people have lost everything their homes reduced to rubble. people sought shelter at u.n. installations public buildings and open spaces when their

homes and neighborhoods came nder fire. 187,000 people are still hosted in schools. 144 schools and other facilities including u.n. buildings have been hit and damaged and we stand with you in solidarity with the 11 staff who have been killed. the public health system is on the verge of collapse. one third of hospitals, 14 primary health care clinics and 29 palestinian red crescent and health ambulances have been damaged in the fighting. more than 40% of medical staff were unable to reach their places of work due to wide spread violence. half of all public primary health care clinics were

closed. basic emergency care is severely compromised at a time when treatment including for the more than 9,500 injured is urgently required. hospitals and clinics have been overwhelmed by the numbers of casualties and the sufert of the wounds. doctors have been working in hallways and in parking lots. there was already a critical shortage of medicines and disposables in the gaza strip. this past month medical teams have struggled to save lives in difficult and dangerous circumstances. the damage to the water and sanitation system has been immense. more than 1 million people do not have access to water. gaza's only power plant was damaged by shelling last week and feeder lines damaged as well. much of the strip into darkness. but the long term consequences are far greater.

hospitals do not have electricity to adequately power critical machinery. food production is reduced. water and sewage cannot be pumped. some people have been without water for two weeks. sewage is backing up and risks flooding low lying areas and contaminating the water systems. this makes the outbreak of communicable and water borne iseases a very serious risk. the prevalence of unexploded ordinance makes comprehensive assessments very difficult but preliminary reports reveal a situation of utter devastation particularly in areas that israel declared a no go zone. large parts of neighborhoods damaged or destroyed. u.s. staff on the ground report that the level of destruction to civilian infrastructure private homes and land is much greater than in previous

conflicts. gazzens remain deeply concerns that the ceasefire will not hold. many people have returned home but only to assess the damage savelage what they can and then return to thers. some shops are open and people are able to restock up. thousands of people want to or will have to remain in shelters despite the overcrowding shortage of food and inadequate higene facilities. buildings decide to educate 500 children are sheltering over 3,000 people. throughout the conflict humanitarian workers have tirelessly supported people with basic assistance. in addition to the valiant efforts, wsp provided food to the displaced and people in hospitals. facilitated the transfer of

urgently needed medical supplies to hospitals and clinics. unicef is reporting the repair of the sanitary system. our partners play add critical role in delivering much needed aid. the ceasefire has enabled the support to be stepped up we can now reach people who were trapped by fighting but the needs remain enormous. the population of gaza over half of them children were already desstude before the outbreak of the latest conflict. seven years of blockade have driven unemployment to 43%. food and security to around 57% of the population, and left approximately 80% of the people dependent on external assistance. significant and sustained international commitment is required to repair damaged infrastructure and restore livelihood. water sanitation and electricity infrastructure and network must be urgently

repaired. and to do so we need equipment and tools. we need more medicines to be sent to gaza and there is an urgent need to evacuate at least 50 patients a day to the west bank including east jerusalem. for those who can return to their homes we must provide the basic supplies they need. we need to find alternative venues for shelters so that the upcoming school year due to begin in three weeks is not disrupted. funding is also urgently required. the u.n. and partners have appealed for 367 million to address immediate needs. and i strongly encourage member states to respond quickly and generously to the appeal. people need help now. mr. president the world watches with horror the impact of this conflict on children and

civilians. restoring trust and dealing with the trauma of war could take generations. we witnessed latent violations of international humanitarian and human rights law. the negotiations in cairo are critical. gazzens want peace security and stability. israelis want the same. we cannot allow a return to the state of active conflict where there is an absence of protection of civilians. no gazzen has escaped this conflict unscathed. the people of gaza are frustrated that the the international community was unable to protect them during the fighting and are looking to us yet again for help. we cannot fail them. all people deserve to li in peace, security, and dignity. gazzens have been deprived of this for too long. the blockade must be lifted. the cycle of violent conflict

mr. president, i thank you for convening this meeting in thrift response to the request to allow the general assembly to receive these important briefings as we collectively consider the crisis in palestine arising from this latest criminal and destructive war against the civilian population in the gaza strip. as we seek to determine the most appropriate international response to this calamity based on international law, the u.n.'s political legal and moral responsibility solves the question of palestine and our shared humidity. it is only fitting that the mobilizes and makes its contribution. i thank you for your presence at this meeting and dedicated

advocacy for peace including his recent mission to the region and efforts to promote a ceasefire. i also thank the high commissioner for human rights, he commissioner general, the special coordinator, and the assistant security general for humanitarian and emergency relief for their comprehensive and compelling briefings to the assembly on the grave situation in the gaza strip. allow me on behalf of the palestinian people and their leadership to convey to them and their teams on the ground our deepest gratitude for their tireless efforts to alleviate to the extent possible under the conditions in gaza the extreme hardships being borne

by our people including through the provision of the emergency aid including food water shelter and medical care and today international awareness of the massive human rights violations and breaches of international humanitarian laws being committed by israel the occupying power. they have done so by placing their own lives in danger and for this the palestinian people will never forget their sacrifices. they have lost 11 staff members and we again express our deepest condolences for the lives of the u.n. personnel so tragically taken in this aggression. we would also like to take this opportunity to express our gratitude for the compassionate and generous support of states

from all around the world for this humanitarian relief effort. although nothing can soothe the immense pain sorrow and acker of thousands of families and indeed the entire palestinian nation grieving the loss of loved ones including so many innocent children and of the 1. million people in gaza trying to pick up the pieces of their shattered lives under the unbearable inhumane conditions inflicted by this israeli military campaign valiant efforts of the u.n. agencies and humanitarian organizations on the ground continue to serve as a lifeline for our people helping them to cope and survive and reminding them that they are not alone in this despair. moreover, the briefings today

on the grim realities of the current situation including the depth of human suffering physical devastation and humanitarian crisis must be added to the compendium of testimony regarding the crimes and injustice being perptrate for decades by israel against the israel people with impunity. it is precisely this impunity and lack of political will by the international community to ensure accountability that has continuously brought us together to address this crisis that has repeatedly brought shame to the global family damaged the credibility of the u.n. undermined international law and allowed the suffering of so many innocent people to go on for far too long. in reality while much is said

about the rule of law and human rights the constant appeasement of israel has fostered the belief that it is above the law conimmune from punishment, even commits war crimes and threatens international peace and security. but despite our collective relief at the humanitarian ceasefire at the moment, we remain deeply aggrieved by the death, destruction, and deprivation deliberatively and systemically inflicted by israel again defenseless palestinian civilian population in gaza in broad daylight and in great breach of international humanitarian law and human rights law. nothing can justify the killings including massacres and maiming of children women and men. nothing can juss if i the want on destruction of homes and

civilian infrastructure inflicting a humanitarian disaster with massive social economic psychological and development consequences. nothing can justify inflicting terror and trauma on an entire people. while we are actively seeking an end to the violence with a comprehensive and durable ceasefire and a large palestinian delegation is participating in the ongoing talks in cairo to secure a ceasefire on the basis of the egyptian initiative, we will continue to call for full respect of international law and appeal to the international community not to relent in this demand on israel and the occupying power. we are also simultaneously seeking just and sustainable solutions to resolve the underlying issues that have brought so much misery to our

people including an end to the illegal israeli blockade which has suffcate and disfiggiered life in gaza for the past eight years and we will not relent in exposing the crimes of the occupying power and in seeking accountability fully aware that there can be no peace in the absence of justice. mr. president, we have all heard the briefings. the figures are staggering. the tragic stories and images of the dead, wounded and broken lives pain us. weighing heavily on our hearts and conscience. the death toll stands at more than 1,860 palestinians killed by the israeli occupying forces. all estimates indicate that at least 85% of those killed have

been civilians including the killing of at least 429 children, 243 women, and 79 elderly persons. graphic reflection with israeli's deplorable disregard for civilian lifes is the fact that at least 122 families as we heard this morning lost three or more family members in the same violent incident totalling more than 420 fatalities most in bombings and air strikes that flattened homes on top of entire families and others in the izz riley strikes and on schools shattering the displaced where children sleeping next to their parents were slaughtered in grave breach of international humanitarian and human rights laws. palestinians

have been injured including women, ldren, 1,873 and 374 elderly by israeli's excessive indiscriminate force. many have been severely burned and many of the injured will suffer permanent disabilities including thousands of children who will struggle for the rest of their lives with the physical and psychological scars of israeli's brutality against them. the israeli aggression has caused a massive wave of displacement suffered yet again by our refugee whose comprise the majority of gaza's population. we estimate that over half a million people more than a quarter of the palestinian civilian population in gaza have been displaced with more than 270,000 have sought

shelter in schools. of the displaced at least 65,000 people will not be able to return to their homes which have either been completely destroyed or damaged beyond repair. in total more than 5,500 have been destroyed, more than 4,600 homes partially damaged and more than 30,000 other homes have sustained damage. this does not include the destruction by the occupying forces on other civilian properties and infrastructure including hospitals, schools, mosques, churches, and water sanitation and electricity networks including gaza's only power plant all of which were already struggling under the crippling impact of the blockade. this as we regrettably know by

now has led to a u.n. including the who is describing as a health disaster of wisespread proportions. the critical shortage of medical equipments and medicines has left many of the injured struggling to survive and hospitals are a near collapse with vital supplies almost depleted and lack of electricity leaving them dependent on unreliable generators placing many more civilian lives at risk. infections and other diseases rise due to he lack of access to safe water, raw sewage in the streets and unhigh genic conditions including an overcrowded school sheltering thousands yet only having the capacity for

hundreds. this horrific situation has compelled the president to declare gaza a disaster area. there is a desperate and vast need for humanitarian assistance of all kinds requiring the mobilization of all humanitarian relief capacities at the disposal of the u.n. we appeal to all member states to support this effort broadly and in any way possible including by contributing generously to the gaza crisis ppeal which presents the joint strategy of the humanitarian ommunity including unwa to respond to the current crisis in the gaza strip. this is imperative for serving lives, for reconstructing the gaza strip and for giving our people hope especially our

younger generation who have lived all of their lives under occupation and in gaza have now endured another deadly war in their short lives. mr. president, the right to self-defense according to the charter does not permit such savagery and cannot preclude the wrongfulness of such actions. and this right cannot be invoked by israel to justify this premeditated military aggression against the palestinian people that it has subjuge gated to unending oppression, and collective punishment under its 47 u.s. military occupation of the palestinian territory including jerusalem since 1967. this belligerent occupation of palestine is the source of all the errors and evils we are

confronting today. and any effort to address this crisis and to find lasting solutions must be undertaken in this context. we must remind repeatedly there is no simentry in this conflict. there is an occupying power with clear legal obligations including the obligation to ensure the safety well being and protection of the civilian population under occupation and there is an occupied people entitled to the protections of international humanitarian law including under the geneva convention and entitled to their human rights including their inalienable right to self-determination and freedom. these rights are being grossly violated by israel the occupying power with disastrous consequences as imminent brief

ergs have borne witness today. this war has proven yet again that israel is the occupying power is totally unwilling to uphold its obligations and is the source of the suffering and insecurity of our people. we therefore reiterate the request made by president abbass to the security general for the urgent provision of international protection for the palestinian people. the international community must uphold its responsibilities and rise to this challenge and give true meaning to the pledge and obligation to protect civilians which has been thrown into such grave doubt by this war on our people. we have begun the discussion with the u.n. at all levels and are ready to discuss with all interested member states so

that we may collectively determine how to provide this desperately needed protection until this occupation is brought to an end to an effective end. this will also be a focus of our efforts to the parties to the geneva convention who we have asked switzerland to convene to consider enforcement measures. it is our hope that our combined efforts will bring about the substantive transformation of the situation necessary to bring calm and savelage the greatly dismissed diminished prospects for peace. with us continue to call on the security council to uphold its duty and adopt the draft resolution that is now before durable er to ensure a

ability to perceive danger long before the rest of the world had woken up to the threat. 1935, four years before world war ii, church hiled criticized the international community for standing by as germany rapidly rearmed itself. in his words, the family of nations suffered from a wont of foresight, an unwillingness to act when action would be simple and effective and a lack of clear thinking and confusion of counsel until the emergency comes until self-preservation strikes its daring gong. the international community is once again facing a severe lack of foresight and unwillingness to see. every day we are confronted by stories of radical islamic terrorism. isis is purging iraq of christians, bokeo hah ram has

kidnapped schoolgirls in nigeria, alsha bob gunmen are raiding fishermen on the coast and yet this assembly doesn't utter a word. it can only muster its outrage when israel acts to defend its citizens. the double standards are absolutely appalling. in iraq over 1,600 people were killed in july. in libya, clashes between rival militias killed 200 people last month. in nigeria, bocko hah ram has slaughtered nearly 3,000 people this year. it may just be me but i didn't hear the arab group rally to condemn these atrocities. instead, this group gangs up against the only democratic nation in the middle east that is defending its citizens from the toll tearian forces threatening every enlightnd

ountry in this assembly. i heard the heads of unra speaking today and the special envoy and the briefings of high officials this morning. they talked about addressing the causes and consequences of this conflict. so let's begin by reminding this assembly about something. when i headed israel's foreign service in 2005, israel turned every inch of gaza to the palestinians. hoped this would serve as a model for two societies to live side by side in peace. but instead, hamas built a terrorist stronghold. we went out completely out of gaza. we gave them green houses. gaza could have turned into an amazing place. does israel have an interest in

gaza? we left gaza never to look back into gaza. but look at what hamas created in gaza. and i haven't heard a clear and unequick cal statement by the officials of the united nations saying squarely an unequivocally that all attempts to achieve a ceasefire were broken by hamas. israel said yes to each and every one of them. hamas said no. you know, it is possible to utter that statement. and yet you say the sentiments that israel has legitimate security needs that must be addressed. very nice words. but how do you address, how do you defend your citizens when hamas uses the money that comes from good people in this sembly to build gaza, they

built terrorist cells, hundreds of millions, cement, steel, instead of building kinder gartance and schools and spitals creating a launching pad for nearly 10,000 missiles. you ask yourself my god in that small place how could they amass so many rockets in one place? those are the consequences? we went out of gaza because wemented that to be a model for the next stage. it is clear that some in the international community have lost their way. this institution was founded to stand for truth, for justice, and for more clarity. this is no longer the case. instead of more clarity we see moral ambiguity. instead of justice we see a

strave cities of justice. instead of truth we see falsehoods and fabications. it might be too much for you or to ask you to stand on our side in this battle between civilization and barberism, but at least have the decency to swallow your selective outrage as israel wages war against the extremist groups seeking to eradicate the values that we all hold very dear. mr. president, israel is on the front line of the war against radical extremism. the battle we fight today is the same battle that you all will fight tomorrow. hamas like isis and al qaeda shares a disdain for democracies, a contempt for mod earnty and a willingness to target innocent civilians. and yet some of you have

abandoned the only democracy in the middle east standing against the side of terrorism. what does this say about your values? what does it mean for the next generation? this institution is being held hostage by some in this assembly for the worst human rights abusers. the arab nations backed by some nebs may have the numbers but they don't have more or less. they use the majority to convene special sessions, issue condemnations, and push through resolutions deem niesing idsral. in fact, i wouldn't be surprised if the arab states passed a resolution saying that the terrorist were actually simply an irrigation system and that the rockets were nothing more than shooting stars. mr. president, israel did everything in its power to avoid this conflict. we accepted every ceasefire even as the people of israel came under attack.

the world witnessed hamas' unsing of ceasefires. what were those understandings? israel ceases and hamas fires. we were left with no choice. we send our sons and daughters into gaza for one reason. and one reason only. to restore sustained quiet in israel and disrupt the hamas infrastructure that has produced terror and violence for well over a decade. israel deeply regrets the loss of innocent lives. we are heart broken as each and every one in this room by the stories and images of loss and grief that have emerged from gaza. to us the death of any civilian, israeli or palestinian, is a tragedy. but israel faces an enemy that does not abide by any rules or more or less. hamas sees no problem with abusing international manitarian centers and

religious institutions for terrorist purposes. it stores weapons in u.n. facilities, transports terrorists in ambulances and fires rockets indiscriminately from mosques, schools and hospitals deep into the heart of civilian centers. six stories below gaza -- six stories below gaza are miles of dense terror tunnels, criss-crossing like a giant web reinforced with thousands of tons of concrete and supported by massive beams. these terror tunnels extend like tentcals into israel ending at the doorsteps of our communities. for years international community criticized israel for restricting the entry of construction material into gaza. and for years international community believed it was sending money to develop gaza. in truth, like i said, the

construction teerlts and aid dollars were only aiding hamas to build terrorist strongholds. the fact that hamas directed its budget underground rather than above ground proves once again that it has no concern for the welfare of the palestinian people. in me remind you that hamas the government this idea is absolutely absurd. it is like inviting isis to participate in the iraqi government and yet when it comes to israel this absurdity is somehow acceptable. few nations have the courage to admit that hamas is commiting a double war crime targeting israeli civilians while hiding behind palestinian civilians. fewer still have the courage to admit that hamas is willing to see its own children killed so it can build sympathy for its cause.

by not vocally and unequivocally the cl demming hamas you are condemning another generation of israelis and palestinians to further suffering. there is only one way to achieve sustained quiet in israel and build a peaceful and prosperous gaza. hamas must be disarmed. gaza must be demiliterized and the international community must devote itself from the romantic notion of hamas' freedom fighters. hamas has been clear about its intentions. it is a genocidal organization committed to the destruction of israel and the murder of the jew wish people. a few days ago hamas spokesman called on palestinians to murder israelis by any means saying -- anyone with a knife, club, weapon or car, and who does not run down a jew who does not kill dozens with these

means he does not belong to palestine. and yet many in the international community are still not convinced of hamas' murderous intentions. this is a dangerous delusion. expressed it was best, i have been a man of compromise all my life but even a man of compromise cannot approach hamas and say maybe we meet halfway and israel only exists on months, wednesday, and fridays. jerds the jew wish people marked a national day of mourning commemorating a chain of jewish tragedies to occur on this day and stretching back thousands of years. i look around the world and i see no end of the grief. from the persian gulf to the gulf of guinea, tyranny and terrorism range.

negotiations in cairo to achieve a permanent ceasefire which would lead to a lifting of the blockade on gaza to estore dignified life to the palestinian people. the a month has passed and civilian population has suffered from israeli aggression which is ongoing. it is unprecedented aggression. besieged gaza is being punished. continuously. but a few figures for you. 1,850 victims most of them children, women, and elderly, a few more figures. 9,000 wounded and injured. a majority of them children, omen, and the elderly.

a few more figures. over 1100 homes destroyed. completely or partially. ver 450,000 displaced. spitals universities, places of worship, were all targeted. and the delegate of israel tells us that they are not fighting, that they are not waging war against the people of gaza. they withdrew in 2005. what is admitted to say is that gaza is under a blockade and has been under a blockade since 2005. this is not war waged against the inhabitants of gaza alone. this is war waged against mankind's conscience, against all the values and all the pribspls which unite us.
