a chance to hear the president's remarks last night. you and your colleagues have started to digest and absorb the information. you had declassified briefing. -- declassified briefing. how would you like to proceed with combating the insurgency in syria and iraq, and how do you hope congress will proceed when you all return to work on monday? >> the good news is i had discussions with the majority leader. i have been involved in briefings. i think there is a bipartisan sense that the american people agree with, that isil needs to be confronted and defeated great -- defeated. it needs to be removed as a threat to regional security in the middle east, and as a security threat to the united states of america. iat is why when i hope -- why

am hopeful when you ask me how i would like to proceed, is that we proceed in a bipartisan way to show a united country to the world that we are resolved, and we are united in meeting this threat in eliminating this threat. i believe that we will be united in an overwhelming majority for meeting the threat. >> can you give us a little bit more information, in terms of what you would like to see? some of the options are to take andidea for authorizing training of the rebels and putting it into the resolution funding the government treat other people say this is a big enough issue, that we should split them off. oran fromo jim alexandria, and he says they

should come back and have a full debatezation of force after the election. is whatwo-step process we will pursue. i think there will be a consideration of the president's equipt to train and regional players, people from syria, iraq, and other middle eastern countries, arab nations, who will be the boots on the ground that people talk about. i think we will be the facilitators, the supporters, and help coordinate a large coalition with the president and secretary of state are now putting together. some significant number of nations who have already indicated that they will not participate. will dissipate.

that will be the first thing we will consider, and that is and traing to equip in an overt way as opposed to covert way people to take on isil. we have air power and other assets, but the boots on the ground will be the boots on the ground who live in the neighborhood and have a vested interest. now that we have an iraqi government that is trying to and hopefully will represent both sunni and shia interests, and the sunni and shia will feel they are in this partnership to a terrorist,, criminal elements within their midst. i think we will proceed on that. ,econdly, at some point in time when we come back after the elections, there will be a consideration of a larger authorization for the use of force.

we passed an amendment to the beforef representatives this media crisis confronted us and said you have to reconsider and reaffirm, change and modify, or with draw the use of force authorization which passed in 2001. jim oran is correct. it will be a two-step process. have you had conversations in the caucus about what they would and would not support a continuing resolution there? are there other members who say they don't want to take any vote relating to this crisis as it is evolving abroad until they have that a vote on authorizing the use of military force,

particularly members who don't really want any military infant -- intervention and want to go on record saying so? >> i frankly think the majority of our members are prepared to support on the president's request to train and equip. -- equip other nation's fighters. i think many of those members also believe that we ought to have a vote before the end of the year on the authorization of the use of military force, so that congress can speak and represent the views of the american people in that regard. i think we have a lot of members who believe both of those things ought to happen, but not necessarily demanding they happen at the same time. >> do you have a sense of how broad that use of force resolution would he in november? -- be in november?

i think you start to lose some of your bipartisan coalition there because the republicans will probably want to go further than some of the democrats. how do you tie that together so it maintains bipartisanship and it definitely passes? >> a discussion by hearings about working together towards site, and to reach a bipartisan and majority as to what that authorization for use of force ought to say. there will be some who have a much more restricted view, and some will have a much more expensive view. when you ask how they are going to get there, i'm hopeful -- and we will be working towards discussions within my own party. that does not mean that everybody will agree, but we will have a broad agreement on the parameters. then hopefully we can also agree

who may want as different set of words any resolution. -- in a resolution. i'm hopeful we can work together in good faith as americans confronted with a security challenge, and come to an agreement. i think we can get it done. >> i would like to follow up on that security challenge, since we're talking on the anniversary of 9/11. the president contended last night that the country is safer ago. than it was 13 years we filled up quite an infrastructure to defend against that kind of threat. to the threat changed degree that americans may not be as safe as he consents? >> we are safer in the sense that we have built up an infrastructure. we are much more on guard. make ourying to airwaves as safe as possible. in addition to that, we are

paying much greater attention, much more focus in preventing a terrorist threats on the homeland. we have done a good job at that. we have not had a major strike on our country. but we need to be vigilant. i think the president was correct. i think also it is correct to say that the middle east is a much more complicated and destabilized area than it was 13 years ago on 9/11. to that extent, the challenge is , and the president is suggesting ways and means to meet that challenge. but it is a much more complex world that he faces today and that we face today than we did in 2001. congressman, do you anticipate that republicans will

need democrats' helped to pass the continuing resolution? >> i believe that's the case. mr. mccarthy has not told me that's the case. i believe it to be the case. the heritage action, other groups have come out against the c.r. on our side, as you know, the democrats believe very strongly that the export-import bank is a very important component of growing jobs and ensuring that america is competitive in the international markets. before, just ait couple of years ago, mr. cantor and i worked on reauthorization together. he was than the majority leader. we worked on it together, and it passed with over 340 votes, overwhelming majority, with the significant majority of republicans voting for that enemy dead -- every democrat voting for that.

for ideological reasons, in my view, it had become very controversial on the republican side of the aisle. i believe there is still a majority in the house of representatives. there are 41 republicans that have urged a long-term reauthorization of the export-import bank. every democrat, in my view, is for extending import-or export -- import-export bank. i'm hopeful the republican leadership would bring that option to the floor. a way to help create jobs and a sure our competitiveness in global markets. >> let's assume for the moment that you do pass the resolution funding the government next week , and that whether it is inside the c.r. or not, that there is this authority for training the rebels. octoberspend

considering the use of force authorization? in 2002, just before that midterm election, you guys held a vote then i got a bipartisan result. is that just a bad time to do that sort of politics? what america is all about is democracy, listening to our people. it's about elections, where the people come to the polls and make decisions as to where they cut -- where they want their country to go. you will see robust discussion of exactly that issue among the american people, and that after the election will come back into session, better informed of the public's view, and our constituent's attitudes about what they think ought to be done. that will be helpful to the final result, frankly. listening to america's advice and counsel is a good thing, not a bad thing. midtermsg ahead to the

, i know you would hope that the house would go back into democratic control, assuming it stays in control -- republicans stay in control, and the senate also goes into republican hands. how do you anticipate the next congress playing out and even for the working the lame deck -- duck, try to finish up --prioritiesrties before you go into a brave new world in january? >> the american people are rightfully disgusted and disappointed with the board of directors, the congress of the united states. friendsour republican have led the most ineffective house of representatives in which i have served since i came here in 1981. we frankly ignored the views of the american people. we refused to consider

which has a majority of the support in the house of representatives. it's very unfortunate. to bem wage clearly needs addressed. it has not been addressed for a lot of years now. last addressed in 2007, 2009. do that.o comprehensive immigration reform -- everyone admits the immigration system in our country is broken. the united states senate by a two to one majority passed a comprehensive immigration bill. republicans themselves past five or six bills out of their committees. republican leadership has not brought either the senate comprehensive bill, the house comprehensive bill we have introduced, including the board , and thety provisions other parts of the senate bill which were passed by bipartisan numbers.
