we must strengthen the actions of the united nations to alleviate the suffering of the iraqi people. for its part, luxembourg is providing support for the world food program's into the hgr's operations to help displaced persons. i'm convinced that an improvement to the security situation will depend on progress in the political sphere. of the conflict will not be eradicated by force. in this context we welcome the inauguration of the new iraqi government of national unity under the authority of prime minister abadi. it is not a matter of urgency to start in national dialogue and national reconciliation which is an essential condition for the return to peace and for assuring order. over the development of the country which benefits all its ethnic and religious communities can eliminate the root causes of injustice, violence, and terrorism.

acting against iraq was something that divided this council. in 2014, and a very different context, acting for iraq and against the terrorists is a duty for all of us. dear colleagues, this fight which has already created under atrocious circumstances recently victims, fir -- many and our hearts go out to them, this will be won by the iraqi themselves. military support is not enough. arak needs political solidarity and political unity. the terrorists have exploited the risks amongst iraqis and the serious frustrations of parts of the population. the election of the new president and the creation of a

and it has exploited the frustration and injustice and despair. iraqi a large swath of society, those who have been discriminated and excluded from the country. controlling these areas is only possible if sunni issues are taken into account. it will be necessary to integrate regional capacities into these strategies of an international coalition. the international community needs to support the government of the new prime minister to enable him to establish an inclusive policy, breaking with the past, bring together all iraqis around the social project rating ethnicity and securing-based conflicts. all religious and civilians in iraq need to show proof of

affairs of iraq for his statement and for his presence here and the statement of the special representative. i would like to express my recognition to the presidency for organizing this debate which clearly is important and timely. we are concerned by the very grave security and humanitarian situation in iraq which in recent months has drastically iterated due to the progress of the terrorist organization of the islamic state of iraq and levant. the transnational nature of this organization is not just a threat for a wreck, but also a threat -- for iraq but also a threat for the international community as a whole. is an opportunity to express our solidarity with the government and people of iraq, those people who have been victims of the attack and their families, and with the many people who have been thrown out of their homes and were forced to flee and seek refuge given the territorial advance and

persecution of the terrorists. he must take advantage of this meeting to reflect on the problems in iraq and to fundamentally debate what should of an scope and the limit effective contribution by the international community so that the iraqis themselves can successfully emerge from the difficult circumstances in which they find themselves. we are convinced that an examination which seeks to understand the roots of the current crisis will help us to come up with a collective andonse which is consistent ineffective in its implementation. from that point of view, and without double standards and based on the principles which govern the foreign policy of my country, i would like to make the following comments. first, isil is a terrorist and criminal organization. it uses military force, extreme violence, and intimidation to impose terror, attacking and persecuting individuals and
3:34 pm
religious and ethnic minorities. it is also true that it is exploiting sectarian tensions and frustrations that already existed in large swaths of the who never ended up being included in the political system after the fall of the baptist regime more than a decade ago. for that reason, we welcome the recent establishment of an inclusive government in the timeline set forth in the constitution. this will make it possible to have a new opportunity to create the conditions that will lead to successfully meeting the current challenges in iraq. we congratulate the prime minister and we offer him all of our support in meeting the very difficult but unavoidable mission of meeting the demands and needs of the iraqis, which has been put off, and rebuilding trust are among all iraqi communities. secondly, isil is a threat for
3:35 pm
international security, the security of the region, and any response must be firm on the security council's part. any coalition which is formed in order to combat isil should be guided by the respect of international law and defend high standards in the area of protection of civilians. isil, which started in the years which followed the invasion the country suffered in 2003, cannot be a prefix for unilateral action, it has shown creates more problems than it solves. the council70 of last month provides criteria and parameters which are clear for the international community's action in its combating terrorism. it reaffirms the duty of all states to adopt measures to interact sources of financing, to impede movement of combatants, and detained the supply of weapons which these

terrorist grizzlies and use. this form expression of the spirit council's determination should be applied swiftly without exception. thirdly, and due to that deep interconnection, the crisis which has endangered the territorial integrity of iraq is a new and powerful call for attention to the need to find a way out of the tragedy that is destroying syria. and in iraq, with the creation of a new, inclusive government, has been a vital part of the strategy to stem the advances of extremism. also in syria, a political solution to the conflict should be at the center of the international community's priorities. in syria, we must seek together to find a peaceful solution and renew our efforts, most particularly to support the new special envoy. we must find and show determination to find a way out of this is way should work with all parties in order to bring them back to the negotiating

table. fourthly, we recognize the role of the united nations in coordinating a vigorous response by the international community to helping the iraqi government to meet humanitarian needs of millions of iraqis who have been displaced and affected by the violence, especially for the most vulnerable sectors. we are convinced that lasting peace and security and stability in iraq are indivisible from sustainable, economic and social development. united nations must continue playing a central role to drive forward and channel international community cooperation in order to grapple with the deep-seated causes of sectarian division, exclusion, poverty. finer late, -- finally, exposing the nature of the crimes theitted by isil and by armed groups associated with it that abused the human rights of innocent citizens cannot remain
