neither islamic, nor is it a state. groupm factly reject the that would attach the name of islam to violence and bloody ats committed by such despicable group. it is nothing more than a terrorist organization that has stressut of sectarian over the past decade. while we all have aligned interest in defeating the emerging danger of the ,ltraviolent extremist groups first of all we need to be mindful of the situation and the mindset that gave rise to it. the so-called isil is not a new phenomena. it and similar groups have developed following the invasion of iraq and during the years of occupation and ensuing instability. the syrian crisis, and the

support they received from certain states and cultures within and outside the region, they found a new breeding ground and turned into the monsters that are now even threatening their creators. in addition to military interventions, attempts to social engineer middle eastern societies reflected in by certain western powers or reflective of the aleutians held by certain outside powers in the last decade. the ensuing rains of slaughter and blood feuds have helped radicalize the youth and environment perfect for vicious extremist to take advantage of. i do not think anyone disagrees with me that extremism is much

stronger and more spread out in the middle east today than it was in 2001. , in view of that and based on the experience built up through the last decade, we believe any real initiative to remedy regional predicaments needs to originate from within the region and be based on regional cooperation. combating extremism is not an exception to this rule. hope allorward, we states in the middle east have by now fully realized extremism is a threat to them, as it is to iraq or syria. who thought otherwise need to reconsider their 11-year-old policies and choose to be conducive to stability and stop extremism. the international coalition against isil said to be in the

the capacity in the region to the war against extremism with the assistance of the international community, and looking forward to coordinating policies. any who leave a loophole or foot dragging will leave a vacuum that will be exploited by extremists. fourth, a commitment to fighting isil where and when it is present, be it iraqi, libya, syria, or elsewhere. a consistent fight against isil requires helping and enabling the relevant central authority to deal with this menace. any strategy that undermines these authorities, including the , who haveernment years,d isil for a few

said, i cannot give you any position or prediction on when that might occur. obviously we are working every andto build the coalition we're making good progress in that regard. there are other elements of the comparative approach that we are pulling together that are important aspects of the overall strategy. >> on the un security council resolution talks, do you have an agreement among members now? do you expect any trouble? expectt of all, i do that we will have a successful resolution that means agreement among at least a majority of the member states. i expect it will be resolution in which we can use to unite unanimous on.
6:52 pm
such a resolution would build on the existing international legal architecture. you may recall un security council 1373 that was passed not long after 9/11. it dealt in part with the challenges and the flow of foreign terrorist into combat zones. this would build on that. it would increase obligations on deterate to prevent and the flow of foreign fighters. it would place new emphasis on the challenge of countering violent extremism in one's own domestic context is an important part of the larger challenge. it would move the ball down the field in terms of international legal architecture and obligations to try to combat this challenge. >> any timeline on the training

6:54 pm
those willous about be training and equipping. i cannot give you precise deadline. this is something that will take many. it has been described as a much greater and more immediate threat right now to the middle east. the most immediate threat it poses to the u.s. are these foreign fighters. the first part is why are we not seeing other countries jump onto this immediately? we have seen up to today only the u.s. conducting airstrikes. how could you give confidence to the american people will kind of handle the u.s. has on american foreign fighters and how many there are and how what we are keeping track of where they are? >> the americans that might be engaged in combat in iraq and syria, this is something that international security agencies and counterterrorism team are

taking seriously. it is something we track closely. all we can to both gather the necessary information and take appropriate precautions to the greatest extent we possibly can. it also entails cooperation with other countries. in many instances, it it transits to and through other countries. we are very much focused on this. you may recall that we had a withng earlier in the week the president that was focused solely on the foreign fighter threat as it relates to the larger counterterrorism challenge. it was an opportunity for members of the national security team to provide the president with an update on their airy deliberated and concerted effort. >> it sounded like what you said before. when the time comes, it is a

6:57 pm
of our own choosing. we're not asking you when obama will start. there has been some mixed message to you has a president made the decision to do this now and it isn't just a matter of when the pentagon pulls the trigger or is there another decision the president has to make? i'm not announcing any decisions by the president today. and here to say that the u.s. is .repared to act in syria when and how we choose to do that will be an operational decision. >> [indiscernible] >> good to see you all. thank you. >> thanks for coming. has the president given authorization that the pentagon needs? it sounded clearly what she said
6:58 pm
was when the time comes, the president will make the call. go-ahead?ike gets the >> it is important to look at the context of which this is taking place. the president in an address he delivered to the nation on wednesday evening said that he was ready to broaden a systematic air campaign against isil targets in the region in .raq and in syria the president in the context of that speech explained the reason he was going to broaden that campaign was that there had been formed and inclusive central government in iraq. back can the president of confidence he felt he needed to securityely with iraqi forces who could take the fight to isil we could back them up with american military airpower. since then, the president has been in regular communication

7:00 pm
. but that is an indication of the is that thethat the president ae military are prepared to carry out airstrikes in syria. what you're asking is related to what is the linchpin of the timing. what we are not prepared to do is to give a clear signal publicly, certainly not from the podium, about what that timing might be. both the president and his military commanders are prepared to follow through on what the president said he decided last week, which is to broaden a systematic campaign of airstrikes against isil in targets and iraq and syria. we add one corollary to that. we had announcement earlier this week that the airstrike campaign already brought in, that there were strikes outside the previous guidelines that the president had offered. that was different
