see "q&a." >> monday night on the "communicators" mary gray on personal data and the search with that information. > it's a great question as people who use the commuter every dayers we have certain expectations about who sees what we're doing works we're sharing information with and at any moment if the expectations i have, excuse me, any moment if the expectations i have are shifted because i realize that there might be another party who swhees i'm doing, say for example, if a message pops up and asks if i would like some help making a purchase, there are certain lines that we don't know about them until it's too
9:01 pm
late. that's true for researchers. that's true for companies. there isn't a clear sense of what's creepy because that's so culturally specific. one person talking lively on the cell phone in the mark has no problem listen to that conversation. and at the same time you have someone who has a private conversation and they won't go to great lengths to see someone who's completely secluded. we're dealing with individual's different preferences and the needs for that privacy. monday night at can eastern on "the communicators" on c-span 2. >> the british prime minister had meetings in turkey last week and paid a meeting to the ash wits concentration camp in poland. filling in for her during question time was deputy prime nick clegg. he discussed changes to the national house service, female

representation in parliament and the u.k. immigration policy. his is about 35 minutes. >> order. questions to the prime minister. genre nolds. question number one, mr. speaker. mr. speaker, i would be ask in reply to the prime minister who is visiting ash wits. in addition to my duties in the house i should just have further such meetings later today. >> jonathan reynolds. >> tell which part in that statement he most objected to? that statement was a -- mr. speaker, i -- i -- mr. speaker, comwell. e day in members have been spending in coo-coo land --
9:03 pm
>> in my honorable friends friend's enthusiasm from the u.k. government to parts to of the united kingdom does he have similar plans to involving u.k. -- >> he will be perhaps surprised that even once wrote a little booklet about that very idea. but just as we have to decide to do certain things at european levels together, the environment, globalization, rade talks and certain other parts should billion divulged as well. it's good to see the prime minister back in his place after his important day trip during the important statement. but mr. -- mr. speaker, since he became deputy prime minister
9:04 pm
he has the opportunity to appoint .7 cabinet members. can you remind the house how many of them have been women? >> mr. speaker, he knows exactly who the members of the cabinet are and the team. i would like to remind her that for the millions of women in the country they have got something our government better pension, more jobs, tax cuts, better health care, more flexible jobs. why doesn't she do the right thing for millions of women around the country? >> he's reluctant to answer the question because normally when he's asked about numbers and women he's quite forthcoming. but this is not -- this is not -- let me tell the house, the object of the question, four
9:05 pm
and a half years as deputy prime minister, seven cabinet appointments. not one woman. this is not a westminster point. it affect what is they do. so let me ask you, if the government was brought in tribunal what has been the number of discrimination cases? >> i don't have that statistic at hand. of course, i'm very happy -- i'm very happy to provide the numbers. >> mr. speaker, once again she displays the way in which her and her party are in total denial about their own record when it came to women in our own country. female unbloiment rose 24% under labor. under one year labor would be given 75 p.y. a total shame. to our new pension, 650,000 women will get an extra 400
9:06 pm
pounds a year. and i care more about that 650,000 women across the country than i do about anyone around the cabinet table. >> i'll answer the question. since the introduction of their tribunal fee there is has been a 90% fall in women including women who have been discriminated against at work because they're pregnanlt. let me turn to another of his key decisions. of those who get the millionaire tax cut, what ercentage are men? >> it's quite breath taking -- it's quite breath taking -- does -- is she not aware that in the -- over 26 million people have benefited from our tax cuts for low and middle income earners, that tax cut has disproportionately gone to women. is she aware under her
9:07 pm
government that have taxes 4 d.p.? is she not aware that there are more women in employment than more women before? that is a record of which we are very proud, indeed. >> and he should be aware that any gains for tax changes have been more than wiped out by the hit they've take on the cut to tax credits. indeed, i would agree with you, it is breath taking. let me tell the house 85% of those who benefit from the millionaires tax cut are men. so let's try him on another one. what proportion of those hit by tax are women? >> let me tell you, we have cut tax for 11.9 million women. -- ender pay gab -- the gender pay gap has pretty much
9:08 pm
disappeared under this coalition. under her government only 1-8 of the board members are women. under this government there are more women onboard than ever before. mr. speaker, the labor party is becoming the lance armstrong of british politics. they've forgotten the better half of a decade how they messed things up. >> the prime minister in the house the reality for people who are paying the bedroom tax. 2/3 of those hit by the bedroom tax are women. spin s no shortage of doctors. of the $26 billion pounds this government has changed in raises to benefit and direct xes a staggering $22 billion
9:09 pm
pounds of that can come from women. can he explain why? >> i think it's time to call time-out rightful lady on her government's record. under labor, unemployment -- unemployment was higher. female unemployment was higher. youth unemployment was higher. inquality was higher. child poverty was higher. pension of poverty was higher. fuel poverty was higher and income tax for low and middle earners including millions of women were higher. when will she come to admit that her party created so much of the mess that this house has had to clear up? >> he has just demonstrated that he is completely out of touch with women's lives. and it's always the same when this deputy prime minister. he talks the talk but he walks rough the lobby with the
9:10 pm
toury. he always boasts with them. he complains about the statement but he signed it off. and that's why people will never trust him or his party ever again. >> mr. speaker, does she seriously think the people are going to trust her government and her economy? of course not. jobs were destroyed three times under them than it was under margaret thatcher. she's sitting there demurely is the only one who has privatized hospitals. and they dare to lecture us pitching the hospital the only hospital proo vatized by the labor party. inquality high under labor and an economy destroyed under labor.
9:11 pm
>> my constituents of women would have been delighted to hear the deputy prime minister support because people in wimbledon know it's the only one corrected. >> i've been worried because there have been talks about that the deputy prime minister wants to be a hidden tax. after he answered the question one that can't be true. confirm his loyalties of the long economic plan for people in wimbledon? >> i of course, whole heartedly agree with him that we must stay the course in order to finish the job and finish it fairly. he perhaps will know that the long-term youth claim account in his constituency has fallen just in the last year by a full 14% that's extraordinary achievement. and he knows behind you that it is simply not fair or
9:12 pm
justifiable to apply property tax bands to lower value property and not to don't the same approach to high value property. why should a family in lieu same tax as someone in a $10 million pound palace in wimbledon? doesn't make sense for me. it should change. mr. speaker, my 69-year-old allison constituent margaret was run over by a car and whiz left bleeding on the road before the ambulance turned up. the chancellor said the government had made cuts without defecting from the services. does the deputy prime minister agree or does he agree supporting every cut that the government has made? >> mr. speaker, what i regret enormously is that every household in her constituency, every household in all of our constituencies took a hit of $3,000 pounds each caused in large part by the absolute neglect of the labor party in
9:13 pm
government that's what i regret. that's what i regret. that's what i regret. this economy -- this economy suffered a cardiac arrest the likes of which we've not seen in the post war period. and i'm very proud of the fact this coalition government is taking the pain staking and controversial decisions to make sure that we live within our means and don't simply burden our children or grandchildren with -- which this generation could face. >> thank you, mr. speaker, my constituencies are concerned with border security. does he agree that while we've acted the european union needs take more responsible for people trafficking, open rders and italy claiming that? with >> this is a problem shared and
9:14 pm
therefore the solution needs be shared as well across the european. it's one of the reasons why i've always been an advocate of cross border corporation on issues that have to do with people crossing our boreds. we can't do that on our own. and i agree with him that we should act effectively and together. >> thank you, mr. speaker, on this day we've called for an rder to fast track order for scotland especially in 16 and 17-year-olds in the election. they usually allow them to make the big decisions. but will he make a commitment? >> we will stoic the timetable that was committed to by only main parties at the time of the referendum and we religiously stuck to that time tabble. and despite predictions by s &
9:15 pm
p we have overdelivered to scotland despite their prediction to the contrary. as he knows there's a lively debate about the franchise of 16 and 17-year-olds. my party has always believed that we should give 16 and 17-year-olds the right to vote. it's clearly something which will continue to be debated across parties in this house. >> michael thornton? >> thank you, mr. speaker a surprise. some of most heart rending cases i've seen -- -- ou were standing >> very surprised. i might forget where i am. of y, mr. speaker -- some the most heart rending cases in my surgery on a weekly basis are those people who have had
9:16 pm
mental health physicals and feel let down by the national health and other organizations set to help them. does the deputy prime minister agree with me that it's time we did more? >> mr. speaker, i suspect many members across all parties in the house will agree that mental health services for too long have been treated as a precursor for the service in the n.h.s. has been systematically underfunded for a long period of time. and that's why i've delighted to say that we've announced a as a coalition government that we've been announcing new standards for mental health conditions in a way that have been until existence for physical health conditions and overtime as reflected in the mandate we must insure that it is treated with the same quality of resources in the steam of the n.h.s. just as much as any other. >> he said it wasn't about privatization.
9:17 pm
a recent study says that 1/3 of our cracks goes the private secondtory but only 1% are voluntary. does the deputy prime minister regret supporting the legislature? >> he's been highly selected in describing what the report said. what it actually said was -- what it said was of all n.h.s. budget contract 6% has gone to the private sector. guess how high it was when this government took office? 5%. so they've resided over a 5% contracts to the private sector. we've added 1% on it. they delivered $250 million pounds of sweet hard deals to e n.h.s. deliberately to undercut the n.h.s. that didn't help a single n.h.s. patient nd they have the gall to elect tchur house -- >> will the deputy prime

minister unreservedly condemn what appears be the killing of this morning by the israeli defense force of the palestinian government minister who was doing nothing more than protesting in his own country against illegal demolitions and the destruction of ancient olive groves by the state of israel? will her majesty es government join international pressure in demanding a full investigation and then calling should bit so justified for the prosecution of the sold kwlore struck him? >> mr. speaker, of course, the government will look with urgency into the circumstances around this killing. of course, we condemn all unwarranted acts of violence on all sides in the -- in the middle east. the -- the circumstances of this particular death -- sorry, i'm not familiar with now. clearly we want to see
9:19 pm
restrained exercise on both sides. we want to see an end to illegal activity, an end on violence being inflicked on israeli citizens and a demons allow ive move that will a peace agreement. >> can he tell the house what he thinks of the fact that workers have received the news recently that as many as 160 jobs could be moved over seas, jobs lost to britain? >> speaker, clearly, i can't speak for auto fill and any company to explain -- to explain its own business and
9:20 pm
investment decision. 'm very, very surpriseded by its line of questioning. all i know that question might be written for them and surely he would agree with me that he cleaned up party funding on a cross party basis once and for all. >> hugh jackson? risen h unemployment has since 2010. 51% in the last four years. in addition the number of children living in households -- working in households are at a record low. do you agree with me that political courage showed and changed the lives of people for the better and not as some supreme foolishly said as an
9:21 pm
ideological commit development austerity? >> i think it is very striking that given the at the out stretch we were told that three million people were unemployment. he said they'll get post meltdown people fending for themselves on the street. we now have fewer young people who are not in education, employment in sheffield ever and that's something you see repeated across the country ecause of a balanced pragmatic nonideological approach to balancing the books steadily over time. use ld we ask that you your wide support and on the pledge he gave him during this year to the victims of the con

tam mated flood scandal that took place on the n.h.s. it's a scandal that reflects on the administration. some of the younger ones look at to rectify it. it would be one promise. the coalition government has it in their power to deliver. >> so ungrateful to his question. he's quite right, of course. this is a heart wrenching issue which has gone on for a long period of time. if i may i would write to him because i know steps have been some seeking to address of the many legitimate claims which exist and i look into for him. >> mr. speaker, the deputy plimse be aware that the hospital currently stands in special measures. what assistance can he give to the health secretary as he continues improvement despite wrestling with the $40 million
9:23 pm
pounds a year repavement to a deal signed by the previous government? >> mr. speaker, this is another example of the approach to the party opposite. hey entered into it. they are costing the n.h.s. one billion pounds a year. and it's a squall the sherwood forest hospital trust is being crippled by the previous government. the show -- hospital trust is receiving support to address the financial deficit and has developed a plan showing year to year improvements including 145 nurses and doctors since oing into special areas.
9:24 pm
>> there are large company who are charging small companies to be their suppliers. will he take the opportunity within the small business to back that fund and really start standing up to small firms? >> thankfully we've seen more new and small businesses being crated ush this coalition government than has been the case since records began. i actually agree with him. and everyone agreed with him that some of the revelations that have come to light of some large companies particularly in the food sector in effect charging small supplies for the privilege of providing them with supplies in the first -- is something which my has looked at and he's looking at -- looking at very carefully and i know he's said publically he will take action, if necessary. >> mr. speaker, diane howell my

9:26 pm
the cancer treatment fund has helped thousands upon thousands of patients but of course where possible we should always do more. >> the deputy prime minister has made a slew of extraordinary claims today but among the most extraordinary is his claim and response to the honorable lady's questions that pension of poverty rose under the last government. in fact, poverty fell dramatically. so can the prime minister explain to the house what he thought with that statement and physical hare the studies which it fell dramatically under the last government? >> the source of it is better of what we're doing 75 -- we have delivered the largest cash -- we've delivered the largest cash increase in the state's pension ever. have delivered the triple

9:29 pm
prepare themselves for operations. my understanding is the decision or the announcement is about patients preparing themselves for operations. but of course -- of course, i in ree with the idea of effect rationing this way. we have announced $3 billion pounds more. >> on the 13th of november the voted for witzerland freedom of movement. will the deputy prime minister continue what the city, the c.b.i. and companies in my constituency wants talk about benefit and reject the politics where we know the cost of everything and the value of nothing? i totally agree with this. it's a privilege and entitlement that there's one and a half billion citizens
