through the state fair. also, rick santorum, who won the iowa caucus four years ago, will spoke o speak on the soapbox. donald trump is expected at 1:30. senator bernie sanders, who leads the democratic race in early new hampshire polls, comes to the soapbox at 3:00. all of this, liber tapes coverage -- live or taped coverage, as well as your comments on facebook and twitter. , jeb!e them hell >> in fall, the epa recommended -- jeb bush: they were like 1.5

jeb bush: i don't know why they lowered it. i don't know why is always more complicated than it needs to be. terry branstad: notice that? jeb bush: let me be president for us. it is increasingly more competitive. it will have huge benefits. i think that was the original idea. it seems to be working. terry branstad: in our state, it is working great. we have gone from being energy dependent -- we produce more ethanol than we consume gasoline.

jeb bush: thank you. >> while you are here with the governor, what are your thoughts on water quality issues and the lawsuit going on in iowa? runoff?with agrono jeb bush: that should be a state issue wherever possible. we have huge rainfall. i mean, it is flat. we have a really diverse and fragile ecosystem. people in florida know how to take care of the water a lot better than the epa. >> we have a strategy to reduce nutrients. something being developed with iowa state university. we are working with farmers.

we don't need more government regulations. that will drive up the cost and really reduce liability to make iowa more competitive. jeb bush: your point is well taken. our regional issues. we have the mississippi river, the great lakes, the gulf of mexico, the atlantic. this administration has gotten hyperactive in pushing down -- expanding what the definition of federal orders are. no one has ever come close to this definition. in a state like iowa, it has huge impacts to get a permit for a drainage ditch, or pond, a retention pond.

they get permits -- it takes forever. they impose their will top-down. florida is different from mississippi, different from iowa. >> what would you do about it? jeb bush: reverse it. hopefully some of these rules will be pending because of court challenges. the 10th amendment is just as important as all the other ones. >> the clean water act says it should be enacted at the state level. they did not consult with the state, or the people who would be affected by it -- the municipalities, the farmers, all these other people. jeb bush: [indiscernible] >> i'm not sure about that. in this case, there is broad-based opposition from everything from the rivers community, the agricultural group. >> you want to take those off the grill before they burn there. jeb bush: we have a under control, brother. >> bring him in. >> come on in.

limits form congress. >> we need to stop the politicians from going there. the number one objective is reelection. forget the budget, it won't work. under republicans and condors, at least the line item, pork has been in the budget. they have shown some discipline to not do what you are trying to do. if you have term limits and that you require elected officials to have a timeout -- the six-year ban, along with term limits would be the helpful thing. the contract for america. that is the one thing they didn't do.

my grandkids, they really appreciate it jeb bush: little baby thomas. -- pajamas. >> [indiscernible] jeb bush: border security? >> how do you plan on dealing with the 11 million already here? jeb bush: border security does matter. there is a way of doing it that won't disrupt the entire border and cost hundreds of millions of dollars. we need an exit and entry visa system that knows where people are. 40% of illegal immigrants come with a legal visa, and they come through the airport like everyone else, but they stay. that is a totally different strategy. there, we should coordinate with local law enforcement so someone in denver, or in orlando who has overstayed their visa, law enforcement should help.

third, we need an e-verify system. if a business here in iowa is hiring someone and they have no ability to know if someone is legal or illegal, there ought to that when they are hiring someone, they know is that person here legally. for the people here illegally, they should get a provisional work permit pay a small fine, , pay taxes, learn english along the way, which many do, and not receive government assistance. and they get legal status, not a green card, but legal status. the other plan -- the round them all up kind of plan -- it would be really disruptive in a lot of

has stood at the center of that one, between law enforcement and violent crime, and racial disparities as i have the past 15 years. criminal justice reform, i have reduce the recidivism rate by 15%, the incarceration rate to 20-year lows, the violent crime rate to a 30-year low. the other ones we have done is wall street reform. independence from wall street, the ceo's of banks. i have the independence of president to act for all the people. not for goldman sachs, not her morgan. -- for j.p. failed policies like repealing glass-steagall in the past, i have the independents to do what is necessary to protect main street from wall street.

as governor we make a great strides on this score. i laid out the most comprehensive plan for immigration reform. out one of the most detailed plans for getting free college. unlike the other candidates in rowrace,i went 4 years in a as governor without an increase in tuition. been spent ase is an executive, accomplishing progressive things. not talking about them, not debating them, but i have gotten things done and have been able to reach over the i'll sometimes to put together the votes from , tocrats and republicans get marriage equality passed in our state. >> what would you be doing right respond [indiscernible]

one of thelley: tough things about the currency -- there are some who say the chinese are moving to make their currency a more free-floating currency and devaluation is part of that. others say central control of the economy and manipulation of their monetary policies. [indiscernible] put moree need to pressure on the appropriate agencies and take action on our own to do the countervailing measures that oppose tariffs and those sorts of things. it's a tough call. we should not be entering into the transpacific partnership.

tremendous amount of respect for him. i would welcome him here. he's a very good and decent man. i have a tremendous amount of respect for him. it's a problem for the democratic party that senator sanders is a self-declared socialist? does that make his candidacy viable? don't thinkley: i it's a problem for the democratic party but it might be a problem long-term for senator sanders. >> what do you mean by that? martin o'malley: the democratic ofty has a tradition offering pragmatic solutions to the challenges we face as a country. i am a lifelong democrat. i believe deeply in the principles of our party, believe deeply in what franklin roosevelt was about and what john kennedy was about.
