a number of other candidates have been on the soapbox and doing meet and greet at the iowa state fair. between now and chris christie at noon, we will show you the imager marco rubio, the republican afford it. senator rubio: thank you for braving the rain. i will try to cut it shorter than normal because they say another band is coming through, i do want everyone to get wet, but it is probably late for that. i want to tell you why i'm running for president. i want is to remain a country where parents can do for their children but my parents did for me. my parents were born on the island of cuba. they came to the united states on a 1950 six and barely spoke the language, had no money and very little education. they were able to buy a home and raise a family. they were able to retire with dignity and leave all 4 of their children better off than themselves. what i'm worried about is that millions of americans feel like they cannot achieve that. the reason is because the world

and economy are changing. our policies must change with them. we are not facing an economic downturn, we are facing an economic transformation. it is just like the industrial revolution except it is happening faster, deeper, and it is disruptive. the jobs that sustained the middle class have been replaced by machines, go overseas, or do not pay with they once did. millions of people feel locked out from the promise of the greatest nation honored. here is the good news. there is no reason why we cannot fix this. america remains a great country. the issue is that it can be even greater. the 21st century can be greater than the 20th century. it is fully within our reach. to achieve that there are three things to do. we have to modernize our economic policies so that we can compete with the rest of the world. in the new economy there are dozens of other countries that compete with us for the best jobs, the best new businesses, the best ideas. we have tax policies and regulatory policies and a national debt that are holding

us back. when not fully utilizing our energy resources. we have to repeal and replace a health care law. we have to repeal it and replace it with something that gives every american the opportunity to acquire the health insurance they want with their own pretax america any company in across state lines that will sell it to them. if we do these things, the american economy will create millions of the best jobs this new century has. that leads me to the second thing. we have to modernize higher education. a 20nnot continue with century higher education system that tells everyone you either get a four year degree or to get nothing at all. today, for millions of americans, that degree is an accessible. for millions more they are borrowing money to pay for the degrees and they still cannot find a job. the first thing we have to do is more vocational training. we need more people trained to be welders and airplane mechanics and machinists. these are good paying jobs. somehow we are stigmatized them as a country. people toortages of

do that work in america. they will do makes more than a political science major. we need to train more young americans to do it. we need flexible higher education programs. this is especially important for people who have to work full-time and raise a family. for example, a single mother raising 2 kids who works full-time for nine dollars an hour as a home health aide, the only way that she is ever going to get a raise is to become a dental hygienist or a paralegal. in order to do that she has to go back to school. she cannot, because she has to work full-time and raise a family. i believe that we have to have alternative accredited programs that allow people to get the equivalent of a degree from alternative institutions and allow them to package learning the matter how they acquired it. let people learn online for free. give them credit for what they learned on their own. suddenly, that receptionist is that of making $10 or $12 an hour can be a paralegal making 65 thousand dollars year. i'm not saying we'll get rid of

four colleges, they will remain part of the program. how are we going to get college football without them? we cannot keeps, graduating before what the degrees that do not lead to jobs. i believe that before you take out a student loan, schools should tell you how much people make when they graduate from that school with that degree. you can decide if it is worth borrowing $50,000 to major in greek philosophy, because after all, the market for greek philosophers has been very tight for 2000 years. the third thing that we have to do is to keep our people safe. we face five major threats to our future. with korea is run by a lunatic with the. china is taking over the most important shipping lane in the world. vladimir putin is challenging nato and threatens to split europe apart. in the middle east, radical jihadists have spread over dozens of country on multiple continents and they recruit americans online to attack us at home. iran is on the urge of acquiring a nuclear weapon and a

long-range rocket capable of striking us. the most important obligation of the federal government is to keep you safe, be safe, and our families safe. is not doing that now some of because we are of this rating defense spending. we have an army that just cut 40,000 spots. a navy and an air force smaller and older than it has been in decades. we must fix this. who must approve our defenses so that we remain the most powerful military force in the world and we must have a foreign-policy of clarity. the one that makes clear to our allies that we i with them, not for their adversaries. one emmys clear to the world that this nation will do whatever it takes to ensure that the only pro-american free enterprise democracy in the middle east, the state of israel, survives and prospers as a jewish state. these aren't always in our reach. we can do all three of these things. if we do, the 21st century will be the greatest era that america has ever known. i will close by saying this. america does not only anything.

i have a debt to america that i will never repay. this is not just the country i grew up in. this is the nation that literally changed the history of my family. when my father was 9 years old, he was the young way in the streets of a vana, his mother died. at nine years of age he had to go to work and leave school. he would never go back to school. he would work for the next 70 years of his life. when he was a young man he had big dreams that became impossible. for the very purpose -- the very purpose of his life he came to give us the things he never could. as an american he worked as a banquet bartender on nights, weekends, and holidays so that we could do the things he never could. the journey my family was able to make in this country, the journey from behind that bar in the back of a room to this soapbox here today to him at that journey is the american dream. it is what makes our nation special, it is what makes our nation different. as americans, we are all but a generation or two removed from

someone who did that for us. what we are called upon to do now is to make sure that the american dream does not only survived, but it reaches more people and changes more lives than ever before. we are called not only to keep america special and great, but to keep it greater than it is ever been. if we can achieve these things, and i believe that we can, we will go down in history as the next great american generation, the authors of the new american century. we will leave for our children what our parents left for us, the single greatest nation that band has ever known. i think you for coming out today and braving the rain. maybe even some lightning later. appreciate you staying with us to hear our message. we intend to be her often to share it with you. what is at stake is not simply what political party will win, or what candidate will govern, what is it stake is what kind of country will we be in the 21st century? you and i were left by our parents and grandparents the greatest nation in the history of the world. it is our obligation to keep it that way here there's no reason why we cannot.

>> senator, quite a reception. i think america is a great country that can be even greater. i'm running for president because i want to be in a country where parents are able to leave to their children what my parents were able to leave for me and what their grandparents left for them. it is the american dream. >> a lot of people are talking about immigration. -- what are your thoughts on his plan? sen rubio: i have not read his plan. i think there are a couple of ideas that he shares with and bringingle -- illegal immigration under control.

we have to modernize so that people are able to come in on skills and marriage, not whether they have a relatively and then we have to realistically do with the fact that we have minds of people in the country. most of them have been here for a long time. i think americans understand will have to deal with that. if your criminal you cannot stay. and you will have to go through conditions to get a work permit. we cannot do that until we bring illegal immigration under control. that is the lesson from the last couple of years. >> have you been writing the rides with your family? rides with your family? will you do for families, like those out here, that have families like yours? >> that is why will have traditional colleges and vocational training peer that is what we want to cut the burden owners. business a lot of young families are
