that's wrong. so we are activating the reconciliation process which will allow us to break senate democrats jam and get this bill to the president's desk. i know this is difficult to talk about and it really ought to be. on these videos they haggle over prices and casually sit through body parts. these are some of the most important and humane things imaginable and they do it all as if it is just routine. an expected part of doing business. ,lanned parenthood aborts more they abort more than 300,000 babies each and every year.
6:01 pm
that's 300,000 babies that could be adopted into loving homes. babies i can go on to become some of the greatest contributions to our society. these babies have given their shot at life could have gone on to lead our nation to a diseases enjoyed a long life, for too long the left has mass these practices and dismissed them as reproductive rights. however, there are more fundamental rights. life, liberty, pursued happiness. it is not by accident the founding fathers prioritized life as the first right. week, the nation experienced a historic moment when the pope addressed the joint session of congress. the pope said the golden rule also reminds us of our responsibility to protect and defend human life at every stage
6:02 pm
of development. words and strengthen our resolve to continue the fight for the protection of human life. >> we will have more coverage of pope francis in philadelphia this evening. at 7:30 p.m. eastern, he will attend the festival of families. can see that event live here on c-span. >> president and ceo corporations for assigned names and numbers which plays a large role in the governance of the internet. he is our guest. oft is the current status your organization and its governance? >> it is a california nonprofit organization that is very much
6:03 pm
in a state of solid governance. we have aboard elected by the community. been performing its functions for years with great transparency and become ability. result, that the u.s. plans to end its stewardship we have been meeting with community members. and having them on their own build consensus as to what we can do to strengthen the accountability. that effort is ongoing and has involved hundreds of people over almost two years now. great results are starting to come out that frankly give a good sense that we will soon have a set of new mechanisms and
6:04 pm
proposals. that when there u.s. government ends its role is our steward. and we remain stable resilience and independent of any special interest. >> do you support the delay and turning over the governance? we have been very clear that it is more important to get this right them to do it quickly. therefore, the delay that was agreed recently between the community and ourselves in the u.s. government was designed to ensure that the communicating -- committee had ample time to finish its work. give the u.s. government ample time to review it and look
6:05 pm
at it and make sure we have the same consensus that our governments have unequivocally over the last two years. we must ensure all that happens. and that any elements of that proposal have the necessary timeframe to be implemented. and itshe u.s. stewardship -- that we have agreements on a broad scale in the community and within our u.s. government. and we also have the necessary that this to ensure proposal is a living proposal that is implemented before the u.s. government ends its stewardship. >> as you know there been some voices in congress who have not been some order the turnover to a multistate oversight board. is it inevitable that you will
6:06 pm
be governance by a multistate cover holder board? >> i think the multi-stakeholder approach is the one thing everyone agrees on. our conversations are you years almost unanimously passed support for the multistate approach. therefore, the support is unquestionable. what i think was important for this transition was to ensure any model, will withstand pressures. from within the u.s. or outside the u.s.. the communityurp
6:07 pm
and the consensus of the multi-stakeholder community. there was never a question whether this was the right model. as a.s. government served very important backstop during of years of the formation the multi-stakeholder model. now the model is strong and involves many of our key businesses. every major u.s. company and every major political company that works are closely with our internet affairs is at the table. many of the groups, we have all the players at the table. the u.s. government came to the
6:08 pm
conclusion that the model is now oury to show the world belief in their commitment to this model. the best to do that is to let it go. like most of us many times let go children of certain point. this is the point where this government has come to the conclusion that we need to let go. i'm a sad that the house passed the.com act with the great majority. supporting that we move forward from this transition. however with the proper rather the safeguards in the assurances have all been visited.
6:09 pm
>> joining a conversation today is the national journal. you had mentioned the.com act which is still in congress which would allow this transition to go forward one giving congress a chance to review it. house as you mentioned. in the senate go saturday ted cruz blocking it from going to over whater can terms this transition could mean and would be able to control the internet. what do you think of senator cruz's position on this? how affecting the transition? orthe concerns any senator citizen of the internet have about the independence of its function in the assurance that control orn have
6:10 pm
capture capability over the multi-stakeholder approach that involves all the key players including the continued role of our government. they're all going to stay but his concerns are frankly appreciated. many of us have the same concerns. i think where we may still have ise small difference legislators being convinced that the assurances of the same kind that we have are sufficient. we believe they are and in facts most of the people who have been close to this incredibly important process have as i said involved every major u.s. company from cisco to at&t to
6:11 pm
verizon's microsoft, all of them are participating as well as other companies to ensure that this is a fair model that allows for true independence. desk. we have more work to do is a very small number of legislatures and will continue to do it, and i'm comfortable -- confident that when they see the fullness of the proposal is community is built from the bottom up, they will agree with you look at every possible scenario and are very positive that is the u.s. exists from its unique historic goals, the model that they built and theorted throughout administration's democrat and republican, that model stands. add this isust
6:12 pm
important for i can. the also important for broader discussion of the internet. there are many many issues of internet governance that remain to be addressed. we hope that i can success in showing that a private sector led multi-stakeholder model can actually achieve success as we the for many years without stewardship of one particular party, that is a signal about as atrength of this model potential reference model to solve the issues that still need to be addressed beyond our remit. >> do not concern that some of the more authoritarian regimes might try to gain more power through it?
6:13 pm
>> i think that ship has sailed. agreementse that the of many governments around the institutione as an with the multi-stakeholder model is the place to address these key internet resources is now established. a great basiss upon which to feel more comfortable with where we are today. i will give you several examples. lakes 2014 we had some very that wanted to see
6:14 pm
more dialogue on internet governance. then that has been completely readdressed by the president of brazil multiple times in the brazilian government has indicated its support for the multi-stakeholder model. that, china made a remarkable announcements in the most senior chinese government official reported to the president on those matters came to the meeting and made announcements role in theed our consensus model by which we reached the senate -- decisions and icon. changequite an important to our affairs. in june of this
6:15 pm
year, the new indian government announce thats that india also supports i can. you have three examples of major governments that have numbers are role of the multi-stakeholder organization that is representing the public interest in an independent way. in fact i would go further and say to you that's our independence is actually more guaranteed if there is no one party that has or has the ability to exert unique control over our affairs.
6:16 pm
in other words the best guarantee of our stability is our independence. to show theision andd that this model works is not comfortable and ready to end it stewardship which the u.s. government promised to do i think is ing, fact the best contributor of our independence and the best guarantor in the next few years that other governments or thatiduals will understand are strengthen our stability and a resilience is a multistate organization is best guarantee by our independence. >> in this multi-stakeholder approach that you've been discussing, with this the government led oversight or
6:17 pm
would this be private? >> very much private sector. have annts today advisory role, they do not directly make policy and they cannot have a seat on a board of directors. this is very much trying. showing how private sector can have government advisers but be private sector. but that is advice that informs the board activities are anchored in the fact that governments continuing to play
6:18 pm
an advisory role to what we do. >> how would you envision the u.s. role? anyt will be just like important role the u.s. played in any international or global over reno. we have multiple communities that affect policy. most of the policies, not all of a group thatm includes many u.s. businesses. those are policy gets made and actually rises to the board for sanctions. the u.s. governments will continue to play an advisory role.
6:19 pm
i can have the governmental advisory committee. there's over a hundred 50 governments today in that group and the u.s. government participates. i think it's very important that we appreciate this. and i can, government advice can only whene board and that advice is based on the consensus of the hundred 50 governments. this is not a voting body. go --s a body that has to has to build consensus. i think that strengthens the advice and make sure that it is not influenced by one or two the broadt rather consensus.
6:20 pm
and then once it comes to us, it's just advise that the board can accept or reject and we have done so evidenced in the past. >> there's been some disagreement recently became of the community working groups about how to make the organization accountable, can you to six lane with the dispute is about western mark >> first let me clarify. i think we see any pronouncements by one party or another as a dispute. welcome to the multi-stakeholder model. it's noisy. many community members made inputs. we have a very healthy set of comments the work of that particular group you mentioned. that is the group that the community formed to make a proposal on how to strengthen accountability. i would sa
