major obsession of the majority is to take health care away from people. that's a little hard to comprehend since we all represent 750,000 constituents, i don't think who would be happy about that so every time we attack planned parenthood, remember you are attacking one in five american women who have used planned parenthood. women are -- whether to -- whether it's a select committee majorityding data this will use any tact exs. the tactic mrs. chaffetz used were discredited. his hearing materials, one chart in particular, were so misleading that press called it words i'm not alaud to say on the floor of the house. is that what we expect from the select committee? let me say what i expect, a flippant disregard for truth goes against what we came to

funds, taxpayer funds, to damage hillary clinton's bid for president. the next day, the chairman of the oversight committee, chairman chaffetz, admitted on national television that there is no evidence that planned parenthood violated any laws, despite months of investigations. let me repeat that. the chairman of the chief investigative committee that has been investigating planned parenthood for months admitted on national television that there is no evidence that planned parenthood violated any laws. his admission is consistent with the findings of multiple state investigations in georgia, indiana, massachusetts, pennsylvania, missouri, and south dakota. all of which have cleared planned parenthood of wrongdoing. i ask my colleagues, if the top

investigator in the house of representatives says there is no evidence against planned parenthood, why in the world are we considering a proposal to set up a new select panel? i think the answer is the same here as it was with benghazi. it is simply politics. this republican admission obviously argue against continuing with these taxpayer funded political attacks. yet house republicans are proposings -- proposing exactly the on opposite. they have already squandered more than $4.5 million on the benghazi select committee in one of the longest, least productive and most partisan congressional investigate -- investigations in history. now they want to use the same terrible model to attack the rights of millions of women across the country who rely on planned parenthood for cancer screenings, breast exams and

are investigating? even the chairman of the house goth and oversight committee admitted there's no evidence that planned parenthood has violated the law. third, there is a house government oversight committee. in fact, just about every committee in congress has an oversight function. so why don't we use that instead of wasting taxpayer dollars on something like the benghazi committee which is admittedly breaking all kinds of records in terms of wasting taxpayer dollar, but we don't need to pile on with another wasteful committee. if you want to investigate this, do it through the government oversight committee. do it through existing committees. lastly, it's incredibly important to point out that planned parenthood performs enormously important services to women in this country. they provide much needed health care to poor women and they provide much-needed family planning to poor women. you should have a family when you want a family. if you are not prepared to take care of the children then family planning makes an enormous

amount of sense. what it does is prevents abortions. it stops women from getting pregnant when they're not ready to have children. it goes after precisely the issue that the majority is most concerned about, to prevent abortions. planned parenthood deserve ours support, not another wasteful taxpayer funded partisan investigation. the speaker pro tempore: the gentlelady from new york reserves. the gentlelady from north carolina. ms. foxx: thank you, mr. speaker. mr. speaker, the house the house committees that have investigated this thus far have done good work but it's clear that much is to be done. at energy and commerce, in -- icular, the oversight of committee of oversight and investigations has several other matters within the jurisdiction of the committee. given the large number of expected documents to be reviewed and interviews to be conducted, the select investigationive panel will permit this necessary -- investigative panel will permit

and business practices used by entities involved in fetal tissue procurement. we know there are questions that surround this, whether it's a not-for-profit or a for-profit entity. number two, any other matters with respect to fetal tissue procurement. number three, federal funding and support for abortion providers. number four, the practices of providers of second and third trimuster abortions, including partial birth abortion procedures that may lead to a child born alive as a result of an attempted -- trimester abortions, including partial birth abortion procedures that may lead to a child born alive as a result of an attempted abortion. any changes in law, regulation necessary as a result of any of the findings which are there

reform, congressman jason chaffetz, has in his possession right now a computer hard drive that contains videos produced by david, the head of the group that tried to entrap planned parenthood. those videos are official committee records, but chairman chaffetz is refusing to give the democratic members a copy of those videos. on september 22, chairman chaffetz issued a subpoena to the executive director of the center for medical progress. the subpoena demanded that he provide all of his unedited video footage. we believe that the videos will show how he deceptively edited his videotapes to distort the truth, but those tapes are being hidden away. it appears that the republicans do not want the democrats to be able to see these videos. chairman chaffetz's subpoena explicitly required that the

videos be given to both republicans and democrats. it states, quote, two sets of documents shall be delivered. one set to the majority staff. one set to the minority staff. end quote. on friday, september 25, 2015, he delivered those videos to the committee but provided them only to the republicans. he did not provide a copy to democrats, a direct violation of the subpoena. chairman chaffetz and his staff then refused to open the package until today, two weeks later, and now the chairman's staff is refusing to allow democrat members to have a copy of the videos that are only in his possession. so i have a couple questions i eed to ask here. on what authority are the republicans refusing to provide democrat members of the committee a copy of the videos? and we know that republicans actually have no authority to do that. with the chairman's own subpoena, the democrats are

entitled to a copy which is explicit in his subpoena. another question we must ask of our colleagues is, last night at the rules committee representative marsha blackburn said, and i quote is to bring all the work under one panel. now, we know that energy and commerce has a hearing set -- scheduled for tomorrow, according to one of the members. and what we need to know is will chairman chaffetz be permitted to continue his investigation of planned arenthood. if the select committee is in existence and how will that bring the work under one panel if he's allowed to continue his own investigation if energy and commerce are allowed to bring theirs? i'd like to ensure that the chairman plans to immediately provide a copy of these videos to democrats as required by his own subpoena so that all members of the committee have

equal access. and i also need to know whether the chairman will be required under this resolution to immediately provide the videos to the new select panel today, and now i am pleased to yield two minutes to the gentleman from maryland, mr. van hollen, a distinguished ranking member of the committee on budget. the speaker pro tempore: the gentleman from maryland is recognized for two minutes. mr. van hollen: i thank you, mr. speaker. i want to thank the ranking member for bringing those troubling revelations to the attention of the house. it shows what a sham process this has been from the beginning. mr. speaker, we've got a lot of work to do in this congress. we've got to come together with a budget agreement to keep the government open, to invest in our economy, to deal with modernizing our transportation and infrastructure in this country. and yet, what are republicans bringing to the floor? another measure to create another so-called select committee to investigate planned parenthood when as we've heard today three other house committees have already done that.

and what has been the sum total of that investigation? well, the chairman of the oversight and government reform committee told us on national television when he was asked if planned parenthood had broken any laws, answer, no, i'm not suggesting they broke the law. and so when you don't get the answer you want, what do you do? create another special committee. rather than creating a special committee, the government and oversight committee needs to owe an apology to the president of planned parenthood for dragging her to a committee process that was disrespectful, where the chairman of the committee began with a chart that politifact said it was a pants on fire misrepresentation. that is the most untrue ranking you can get from pants on fire. that was the gist of that hearing, and now we're learning today possible nondisclosure of certain documents. so what's happening here?

as the late yogi berra would say, this is deja vu all over again. they had many committees investigating benghazi to try to get to the bottom of the tragedy in the house and the senate, and all those committees concluded there was no wrongdoing. and so what do our republicans colleagues do? spent $5 million on a special committee on benghazi, which the majority leader just announced the other day on national television was simply about politics, simply about hurting secretary clinton. so that's what this is all about. the speaker pro tempore: the gentleman's time has expired. mr. van hollen: if i could just have 15 seconds. ms. slaughter: i'll yield the gentleman another minute. the speaker pro tempore: the gentleman is recognized for one minute. mr. van hollen: i want to thank the ranking member. so this is what this all boils down to, right? when committees in the house and the senate investigated benghazi, and not just any committees -- the defense committee, the intelligence committees in the house and the senate -- they all concluded

that the allegations were false, that it was a terrible, awful tragedy in benghazi but nobody was involved in any wrongdoing. and when they didn't get the answer they wanted then, special committee on benghazi, which, as we heard, turned out to be all about politics. and that's exactly what's happening now with planned parenthood. mr. chaffetz just announced the results of all the hearings on planned parenthood. no violation of the law. and so what do you do when you don't get the answer you want? let's spend more taxpayer money on another special committee. this is a kangaroo court. this is a misuse of public funds, so, mr. speaker, let's get on with the business of the house. let's focus on the economy, let's come together with a budget agreement to keep the government open. let's do the real work of the american people and not run a mccarthy-like hearing against planned parenthood and women's

cause that criminal activity has occurred. subsequently, thanks to the leadership of judiciary committee, oversight and government reform committee and energy and commerce committee, the house has begun to investigate the scope and prevalence of these activities. congressional discovery has already yielded important and revealing testimony. this house, as a body, has already voted to stop giving taxpayer funding to abortion providers. and to ban late-term abortions, which are the abortions that yield the highly developed organs sought for medical experimentation. deniers of the unborn child's humanity or their human right to life have tried to ignore the clear evidence already uncovered about fetal organ procurement. the deneyers have tried to discredit the -- deniers have tried to discredit the videos that they are too horrified to watch. the deniers have tried to -- they insult pro-life americans,

officials. caught on tape, and i've watched all the tapes, planned parenthood's top leadership, not interns or lower level employees, showed callous disregard for human lives while gleefully calculated the gains from the sale of baby body parts. we know that every day, planned parenthood dismembers or chemically poisons to death approximately 900 unborn babies. since 1973, more than seven million children have been violently killed in planned parenthood clin ebbics. now because of the videos, planned parenthood's involvement in trafficking in baby body parts has been revealed. in one clip, dr. nucatola, seen ore president of planned parenthood said, on camera, we have been very good at getting heart, lung, liver, and because

ms. castor: i rise in strong opposition to this wasteful maneuver by republicans in congress to establish yet another investigative committee at a cost of untold millions of taxpayer dollars. it is unconscionable to establish such a committee without any basis to do so and at a time when congress should be focused on higher wages, modern infrastructure and the basic responsibility to pass an appropriations plan for america. but no, action on all of these pocketbook issues for american families and businesses are being shoved aside by republicans in congress for a witch hunt based upon false youtube videos full of distortions and misinformation. republican attacks on planned parenthood and women's health care is part of an unfortunate pattern of assault over the last two decades. but this latest maneuver borders on an abuse of power.

culture with a cass louse december regard for life. recently, a series of undercover videos have exposed in horrifying detail what planned renthood values that eshowed the organization's leaders admitting to haggling over the prices for the limbs and organs of aborted children. callously recounting the harvesting of a brain from a fully intact aborted child, admitting that clinics collect specimens without informed consent, and that abortionists will alter the procedure to keep intact in demand organs. these videos make clear that neither women's health nor the well being of their tiny victims will stand between planned

parenthood and profit. since the release of these videos, the big money behind the pro-abortion political machine has kicked into high gear to obfuscate what services organizations like planned parenthood clearly provide. we hear about breast cancer screenings, but not a single planned parenthood clinic has a mammogram machine. we've heard repeatedly that abortions can't for -- account for only 3% of planned parenthood's services. the washington fact checkers gave this try pi folk yows. it's also clear from planned parenthood's own annual reports and testimony to congress that a significant portion of its annual nongovernmental revenue

comes from abortion. the undercover videos alone would merit full investigation and review but the problems of planned parenthood are not limited to those discussed in the series by the center for medical progress. we know that planned parenthood clinics in several states have failed to report sexual abuse of young girls, enabling and empowering those who would exploit them. just this year, the alabama department of public health founded a clinic in mobile performed two abortions on a 14-year-old girl in a single four-month period. without reporting suspected sexual abuse. just last year, an arizona planned parenthood counselor intentionally miscoded the sexual assault of a 15-year-old girl by a serial predator as a

consensual encounter. also last year, a denver clin exfailed to report the -- clinic failed to report the rape of a 13-year-old girl by her stepfather who brought her to the clinic for an abortion. mr. speaker, the list of outrageous acts by these abortion providers goes on and on. it is pastime that we investigate and understand just what type of organizations our tax dollars are subsidizing. i reserve the balance of my time. the speaker pro tempore: the gentlelady reserves her time. the gentlelady from new york. ms. slaughter: i yield myself 30 seconds to say what any woman in could say, your doctor determines if you need to go to

ms. jackson lee: i thank the gentlelady from new york. many of us have the memory of a back alley abortion. and the many dead young women who cried alone without any help. none of us want that. none of us want women to have to make that choice. but we know the supreme court established the law of the land, roe v. wade, as a matter of choice, that this procedure is a medical procedure. planned parenthood does not sell body parts. planned parenthood has a very infinitesimal amount of fetal research. planned parenthood is not the person who ganged up on them and planned these horribly, disorderly if you will, videos and stole the i.d. of his high school friend to do these horrible videos. abortions have gone down. so we come again to another

let's talk about the act. this is one of the most repulsive things you can watch. it turns your stomach to see our unborn, our born -- listen. little boys and little girls being dissected and being sold, it's a criminal activity. so my question comes down to -- and if you read rules for radicals, the best way to counter a charge against you is to attack them. i don't understand in america's house when we want to have a debate, when we want everybody in america to say they were spare, we're talking about an investigation that if we are false, if the claims are false, it would wipe the slate clean. most people who think they've been wrongly accused of something say, bring the facts out. let everybody see them. let's have the conversation. let's have a debate. let's really determine if this is really going on. only someone who's afraid it may go against them say, no, no, you can't do this. i want to tell you, as far as

women are concerned and a war on women, i am the father of four women, three boys and one girl but i have 10 grandchildren, six girls and four boys. there's not one of them that when it comes to how much i love them it is gender selective. i love them all in the same way. and in a country that has always stood for human rights, in a country that's always stood for others, for the most vulnerable, and i will not disguise it and say that's not what i am. i am from conception to natural death, i am in favor of life. i will always be in favor of life. but to have this debate today to say that you can't possibly do this because it's driven, it's a republican agenda, because it's a war on women, if anything, this is a war for women. we have got to protect these people. if there's anything that the preemptive strike on the war on women, it's gender selective

the amendment will also make sure that the select panel's subpoena authority is consistent with existing energy and commerce committee rules. we have no objection to the requested changes and we hope this will encourage our colleagues on the other side of the aisle to participate fully in this important investigation. and with that, i reserve the balance. the speaker pro tempore: the gentlelady from north carolina reserves. now the gentlelady from new york. ms. slaughter: thank you very much, mr. speaker. mr. speaker, if we heard anything this entire day, it is the misuse of public tax money for select committees overdoing investigations that everybody that has investigated before has already said that there is no there-there. i'm happy to take the word of mr. pallone saying the democrat staff on energy and commerce found there was nothing wrong here.

mr. chaffetz spent five hours delving into what planned parenthood does or does not do and he said they have not broken any law. that's not good enough because everybody is doing so well here making political points and attacking a presidential candidate. that's not our job. in fact, i'm pretty sure that's against federal law for us to use public money for that action. we are going to do it twice and who knows how many more before the end of this year. it's a big disgrace is the misuse of tax money of the american people in a house and congress that has no budget, no highway bill, no way out and people who sit at home trying to figure out how they are going to educate their children, food on the table and drive on roads that are unfit to get to work, i would appreciate if we would stop this select committee and stop trying to take health care away from american citizens and

investigative panel at the energy and commerce committee is prompted by allegations that abortion providers that receive federal funds are dismembering children to sell their body parts, possibly while violating federal laws. the most fundamental right our government was formed to protect is life. and when taxpayer dollars are flag used by organizations grantly violating that right, we are morally compelled to investigate and respond in accordance with our constitution. the select investigative panel formed by this resolution is consistent with precedent, including two panels formed by my colleagues across the aisle when they were in the majority. it is laser-focused on the issues raised by the videos and

subsequent investigation into planned parent hood of fetal collection and abortion and federal laws. it will allow it to complete the full investigation these allegations deserve without shortchanging the other important issues under consideration by the committee on energy and commerce and the full house. it's disappointing that some members do not want the full truth to come out. when federal taxpayers have legitimate concerns if their hard-earned dollars are flowing to organizations that sanctions the dismembererment of unborn children and allowing these rocities to continue, we are responsible for ensuring these concerns are heard and responded to. if we as elected representatives can't shed our callousness towards the most vulnerable lives in our society and heed

n from new york seek recognition? ms. slaughter: mr. speaker, i rise to give notice of my intention to raise a question of the privileges of the house. the form of the resolution is as follows. whereas the attacks in benghazi, libya, on september 11, 2012, took the lives of u.s. ambassador christopher stevens, foreign service officer sean smith, and former naval seals tyrone woods and glen daugherty. wheresas the events leading up to and in the immediate aftermath of the attacks on the u.s. consulate in benghazi were rightfully and thoroughly examined to honor the memory of the victims and to improve the safety of the men and women serving our country overseas. whereas the independent accountability review board convened by the united states state department investigated the events in benghazi and found no evidence of deliberate wrongdoing.

whereas five committees in the united states house of representatives investigated the events in benghazi and found no evidence of deliberate wrongdoing. whereas four committees in the united states senate investigated the event in benghazi and found no evidence of deliberate wrongdoing. whereas in each fear more than $4 billion is appropriated to run the congress with untold amounts of this taxpayer money expended by nine congressional committees to investigate the events of the benghazi, none of which produced any evidence of deliberate wrongdoing. whereas after the exhaustive, thorough, and costly investigations by nine congressional committees and the independent accountable review board found no evidence of deliberate wrongdoing, republican leaders in the house insisted on using taxpayer

dollars to fund a new, duplicative select committee on the event surrounding the 2012 terrorist attack in benghazi, here afterknown as the select committee, to re-examine the matter. whereas this taxpayer funded committee was given broad powers to pursue its investigations, including an unlimited taxpayer funded budget, and granting the chairman the legal authority to subpoena documents and compel testimony without any debate or a vote. whereas the ongoing republican-led investigation into the events in benghazi is now one of the longest running, least productive investigations in congressional history. whereas a widely quoted statement made on september 29, 2015, by representative kevin mccarthy, the republican leader of the house of representatives, has called into question the integrity of the proceedings of the select committee and the house of representatives as a whole.

whereas the statement by representative mccarthy demonstrates that the select committee established by republican leaders in the house of representatives was created to influence public opinion of a presidential candidate. whereas the select committee has been in existence for 17 months but has held only three hearings. whereas the select committee abandoned its plans to obtain public testimony from defense department and intelligence community leaders. whereas the select committee excluded the democrat members from interviewing witnesses who provided exyou will pa torrey information related to the -- exculpatory investigation relate to the investigation. whereas information came to the select meet committee has been leaked to support a candidate for public office. whereas such actions represent an abuse of power that demonstrates the partisan

nature of the select committee. whereas the select committee has spent more than $4.5 million in taxpayer funds to date to advance its partisan efforts. whereas this amount does not include the cost of the independent accountability review board, the hearings and reports by nine special -- nine congressional committees, the time, money, and resources consumed by federal agencies to comply with select committee requests, or the opportunity cost of not spending this money elsewhere such as improving the security for our diplomatic officers abroad. whereas it is an outrage that more than $4.5 million in taxpayer funds have been used by the republicans in the house of representatives not to run the government but to interfere inappropriately with an election for president of the united states. whereas the use of taxpayer dollars by the house of representatives for campaign

purposes is a violation of the rules of the house and federal law. resolved that, one, this misuse of the official resources of the house of representatives for political purposes undermines the integrity of the proceedings of the house and brings discredit to the house. two, the integrity of the proceedings of the house can be fully restored only by the dissolution of the select committee. and three, the select committee shall be dismantled and is hereby directed to make public within 30 days transcripts of all unclassified interviews and dispositions it has conducted. the speaker pro tempore: a resolution offered from the floor by a member other than the majority leader or the minority leader as a question of the privileges of the house has immediate precedence only at a time designated by the chair. within two legislative days

[applause]. here's a serious point, fundamentally they didn't understand the people who make up our country. the vast majority of people are not arguing at the extremes of the debate. i'll put it as simply as i can, britain and the people want the same thing.

[applause]. the british people are decent, sensible, reasonable, reasonable, they just want a government to support the government vulnerable, support those who do the right thing, better childcare, controlled immigration, lower taxes so they have more money at the end of the month. nhs was there for them seven days a week. that's what people want. that is what we must deliver. the party for working people, today, tomorrow, and always. [applause]. ten years ago i stood on the stage, quite like this one, i said if we changed our passage we can change our country. we have done that together.

i didn't campaign on the nhs alone. you join me. more than just me about social justice, equality for gay people, climate change, help in helping the world's poorest, central to the department's mission, i didn't select our candidates, it was you. and who was elected in may, whose parents just a generation ago were living in a poor village, kennedy whose work was forced to leave from the revolution when she was five. five years ago, johnny was on his third two are in afghanistan. caught in an ambush, just days before this election. delivering his own campaign and

his rises to. [applause]. different journey, often difficult journey but leading here. the new generation of conservative. [applause]. in the cabinet table, a third of my colleagues, a few months ago we were discussing childcare. he was backed up by the dr. of

an immigrant who arrived in our country from east africa with nothing except for the close on their back. the first speaker, despite the drive to pakistan arrived here. now with couples marry because of us, working people back to because of us, children in the poorest part of the world say by us, everyone in this pool can be proud of our journey. it is the journey of one nation of a local compassionate program. [applause]. size five years of government stretch out before us, what did i see on the skyline?

i love our history and what we have given, i love our get up and go. i love our character, our decency, our sense of humor, and i love every part of our country, england, england, scotland, wales, northern island, we are one nation and i will defend our union with everything i have got. [applause]. every day, in every way i know this, we can make it greater still. a greater britain where people have greater hope, greater chances, greater security. i really believe we are on the

brink of something special in our country. this year we have seen more people in work and then at any time in our history. our children are starting the university more than ever before. people are setting up shop more than anywhere else in europe. hope is returning, we are moving into the light. but we are not there yet. we are only halfway through. for me that has a very literal meaning. i can say something today that perhaps no prime minister has been able to say before, i'm on stopping my second half of the time in my job. as you know i am not going to fight another election, i don't have don't have the luxury of unlimited time. let me tell you, i am in just a much of fight as i was five years ago. securing our country, improving our economy, infrastructure, this is what will put our

country on the path to great. to make great britain greater we need to tackle some deep social problems. economic emergency, the surge of politics, the shadow of extremism hanging over, great britain doesn't need just a stronger economy it needs a stronger society. delivering this i think is a great, we have always been optimists, leaders of change, that is why joined it, that is why wanted to lead it. now in my final term is prime minister i say let us move on to these great predictions of social reform. [applause].

and all of the challenges we face will be guided by our conservative value. i believe in strong defense, i believe an enterprise economy. we set free what burnt so deep within the british people, take on new work, take on the world, i believe any quality for opportunity. not everybody ending up with the same results, but every one having the same shot at it. some people argue, some people will say these things are obvious. i have to tell you they are not. it becomes clear by the day that the labour party has completely

abandoned any notion of these ideas. let us know here at this conference to do what we have always done, to prove those conservative is true, to save britain from the slaves of labor, and to make britain a greater britain, that is our goal. [applause]. now it begins by making the case for strong defense. my first duty as prime minister is to keep people safe. when you are reading those intelligence reports, this summer i was told about syria and planning terrorist attacks.

i wondered do we have that capability, is it legal, i knew that whatever action i took it would provoke at least debate. my job is quite simple, ultimately it is to decide and the choice i basis this act or stall and an innocent people could be killed.
