there has been a trend for copycat attempts. it goes from bombers to gun users. what can be done, specifically, to reduce the copycat aspect? a.g. carlin: we will start with that. that is a hard question. it bears a little on the question earlier where you have to cover some of these events, and publicly charge them. but, unfortunately, that means that some of the methods get out into the community. it is a good area of research why, for most people, when you learn about these events, their reaction is that it is horrifying and you cannot imagine why someone would do that and it does not lead you to use similar tactics or techniques. but, clearly, there is a small

audience for which it does. researchers -- research as to why that might be the case and avenues to get to those individuals and keep them from committing their own acts will be very important. -- leadingbelieve over in unusual ways. one case in new york, where it was individuals who were motivated by islamic extremist groups. as they did internet research on up the, they looked bombing methods used in the oklahoma city bombings. you do see overlap. on encryption -- this is one thing where it is important to have a discussion. what we see now, think about it through thousands of years of military history, the ability to communicate instantaneously for

command and control purposes, along with recruitment, and to do so in a way that is not penetrable by the adversary is something that leaders have long sought. we are at an interesting age where american ingenuity, research, and development has produced those products and distributed them for free. there are many positive benefits, but it also means that whether it is an international terrorist group overseas, or violence espousing groups here, can, for free, have this incredibly powerful technology that is great for operational planning and recruitment of terrorist acts. i think you heard from the director and the fbi, and others, that this is a real challenge for intelligence and law enforcement. it is linked to a new

since taking the job october 1st. the meeting comes amid a spike in violence israelis and palestinians. the meetings had been scheduled for sometime, but ongoing violence may be a topic in the discussions. four more palestinians were killed by israeli police officers today, including a 16-year-old killed in jerusalem after reportedly trying to stab some officers who asked him for identification. the violence has been part fueled by palestinian fears israel is trying to expand its presence at a major muslim-run shrine in jerusalem. israel denies the claim. the palestinian and israeli ambassadors to the united nations addressed the security council on recent violence in the west bank and jerusalem. other members of the security council spoke, including the u.s. and great britain. here's portion of their remarks.

>> good morning. the security council is called to order. the provisional agenda for this meeting is the following theme, the situation in the middle east including the palestinian question. the agenda is adopted. in accordance with rule 37 of the councils provisional rules of procedure i invite the representative of israel to participate in this meeting. it is so decided. i propose that the council invite the permanent observer of the observer state of palestine to the united nations to participate in the meeting in

accordance with the provisional rules of procedure in the previous practice in this regard. there being no objection, it is so decided. in accordance with rule 39 of the councils provisional rules of procedure i invite the assistant secretary general political affairs to participate in this meeting. it is so decided. the security council will now begin its consideration of the item 2 of the agenda. i give the floor to you. you have the floor, sir. >> thank you, mr. president, members of the security council, and ladies and gentlemen. thank you for this opportunity to brief the security council on the current situation in the middle east which remains extremely concerning.

today we witnessed yet another example of the escalating violence when a large group of palestinians set fire to the compound containing the holy site of saint joseph in the west bank city. fortunately there were no reported injuries but the site sustained major damage. with the many deadly incidents over the past weeks, the secretary-general strongly condemns this act and calls on all those responsible to be swiftly brought to justice. the united nations welcomes president abbas's condemnation

of the attack and the establishment to conduct a full investigation into the crime. this incident represents a particularly troubling development in light of its religious dimension. we call on all sides to respect the sanctity of all holy site and reject the extremist elements that are pursuing toitical agendas and seeking transform the current situation from a national to a religious struggle. if they are successful in these efforts, it could have catastrophic consequences for palestinians and israelis alike with serious perturbations in the region. mr. president, this incident comes on the heels of a deadly week in the west bank and jerusalem, east jerusalem.

there were 11 reported attacks against israelis and israeli security forces, leaving four israelis and nine houston instead, and 16 israelis and four palestinians wounded. there were reports of stabbing attacks on israelis in israel, leaving 10 is release injured and three palestinian suspects wounded. in gaza, seven palestinians were wounded on october 10 after clashing with israeli defense forces near security barriers. on october 11, a palestinian woman and her four-year-old attacks gaza died after caused a going to collapse. the airstrikes were in response to rocket fire on israel,

southern israel the day before october 10. palestinian militants fired at least eight rockets towards israel during the past week short with most falling and landing within gaza territory, and one being intercepted by iron dome. another rocket was test-fired, to which israeli defense forces responded with warning shot, injuring one palestinian. total -- as of yesterday, seven israelis and 32 palestinians, including those conducting attended attacks, were -- attempted attacks, were killed. 124 israelis including isaf personnel and more than 1118 palestinians were reportedly injured since october 1.

since these latest attacks, israel's security cabinet has passed a broad range of new security measures which are already being implemented. the israeli defense forces have significantly bolstered their centersin israeli city and many arab neighborhoods in east jerusalem have been surrounded by security forces, with access roads blocked and checkpoints established. following the deterioration that began october 1, israeli authorities have reinstated movement restrictions in the west rank. in particular, re-staffing dickstein checkpoints that had previously been left unstaffed. ad hoc checkpoints have been erected at 100 west bank sites

for varying periods of time. additional measures are introduced with goal of to tearing -- deterring would-be terrorists from carrying out attacks. all of those accused of carrying out attacks, the homes are demolished within days of attack, and their families have permanent residents the status revoked. already this month to structures -- two structures were blown up, and the third harshly se -- partially sealed. these were related to attacks that took place in 2014. a total of 30 palestinians including 20 children were displaced because of these demolitions. the u.n. has maintained a consistent position. collective punishments,

including house demolitions, are counterproductive and contravene international law. israel to cease this damaging practice. what is clear is the current crisis cannot be resolved through security measures alone. the persistence of the occupation and diminishing prospects for achieving palestinian aspirations for statehood have transformed long intoring palestinian anger outsized rage. this reality has been compounded by the increasingly dire economic situation including the bleak prospect for youth employment. the continued and expanded settlement activities diminished the hope for creating a viable palestinian state. such loss of political

perspective is the single most damaging factor which contributes to the anger and frustration driving the violence we are seeing today. against this backdrop, there have been a number of factors that sparked the current crisis. sites inof the holy jerusalem were the main instigators. statements made by palestinian and israeli extremist elements and reinforced by some mainstream voices as well have instigated that israel is attending to change the status quo at holy site. this has echoed widely across the air world. prime minister netanyahu's repeated assurances that israel has no intention of changing the historic status quo of the holy sites have been welcome. but perceptions will only change when concrete actions based on

the agreements between jordan and israel follow those words. the second factor feeding the escalation has been the apparent heavy-handed approach by the israeli security services. this wide dissemination of video footage fueled more attacks and has raised serious questions as to the appropriate level of force used by israeli defense forces. the secretary-general has called for a formal investigation of all such cases. servelear such incidences only to exacerbate the situation, leading to a vicious cycle of needless bloodshed. we appreciate israeli efforts to reduce the lethality of response, particularly in gaza after the indefensible killings of protesters behind the separation fence. we encourage greater restraint whenever there is no eminent threat to life or serious

injury. finally, we have seen that the impact of social media and irresponsible rhetoric has played a dramatic role in the escalation. both sides have much to be blamed for. but we welcome efforts by leaders in the past days to tone down their statements. we call on community, religious, and political leaders on all the language they use in this regard and work together to de-escalate the situation. i thank you. >> i would like to thank our speaker for the information he has provided. i will give the floor to the permanent observer of the observer state of palestine. >> thank you.

class i thank the permanent observer of the observer state of palestine for the statement, and i now give the floor to the representatives of israel. >> thank you, mr. president. as we sit here today, israelis are facing an onslaught of terrorism. men, women, and children are being stabbed to death on the street on a daily basis. yet for them there has been no demand for an emergency session of the security council, no call for the palestinian leadership to stop their incitement. not even a whisper of condemnation of these acts could be heard from this council. deathople were shot to driving in their car. their children were in the vehicle and watched their parents executed in front of their eyes. one person was shot and killed

on a bus in jerusalem on the way home from a visit to his doctor. two terrorists boarded the bus and locked the door so no one could escape, and started to shoot and staff passengers. -- stab the passengers. he was 78 years old. these are just a few of the silent victims of palestinian terror. over the course of the last month 24 terror attacks have claimed the lives of eight israelis and injured 70. including anil ilo official. 15 of them are still hospitalized. this has washed over the entire nation and spares no one. young and old are being targeted every day. israelis do not feel safe walking down the street. they avoid taking the bus to work, and they fear for the lives of their children every time they walk out of the door. we face an enemy that is willing to die in order to kill. these people who kill innocent civilians in cold blood have

abandoned the most basic morality. israel is taking every necessary means to defend its citizens and is responding proportionately to these attacks. i have no doubt that on a daily -- if on a daily basis your citizens were being stabbed in the streets with which are -- with butcher knives or shop on buses, your security forces would have reacted in the same way. mr. president, we have heard in the briefing today the so-called reason for this campaign of terror. the cause of this wave of terror is clear. it is an inflammatory rhetoric and it is incitement that keeps feeding the flames. the violence that israel now faces again with -- began -- president abbas has accused israel of trying to change the status quo. he says israel intends to make

al-aqsa jewish. this is a deliberate and malicious lie, knowing the consequences of their words. palestinian leaders have repeated this outlandish conspiracy theory over and over again and it is utterly baseless. prime minister netanyahu, as we heard today, said time and time again including from the podium in the u.n. general assembly israel is committed to the , status quo. we continue to protect the right of muslims to pray in the mosque as well as the freedom of all people, muslim, christian, jews and others to visit the temple mount. the facts speak for themselves. for decades, israel has maintained the status quo and will keep on doing so. let me be crystal clear. israel will not agree to any international presence on the temple mount. such a presence would be the change in the status quo.

, israel has been doing everything in its power to preserve the sanctity of this site. we do this out of deep and abiding respect for the principle of freedom of religion and the historic connection of the three faiths to the temple mount. yet it is clear that this respect is not mutual. palestinian leaders are determined to erase jewish history and deny any historic connection between the jewish people and our holiest site. in the proposal that the palestinians have asked to submit to unesco, they tried to do exactly that. this proposal calls for unesco to include the western wall, the site as an integral part of the mosque. when the leadership has no respect for places that have been sacred to the jewish people it is no supplies of the palestinian people treat the

jewish holy site with such disdain and disregard. just last night, a palestinian set fire to the tomb of joseph, a site of prayer and pilgrimage for jews throughout the generations. this is a desecration and a blatant violation of the freedom to worship. the attack of a biblical holy site can be explained only by incitement and lack of respect for the religion and heritage of others. the disrespect for the sanctity of holy site is also evident in the action of palestinians on the temple mount. militant islamist agitators have used the mosque as a staging ground for a calculated violent provocation. on the eve of the jewish new year, radical islamists used rocks and firebombs and explosive devices to prevent jews as well as christians from visiting the temple mount.

this 13-year-old palestinian brutally attacked a 13-year-old israeli boy who was riding his bicycle stabbing him no less , than 15 times. you do not have to take my word for it. there is a video of this also on social media. when a young child is incited to pick up a knife instead of being encouraged to pick up a basketball or book, something is deeply wrong. the executive director of the israeli national council for the child wrote yesterday, it is very easy to use children for the needs of adults. it is so easy to incite children. so easy to drag children into wargames. so tempting to turn children into symbols, so easy and it's a -- yet so wrong, so simple, yet so dangerous. this is exactly what the palestinian leadership is doing. such acts of terror do not occur in a vacuum.

they are a product of the deliberate policy of incitement aiming at filling the minds of palestinian children with hate. from an early age, palestinian children are subject to propaganda that promotes hatred and incites to violence. young children watch tv shows whose friendly hosts encourage them to kill all the jews and become martyrs. schoolchildren use official palestinian authority textbooks that legitimize indiscriminate violence against israelis. seestinian teenagers facebook posts and twitter feeds encourage them to stab jews. they applauded by then acts -- violent acts like murders. mr. president, the situation is indeed dire but there is a way forward. just yesterday, prime minister netanyahu expressed his willingness to meet with the palestinian leadership, with

president abbas in order to bring calm to the region. two weeks ago, prime minister netanyahu stood here and declared he is ready for direct negotiations without any precondition. if this council is serious about jointing peace, it must prime minister netanyahu's call and insist that president abbas comes to the negotiation table. the historic agreement with egypt and jordan proves that only direct negotiation can lead to a real and lasting peace. only such negotiation can create a new reality for all the people of our region. thank you, mr. president. >> i would like to thank the representative of israel. and now i would like to give the floor to members of the security council. first of all i would like to give the floor to the ambassador of jordan. ambassador: mr. president, i

should like to express my deep thanks and gratitude to you for agreeing to organize this special session. jordan calls for this urgent meeting in light of the urgent need to deal with the latest developments in palestinian territory and in particular in occupied jerusalem. this is a result of the unlawful and arbitrary practices of israel against the palestinian people. its incursion into the al-aqsa toque, and its attempt impose a reality that would change the status quo in the city of jerusalem. in addition to the provocation of palestinians by israeli extremists in jerusalem and its holy sites which reached unprecedented and escalated

bloodshed will not bring about security. mr. president, the spiral of violence in occupied palestinian territory will lead to a further tension in the middle east and more extremism. it will reflect negatively on international security. as such, the council should spare no effort in order to put an end to is really violations israelio -- an end to violations according to the international humanitarian law, in particular the fourth geneva convention of 1949. we call on the security council to explore adequate options to provide legal protection for the palestinian people in occupied palestinian territory. in line with the serious and grave nature of the situation,

this might be the way towards just and comprehensive peace. that will put an end to occupation. the bloody scenes we are witnessing on a daily basis against the palestinian people committed by israel, the violation of the sanctity of worship sites and incursions into mosques. staff, andts preventing worshipers from access is not only a violation of the rights of palestinians, it is a violation of the rights of over one billion and a half muslims in the world. and it is a provocation. as such, jordan calls for entering -- for an immediate hold on these escalating regressions authorities and to respect to the historic status

quo in the holy city of jerusalem and to put a stop to mosques,at dividing physically and chronologically. jordan rejects any attempts to infringe upon its heritage and religious sites. we support the decision by president abbas to investigate the latest torturing of joseph's tomb. we call for restraint and to refrain from irresponsible and religiously offensive acts. we condemn strongly, in the strongest terms, what israel is doing against the palestinian people. we consider them fully responsible for the latest escalation. jordan will spare no effort in conducting its role in terms of supporting the palestinian people, putting an end to the israeli occupation, and establishing a viable, free, and

independent palestinian state based on the 1957 borders -- based on the 1967 borders. we stress that christian and muslim holy sites in east jerusalem, at the forefront of mosque, is aertain redline and cannot be crossed. we will not allow their desecration. as such, we reiterate jordan's total rejection and condemnation of the provocative violations committed by israel in this mosque and our full solidarity with the palestinian people and are absolute commitment to their legal and historic rights in the protection of this mosque. based on king abdallah the

second's rule and jordan's rights to look after muslim's rights. we look at all the medical options to pursue this fight. -- diplomatic options to pursue this fight. >> i thank jordan for its statement. i will give the floor to the ambassador of the united states. >> thank you, mr. president. we would like to thank jordan for convening this emergency session. we are grateful to the secretary-general for briefing the council today in for his in the u.n.'s ongoing efforts in the region. the united states shares the deep concerns of everyone here today about the current situation, and condemns in the strongest terms the ongoing violence in jerusalem, the west bank, israel, and the gaza strip. we have repeatedly condemned this violence and make clear there is no justification for any terrorist attack.

we continue to stress the importance of preventing inflammatory rhetoric, accusations, for any actions that can seed violence. the human consequences of the violence have been grave and continue to mount. since october 1, israelis have faced 38 attacks, in which at least seven israelis have been killed and more than 40 injured, some greatly. during the same period, 18 palestinians have been killed, and 100 injured in the west bank and gaza by live fire or rubber bullets from is really security forces -- from is really -- from israeli security forces. an additional 14 palestinians have been killed in carrying out these attacks. the cycle of violence and mistrust has been exacerbated by final images and videos shared on social media, which further polarized narratives and foster suspicion, and even hatred on both sides.

among israelis and palestinians, there is a growing frustration as the prospects of a recent a two state solution appear to be declining. justification for reprehensible acts of violence, including terrorist attacks, against innocent civilians. we understand that every government to take steps to protect its people. we continue to support israel's right to defend its citizens. , as always it is critical that every possible effort to protect innocent, 2-d escalates tensions, and to guard against unnecessary loss of life. we have raised deep concern about increased israeli settler violence against palestinians and their property in the west bank. we mourn the loss of a life, israeli and palestinian, and continue to stress the importance of both parties condemning violence and avoiding provocative statements echoed inflame tensions. in the face of these violence, we advance in favor of a two state solution.

these events underscore how important is to achieve2 states living side by side in peace and security. the u.s. urges both sides publicly and privately to take affirmative steps to restore calm. we welcome israel and jordan's commitment to maintaining the status quo at the temple mount, and is strongly support efforts to ensure that status quo is maintained. we know prime minister netanyahu's public comment on this point. secretary kerry has spoken with prime minister netanyahu, president abbas, and king abdullah in the past weeks. as made clear in the september 30 statement, we are concerned that "current trends on the ground, including can you ask a violence against -- including continued acts of violence against israelis and palestinians are dangerous and purling the =-- periling these

security situation on the ground. we strongly urge all parties to exercise restraint and uphold respect for the sanctity of the holy sites. mr. president, it should come as no surprise that the armed result situation has culminated in the current outbreak of violence, death, and destruction. time and again, this council has been warmed about the ticking time bombs in occupied palestine and the palestinian people grow increasingly desperate of beginning dehumanized, suffering often daily she mediations, oppressions, and mistreatment -- often daily humiliations. yet time and again, this council has done nothing. at the general assembly, the special committee to investigate the israeli practices affecting human rights of the palestinian people and the committee on the inalienable rights of the palestinian people reported on

great violations of human rights committed by the occupying power, year after year, for the past decade. without any effective measures being taken to address the great injustice. this has emboldened the occupying power to conduct itself with greater punitive and more repressive policy. in the mainstream media, we only see ludicrously one-sided and hugely distorted narratives to explain the current situation. palestinian terrorists trained to kill an inner -- trying to kill and injure israelis. we do not see reports of public killing and legal-- we do not read about daily humiliations and mistreatment suffered by palestinians at the hands of the occupying force.

we do not even hear the words "occupation" and self-determination mentioned anywhere in the mainstream media by the proper context. and we do not apply the same standard of human rights in palestine and israel as we preach elsewhere globally. then,really surprising, that the subjugated and depressed choose to fight the illegal occupier to the legitimate right to freedom and self-determination? for far too long, other legal, economic, political, and media channels have been exhaustively locked. mr. president, for each time a cycle of violence erupts, we silence innocent lives, women and children, traumatized. the security council shares the fore -- shares the blame allowing this to proceed with impunity. enough is enough.
