dakota bank provides a lot of economic resources to small businesses and innovators in north dakota. it is a public bank, and the model of public banks has been spreading across the united states. cities and counties are looking at it, another option for consumers. they have been doing it for years in north dakota, and they keep looking around the nation going, why are people doing this? because all the revenues go back to the state. and it should be taken under consideration. martinez. i and the international president of the international association of machinists. we manufacture and maintain and service the products that are critical for our nation's economy and security. know, we havers the ability to compete with other countries, depending on the strong government programs. for more than 80 years, the export-import bank has given financial support to companies that export goods made by u.s. workers. the bank makes it possible for u.s. companies and workers to compete in the global economy. over the past seven years alone, export-import has supported over one million private sector jobs, here in the united states. in addition to supporting u.s. jobs in local communities, the bank is self-supporting,

returning millions of dollars to the u.s. treasury. despite the importance for the health of our economy, some ideologues want to destroy the bank, because it is a government program. they do not care that ending the bank would kill hundreds of thousands of u.s. jobs, and put u.s. companies out of business. i urge your support on this amendment. >> ok, do we have 15 seconds? we have 15 seconds. anyone wishing to start the debate in opposition? we will allow the opposition. >> thank you, chuck paschal from pennsylvania. that it's charter says is to finance transactions that are unlikely to proceed, without the guarantee of the loan. however, the three largest and

visionaries amounting to 83% of all loan guarantees are bowing, ge, and caterpillar. just three companies. corporations large made of 93% of all loan guarantees from the export-import bank. in 2008, when he was campaigning for president, barack obama call this corporate welfare. and that is what this is. [applause] factdition to that, the that the loans are guaranteed allows the private banks, a large private banks that owned the debt, to actually own the debt and charge interest and make money, while having no risk because the loan is guaranteed by the federal government. this is corporate welfare, for the largest 3-5 american corporations, and corporate welfare for the largest banks.

99% of all exports go on without the help of this bank. it is unnecessary. [applause] chairman? the evidence is clear. the export financing provided by the bank delivers vital an support for u.s. exports american jobs.american jobs . the export-import bank is the only federal institution that makes it possible for u.s. manufacturers and workers to compete fairly on a global market, with global competition, particularly in the aerospace industry, one of the last sectors in which the united states enjoys a positive trade balance with the rest of the world. congress, 99% in of democrats of our party

this bank is notorious for. it is out of balance. the bank itself is out of balance. and i think it is actually pretty unnecessary, in a world economy where we hold most of the power. because, you know, we have most of the power. and we are selling our own workers short, for the benefit of three corporations that have a lifelong, multi-generational demographic. i don't even know how we can bear that. happens. i want you to understand that we are supposed to be a party that fixes things, that just does not criticize and knock. if three companies have gotten the majority share, fine. however, look at the fact when you have a small entrepreneur, that have the import and export, and the banking in their regions are not making loans, for whatever reason. this is an option. do not stand here and act like guarantees are a bad thing. is a student loan a bad thing? fba, a bad thing? fannie mae, freddie mac? let us be serious about what we are doing, just not throw stones because we can. thank you.
