c-span, where history unfolds daily. than two weeks to go before election day, donald trump in gettysburg, pennsylvania to outline what he would do in the first 100 days as president. he also talks about the media's role in this election and his plan to take legal action against the women accusing him of sexual misconduct. this is 40 minutes. [chanting trump] mr. trump: thank you ladies and gentlemen. please sit down. [applause] mr. trump: it is my privilege to

be here today in gettysburg, hollowed ground were so many lives were given. president lincoln served any time of division like we have never seen before. it is my hope that we can look at his example to heal the divisions we are living through right now. we are a very divided nation. i am not a politician, and have never wanted to be a politician. believe me. [applause] mr. trump: but when i saw the trouble our country was in, i knew i could not stand by and watch any longer. our country has been so good to me, i love our country, and i felt i had to act. [applause] mr. trump: i have seen this system of close and personal for

many years. i have been a major part of it. i know how the game works in washington and on wall street, and i know how they have rigged the rules of the game against everyday americans. the rules are rigged. nearly one in four americans in their prime earning years are not even working. one in five households have no one with a job. 45 million americans are on food stamps, and 47 million are living in poverty. we have failed our inner cities, and in doing so, we have failed our african-american and hispanic communities. we have misguided military adventures overseas and wars that go on forever that just cannot be won by the people that are doing it now.

they do not know how to win the wars. at home, we have our great veterans dying while waiting for medical care. change has to come from outside our very broken system. our system is broken. the fact that washington, and the washington establishment has tried so hard to stop our campaign is only more proof that our campaign represents the kind of change that only arrives once in a lifetime. mr. trump: the system is totally rigged and broken. first, the issue of voter fraud. according to pew, there are 24 million voter registrations in the united states that are either invalid or significantly inaccurate. when i say that there are such inaccuracies, it is unbelievable. 1.8 million dead people are registered to vote. some of them are voting. i wonder how that happens. [laughter] mr. trump: 2.8 million people are registered in more than one state. these are numbers folks, these are numbers. 14% of noncitizens are registered to vote. the system is also rigged because hillary clinton should have been precluded from running

for the presidency of the united states. [applause] mr. trump: but the fbi, and the justice department covered up her crimes, which included lying to the fbi and congress on numerous occasions, and included saying, i do not recall to the fbi on 39 separate times. she recalls everything else, but 39 separate times she said i do not recall. that is a lie also. [applause] mr. trump: then there is the deletion of at least 33,000

e-mails after receiving a subpoena from the united states congress. that is after receiving the subpoena. as an example, it was announced this week that the highly respected for start general james cartwright may be sentenced to up to five years in prison with a massive fine for lying on one occasion to the fbi. he said he did that for national security reasons. you highly respected man.

a four-star general, this took place two days ago. how must he feel? a big part of the rigging is the fact that hillary clinton is allowed to run, despite having broken so many laws on so many different occasions. why is she allowed to run? the dishonest mainstream media is also part, and a major part of this corruption. [applause] mr. trump: they are corrupt. they lie and fabricate stories to make a candidate that is not their preferred choice look as bad, and even dangerous as possible. at my rallies, they never show or talk about the massive crowd size, and tried to diminish all of our events. on the other hand, they do not show the small size of hillary's crowds, but in fact, talk about how many people are there. very small crowds, you know it, they know it, everybody knows it. over the last two days, three highly respected national polls said we are in first place. [applause] mr. trump: one of those pollsters was the most accurate poll on the last two cycles. the media refuses to say it put that word out. they refuse to talk about it. they are trying desperately to

suppress my vote, and the voice of the american people. as an example of the power structure, at&t is buying time warner, a deal that we will not approve in my it's -- in my administration because it is too much concentration of power in the hands of too few. [applause] mr. trump: likewise, amazon, which through its ownership controls to washington post should be paying massive taxes, but it is not paying and it is an unfair playing field. you see what that is doing to department stores all over the country. very, very unfair, and you are

talking about billions, and billions of dollars. they should be paying bills and taxes. comcast purchase of nbc concentrates far too much power on one massive entity that is trying to tell the voters what to think and what to do. deals like this destroyed democracy. [applause] mr. trump: we will look at breaking that deal up and other deals like it. this should never, ever have been approved in the first place. you are trying to poison the minds of the american voter. every woman lied when they came forward to hurt my campaign. [applause] mr. trump: total fabrication. the events never happened, never. all of these lies will be sued after the election is over. [applause] mr. trump: but a simple phone

call placed to the biggest newspapers, or television networks gets them wall-to-wall coverage with virtually no fact checking whatsoever. here is like this is relevant to you. if they can fight somebody like me, who has unlimited resources to fight back, just look at what they can do to you, your jobs, your security, your education, your health care, the violation of religious liberty, that left of your second amendment, the loss of your factories, your homes, and much more. look at what they have done to you with your jobs. it has just been learned, on video, that the violent protest at some of my rallies, like in chicago, where police and others were seriously hurt. you saw that, blood pouring down

their face, were caused by paid dnc and clinton campaign operatives. we did not know this, this just came out two days ago on tape. we were amazed at the level of violence. these were paid operatives. paid by the dnc, and probably the clinton campaign. this is a criminal act. police win -- policeman were badly hurt and so were so many others. these people should be

prosecuted. [applause] mr. trump: because of the rigged mr. trump: because of the rigged system, they probably will not be. just like we found out about these paid, violent protesters. it was probably the dnc and the clinton campaign that put forward these liars with this family -- with their fabricated stories. we will find out about their involvement at a later date through a litigation. and i look so forward to doing that. [applause] mr. trump: the rigging of the system is designed for one reason, to keep the corrupt establishment and system in power at your expense and everybody's expense. i have no special interest but you, the american voter. [applause] mr. trump: i did not have to do this, the leave me -- believe me, there is nothing easy about it. i love our country, i love the people of our country and i felt i had to do it. [applause] mr. trump: thank you. one thing we all know is that we will never solve our problems by relying on the same politicians who created these problems in

the first place. hillary clinton is not running against me, she is running against change. she is running against all of the american people and all of the american voters. [applause] mr. trump: we now find ourselves at that very special fork in the road. do we repeat the mistakes of the past, or do we choose to believe that a great future, yet unwritten, still lies ahead for us and our wonderful beloved country? i think it does, i know it does. [applause] mr. trump: my economic plan will deliver at least 25 million plants -- 25 million jobs in one decade.

our jobs have been taken away, they have gone to mexico, they have gone to so many other countries, it is a one lane highway where they get the jobs, they get the factories, they get the money, and we get the drugs, and we get the unemployment, and it is going to change. believe me, it is going to change. [applause] mr. trump: that goes for all countries. when you look at china, when you look at every country. every trade deal we have is horrible and we should be ashamed of what people and the people that let those deals happen. they are defective, and the new they were defective. they were done for a reason, and believe me, they will be unwound so fast and we will have trade, we will have great trade and it will be free trade. it will be fair trade and it will be real.

[applause] mr. trump: my security plan, so important. my security plan will bring safety to our communities. my ethics plan will end the corruption in our government. [applause] mr. trump: the corruption is massive. we will drain the swamp in washington dc. and replace it with a new government of, by, and for the people. believe me. that is why i have chosen gettysburg to unveil this contract. i am asking the american people to rise above the noise and the clutter of our broken politics, and to embrace that great faith and optimism that has always been the central ingredient in the american character. there is nothing better or stronger than the american character. mr. trump: i am asking the american people to dream big once again. what follows is my 100 day action plan to make america great again. it is a contract between donald j. trump and the american voter, and it begins with reading honesty, accountability and change to washington dc. [cheers and applause] mr. trump: therefore, on the first day of my term of office, my administration will immediately clean up the corruption of special interest in washington. first, a constitutional amendment to impose term limits on all members of congress. [cheers and applause]

mr. trump: second, a hiring freeze on all federal employees to reduce federal workforce, exempting military public safety and public health. [cheers and applause] mr. trump: third, a requirement that for every new federal regulation, two existing regulations must be eliminated. regulations are killing our country and our jobs. four, a five year ban on white house officials becoming lobbyists after they leave government service. making a fortune. [applause] mr. trump: fifth, a white house ban on white house officials lobbying on behalf of a foreign government. a very bad. [applause] mr. trump: six, a complete ban on foreign lobbyists raising money for american elections. that is what is happening.

[applause] mr. trump: on the same day i will begin taking, and really taking strongly seven actions to protect american workers. our american workers have been treated so badly by politicians that do not have their interests at heart. we are going to change that, we are going to change that very, very fast. first i will announce my intention to totally renegotiate nafta, one of the worst deals our country has ever made. signed by bill clinton. -- under article 205. second, i will announce our withdraw from the transpacific partnership, a potential disaster for our country. third, i will direct my secretary of the treasury to labor china a currency manipulator.

china is a currency manipulator. what they have done to us by playing currency is very sad. i do not blame them, they have been very smart. i blame our politicians for letting this take place. [applause] fourth, i will identify all foreign trading abuses that unfairly impact american workers and direct federal workers to do every tool under international law to end those abuses immediately. [applause] fifth, very importantly, i will lift the restrictions on the production of $50 trillion worth of job producing american energy reserves. [cheering]

including shale, oil, natural gas, and clean coal. and we will put our miners back to work. sixth, i will lift the obama-clinton roadblocks that allow for this vital energy infrastructure projects to go forward. we have roadblocks like you have never ever seen. environmental blocks, structural blocks. we are going to allow the keystone pipeline and so many other things to move forward. [applause] tremendous numbers of jobs, and good for our country. we are going to cancel billions in payments to the united nation's climate change programs and use the money to fix america's water and environmental infrastructure. we are paying billions and

billions of dollars. we are going to fix our own environment. [applause] additionally on the first day, i will take the following five factions to restore security and constitutional rule of law. we have to do that. cancel every unconstitutional executive action, memorandum, and order issued by president obama. [cheering] second, begin the process of selecting a replacement for justice scalia, whose wife by the way has a trump sign. she is a phenomenal woman. she has a trump sign in her front yard. i just found that up this morning.

he was great. from one of the 20 judges on my list, we are going to make great decisions from 20 outstanding judges on a list that we submitted that will hold and defend the constitution of the united states. [applause] third, we will cancel all federal funding of sanctuary cities. [cheering] fourth, we will begin moving the more than 2 million criminal illegal immigrants from the country. these are drug dealers, gang heads, gang members, killers, and cancel visas to foreign countries that won't take them back. [applause]

and when hillary clinton was secretary of state, they had someone who was bad, really bad. and they brought them back to the country, and the country wouldn't take them, she would say bring them back. there won't be one such instance if i become president. [applause] we are going to suspend immigration from terror-prone regions where vetting cannot safely occur. [applause] and if you look at syria and the migration, we are taking in thousands and thousands of people into our country. we have no idea who they are, what their process is, where they come from, and hillary clinton wants to increase the number of those thousands and

thousands currently pouring in by 550%. radical islamic terror is right around the corner. we have to be so tough, so smart, so vigilant. we have enough problems. [applause] all vetting of people into our country will be considered extreme vetting. i will work with congress to introduce the following legislative measures and fight for their passage within the next 100 days.

middle-class tax relief and simplification act. an economic plan designed to grow the economy 4% per year and grow 25 billion new jobs through massive tax reduction and simplification in combination with trade reform, regulatory relief, and lifting restrictions on american energy. [applause] we need that so badly. our jobs have left us. good jobs have really left us. the largest tax reductions are for the middle class, to have been forgotten. the forgotten men and women. a middle-class family with two children will get approximately a 35% tax cut. and that money will go back into the economy. [applause] the current number of brackets would be reduced from seven to 3 and tax forms would likely be greatly simplified.

[applause] the business rate will be lowered from 35% to 15%. the trillions of dollars of american corporate money overseas can be brought back at a 10% rate. it's stuck. we can't turn it back. companies can't get it back into the country. some companies are actually leaving, not because taxes are so high, but because they can't get their money. we are going to simplify that, i've been bring money back into our country, and spend that money on building our country. [applause] and the off shoring act, establish tariffs to discourage companies from laying off workers to move to other countries and ship their products tax rate. like carrier and ford and so many others.

they leave the united states, fire all of their employees, build a beautiful plant, then take their air-conditioners and sent it tax-free over what will be a very strong border, believe me. they send it tax-free across the border, and what do we end up with? unemployment, tremendous losses, and none of the benefits. we will establish tariffs, so when they do that, there will be consequences. we will work with them. we will be nice and be fair, but there will be consequences. when they know there will be consequences, our companies. our companies will stop leaving and returned to the united

states. the infrastructure ask leverages public-proper partnerships to spend $1 trillion in infrastructure investment over the next 10 years. our infrastructure is in such trouble. we have doubled our national debt to $20 trillion under president obama. less than eight years, $10 trillion has been added. and we have not fixed anything. what have we done? our roads are broken, our hospitals, our schools, and we have $20 trillion in debt, all time high. that is true, our v.a. hospitals are in bad shape.

we will fix that. we're going to work on fixing that. veterans have not been treated properly. [applause] we have illegal immigrants that are treated far better than veterans. we are not going to have that. schoolchildren and opportunity act redirects education dollars to give parents the right to send their kid to public-private charter religious magnet or public schools of their choice. [applause] so importantly we are going to end common core and bring education supervision to local communities.

we do so badly on education if you look at the lists. sweden, norway, denver -- you see us at the bottom. and he is by far, per pupil, more money than anybody. please spend more money per -- we spend more money per pupil, other countries spending less are at the top of the list. obviously our current system is not working. we will change it and we will make it good. [applause] it explains vocational and technical education, which we've totally forgotten about in this country, and make 2 and4 year colleges more affordable. have you gone to school and been with people that aren't good students, but they can fix an

engine, or can build a wall, or two things you can't even think about? as we are going to need some that can build a wall. [applause] we are going to need them. but did you ever see that? your genius at fixing a car. but history, physics, not so good. we have to open vocational again. these are great people. [applause] the repeal and replace obama care act. [cheering] fully repeal obamacare and replace it with health savings accounts. we can do that. the health savings accounts. it is one way -- there are numerous ways -- but this is one good way. the way to purchase health insurance across state lines, which we have to do because that is politician -- that is

competition. the insurance companies don't want competition. we will open it up. i have been saying it for years. let's take managed medicaid funds. it will be so good. [applause] reforms will also include cutting the red tape at the fda. there are over 4000 drugs awaiting approval. and we want to speed the approval of life-saving medications. i mean, they are looking at drugs that are looking very good. and you have terminal payments -- terminal patients that, it's over. they are dying, they want to get the drug. they won't be living much longer. we study it for years and years. at some point they have to do what they have to do. they have to do it properly. we have 4000 different products wedding online for approval and we can't get them approved. we are going to speed up that process significantly. affordable childcare and elder care act allows americans to deduct child and elder care from their taxes, incentivizes employers to provide on-site childcare services. you can see that with a couple companies, and it's such a great thing to see and create tax-free dependent care costs for young and elderly dependence with matching contributions for low income families.

[applause] end illegal immigration act. fully funds the construction of a wall on our southern border. don't worry about it. remember i said mexico is paying for the wall. the full understanding that the country of mexico will be reimbursing the united states for the full cost of such a wall. we are going to have the wall. mexico is going to pay for the wall. by the way, i met with the president of mexico 2 and a half months ago. wonderful person. i said, this is a two way

highway, not a one-way highway. we have to protect our people. it has to be a two way street. it establishes a two-year mandatory minimum federal prison sentences for illegally reentering the united states after a previous deportation, and a five-year mandatory minimum for illegally reentering for those with felony convictions, possible misdemeanor convictions, or two or more prior deportations. when somebody comes in, we send them out. they go to prison for quite a while. they come back again, they go five years. what is happening is they come back 10 times. i could go case after case.

look at what happened in san francisco. five times, and on the fifth time he killed kate. one, 10 times came back and told someone then. when they get deported, they stand out, otherwise they have serious prison terms. once you do that, they will stay out. right now they have no consequences. also reforms on visa rules to enhance penalties for overstating, and to ensure open jobs are open to american workers first. [applause] number eight, restoring community safety act. reduces surging crime and drug violence by creating a violent crime task force and increasing funding for problems -- programs that assist your local police. they are doing such a great job. [applause] increase the resources for federal law enforcement agencies and federal prosecutors to dismantle criminal gangs and put violent offenders behind bars or out of our country and into the country where they came from.

[applause] restoring national security act, which rebuilds our military by eliminating the defense sequester, which has been tough on our military. and expanding military investment. at no time practically do we need a military like right now. we don't want to use it, but it is peace through strength. we need a strong military. our military is so terribly depleted. it also provides our great veterans with ability to receive va payments or attend a private doctor of their choice. we have the plan online. we have tremendous support from veterans, law enforcement, the military. if they are waiting in line.

an easy 22 suicides a day. if they are waiting in line for 7, 9 days they can't get to see a doctor, and it's a simple procedure or simple prescription that can solve their problem, they become very sick, and they die waiting in line. we are going to give them the power to across the street to a local or private doctor, private or public hospital all looking to do business. then we will pay the bill. veterans will finally be taken care of properly. what they are going through now is unacceptable. [applause] also we are going to protect our vital infrastructure from the new thing, it is called cyber attack. it establishes new procedures

for immigration to ensure those admitted to her country support our people and our values. we want people that love our country for can lover country, and people that will love our citizens. we want people that can love us. there are ways of determining that. and other countries do. clean up corruption in washington act. it index tough new ethics reforms to reduce the corrupting influence of special interests and donors on our politics. on a november 8, americans will be voting for this 100 day plan to restore prosperity to our country, secure our communities and honesty to our government. this is what pledge to you. if we follow these steps, we

senator tim kaine spoke briefly to reporters about the speech donald trump gave in gettysburg. they also mentioned what their campaign would be focusing on in the last two days before election day. mrs. clinton: hello everybody. we are excited. sen. kaine: this is a bigger crowd than i expected. [laughter] mrs. clinton: we are happy to campaign together. tim has been doing an amazing job around the country hitting every state along with ann, his extraordinary wife, who has been campaigning tirelessly on her own as well. we don't get a lot of chance to actually gather because we want to cover more ground together. today was a real opportunity for us. want to make two quick points. first, as we are traveling in

the last 17 days, we will emphasize the importance of electing democrats down ballot. in particular, as i said today, we are strongly supportive of katie mcginty in her race for the senate. we will be meeting of with her in philadelphia tonight. we have a chance to do that with her. i will be doing the same as we go from state to state, has will tim. the other point today, we are making our closing arguments. we are talking about what is at stake in the election is a growing contrast. we are giving people something to vote for, not just against. i can see where our opponent donald trump went to gettysburg, one of the most extraordinary places in american history, and

basically said, if he's president, he will spend his time suing women who have made charges against him based on his behavior. tim and i are going to keep talking about what we want to do. we are going to have the great honor of serving as president and vice president. as we said in the book "stronger together" we have specific plans. we are going to get together after the election and do everything to be as possible to be doing the business of the american people. do you want to add anything? sen. kaine: on the last point, it was fascinating. not only the trump speech in gettysburg, but it was billed as "here's my first 100 days." for hillary, we want to do a big investment in job, comprehensive immigration reform, reassess where we are in the battle

against nonstate terrorism, and address issues of campaign-finance. donald today was -- the parts of his speech that grabbed everyone's attention and he seemed most personally invested in were all of the scores he needs to settle with everyone that he is mad at. women that complained about his activities, going after his political opponents. at the end of his campaign, all along he has been running a self-interested me-first campaign, love and america first campaign. he's saying, i'm not changing. i may be president, but i'm can be focused on settling scores. and oh by the way, now that i am president, now i can really settle some scores. it's such a stark vision from what voters expect from us. that contrast from what we heard today and from hillary in pittsburgh is really stark. it puts the choice to the voters.

>> trump suggested that the clinton campaign was behind to these women making these accusations. what do you have to say about that? mrs. clinton: that is not accurate. >> some say that it if they look for your platform, it is not a vote for your platform but to reject trump. what do you have to say? mrs. clinton: we are going to make the next 17 days to persuade as many americans as possible to vote for tim and me. we have close elections in america. you can go back and check that out for the last 4, 6, 8 of them. it is not unusual that the election would be close.

we are not taking anything for granted. we are working our hearts out. we have great events planned. we have great surrogates coming out to support us that are campaigning with us and on their own to convince as many people as possible to go vote. as i said in pittsburgh, we are seeing encouraging signs about the turnout. the 200 million voter registration mark is huge. the number of young people is so encouraging people what we are seeing from early vote returns, i think we are over 4 million already. i am not going to speculate about the outcome of the election. tim and i have been very clear about what we want to do and have later found in every kind

of forum. and have laid it out in every kind of forum. i will speak to everyone on every side of the aisle that can come together with us. sen. kaine: can i say one more thing? hillary did not get a chance to come with me when john warner did the endorsement of hillary. and he knows hillary very well from their arms services days together. he gave a magnificent discussion and did not mention donald trump's name until the last sentence about why hillary will be a great chief. this is all positive energy for the next president. the energy in that room was not primarily towards donald trump. >> do you see any of the outreach you have done to republicans who have rejected donald trump as carrying over into your potential

administration? and how would fissures on the party impact things like immigration? mrs. clinton: i am encouraged about what i think we can get accomplished. i came into the tent senate in 2000, and i made it clear from the beginning that i wanted work with people. i didn't want any expectations about being treated any differently than anybody else. i think you can go back and look at the record i compiled by working with practically every republican i served with. last time we indicated, 400 bills have my name on them. you don't get that done unless you work with folks on the other side. i have a record of doing that, not just in the senate, but as first lady and secretary of state. people know that. we are going to work together with everyone that we can possibly touch to start talking about what we can do together.

there is a big agenda where we can find common ground. >>-secretary, have you thought about at all who you might put in her if you win? mrs. clinton: not at all. i am superstitious about that. we have a transition operation going, and i have not really paid much attention to it yet because i want to focus on what our first task is, and that is convincing as many americans as possible to give us the chance to serve. >> you touched on it earlier the event, but what was your response to trump's position that there is a vast conspiracy in the media against him? mrs. clinton: i debated him for 4.5 hours. i am not even going to think about responding to him anymore. i will let the american people think about what he offers and what we offer. he can say whatever he wants and run his campaign however he wants. you can go on tangents and go to gettysburg and face two women
