12:21 pm
impacted my life in a lot of positive ways. on "q&a," jd vance talks about growing up in a poor, rural family in appalachia. >> there was not as clear connection that existed between education and opportunity. even the people who did relatively well in school did not make a lot out of themselves. you also saw a lot of people not making or having good opportunities. it was hard to believe school matter that much. >> tonight at 8:00 eastern on c-span's "q&a." >> donald trump allied his agenda for the first 100 days of his presidency yesterday at the eisenhower comments in gettysburg, pennsylvania. this is 40 minutes.
12:22 pm
[applause] mr. trump: thank you. [chanting trump] mr. trump: thank you very much. thank you, ladies and gentlemen. please sit down. [applause] >> we love you. mr. trump: thank you. it is my privilege to be here today in gettysburg, hollowed ground were so many lives were given. president lincoln served in a time of division like we have never seen before. it is my hope that we can look at his example to heal the divisions we are living through right now. we are a very divided nation. i am not a politician and have never wanted to be a politician. believe me. [applause]
12:23 pm
mr. trump: but when i saw the trouble our country was in, i knew i could not stand by and watch any longer. our country has been so good to me, i love our country, and i felt i had to act. [applause] mr. trump: i have seen the system of close and personal for many years. i have been a major part of it. i know how the game works in washington and on wall street, and i know how they have rigged the rules of the game against everyday americans. the rules are rigged. nearly one in four americans, in their prime earning years, are not even working. one in five households have no one with a job. 45 million americans are on food
12:24 pm
stamps, and 47 million are living in poverty. we have failed our inner cities, and, in so doing, we have failed our african-american and hispanic communities. we have misguided military adventures overseas, and wars that go on forever that just cannot be won by the people that are doing it now. they do not know how to win the wars. at home, we have our great veterans dying while waiting for medical care. change has to come from outside our very broken system. our system is broken. the fact that washington, and the washington establishment, has tried so hard to stop our campaign is only more proof that our campaign represents the kind of change that only arrives once
12:25 pm
in a lifetime. [applause] mr. trump: the system is totally rigged and broken. first, the issue of voter fraud. according to pew, there are 24 million voter registrations in the united states that are either invalid or significantly inaccurate. and when i say that there are such inaccuracies, it is unbelievable. 1.8 million dead people are registered to vote. and some of them are voting. i wonder how that happens. [laughter]
12:26 pm
mr. trump: 2.8 million people are registered in more than one state. these are numbers, folks, these are numbers. 14% of noncitizens are registered to vote. the system is also rigged, because hillary clinton should have been precluded from running for the presidency of the united states. [applause] mr. trump: but the fbi, and the justice department, covered up her crimes, which included lying to the fbi and congress on numerous occasions, and included saying, "i do not recall" to the fbi on 39 separate times. she recalls everything else, but 39 separate times, she said, "i do not recall." well, that is a lie also. [applause]
12:27 pm
mr. trump: then, there is the deletion of at least 33,000 emails after receiving a subpoena from the united states congress. that is after receiving the subpoena. as an example, it was announced this week that the highly respected 4-star general james cartwright may be sentenced to up to five years in prison with a massive fine for lying, on one occasion, to the fbi. and he said he did that for national security reasons. highly respected man. a four-star general. this took place two days ago. how must he feel? a big part of the rigging is the fact that hillary clinton is
12:28 pm
allowed to run, despite having broken so many laws on so many different occasions. why is she allowed to run? the dishonest mainstream media is also part, and a major part, of this corruption. [applause] mr. trump: they are corrupt. they lie and fabricate stories to make a candidate that is not their preferred choice look as bad, and even dangerous, as possible. at my rallies, they never show or talk about the massive crowd size and try to diminish all of our events. on the other hand, they do not show the small size of hillary's crowds, but in fact, talk about how many people are there. very small crowds, you know it, they know it, everybody knows it.
12:29 pm
over the last two days, three highly respected national polls said we are in first place. [applause] mr. trump: one of those pollsters was the most accurate poll on the last two cycles. the media refuses to say it put that word out. they refuse to talk about it. they are trying desperately to suppress my vote, and the voice of the american people. as an example of the power structure i'm fighting, at&t is buying time warner, and thus, cnn. a deal that we will not approve in my administration, because it is too much concentration of power in the hands of too few. [applause]
12:30 pm
mr. trump: likewise, amazon,it g field, and you can see what that is doing to department stores all over the country. very, very unfair. you are talking about billions and billions of dollars that they should be paying in taxes. purchaselly, comcast's of nbc concentrates too much power in one, massive entity that is trying to tell the voters what to think and what to do. deals like this destroy democracy. we are looking to break that deal up and other deals like that. they should never have ever been
12:31 pm
approved in the first place. they are trying to poison the mind of the american voter. lied when they came forward to hurt my campaign. total fabrication. [applause] mr. trump: the events never happened. never. all of these liars will be sued after the election is over. [applause] mr. trump: a simple phone call placed the biggest newspapers or television networks gets them wall-to-wall coverage with virtually no fact checking whatsoever. here is why this is relevant to you. if they can fight someone like me who has unlimited resources to fight back, then just look at what they can do to you.
12:32 pm
your jobs, your security, education, your health care, the violation of religious liberty. the that of your second amendment. the loss of your factories, your homes, and much more. look at what they have done to you with your jobs. is just been learned, on video, that the violent protests at some of my rallies, like in chicago, where police and others were seriously hurt -- you saw that? blood pouring down their face, dncuse they were paid by and clinton campaign operatives. we did not know this. this just came out two days ago on tape. we did not know this. we were amazed by the level of violence. these were paid operatives. they were paid by the dnc and
12:33 pm
campaign.he clinton this was a criminal act. policeman and many others were hurt. these people should be prosecuted. [applause] because of the rigged system, they probably will not be. just like we found out about these hate, violent protesters, it was probably the dnc and clinton campaign that put forward these liars with their fabricated stories. we will find out about their involvement at a later date through litigation. i look so forward to doing that. [applause] rigging of the system is designed for one reason. it is to keep the corrupt establishment and special interest at power at your expense and everyone's expense.
12:34 pm
i have no special interest but you, the american voter. [applause] i did not have to do this, believe me. but, i had to do it because i love our country and the people of our country. i felt i had to do it. [applause] mr. trump: thank you. one thing we all know is that we will never solve our problems by relying on the same politicians who created these problems in the first place. hillary clinton is not running against me. she is running against change. all ofrunning against the american people and all of the american voters. [applause] ourselves we now find at that very special fork in the
12:35 pm
road. do we repeat the mistakes of the past? where do we choose to believe that a great future, yet unwritten, lies ahead for us and for our wonderful, beloved country? i think it does. i know it does. my economic plan will deliver 25 million jobs in one decade. away.bs have been taken they have gone to mexico. they have gone to so many other countries. it is a one lane highway, where they get the jobs in the factories in the money -- and the factories, and the money, and we get the drug's and unemployment. it is going to change. believe me, it is going to change. [applause] mr. trump: that goes for all countries. when you look at china and every country, every trade deal that we have is horrible.
12:36 pm
we should be ashamed of the people that allowed those deals to happen. they are defective, and they knew they were defective. they were done for a reason. believe me, they will be unwound so fast. we will have trade. we will have great trade. it will be free trade. but it will be fair trade, and it will be real. my security plan is so important. they have taken the jobs from us. my security plan will bring us safety to our poorest communities. my ethics plan will end the corruption in our government. [applause] the corruption is massive. we will drain the swamp in washington, d.c. with a newlace it
12:37 pm
government of, by, and for the people. that is why i have chosen gettysburg to unveil this contract. i am asking the american people to rise above the noise and clutter of our broken politics and to embrace that great faith and optimism that has always been the central ingredient in the american character. there is nothing better or stronger than the american character. [applause] mr. trump: i am asking the american people to dream big once again. is my 100 day action plan to make america great again. it is a contract between donald j. trump and the american voter. it begins with bringing honesty, accountability, and change to washington, d.c.
12:38 pm
[applause] therefore, on the first day of my term of office, my administration will him eagerly pursued the following six measures to clean up the corruption and special interest collusion in washington. first, a constitutional amendment to oppose that impose term limits on all members of imposes -- amendment to term limits on all numbers of congress. second, a hiring freeze of all federal employees to reduce federal workforce through attrition. that is exempting military, public safety, and public health. [applause] mr. trump: third, a requirement that for every new era newlation, to existing -- federal regulation, to existing
12:39 pm
regulations must be eliminated. the regulations are killing our country and our jobs. on white five-year ban house and congressional officials becoming lobbyists before they leave government service. fifth, aifetime -- lifetime than on washington officials lobbying on behalf of a foreign government. sixth, a complete ban on foreign lobbyists raising money for american elections. day, i will begin strong -- seven strong actions to protect american workers. our american workers have been treated so badly by politicians that do not have their interests at heart. we are going to change that. we are going to change that
12:40 pm
very, very fast. first, i will announce my intention to totally renegotiate nafta. one of the worst deals our country has ever made, signed by bill clinton. we will withdraw from the deal under article 2205. second, i will announce our withdrawal from the transpacific partnership. a potential disaster far country. third, i will direct my secretary of the treasury to labor china a currency limit deal. they are a currency manipulator. what they have done to us by playing currency is very sad. i do not blame them. they have been very smart. i blame our politicians are letting this take place. so easy to stop. so easy to stop. fourth, i will direct the secretary of commerce to
12:41 pm
identify all foreign trading abuses that unfairly impact american workers and direct them to use every tool under american and international law to end those abuses immediately. [applause] mr. trump: fifth, very importantly, i will lift the restrictions on the production of $50 trillion worth of job producing american energy reserves. [cheering] [applause] mr. trump: including shale, oil, natural gas, and clean coal. and we will put our miners back to work. sixth, i will lift the obama-clinton roadblocks that allow for this vital energy infrastructure projects to go forward. we have roadblocks like you have
12:42 pm
never, ever seen. environmental blocks, structural blocks. we are going to allow the keystone pipeline and so many other things to move forward. [applause] mr. trump: tremendous numbers of jobs, and good for our country. we are going to cancel billions in payments to the united nation's climate change programs and use the money to fix america's water and environmental infrastructure. we are paying billions and billions of dollars. we are going to fix our own environment. [applause] mr. trump: additionally, on the first day, i will take the following five factions to restore security and constitutional rule of law. we have to do that. cancel every unconstitutional executive action, memorandum, and order issued by president
12:43 pm
obama. [cheering] [applause] mr. trump: second, begin the process of selecting a replacement for justice scalia, whose wife, by the way, has a trump sign. she is a phenomenal woman. she has a trump sign in her front yard. isn't that nice? i just found that up this -- that out this morning. isn't that nice? he was great. from one of the 20 judges on my list, we are going to make great decisions from 20 outstanding judges on a list that we submitted that will hold and defend the constitution of the united states. [applause] mr. trump: third, we will cancel all federal funding of sanctuary cities. [cheering]
12:44 pm
[applause] fourth, we will begin removing the more than 2 million criminal, illegal immigrants from the country. these are drug dealers, gang heads, gang members, killers, and cancel visas to foreign countries that won't take them back. [applause] mr. trump: and when hillary clinton was secretary of state, and they had someone who was bad, really bad. they brought them back to the country, and the country wouldn't take them, she would say bring them back. there won't be one such instance if i become president. [applause] mr. trump: we are going to suspend immigration from
12:45 pm
terror-prone regions where vetting cannot safely occur. [applause] mr. trump: and if you look at syria and the migration, we are taking in thousands and thousands of people into our country. we have no idea who they are, what their thought process is, where they come from, and hillary clinton wants to increase the number of those thousands and thousands currently pouring in by 550%. radical islamic terror is right around the corner. we have to be so tough, so smart, so vigilant. we cannot allow that to happen. we have enough problems. [applause] mr. trump: all vetting of people into our country will be considered extreme vetting. we will be very careful.
12:46 pm
i will work with congress to introduce the following broader legislative measures and fight for their passage within the first 100 days. middle-class tax relief and simplification act. an economic plan designed to grow the economy 4% per year and create at least 25 million new jobs through massive tax reduction and simplification in combination with trade reform, regulatory relief, and lifting restrictions on american energy. [applause] mr. trump: we need that so badly. we need jobs. our jobs have left us. good jobs have really left us. the largest tax reductions are for the middle class who have been forgotten. the forgotten men and women. they have been forgotten. a middle-class family with two
12:47 pm
children will get approximately a 35% tax cut. and that money will go back into the economy. [applause] mr. trump: the current number of brackets will be reduced from formsto three, and tax will be greatly simplified. the business rate will be lowered from 35% to 15%. the trillions of dollars of american corporate money overseas can be brought back at a 10% rate. it's stuck. we cannot bring it back. 2.5 two $5 million. -- $2.5 million to $5 million. companies can't get it back into the country.
12:48 pm
some companies are actually leaving, not because taxes are so high, but because they can't get their money. we are going to simplify that, i've been bring money back into our country, and spend that money on building our country. [applause] and the off shoring act, establish tariffs to discourage companies from laying off workers to move to other countries and ship their products back to the united states tax-free. they leave the united states, like carrier and ford and so many others, they leave the united states, fire all of their employees, build a beautiful plant, then take their air conditioners, whatever they are making, and they send it tax-free over what will be a very strong border, believe me. they send it tax-free across the border, and what do we end up
12:49 pm
with? unemployment, tremendous losses, and none of the benefits. so, we will establish tariffs so that when they do that there will be consequences. we will work with them. we will be nice and be fair, but there have to be consequences. when they know there will be consequences, our companies. stop leaving and returned to the united states. the infrastructure ask leverages public-proper partnerships to spend $1 trillion in infrastructure investment over the next 10 years. our infrastructure is in such trouble. we have doubled our national debt to $20 trillion under president obama. in less than eight years, $10 trillion has been added. think of it. and we have not fixed anything.
12:50 pm
what have we done? our roads are broken, our hospitals, our schools, and we have $20 trillion in debt, all time high. that is true. our v.a. hospitals are in bad shape. v.a. is in bad shape. we will fix that. we're going to work on fixing that. veterans have not been treated properly. we have illegal immigrants that are treated far better than veterans. we are not going to have that. school choice and education opportunities act. it will redirect education dollars to give parents the right to send their children to public, private, charter, magnet, religious, or homeschools of their choice. [applause] mr. trump: so importantly, we
12:51 pm
are going to end common core and bring education supervision to local communities. we do so badly on education if you look at the lists. denmark sweden, norway, that different countries at the top. denmark, different countries at the top. you see us at the bottom. money per pupil than anybody else. other countries are set -- spending are less per pupil than anyone else. obviously, our current system is not working. we will change it, and we will make it good. it explains vocational and technical education, which we've totally forgotten about in this country, and we will make two-year and four-year colleges more affordable.
12:52 pm
have you gone to school and been with people that aren't good students, but they can fix an engine? or they can build a wall? or they can do things you can't even think about? we are going to need the ones that can build a wall. we are going to need them. but did you ever see that? they are a genius at fixing a car, but at history or physics, they are not so good. we have to open vocational again. these are great people. the repeal and replace obama care act. [cheering] [applause] fully repeal obama care and replace it with health savings accounts. we can do that. the health savings accounts -- it is one way.
12:53 pm
there are numerous ways, but this is one very good way. the way to purchase health insurance across state lines, which we have to do because that is politicians do not want competition. the insurance companies don't want competition. we will open it up. i have been saying it for years. let's take managed medicaid funds. it will be so good. there are over 4000 drugs awaiting approval. and we want to speed the approval of life-saving medications. they are looking at drug's that are looking very good, and you have terminal patients that -- it is over. these people are dying, and they want the drug. they won't be living much longer. we study it for years and years. at some point, they have to do what they have to do. they have to do it properly. we have 4000 different products
12:54 pm
waiting in line for approval, and we can't get them approved. we are going to speed up that process significantly. affordable childcare and elder care act allows americans to deduct child and elder care from their taxes, incentivizes employers to provide on-site childcare services. you see that with a couple of companies, and it is such a great thing to see. it creates tax-free dependent care costs for young and elderly dents with -- depen matching contributions for low income families. so good. [applause] mr. trump: end illegal immigration act. it fully funds the construction of a wall on our southern border. don't worry about it. remember, i said mexico is paying for the wall.
12:55 pm
with the full understanding that the country of mexico will be reimbursing the united states for the full cost of such a wall. we are going to have the wall. mexico is going to pay for the wall. by the way, i met with the president of mexico two and a half months ago. wonderful person. i told him, it is a two-way highway and not a one-way highway. we had our people. we have to take care of our people. we have to protect our people. it has to be a two way street. otherwise, it is going to be a whole different deal. it establishes a two-year , mandatory minimum federal prison sentences for illegally reentering the united states after a previous deportation, and a five-year mandatory minimum for illegally reentering for those with felony convictions, possible misdemeanor convictions, or two or more prior deportations.
12:56 pm
when somebody comes in, we send them out. they come back in, and they go to prison for quite a while. they come back again, they go for five years. what is happening is that they are coming back 10 times. i could go case after case. look at what happened in san francisco. five times, and on the fifth time he killed kate. five times. one, 10 times came back and told then.led someone 10 times. when they get deported, they will stay out. otherwise, they have serious prison terms. once you do that, they will stay out. right now, they have no consequences. also reforms on visa rules to enhance penalties for
12:57 pm
overstaying and to ensure open jobs are open to american workers first. [applause] mr. trump: number eight, restoring community safety act. reduces surging crime and drug violence by creating a violent crime task force and increasing funding for programs that assist your local police. they are doing such a great job. [applause] mr. trump: increase the resources for federal law enforcement agencies and federal prosecutors to dismantle criminal gangs and put violent offenders behind bars or out of our country and into the country where they came from. [applause] mr. trump: restoring national security act which rebuilds our military by eliminating the defense sequester, which has been tough on our military. and expanding military investment. at no time, practically, do we need a military like right now. we don't want to use it, but it
12:58 pm
is peace through strength. we need a strong military. our military is so terribly depleted. it also provides our great veterans with the ability to receive v.a. payments or attend a private doctor of their choice. we have the plan online. we have tremendous support from veterans, law enforcement, the military. tremendous support. --they are waiting in line and you see 22 suicides a day, and people do not believe it. but, if they are waiting in line for seven days, or nine days, and they cannot get to see a doctor. a simple procedure or simple prescription could solve their problem, and they become area sick and they die. they die waiting in line.
12:59 pm
we are going to give them the power to across the street to a local or private doctor, private or public hospital all looking to help and do business. we will pay the bill. it is so much cheaper. more importantly, veterans will finally be taken care of properly. what they are going through now is unacceptable. [applause] mr. trump: also, we are going to protect our vital infrastructure from the new thing, it is called cyber attack. it establishes new procedures -- new screening procedures for immigration to ensure those country support our people and our values. we want people that love our country and love our citizens. we want people that can love us. there are ways of determining that.
1:00 pm
other countries do. we do not. clean up corruption in washington act. acts tough, newn ethics reforms to reduce the corrupting influence of special interests and donors on our politics. on november 8, americans will be voting for this 100 day plan to restore prosperity to our country, secure our communities , and honesty to our government. this is my pledge to you. if we follow these steps, we will once again have a government of, by, and for the people. and importantly, we will make america great again. believe me. thank you. thank you very much. [applause] senator kaine: at least for the next day and a half i got no criticisms or suggestions. i bought myself a little window that night. [laughter] senator kaine: as i was standing there with my family, something really started to hit home. i have been thinking about this the entire campaign. i have been in public service for 22 years since i ran for the richmond city council, and i won
1:13 pm
with a landslide of 97 votes. let me tell you something, i would not have gotten very far, in fact, i would not have gotten into my first office without a whole lot of amazing women who have lent me their strength on -- along the way so that i could be the candidate and have my name on a bumper sticker, on a yard sign, or on the ballot. [applause] senator kaine: that night in philadelphia, i was not just thinking about the love and support of the strong women in my family. i was also thinking about women campaign managers, cabinet secretaries, staff, volunteers, and i was thinking about women voters who have enabled me to serve. let's not forget, beginning with the presidential election of
1:14 pm
1964, in every presidential election, women have made up the majority of the american electorate. [applause] senator kaine: in other words, while i am probably no more free of patting myself on the back than anybody in politics, if i really think about it, i know i have only gotten in the position of leadership and responsibilities, because i have had a lot of strong women who are willing to support me so that i could be the person getting the headline and doing the job. so, when hillary asked me three months ago today, the 22nd of july, if i would be her running mate, i was honored to have the chance to play the role for her that so many strong women have played for me. [applause] senator kaine: now, make no mistake. women in america have come an awful long way. 50 years ago, women could not even get a credit card without a man to cosign for them. they needed a husband's
1:15 pm
permission to start a business. they needed a husband's permission to cosign to rent an apartment. in some states, women were barred from serving on juries. we have come a long way, but so much of the progress that we have made -- progress we should feel good about is at stake in this election. instead of turning back the clock on women, like donald trump wants to do, we should be doing everything to keep pushing forward. [applause] senator kaine: because folks, it is 2016. isn't it time that women were paid the same wages and salary as men? [applause] senator kaine: isn't it time that women should be able to take off work to care for a child or relative without losing their job? [applause]
1:16 pm
senator kaine: i did not tell hillary this. went out and i shook some hands of the folks that were not able to come inside, because you guys turned out in such numbers that people were outside. a woman was holding her three in a half-year-old daughter in her arms. i asked her to tell me about her daughter, and she said that when her daughter was born and she was in the hospital, she got fired from her job because they did not have maternity leave. she started to cry. this was three and a half years ago. we made a commitment that we would do something about that, -- about that. not just for women. women and men should be able to take off time when their kids are born, or to care for a sick parent. [applause] senator kaine: i told her, you may not be able to get into the rally, but because he said that -- because you said that hillary and i will have even more
1:17 pm
energy. this is one of the things we need to fix it. after 240 years of american history, isn't it about time that a woman can serve as president of the united states and be commander-in-chief? [applause] senator kaine: of course, it's time. of course, it's time. of course, it's time. guess what? [applause] [cheering] [chanting "hillary"] senator kaine: i think you can tell from the reaction that it is not only strong women, but also strong men who feel that now is the time. now is the time. [applause] senator kaine: now is the time. is there anybody out in this audience who has tried to do
1:18 pm
something for the first time? in your house, in your family, in your neighborhood, maybe in your workplace or in the school, you have tried to do something that has not been done before? is there anybody out there where you have tried to do something, something hard, and you have had people tell you i do not think , that will happen, or i do not think the time is right for you? where someone else is more qualified, or someone else is ahead of you. sometimes the voice that says that to you is the voice of an adversary who wants to get in your way, and sometimes it is the voice of a friend who says don't get your hopes up, i don't want you to be disappointed. sometimes that voice is not even an external, it is a voice inside because we all carry doubt inside of us. and at that moment when we are most at a reach for our dreams,
1:19 pm
that voice were it says it is not your time, whether from the outside or the inside, kicks in. everybody knows this, everybody has experienced this. let me tell you something about hillary clinton. she has heard that her entire life. she has heard it her entire life. maybe the time is not right, if -- not right. if you want to be in his profession, maybe that is more for guys. she has heard this her entire life. she has heard it repeatedly during this campaign. she has heard it during this campaign. guess what, hillary clinton has never let that voice stand in her way. [applause] senator kaine: never let it stand in her way. as your next president, she will not let anyone stand in your way. she is not going to let anyone stand in your way. just think about this. hillary's mom was born before women had the right to vote, and
1:20 pm
hillary's daughter, chelsea, will now get to vote for her mom to be president. [applause] senator kaine: that is the kind of generational progress that this country holds for all of us when we do our best work. that is why we have to do our best work for the next 17 days. because in just 17 short days, we can forever, and i mean forever, change the way little girls and little boys look at their future in this country. because, if you can be president of the united states, you can do anything. [applause] that is thee: message that hillary clinton's election will send. so pittsburgh, that is why i am so proud to be a strong man supporting a strong woman who be -- who will be the next president of the united states.
1:21 pm
she will show an america that we really are, stronger together, please join me in welcoming our next president, hillary clinton. [applause] [cheering] [applause] secretary clinton: thank you. [applause] [chanting "hillary"] secretary clinton: wow. thank you. great tell you, it is so to be back here in pittsburgh. [applause] secretary clinton: i do not think it gets any better than to be accompanied out onto the stage by dan and pat rooney. [applause]
1:22 pm
secretary clinton: i am a big admirer of the rooney family, and i was so honored to serve with and when he was our ambassador to ireland. [applause] senator kaine: the rooney family commitment to pittsburgh is really extraordinary. it is not just the amazing commitment to the steelers. [applause] secretary clinton: as special as that is. but to their roots. what they believe in. their values and their deep concern for future generations. so, i am incredibly humbled to be supported by dan, and pat, and the rooney family. it means a great deal to me. i also want to thank congressman mike doyle.
1:23 pm
allegheny county executive richard fitzgerald who is here. mayor bill padoto. mayor john federman. pennsylvania attorney general bruce beemer. and all the other elected officials. it means a lot for you to be here with us. if all goes well in 17 days, we are looking forward to working with you on behalf of pittsburgh. [applause] secretary clinton: some of you know that i have a special place in my heart for pennsylvania, and i am excited about helping, in any way that we can, for pittsburgh, allegheny county, and western pennsylvania to keep moving forward with confidence and optimism about what is
1:24 pm
possible for the future we want to create together. and i am thrilled to be here with tim kaine. [applause] secretary clinton: i asked him to be my running mate, because i knew he would be one of the smartest, toughest, most qualified vice presidents have -- we have ever had. [applause] secretary clinton: i also knew he had never lost an election. [applause] secretary clinton: i kind of figured that might rub off on me a little bit. now that i have gotten to spend more time with him and with his wonderful wife, anne, and their family, i am even more confident that he will be such an extraordinary leader for our country. he is not just smart, tough and qualified. tim kaine is as good and decent
1:25 pm
a person as you will ever meet. [applause] secretary clinton: i am deeply honored to have him by my side in this campaign. tim and i are excited by all of the energy and enthusiasm we are seeing across the country and particularly here in pennsylvania. [applause] secretary clinton: both of us, unlike our opponent, do not believe we can do this alone. we believe that we will do this by working with all of you. that we are going to come together in the next 17 days and convince everyone you can to get out and vote. whatever issue you care about, it is going to be on the ballot. it may not be listed, but it will be on the ballot. whether you care about good jobs
1:26 pm
with rising incomes, or better education, or you care about what we can do to get the cost of prescription drug down. whatever you care about, it is going to be on the ballot. my name and tim's name might be the ones on the ballot, but we will be representing everything that we and you can do together for our country. [applause] secretary clinton: and we are going to need help doing that after the election. that is why i hope you will do everything you can to elect katie mcginty your next senator. [applause] you know, clinton: katie is the daughter of a philadelphia police officer. i think she is one of 10 children, right? one of 10 children. she has devoted her professional
1:27 pm
life to protecting working families. i have known her now for more than 20 years, when she was really young, and i have seen that same can-do spirit. she gets up every day, what can she do to fight for healthier neighborhoods, to keep our kids and healthy, to fight for cleaner air and cleaner water, to help people make the most out of their own lives. now, she is running for the senate, because, like tim and i, she believes our economy should work for everyone. not just those at the top. [applause] katie is clinton: exactly the kind of partner we need in the senate. more importantly, she is exactly the kind of senator western pennsylvania and pittsburgh need in the senate. we have got to get things done
1:28 pm
for the people of pennsylvania and america. and katie will help us break through the gridlock. actually make a difference in people's lives. help us create more good jobs with rising incomes, guaranteeing equal pay for women, defending planned parenthood. [applause] secretary clinton: i think it is pretty clear when you look at katie's opponent -- he still refuses to stand up to donald trump. [audience booing] secretary clinton: a lot of republicans have. they have not had the grit and the guts to stand up and say he does not represent me. but pat toomey heard donald attack a grieving, gold star
1:29 pm
family who lost their son in iraq, he heard donald called mexican immigrants rapists, he heard him say terrible things about women, he heard him spread the lie that our first black president wasn't really born in america. how much more does pat toomey need to hear? if he doesn't have the courage to stand up to donald trump after all this, can you be sure he will stand up for you when it counts against powerful interests? [applause] secretary clinton: when i look at this, i am thinking to myself, "we have work to do in washington." i know it will not be easy. i understand we have real challenges. i believe we can do it. i would not be standing here, and tim would not be with me -- [applause] secretary clinton: but we need people in washington who put you
1:30 pm
first, who get up every day thinking about middle-class families, who worry about where you are going to get the money to send your kids to college, how you are going to take care of your mom or dad because they are failing and what are you going to do for them? how are you going to deal with all of the challenges? that is what i try to do my entire life. that is who you should be electing. people who care about you, your families, and your children. [applause] now, as tim said, he asked if any of you watched the debate on wednesday. well, i will tell you, that was the third and last time i will ever have to debate donald trump. [cheering] [applause]
1:31 pm
secretary clinton: think about this. i have now spent four and a half hours on stage with donald, proving once again i have the stamina to be president. [cheering] secretary clinton: and after every one of those debates, people have asked, "how did you do that?" really, you just have to be of good cheer when you find yourself in a situation like that. you are in front of 50, 60, 70, 80 million people. so, no matter what he would say, i just kept thinking of all the people i have met throughout this campaign. just earlier today, i met henry over there. henry is on top of his dad's shoulders, and henry gave me a note saying he hoped i would be president. you know, i really want to be president for all of the kids in
1:32 pm
america to do everything i can to help you. [chanting henry] [laughter] secretary clinton: i also did have a chance to talk about some of the important concerns people have shared with me. from the first day i started this campaign back in april of 2015, people have been telling me what is on their minds. it is one of the greatest honors. you know, sometimes it is just fleeting. i will be in a coffee shop shaking hands or i will come down and shake hands on a rope line, just running into somebody. and that person, that man or woman or that young person, takes a moment to stop and look into my eyes. i can tell they are trying to
1:33 pm
take my measure, and i am grateful that they take their vote, their choice of seriously, and then they might say something like, i have a really terrible problem in my family. my son or my daughter has gotten addicted to opiates or to heroin. what are you going to do about it? or maybe they will say, "my brother has schizophrenia, and we can't afford to get him the kind of consistent care he needs." or maybe they will say, "i am a diabetic. and the drug company has just raised the cost of insulin and i can't afford it. what are you going to do about it?" that is the right question to ask anybody running for president because at the end of the day this is about you. as i said, we are going to invest in the middle class. we are going to grow this economy from the middle out and
1:34 pm
the bottom up, not the top down. [cheers] [applause] secretary clinton: we are going to make sure we produce enough good jobs with rising incomes so that every single person, especially every single young person in america, can go as far as your hard work and talent will take you. now, i've got to say i believe in hard work. that is how i was raised. i believe you've got to work for what you get in life. but i think we have to knock down some of the barriers that stand in the way of people getting ahead and going as far as they should. for me, that starts by believing in our country. you know, there has been no other place in the history of the world that has given so much
1:35 pm
opportunity to so many. do we have problems? yeah we have problems. , do we have challenges? of course, we do. we are human beings. but there is no more blessed place. and donald trump did something the other night that no other presidential nominee has ever done of either party. he refused to say he would respect the results of this election. [audience booing] secretary clinton: make no mistakes about this, my friends. he is threatening our democracy. look, i have lost elections. you don't feel very good the next day, believe me. but we know in our country the difference between leadership and dictatorship, right? [applause] secretary clinton: the peaceful transition of power is one of those things that sets us apart.
1:36 pm
whether you support me or my opponent, together, we must show we support american democracy. and i believe both donald trump and i should be grateful for the opportunities that our country has given us. and the best way to demonstrate that we support our democracy is to turn out and vote. and there is an inspiring story being written by people across america right now. we have just reached a milestone. more than 200 million americans are registered to vote in this election. [cheers] and you know what? that includes 50 -- more than 50 million young people. more than ever before. [cheers]
1:37 pm
secretary clinton: i find that a very hopeful sign. here in pennsylvania, hundreds of thousands of more voters are registered than were in 2012. what does this tell us? i think it tells us no matter how much negativity is out there, something exciting is happening right now. people are coming together -- democrats, republicans, independents -- all to reject hate and division. [cheers] [applause] secretary clinton: in the states where they can, people are motivated to vote early and defend core american values and embrace a future where every person counts, everyone has a place, everyone can contribute. because you see, despite what donald trump may think, most
1:38 pm
americans really believe we can do better. most americans really believe women should be respected. [cheers] secretary clinton: most americans really believe that workers should be paid fairly. [cheers] secretary clinton: most americans believe that the united states should work with our allies to lead the world and keep us safe. [applause] so the energy we see in the final weeks of this campaign is about more than winning an election. it is about standing up to the kind of country that we want for ourselves and our children. and it is about the lessons we want to teach our sons and daughters.
1:39 pm
i want you to know that if tim and i are fortunate enough to be your president and vice president, we will work with everyone. now, i imagine here in allegheny county, and if you are from further west, you probably know people who are thinking about voting for donald trump. and here is what i want you to tell them. i want you to tell them that i understand that they need a president who cares about them, will listen to them, and i want to be their president, too. [cheers] secretary clinton: because whether you agree or disagree with me, whether you vote for me or vote against me, i believe we can disagree without being disagreeable. i have seen that. i know it can happen.
1:40 pm
i know there are a lot of people here in pennsylvania who have a lot of questions. they want to know, how do we move forward better? they want to know about their town where there are not as many jobs. they are upset about what they see around them. i get that. but anger is not a plan. [cheers] secretary clinton: and we need to work together. we need plans that will help us deal with the legitimate concerns and questions people have in pennsylvania. i think that is what our whole country needs right now. that is what i will try to do. i am not going to pretend that we can just snap our fingers and solve our problems. that does not happen in the real world. but i know we can make progress together. the choice we face in this
1:41 pm
election is stark, especially when it comes to the economy. tim and i believe when the middle class thrives, america thrives. and when we invest in working families, in the middle class, in small businesses, we can make the economy work again for everybody. i think it is fair to say that both donald trump and pat toomey have a different perspective. they believe -- and they believe this -- if you give trillions of dollars -- trillion with a t -- of tax cuts to millionaires, billionaires, corporations, it will all trickle down to everyone else. it has not worked before, and it has caused us a lot of messes we have had to clean up. i have been privileged to see presidents up close and personal . right.
1:42 pm
married one, that's right. worked for one. and here is what i know. that when you focus on helping the middle class, you end up lifting everybody. when you focus on helping the top, you help the top. that is not good enough. donald likes to say he is on the side of american workers, but his actions tell a different story. yes, he bought cheap chinese steel and aluminum for his construction projects. he should be buying good, american-made steel that supports good, american jobs. [applause] secretary clinton: i would like to hear donald explain to american steelworkers filing for unemployment why he put chinese steel workers to work, instead of steelworkers here in pennsylvania. and for all his talk about
1:43 pm
putting america first, he has made many of his products in 12 different countries. if he wants to make america great again, why doesn't he start by making things in america again? [cheers] we now know he hasn't paid a dime in federal income taxes for years. he says that makes him smart. well, i don't know how smart you have to be to lose a billion dollars in a year in the first place. [applause] especially -- answer me this -- how do you lose a billion dollars when you are in the casino business? [laughter] never could figure that out. but what it means is every one of us is paying more in federal income taxes than a billionaire has. that is wrong, and we will end those kinds of loopholes and gimmicks. [cheers]
1:44 pm
secretary clinton: it also means that donald has contributed zero for our military, zero for our vets, zero for pell grants to help young people go to college, zero for our highways, zero for everything. and yet he stands up on stage and he criticizes america. well it is unfair and it is wrong. with your help, we will make the biggest investment in new job since world war ii, jobs and infrastructure. [applause] our roads, our bridges, our tunnels, our ports, our water systems all need help, and those are a lot of good jobs, jobs that can't be exported out of pennsylvania. [cheers] secretary clinton: i believe we can bring advanced manufacturing
1:45 pm
back to the united states. that is why we will invest $10 billion in a make it in america partnership that brings together workers and unions and businesses, universities, and community colleges. [applause] secretary clinton: some country is going to take the lead with precision machining. some country is going to take the lead with 3-d printing. we invented both of those technologies. we should take the lead, and we should have the jobs. [cheers] secretary clinton: we are also going to fight climate change with clean, renewable energy jobs. [cheers] and we are going to help small businesses which will create two thirds of all of the jobs in america. [cheers] and we are going to defend your
1:46 pm
right to organize and bargain collectively for higher wages and benefits. do not let anyone fool you, my friends. assault on worker rights and unions is an assault on the middle class. [cheers] it is time to say loudly and clearly, "right to work is wrong for workers and wrong for america." [applause] secretary clinton: i have set some big goals. i am excited about what we are going to do. it's all going to put people to work right here. and sometimes folks say to me, "how are you going to get that done?" you go to the congress. first, i hope we will elect some more democrats. that would be number one. but number two, i think it will be a very simple question. our members of congress, members
1:47 pm
of the senate going to be on the side of the rich, the powerful, and the wealthy, or on your side? they will have to answer that question. if they continue to do the bidding of the lobbyist and the lawyers and others who stand outside their door -- i have been to the senate and seen it. i know it. it they are going to continue to do the work of those already privileged in america, then i want to make sure that they do not come back to washington after the next election. [cheers] secretary clinton: look, we are in a great, great high school here. i am so proud to be here. and so, we are going to do more to be a good partner
1:48 pm
with education, especially with educators. [cheers] we are going to start with universal pre-k. we want good schools with good teachers in every zip code so every kid gets a world-class education. [cheers] secretary clinton: i want us to bring technical education back to high school. i think it was a mistake when we took it out. there are a lot of good jobs that you can be prepared for in today's economy coming out of high school, maybe community college, going into an apprenticeship program, and i want to lift up that work. [applause] a four-year college degree should not be and is not the only way to have a good job with a rising income and a satisfying
1:49 pm
life. [applause] we are going to make public colleges and universities tuition-free for any families making less than $125,000 a year. and we are going to help you pay down your college debt. [cheers] secretary clinton: it is going to be great to help you pay it back as a percentage of your income at your job, so you are never on the hook for more than you can afford. i worked on this with senator bernie sanders, and it's going to help save -- [cheers] secretary clinton: it is going to help save people thousands of dollars. in fact, while you are here, you can go to hillaryclinton.com/calculator to see how much your family can save. we want you to know we are going to deliver results for you.
1:50 pm
[cheers] i mean, ultimately, it's pretty simple. i think the american dream is big enough for everybody and i want everybody to have your chance to get your piece of the american dream. so, there's a lot of work we are going to be doing. we need to raise the national minimum wage. people who work full-time should not be mired in poverty. we are going to guarantee equal pay for women. [cheers] secretary clinton: it is not just a woman's issue. if you have a mother, which all of us do -- if you have a mother, a wife, a daughter or his sister who is working, it's your issue, too. it's good for the entire family. it is good for the economy. so, my friends, there is a lot for us to do in the next 17
