system, obamacare, that is inherently broken, but we had systems that worked before. one of the things as far as pre-existing conditions are concerned, for the last 20 years we had something called hit the -- hippa. if you had a pre-existing condition, you can go from one policy to another without worrying. the democrats want to ignore that the law ever existed. thanks to obama care, the state -- if you hit a lifetime max, or if you truly had a pre-existing condition that was not covered, we had a social safety net to cover this people. that is what we should be social on, good, solid, safety net, not huge government takeovers. rep. nolan: you are talking about people who already had insurance. there are millions of people with pre-existing conditions that could not get insurance. that is a fact. there are other things we could

do. medicare negotiates for pharmaceutical crisis -- prices. think the federal government should, have the authority to negotiate most of the rest of the world does it. we don't get $600 at the pens -- epipens, or thousands of dollar increases. there are lots of things we can do. every time republicans bring up the affordable care act, never once do they bring it up under an open rule where anyone can offer ideas and suggestions for improvements. >> and we are about to wrap up. quickly, and want to ask each of you to give you -- your response. if elected, or reelected, what will you do in washington dc to work on bipartisanship and get things done? rep. nolan: the university of virginia and vanderbilt did a study. they took amendments that had been introduced, bills that became law, and found my work was the most effective in the minnesota congressional

delegation, second-most effective in all 188 democrats in congress, and one of the 10 most respected in congress. i'm the minority. i have had republican printers.i did that with good , strong, common sense solutions, with common problems week face, with good republican bipartisan support. i am as good or better than anyone in the country at pulling together bipartisan support for good, common sense legislation. >> mr. mills, how would you work on bipartisanship? mr. mills: i was just in grand rapids meeting with union members. they depend on livelihoods in iron range.they are upset with congress. he talks about his effectiveness, but they were telling me how ineffective they are. when he was first elected, he went on tv and called for bans on semi automatic rifles, and having the government tell us how many bullets to have, rather than fixing a broken trade

system. it was only after these people had lost their jobs, their livelihoods, that congressman nolan stepped up in an election-year stunt to bring in denis mcdonough, which was too little, too late. people are frustrated all over minnesota. what i would do in washington dc is find people who are willing to participate in small groups that are going to generate ideas, and have those ideas form larger groups, and get legislation done. nobody gets anything done on their own, certainly not in congress. what we need to do is have small groups come together, start fixing problems, and have ideas snowball. rep. nolan: the cd -- ceo and the largest iron company, who is said the dayter, denis mcdonough came to the range changed everything. you may call it a dog and pony show, but to the thousands of miners went back to work, it was no-show. mr. mills: but thousands more have been laid off since.

here is not wrong. it is the same reason my family came here and other people dead, for a better life, for religious freedom, and opportunity in the country. the process is itself broken. >> what you actually said is that they had done nothing wrong. the question is, does that not then confirm what your critics would say, is that you don't respect the rule of law? rep. carroll: sometimes the law is unjust. that was true during jim crow. that is true when we had a broken immigration system. we must uphold the rule of law, but the bigger and more important moral imperative from my perspective is to make sure that the law is just, it is right, humane, and not hurting families. immigrant rights to me are human rights and the law is part of the problem. >> thank you. congressman kaufman, you have done a lot to reach out to the immigrant populations, you even learn spanish. but immigrants have a good idea of the different visions the two major parties have for

immigration reform. senator carol's party is promoting policies so people can obtain legal status. your party uses amnesty as a dirty word. why should the voters touched by this issue believe you will be the more compassionate candidate? in. coffman: the left congress is wrong. they say we either have to have everything, or nothing will get wrong, and it has to be in one bill for everybody. on my side of the aisle, they saying, wes well, by want to secure the border and a step-by-step progress. i don't see them taking the first step. both parties have to come together and compromise. i think immigration reform has to be about securing borders, having policies that help grow the economy, and the compassionate about keeping families together. >> what have you personally done to crack through that dynamic? rep. coffman: i think after getting the new districts, going

out and meeting families i have , sympathy for the children. not the adults that knowingly broke the law, but the children who were taken here when they were very young. went to school here. sometimes, they don't know any other country besides the united states. i do think we should treat them differently, and i put legislation forward this summer that would give them legalized status to give them a path to citizenship, based on their work history, based on their education, or military service. >> thank you. anotherman coffman, question. from your military career, to your votes against republican party leadership, your personal courage has figured prominently in this story you tell to voters. i'm curious. do you feel you displayed personal courage and your handling of donald trump, by refusing to commit one way or another, and only a bending in -- abandoning him when other

republicans did? rep. coffman: first of all, i was the first to put out an advertisement separating myself and donald trump. and then, after the video, i was the first member of congress to ask donald trump to step aside. i have been consistent on my positions regarding donald trump. i think it is tragic. i think both parties have lousy candidates, quite frankly. i think the difference is i'm willing to take on donald trump. but morgan carroll is not willing to take on hillary clinton. she was silent during the e-mail scandal. silent when hillary clinton is giving speeches to wall street executives. >> congressman, thank you. that is your time. rathertor carol, it is unusual for a congressperson to own partyir oh -- nomination for president, and

not all gop members have done the same. you could say that he got there late but he did take his stance before ballots were mailed out to voters in colorado. do you really think donald trump is dangerous? should you embrace a republican like mr. coffman? rep. carroll: is too little too late. what we saw was dangerous and donald trump was obvious and repeated, and overt, a longtime beforehand. what we are seeing is political expedience. donald trump is tanking in the polls. if he was up in the polls, we would see a different reaction. the moral case was there against him when he first called immigrants rate this, when he called women takes, when he went after muslim americans and gold star family's.what changed is , they went after him legally too late, so it is just symbolic, and an act of self-preservation more than political courage. rep. coffman: it was not legally too late. countrylways put my first. i'm not a republican first. i am a marine corps combat veteran first.

i was an elected official. i took an unpaid absence for the first gulf war. came back, saw how the first bush administration treated gulf war veterans, and publicly challenged that administration. i criticized george w. bush about the iraq war, even though i did volunteer to go and resolved -- resigned from the office of state treasurer, not because i believed the war was right, but because we had to bring it to a just conclusion.i split with my party for funding for the veterans hospital. i have a record standing up to my party and putting the country first, but morgan carroll has no record. >> you told us earlier you did not seen a correction -- connection between donald trump and the american political scene promoting the lie about president obama's birth. do you think it is not the same lie he was promoting? rep. coffman: that was a statementrep. coffman: made one time.

i said it once in public. i was wrong for making the statement. i said so. to somehow infer it had any influence on donald trump is ridiculous. >> do you see any issue with republicans like you criticizing hillary clinton, it was leaked she believes in the idea of having one public press-ish private position, and you saying discount what i said about president obama? rep. coffman: it was a mistake i made four years ago and i knew it was a mistake. >> thank you. >> senator carol, you think hillary clinton is trustworthy. why do you think so many democrats who chose bernie sanders think she cannot be trusted? rep. carroll: i think we have a big test in the democratic party. people have different parts of the platform they like to see going forward. we have had eight years under a very strong personality with obama, and what i've seen is a remarkable showing of unity, following what could have been a very tough and divisive primary. in fact bernie sanders and

, elizabeth getting outout here the vote for hillary clinton. i think we have a lot of passionate folks that would like passionate folks that would like to make sure that we are seeing campaign-finance control, and -- finance reform, climate change, and when we saw them work together to get a new platform putting people first, we saw a lot of the party come together. >> right now, as we continue the conversation, you can weigh in on our website. tell us how you are making your decision in the race, while we continue to talk about this. a lot of people are dissatisfied , with both of the top two choices in the residential race. what, if anything, needs to change about how the parties take their nominee? rep. coffman: both parties need to reflect on how we got to this position. but the vote that we will make, whoever is elected to be the representative of this district, the first vote we will cast will be either for nancy pelosi or paul ryan.

i will vote for paul ryan. nancy pelosi, when she was eager of the house, she crammed obamacare through without a single republican vote. now we are seeing 20%-40% increases in the insurance exchange for colorado. she said we will know what is in in after it passes. the american people know what is in it, and it is wrong. i morgan carroll will be there to vote for nancy pelosi. >> any changes to the primary process? rep. coffman: i think it needs to be longer. there needs to be more of a vetting process. i think i felt the process was too long in 2012, so they shortened it. i think it was worse. carol, same question. anything the parties need to do to change how this looks? rep. carroll: i think both parties need to be honest about the fact that they need to reinvent themselves. are seeing the collapse in some ways of the two-party system, and part of that is, most of the people registering

are unaffiliated. they need to be more democratic, where it is easier for ordinary people to feel like they have a say so, not people who have been self-declared, but in recruitment and training and feeling like there's more of a say in who your candidates are. i think it would be healthy for both parties to do a better job of reaching out to the rank and file and grassroots earlier in this stage of picking candidates, so people are happy about picking choices. >> we told the candidates they could ask questions of each other. we will do that now. rep. carroll: my question for congressman coffman is, do you accept any responsibility for the va boondoggle with the billion-dollar overrun in three years, or is it simply everyone else's? i took it over in january 2013. i dropped out of the natural resources committee and

transferred to the veterans committee to provide oversight. there was a gao report in april 2013 that said that it was hundreds of millions of dollars over budget. years behind schedule. i put forward legislation to strip the va. now the army corps of engineers has taken over that facility. the va refuses to turn over the report. rep. carroll: that's everybody else. do you take responsibility? son'soffman: i take her ability for exercising leadership. we would not be where we are today in terms of having the army corps of engineers take over the project. they are doing everything they can to trim costs without my leadership. >> congressman coffman, it is your turn. rep. coffman: in 2009, you took a vote after representing the hispanic community for four years. the children that wanted an

education, higher education, who were often working, you voted against them, against the dream act. do you regret that vote? rep. carroll: the dream act we passed in colorado passed under my leadership as majority. like other bills, sometimes it takes more than one year to get there. unlike you and your obstructionist congress, we got it done and got it passed. where is your bill? rep. coffman: 2009 a did not past -- past. rep. carroll: but it is lot today because of me and my allies. on your part, you have nothing to show for your time in office. rep. coffman: it was delayed for two years because of your lack of leadership. >> let's try a bipartisan pelicans are. the way congress and the government functions. your win ine hoping the six congressional colorado would be part of a nationwide wave that would give a majority in the u.s. house, coupled with a senate majority and president clinton, with her first supreme george -- court justice, there would be liberal control. the last time america saw that in one-party control, that was jimmy carter's administration. is that good for america? rep. carroll: i think having a mix that reflects the country as a whole is good for america. what we have while seen in contrast is just obstruction. the two things we need to balance is that there can be problems with one party controlled. what we see right now is nothing more dedicated than trying to ct presidentobstru

obama at every step, so the american people lose under a gridlock system. whether you are divided or unified on one-party control, the only way that works is if everyone's job in mission is to go advocate and represent the people in their community. which will have different views than they do on a lot of different issues. otherwise, you've either got one party railroading, or complete paralysis and obstruction like now in congress. >> thank you. hundred and coffman, you voted several times to repeal obamacare. but with all the problems you .2, it has helped people get coverage who could not get it before. how do you explain those votes you have taken on repealing, to a person who got coverage because of the law? rep. coffman: most of the people were helped under the medical exchange -- medicare exchange. -- medicaid expansion. i think it has hurt people. let us talk about the consumer protections. a lot of them already existed in colorado law.

pre-existing conditions. portability. in blocking the ability of an insurance carrier to discriminate based on gender. i think we still need to reform our health care system. obamacare has not done what it promised to do. we are looking at 20%-40% increases in colorado and the -- in the insurance exchange. it is punitive to middle-class families. >> a good segue. senator caroll, you are on record against colorado care. you think we will need a public option or universal coverage? what is the solution to the what is the solution to those price hikes? rep. carroll: no question, people are paying too much for too little health care. i support a public option. i think health care is a right. people should have the right to access to affordable health care. option,dding the public we had to on drug prices through

medicare. we need to rethink the antitrust laws so we don't have to go bankrupting families and small businesses. congress has a role to make sure that we are not getting price gouged and people are not getting sick and bankrupt. >> senator carroll, another question. you are committed to publicly voting for nancy pelosi for speaker. is there any part of the agenda firm hillary clinton aren't nancy pelosi that you cannot vote for? rep. carroll: i think the piece that needs to be addressed is within the universal background check bill, where we are looking at also making sure we are adding the terror watch list. there are concerns about who is on the list. is it current? is it accurate? is there due process to challenge if you don't belong on their?it needs to be two-step. adding that when it is not a

perfect database is not the solution we are looking for. >> so a vote on universal back on checks and terror watchlist, vote?uld be a no rep. carroll: i would support a universal background check list, but we need to clean up terror watchlist on process before that is in, and before we know we are screening the correct people. >> thank you. a recent poll in colorado found 59% of trump voters they might not vote for a republican that has come at against donald trump. you tried to position yourself as a check on hillary clinton. why should those voters care about that, when they feel like you are handing the presidency to hillary clinton? rep. coffman: i know people are upset, god bless them, but i cannot bring myself to vote for donald trump. the fact is, i believe at the end of the day, they will look at who they want as the speaker of the house. do they want to return to what morgan carroll would call the good old days where you have hillary clinton in the white potentially -- in the white house, a potentially

democratically controlled senate, and they cram things through without a single republican vote, and there are no checks and balances on the white house? at the end of the day, i will secure the votes. senator carroll, you said you don't support restrictions on a woman's right to abortion at any point during her pregnancy. there are a lot of rights that are subject to restrictions. which other rights other than abortion do you believe are absolute? think thell: well, i rights you have to do process, equal protection under the law against cruel and unusual punishment. to me, it is partly the constitution and partly a moral question. i don't think any third party or government has a right to force anything on a woman or her body without her consent ever. that is a moral position as well as a constitutional one for me. >> thank you. for you congressman coffman.

you told us earlier this week that we need to move to a system of tough immigration enforcement. you said to me, ", if you are here illegally, you are going to be deported." that sounds a lot less like you in recent years, and a lot like donald trump's mass deportation plan. rep. coffman: i think that is the system we ought to move through. but the fact is, we have had defective amnesty to some in this country a long time. facto amnesty to some in this country for a long time. there are people that have been in this country for a long time that have not violated any laws other than the immigration laws. obviously, i have stated before what i feel about the young people taken here, not about their own choosing. for the adults that knowingly broke the law, i think they should have the opportunity to come out of the shadows and have a legalized status. whether it is 90 days or 180 days to come out of the shadows, but i would like to see us move to a tougher system. we have to get control of the

borders. right now -- >> thank you. thank you. >> we have done pretty well on time. we have time to ask each other one more question. congressman coffman. rep. coffman: could you please give your opinion, the fact is received ay clinton subpoena to turn over her e-mails and decided what she was going to turn over and what she didn't turn over on her private e-mail server to evade public scrutiny. what do you think about that? rep. carroll: i think a couple of things. she said it is a mistake. i think it is a mistake here it --. i do not defend it. rep. coffman: that you think she broke the law? rep. carroll: i think they did a criminal investigation. rep. coffman: do you think they did a right investigation? rep. carroll: i trust that over a political strategy against a candidate. so i think it has been

investigated repeatedly. i don't defend it. what i do think it's curious, transparency is important when something like that is coming forward. it's a reminder for everyone on security protocols, and something everyone needs to pay attention to. i trust the people who have been doing the investigation to figure out if there was wrongdoing. what i find curious is that congress, and people like yourself, are exempted from your version of the open records act. one of the things that has troubled me as a double standard, we are pushing for more transparency, and in every other corner, why under the law would you give yourself a blank, or privacy protections, or inability to get out of? that rep. coffman: i think you are right. members of congress should be subject to all the laws, regulations that they impose on the american people. and that is why when obamacare was passed, i dropped out of the congressional plan available to

employees, and bought my policy without a subsidy through the insurance exchange. i found that my deductible went from $300 to $4500 and then went from there to $6,200. i had to pay 40% of that. but 100% below $4500. if every member of congress had done what i did, obamacare would not be standing here today. coffman, thank you. i appreciate you both sticking a time diligently, having spirited and civil conversation. unfortunately, we are nearing the end of our 30 minutes. it is time for closing statements. the order was decided ahead of time and the representative that -- representative coffman, the floor is yours. rep. coffman: thank you for doing this. as a combat veteran, i have led the fight against the va which has failed to meet the obligations to the men and women that served our country in terms of giving them the health care that they need and deserve.

i've taken my military experience in challenge to the department of defense on wasteful spending. i believe that every dollar wasted by the pentagon is a dollar not spent defending this country. i believe fundamentally that the greatest threat to the security of this country is our rising debt. i will continue to work for a balanced budget requirement to stop washington spending money that we do not have. i have worked with republicans and democrats to find common ground to get things done in washington. and i will stand up to whoever is in the white house whether they are republican or democrat when their actions do not reflect the values and priorities of colorado and the country. >> senator carroll. rep. carroll: congress is broken. before there was a donald trump, there was a congress that was an embarrassment to this country for his refusal to do anything.

to work with each other to get hardly anything done. the major problems of our day remain unaddressed because folks have been more interested in pointing fingers and obstructing than getting things done. to me, we cannot afford to have congress not work. we must take up issues like student debt reform now. immigration reform now. lobbying reform, now. we need to take climate change seriously. we need to move to renewable energy. we should be passing the equality act. we need to fix the hole that got blown into the voting rights act. we should be enforcing and supporting policies like dapa. at the end of the day, we need a congress that will get back to work, and it is for that reason why i would respectfully ask for the vote of the people in the sixth congressional district. >> senator morgan carroll, and congressman mike coffman, thank you for your time. we appreciate your participation in this debate. our debate is over. we are not. stay here for the live eight edition of balance of power.

he was murdered by a gang member previously convicted of burglary who had also been released from federal custody. so many people, please, please, don't release him. he is violent. and he shot a man through the head. i man gunned down in the sanctuary city of san francisco by an illegal immigrant. and this person was deported five times. now he has a good lawyer and the case will go on, and on, and on. shot in the back while standing with her father, great parents, great brother.

eight years ago and some of you were only four, but if you will recall, we were going through two long wars. we were in the early days of the worst economic crisis of our lifetime. everything from health care to climate change to criminal justice, we had been kicking the can down the road for too long. and i said at that time, i said that i was not a perfect man. i would not be a perfect president. i said if you elected me, we would not solve every problem on day one. we would not solve it all in one year or one term or even in one presidency. what i told you was i would work as hard as i could every single day to do right by you.

[applause] that every day when i walked into the oval office, i would be thinking about the folks i met on the campaign trail. i would be thinking about the students trying to get a good education without a ton of debt. i be thinking about the working families trying to figure out how to pay the bills and maybe they had lost their homes or their pensions. because of the economic crisis. i would be thinking about folks who did not have health care and were worried about how they were going to make sure somebody they loved got treated fairly. and i will tell you this, i have

made mistakes during these eight years. there has been ups and lows. i kept that promise to work for you as hard as i could. you kept faith with me and working together what we have seen is that in america at the edge of depression battle back. we turned job losses into 15 million new jobs and last year incomes went up faster than any time may have been keeping records. poverty went down faster than any time since 1968. we just learned this week that the economy grew faster than any

time in the last two years. we have seen in america that went from too many people uninsured to noun 20 million people with health care who did not have it before. the lowest uninsured rates in our history. we have seen an america that was hooked on foreign oil. we've kicked about addiction and we are producing solar energy, wind energy, fighting to protect our planet by reducing harmful carbon pollution. we have seen our men and women in uniform, the best to there is, sign up to serve and meet every mission. to pursue the terrorists responsible for 9/11. get osama bin laden. make sure justice was served. we have seen a country where freedom was limited in so many places.

to a situation where every state you can marry the person you love. [applause] we have increased access to pell grants. we have seen the highest high school graduation rate in our history. we have seen the biggest jump in college enrollment in our history. across the board, by almost every measure, we are significantly better off now than eight years ago. and part of it is because we've got policies right and part of it is because of you. i travel across all 50 states and i have seen what makes

america great. i have seen folks working hard, starting businesses, reaching into their own pockets to make sure kids get an education. i have seen doctors serving the poor. i have seen our brave men and women in uniform and our brave police officers and first responders running towards danger and working to keep us safe. i have seen the patriotism of young activists speaking out to make the country better, even if it makes us uncomfortable. calling on us to live up to our highest ideals. i see you, americans of every party and of every faith, knowing we are stronger working together, whether we are young or old, men or women. black, white, latino, asian, native american, folks with disabilities, gay, straight, it does not matter.

pledging allegiance to the red, white, and blue. that is the america i know. that is the america i love. that is why thrall of the ups and downs, i have not been worried about this country because i have seen the heart and soul of the american people and it is good. it is deep and it is strong and it is resilient and there is only one candidate in this race who i believe can continue the progress we have made and i know that because she has devoted her life to make america better. that is the next president of the united states, hillary clinton. a lead whether it's in sports or in politics, you start feeling good. you start celebrating too early. you start getting turnovers, you start missing free throws, suddenly it gets a little closer, you start tightening it up and next thing you know you look up and you let it slip away, see, i don't want y'all feeling too good. i want you hustling all the way until the polls close on november 8. i don't want you to take things for granted. i don't want you to do a usain bolton looking back smiling because politics isn't like track and field, you're not always as fast as usain bolton. you have to stay focus and run through the tape, we cannot kick back and think that we have this thing won because this has been

a volatile race. folks are in a volatile mood. media stories go up and down and sometimes it's hard to sort out what's wrong and true and what's false which is why the other guy can say what he wants, right? and so we have to work hard, and by the way that's who hillary is. hillary never takes anything for granted. i have worked with hillary, she works hard every single day. she doesn't take a day off. she is a grinder. she just keeps on working. i have seen it, i have benefited from it, i have seen her in the situation room making the argument to go after bin laden even when it was risky. i have seen her trouble the globe. it's not always flashy, people

at home don't always see it. folks like big speeches and sound bites, she doesn't always get the credit but she does the work, she does the work. she understands the challenges we face. she knows what we are talking about. by the way, when things go her way, you don't see her whining or complaining. saying that things were rigged, she just comes back and gets up and works harder and she works harder and she works harder until she gets done what she's supposed to get done. and the reason she works to hard is because she cares. she knows about hardships. her mom was an orphan. she knows the decisions that you make in the presidency are not

abstraction. she knows this is in just about the game of politics. she knows that we decide, what i decide and what she would decide as president means everything to a soldier or a veteran or military families, a family who is trying to make ends meet for the children who is trying to go to college for the first time. for a young person that was brought to the country as a child and wants to contribute to the only home that she's ever known. hillary knows that ordinary people need a champion. she doesn't just talk the talk, she walks the walk. she has details and read them through and thought them through which is why she's in a debate with the other guy, she's talking about stuff that she actually knows something about and the other guy is just making stuff up.
