host: we are taking your calls now on u.s.-russian relations or anything else on your mind with headlines this week in washington. the latest headlines have to do with the jobs numbers that were just released this morning. according to politico, the economy added one and two 56,000 jobs in december. the labor department reported that today. that is down from 200-4000 jobs in november. unemployment is at 4.7%. than november, 4.6%. private sector earnings were up $.10 and in november they were down. the creation of the when i did 75,000 jobs with the employment rate of four point 7% and an ,ncrease of the hourly earnings those numbers slightly off from the projections.

is calling in from south carolina on the republican line. good morning. what is on your mind? caller: the guests use to forget that not too long ago we did hack into germany. germany's emails and we got a lot of information. sorry, found out -- i'm don't member her name -- host: angela merkel. caller: yes. that's right. been mentioned. host: rachel is calling in from texas on the independent line. caller: high. you know, a lot of people are complaining about the media. i watch washington journal every day because they give both sides. if you want to listen to the liberal media, you turn into msnbc.
9:10 am
if you want to archconservative, watch fox news. conservative radio is all day long. you have religious media with a talk about politics. they don't talk about religion anymore. and when i hear about them going after trump about pollution and russia and all of this, i think that the time when obama was elected president when -- said he was not his president and he went after him about dealing with the terrorist people and everything else. i am so sick of this. this is the reason why didn't vote for either one of the jokers this time around. who i somebody there respect. and i've no respect for either one of them. trump is a joke. host: other headlines coming out of the first week of the 115th congress this week, senate democrats are pushing for an

ethics investigation into tom price finances. that is according to the atlanta journal-constitution, a group of senior senators called for an investigation into the stocks on thursday, arguing that the chamber should not move forward on the republican cabinet nomination until those questions are answered. chuck schumer from new york, the senate democratic leader and the top democrat on the two committees that will hold the confirmation hearings set that capitol hill's independent ethics watchdog and exchange commission should probe the possibility that price insider trading. let's take a look at what senator chuck schumer said about that yesterday. >> congressman price had the excellence and was actively involved in pushing health care policies while simultaneously making dozens of trades in companies that would be impacted
9:12 am
by the policies. he did this repeatedly and in such large numbers that he is likely to have made tens of thousands of dollars on one of these traits alone. should be shocked by this. so today, we are here to call on the house office of congressional ethics to investigate whether any laws were broken. we don't know if he broke the law. but there are certainly enough serious questions to warrant a serious investigation before any hearing is held. to becomesman price secretary of hhs. you may remember, the congress passed and signed into law a few years ago the act that prohibited insider trading by members of congress. so, it is worth noting that we as answer this investigation an outside the house entity but if house republicans had their way on monday, we wouldn't be
9:13 am
allowed to do this. tom price is being considered by donald trump on dominated by donald trump to head the hhs department. there is calling in from philadelphia. caller: high. what is your name? i don't know your name. host: kimberly. my niece's that is name. i love c-span because you get every viewpoint. notthe moderators do interrupt with their own viewpoints. so i get to judge for myself. whether the commentators or guests or whoever is telling the truth. your previous guest, one of them stated that the united states had not interfered in the national process of any
9:14 am
since the cold war ended. and i thought that was inaccurate because during the bush administration, they did interfere with the election process in haiti. and helped to depose the elected incumbent from office. and they forced him to go to africa for political asylum. and they installed a military leader. it is place. with the did interfere electoral process after the cold war. in this hemisphere. not in europe but in this hemisphere. so i thought he was being very inaccurate in his statement. and i'm calling to correct that. is calling in from texas on the republican line. hello, robert.
9:15 am
caller: i have been hearing since the 1970's that the american people are being dumped down by colleges and by the media and all of that. thewhat gets me is that media has been dumbed down by the american people. so that is where we are at. i don't care if you talk about republican media or liberal media. the american people are the ones that are dumbing it down. host: where do you get your news? rely, ever since the 1970's, i have heard from all kinds of people that were getting dumbed down. and we are not dumbed down no more. the democrats don't understand. and, you know, if we are in office with the russians attacking us, it is an trump's fault.
9:16 am
it is the administration now. that is theresident executive and you have the attorney general who is protecting clinton. you don't think we know that? is calling from new york on the democratic line. what is on your mind? caller: i'm calling to say that we don't have to worry about china or russia or any other destroying us. because it will end up destroying ourselves. we can't even get past ethnicity. i canceled that she was a human being. i see you as a woman of color. so i already jumped ma'am conclusions of the type of person you are. the same thing if a black man sees a white man. they think he is a power hungry or a moral person who cares about nothing but making money. so when we jump to our own conclusions but individuals, we can't see past working together
9:17 am
to make the country stronger than it is. this is a great country. and it could be a lot greater but we are so archaic and are thinking that we can't get past that. and so we don't have to worry about the other people. host: a programming note. this week c-span newsmakers interviewed the house republican senate committee chairman mark walker from north carolina. he talked about a timeline for replacing the affordable care act and how the plan has conservative group presented this week compares with the republican leadership plan. this year, weme will have some kind of position to move forward. i have heard two years, four years. i believe that is the promise to the american people so i believe it will happen this year. host: you mentioned the repeal and replace plan that you guys
9:18 am
laid out yesterday. theyou explain what may be biggest differences with that plan versus the one that the speaker and leadership laid out? guest: they're very similar. the primary difference is a tax reduction versus tax credit. americanunder the health care reform act, it would allow individuals 7500 families -- as opposed to tax credits. another minor difference is that we make sure we are doing every thing we can for pre-existing conditions is larger staying on a plan that you are not put out to pasture. there's a very important things. on pullinglanning the rug out from anyone. and that is something that is important to us. but let me also say this. sometimes the narrative, with what we're able to find out, 50% have benefited to be transparent
9:19 am
from obamacare but 25%, they have had some kind of harm or financial stress. so the thought process that the republicans have to have a replacement plant it covers the unfair. little bit knowing that obamacare is failing on a daily basis. so even pushing back on the narrative that there is a i think it is not even to the very beginning. other programming note. michelle obama will deliver her final remarks as the first lady at a 20,017 school counselor of the year event in the east room of the white house. school counselor of the year is an annual white house tradition started in 2015 by michelle obama. today. be at 11:00 a.m. also, the presidential inauguration security and logistics briefing will take place at 12: pm on c-span3.
9:20 am
bowser administration and u.s. security service will brief the media on the inauguration. the mayor, as well as the special agent in charge. and bradley becker is the commanding general of the task force. paul read a field, the general and other the wma ta federal partners, briefing the media on logistics of the inauguration that will take place on jittery 20. calling in from alabama on the independent line, dave. caller: well, what i wanted to the reason that people are so confused about the election and the election results is that this election was not about the vote. the fbi investigated hillary clinton's private computer
9:21 am
database server system for over a year. and after they completed the investigation, the fbi director james comey came out and said that they couldn't even determine if her private server had been hacked. member, hillary clinton deleted 33,000 emails from that computer system. fbimy opinion is that the and cia, they found the emails. they had to. they couldn't lead 33,000 emails from the secretary of state from the state department floating around without the government knowing what is in the emails. and they found the emails revealed what was in the emails and the different things that were being done and said by the clintons, a decision was made that clinton could not be president. and didn't want to come out
9:22 am
say it. they two choices. you arrest and indictment theton three months up from election, which would have thrown it into total turmoil or you let the election take its course. they found those 33,000 emails. those are my comments. host: andrew is calling from new york on the republican line. what is on your mind? caller: have been hearing a lot about race in the public media. and i just wanted to remind everybody that because of hearing so many voices from so many different sides that god did create us all equal. and when god looks at someone, he just is one guy. you count as one. you are not black or white or hispanic or anything else. you just count as one. you are one guy.
9:23 am
and that is what we have to get back to. so we can see beyond race and you are just a guy. you're just one guy. a man or woman or whatever. just one guy. that is what i want to say to america. thank you for c-span. host: in some of the other headlines today according to the obamark times, the administration ambassadors are being denied an extension on their tenure. donald trump aansition staff has issued blanket edict requiring politically appointed ambassadors to leave their overseas posts by inauguration day according to several american diplomats familiar with the plan. that breaks with decades of president by declining to provide even the briefest of grace times.
9:24 am
the mandate was issued without exceptions. it say thata to saw they're leaving critical nations like germany, canada and britain. in the past, both parties grant extensions. on a case-by-case basis, they would allow them to stay with full age children to stay in for weeks or months after an inauguration. on the democratic line is german calling from illinois. what would you like to talk about? caller: i am always odd by the american public every morning. i have been watching since the late 1970's. how about coaching the question you had this morning with veterans and non-veterans and see how that answer fleshes out? i'm a veteran from vietnam. have my trust in
9:25 am
the intelligence community. how about asking the people that put their asked on the line what they think about the intelligence community and kimberly, i have you have a happy day. bob callinge have from illinois on the republican line. hi, bob. caller: good morning. i think senator schumer is onto something. investigating all 100 senators and see how they come and. they are multimillionaires. and i hope when president obama -- es, host: we have kerry calling in from arizona democratic line. good morning. caller: i was like to express something about the 49% figure used earlier to describe the
9:26 am
tober of those opposed obamacare. that number is dishonest because it should be divided into those liberal something more like medicare for all and something to go back to the free system that was damaging the economy prior to obamacare. that 49% opposed have different viewpoints. and therefore, those viewpoints should be broken down. he should be two separate numbers. host: are you still there? do you believe that it is -- what are thoughts? do you believe the affordable care act should be appealed? should it be repealed before a replacement is in place? caller: that makes no sense at all. that is just grandstanding on the part of republicans. they just want to win for
9:27 am
winning sake. not because it is good for the country. if anything, medicare for all is the replacement for obamacare. and our improvements to obamacare as it is. host: ok, according to usa today, the recent -- seems to be declining. the decrease in incidents since donald trump selections has eased but activity remains above pre-election levels. -- the head of the southern poverty law center intelligence project called on trump to take a strong stance against hate speech and crime. she says when he was interviewed on 60 minutes, he said to stop but he never said a stance. going forward, the questioners
9:28 am
how does trump conduct himself? alan is calling in also from illinois on the independent line. a lot of illinois callers today. there is a lot of illinois calls today. ask aactually calling to question with the russian experts. i'vend more so is that noticed a lot of distrust with the media and rightly so. i've noticed that people refuse to believe almost anything now. i have a hard time talking to trump supporters about the threat that russia poses with justar proliferation and russia in general. and i would encourage people to maybe not discount the experts. . question everything but maybe listen to the experts are trying
9:29 am
to explain to us the threat that they pose. thank you. host: in other news. lawmakers will meet at the capital to certify the electoral college result of the presidential election. some house democrats will try to challenge the win. the democratic congressman from texas confirmed late thursday that she and as many as 10 colleagues will contest the validity of donald trump selection on friday when lawmakers meet at the capital to certify donald trump's electoral college victory. joining us now to talk more about the meeting today is david hawkings who is a senior editor at rollcall. good morning. tell us a little bit about what lawmakers will be meeting to do today. and what the process is? it is a convoluted process. it is only used once every four
9:30 am
years. the way it works is that the electors in each state are supposed to have signed and sealed a report of their electoral votes and have sent one of them to the vice president who is the residing officer for all of this and mailing two others to the archivist for safekeeping. and then congress meets in a joint session. and they call the role of medically by state and open up the envelopes and they read the results and they keep a tally. that is the way it is supposed to work. host: during the electoral college vote we heard the possibility of electors rising up and it turns out that we only saw couple. lawmakers try to stop donald trump's presidency from being certified? guest: they can. the key here is that an order
9:31 am
for any objection to be considered, the same objection has to be raised by at least one house member and at least one senator. we did notnight, know of any senators who were of theo join and full house members who want to raise these objections. but we do know that members have been to stay close. if they weren't planning on leaving town this weekend, they should stay close because there may yet be votes today. a proper objection raised, something that is supported by both a house member the twosenator then houses of congress are supposed to meet separately to rule on the objections. the last time that happened in 2005, stephanie tabs jones was a congressman from cleveland and barbara boxer from california, they raised objection about ohio.
9:32 am
there was a pause in the action. the two houses of congress met. they voted down the objection and then they resumed the ceremony. so that is the way any objection would be handled. it seems highly unlikely given that the republicans control both the house and the senate that any such objection would be sustained in separate votes by the relative house and senate. host: how unusual is this circumstance? it seems that normally this is a matter of formality. most americans probably didn't even realize the role of congress and certifying the president? guest: that's exactly right. happened fourthis years ago today, the congressional record noted that the entire session took 23 minutes. it is interesting for congress nerds. is always an interesting situation when the vice president, who is charged with
9:33 am
presiding over the ceremony is a player in the election. al gore, famously was the president voting to succeed clinton and lost the most and then hadction to preside over his formal lots of the election in which there were several of these objections raised. no senators went along and al gore to make several rulings from the chair. people wanted to make speeches and said no, that is not copy it. but those are the exceptions. another bit of trivia, the vice president doesn't actually have to do this if he feels aggrieved. hubert humphrey was the vice president in 1969 the presidency and he declined to take the job. so the job fell to the president pro tem of the senate. the: does this then go to president for a signature like a bill?
9:34 am
guest: it is not. after they read from alabama down to wyoming, votes are ceremonial there are tally keepers from the senate and house who keeps account and at the end, the count is announced and the magic words are when the vice president says -- hold on by rule just a second, this is what you want. this announcement should be deemed sufficient declaration that the persons elected president and vice president and that is it. it vice president announces that the winner has one and they are the president-elect and there is no such presidential signature or rolling of the bill or that of the normal parliamentary stuff. a unique system. host: ok, thank you for joining
9:35 am
us this morning. you can watch the live coverage of the joint session of congress where they will count the electoral college ballots today at 1:00 p.m. on c-span and c-span.org and c-span radio. that is on the mobile at. joe is calling from south carolina this morning on the independent line. overjoyed to talk about? well, i heard your last guest talk about how it is supposed to work and all that personally, he will never be my president. is a 7-year-old boy trapped in a 70 euros man's body. he is very immature. and i can't believe america would elect somebody like this.
9:36 am
it is unbelievable. with allergasted that the stuff he has going on with the russians and how cozy is with putin and everything and all these business things tied up, plus, his immature personality in this, america can't see beyond this personality? i'm flabbergasted to me that we've elected somebody like this to be president. are you kidding me? russell's calling in from houston, texas. hi, russell. caller: good morning. host: what is on your mind? caller: the guy who just called in -- i am concerned about the relationship between trump and russia. ago, i read a book
9:37 am
about how the russians tried to get people in the united states to become elected officials. and trump is close to the russians and it makes me nervous. other headlines from the hill. the gop won't promise that the obamacare fix will cover everyone. republican leaders are refusing commit that their replacement plan will cover as many people as obama's health law. they are quickly moving forward bypass this replacement plan saying a replacement plan will come later this year but it is unclear whether that replacement will provide insurance options for at least 20 million people, those who gave coverage over obamacare admits stories that many could lose their insurance. paul ryan decline to commit when
9:38 am
asked if the rubber can plan would allow everyone coverage. he said he would not get ahead of the process. howard is calling from philadelphia. good morning. what would you like to talk about today? caller: i want to do with emails. we keep talking about whether or not russia hacked in it or whether it was wikileaks. first of all, none of the wikileaks emails had to be redacted android we're not talking about is the content of females. that pizza gate israel and let child trafficking is rampant in the united states. but no one is talking about this. no one is talking about the content of the emails.
9:39 am
talking about children as pizza, cheese, hot dogs and such. and we keep distracting everyone with russia and russia and russia. but it isn't russia. we're talking about pedophilia and child trafficking in pizza gate is real. taking our life colors. democrats can call (202) 748-8000. republicans, (202) 748-8001. .ndependence, (202) 748-8002 mia is calling from baltimore. hi, mia. i find it interesting that bill clinton and hillary will be coming up there to help and operate donald trump. i think it is interesting. her commentary -- we kind of
9:40 am
forgot that. and it is political point that hillaryere is swearing clinton. that is my thought. host: reports that donald trump has many creditors -- the debts of donald trump his businesses are scattered across wall street financial funds and other institutions. broadening the potential conflicts for the potential administration. hundreds of millions of dollars of debt in donald trump's properties. some of them backed by the personal guarantee package into securities and sold to investors. donald trump those $350 million
9:41 am
to 10 companies. this is a process known as securitization. so that leaves debt connected to donald trump's companies. tim is calling on the republican line. caller: i watched the proceedings yesterday. i thought it was interesting that none of the officials were interviewed on the panel to protect the company from this further happening in the future. the keep on talking about information and the hackings but none of that came out in the
9:42 am
news media. apparently it wasn't important when everyone thought hillary clinton was going to win they're trying to claim that the american people were term because of females. the males --of they need to focus on white was to get for the hacking into our systems and hack. it apparently seems to be easy for whoever did it. would one's argument hillary did and how she jeopardized our national security and so on. all of that was swept under the rug. i trust the intelligence but i don't trust that there telling the american people the truth.
9:43 am
it's basically swept under the rug. they knew miller clinton was taken down obamacare and he would have gone with her. host: patricia is calling. hello, patricia. caller: think you for taking my call. we're americans. i've been in this country over 40 years and i love this country. i am a hard-working single mom and most of my kids have gone to college and others have gone on to work very hard. my thing is that congress has medical coverage. as americans, we are entitled to that. if there is a whale that is trapped, someone takes care of that. we as it that hard-working people are not entitled to medicare coverage? we need to be taken care of. that is what i have to say. thank you. from colonial heights,
9:44 am
virginia. caller: what is on my mind is obamacare. the reason i'm calling is i feel they should leave obamacare where it is. they don't have nothing to replace it. to find a wayying to repeal something. host: are you signed up through obamacare? is that how you get your health care? caller: yes. i am. i worked forare, an independent company that didn't have insurance. and since obamacare, i've had insurance.
9:45 am
host: in other headlines today. thisnuing with the idea of theme of hacking, reported by politico that a north carolina man will plead guilty in the hacking of john brennan. part of hacking ring that ask a series of senior government officials, and one point breaking into a person may not count of the cia director. scheduled to appear now and in alexandria virginia federal courtroom. one federal count of conspiracy to violate the computer fraud and court records. rodney is calling in from
9:46 am
mississippi on the republican line. good morning. caller: about the russian hacking. talking about the president-elect and the lack of to intelligence. the we talk about obama and how countries, and other and have no respect for us a measuring to do something like that. but bringing back the power of -- they know we are dealing with
9:47 am
will come back to someone who will do something that we will do. obamacare, good riddance. new: and is calling from jersey on the democratic line. caller: good morning. i would just like to say two things. i watched the hearings yesterday. i believe everything that they were saying about the russians. what people should be concerned adamant why trump is so about protecting somebody. it does have been a democrat, it would have been treason. the republicans would have been screaming. two words to say. in new jersey, we know donald trump. now, there's a pay for their own wall. he'sis the new thing that coming up with. it was just a lie to get elected.
9:48 am
two things will mark his presidency. drafts and impeachment. and they will wish that they had voted for hillary clinton. when he starts a war and kids have to go to war because his kids will be in africa, shooting game. from newk is calling york. on the independent line. caller: thank you for c-span. to call and say to people who support donald trump, and i don't believe that all the people who supported donald , but are stupid or racist many are, i just want to say that something is seriously wrong with donald trump. the tweets that he puts out, it is like a 4-year-old. live in alieve i country that could elect the sky.
9:49 am
i guess this is the culmination of the republican long making theirusade way out to be liars and telling people that they know what's best for them when they only help the wealthy. was bernie sanders and he would have made a great president. i really believe the united states needs to turn left if they are going to help people. turning right is a mistake. no wonder trump has nothing but good things to say about and he disparages a decent guy called barack obama who is our president. thank you for c-span. host: from florida, and, good morning. caller: yes. host: what is on your mind? can you turned on your tv?
9:50 am
caller: i talked to before about if they repeal the affordable care act, they will reduce the funding for medicare? host: go ahead. caller: yes. host: new to her tv and listen to the phone. let us know what you think about medicare. can you boot -- can you meet your tv? ok, having some difficulty. hector is calling in on the independent line. hi, hector. caller: my phone is kind of messed up. calling to chuck about obamacare. i had brain surgery and if it wasn't for that i would be dead. so i wanted to say thank god for that. and if they're thinking about taking that away, i think it is wrong.
9:51 am
so this is people. host: glenda is calling in. what is on your mind? taking myink you are call. i'm excited i finally got through. two things. first of all, the affordable affect my family and i as our rates skyrocketed. and the other pointer wanted to , are we still giving mexico $60 billion? and not to anything to secure live on?r that i because it is bad. host: how much did your premiums increase? caller: they doubled. yeah. and it is hard. my husband and i are seniors. it is very hard.
9:52 am
but i believe that everyone should have access to health care. host: ok. debbie is calling in from colorado. what he wants talk about? caller: everybody blames obama or hillary. you know, it is not them. it is the people that are doing this to the world. do you know it and trying to say? it is hard for people to believe anybody in the world anymore. happened, everybody came together. when there was a tragedy, everybody came together. you call that america? ok, eric is calling in from new york. on the road in line. hi, eric. trump, this country
9:53 am
, someone like me -- you were another person -- paying taxes for 12 years, we would be in jail. it isn't right for someone like that to be our president. and who is he going to get to pay for the stupid wall when it is built? who is he going to get to build it for him? our fellow workers? our black americans? mexicans? but he's going to do is send them back to his own country after the wall is done. election --ore the
9:54 am
someone in the party -- going against trump, it would be at his own gain. host: ok, trump tweeted this morning about the wall that congress is crafting a plan for. moneysn't report that any has gone to the wall saying it would be paid back by mexico later. that is a response to reports that congress will add to taxpayer funds to get started on the wall. from virginia on the democratic line. caller: think taking my call. it is hard to get through. we have a lot of interested in. what you want to talk about? caller: i can't let the guy from pennsylvania go unanswered to spoke half an hour ago. mentioning the stupid fake news
9:55 am
story that led to people almost getting killed here in washington, d.c.. the pizza gate thing. either he is a russian agent who has implanted here or here is who spends too much time on the fake news site that the internet has proliferated. he needs to take some time to actually read about how putin imposed a dictatorship in russia and about his military aggression in europe. and how he is to undermine the united states and our democratic values. particularly in europe. and it is irresponsible for him and people like him to be repeating stories like the pedophilia story. if he knew something about putin , he would know that
9:56 am
the very first thing that the russian kgb tried to smear political opponents with is a pedophilia story. it is just standard operating procedures for russian security services who serve putin's dictatorship. so i hope people pay attention to this. it will actually try to learn something about russia today. host: ok. george is calling from tennessee on the republican line. what is on your mind? caller: message out to you. a couple of comments. remember a lot of people are having problems. got involvedration in the brexit vote. theyp to their eyeballs --
9:57 am
are pretty upset that bring broken into the dmc media. revealing things that are true. but as far as brexit, i guess that was ok. thank you, goodbye. calling.e is caller: thank you. i've been listening all morning if you need a drink when you get off air. i really appreciated you having that segment with the gentleman about the joint session this afternoon. i didn't know we had any help. there's only things i could respond to but all it want to say is that i want to encourage people to call your congressperson and your senator. and can i share the capitol hill switchboard phone number fast? if you know your state, they figure it out. the operators are wonderful. there are two phone numbers.
9:58 am
one is for the senate. 202-204-3121 -- and the house of 202-225 --ives is 3121. let's get our house members and senators to stand up and have some replacement for donald trump. he is not qualified and he doesn't have the temperament. and no way could he be our president. host: terry is calling on the democratic line. go ahead, what is on your mind? caller: you can't trust people points the same talking to counteract this country.
9:59 am
the republican party announces they have teachings on to to use talking points send of questions that they know for a personaler standpoint. the other comment is that the affordable care program is , your younger he people, the younger people are able to afford and pay for health insurance, yes, they supplement those who are not able to. and it will be part of this health care program for a longer amount of time. then those who can't. so it is designed for at
