simple procedure. is this person qualified? the american bar association, multiple entities, huge bipartisan support around the country. no question he's qualified. no question he's been a great jurist. no question he's been an excellent writer. now it's a question of will the senate follow through on the procedures that we have followed through for two centuries? give judges an up or down vote? and for the majority and the minority to both respect the process of what it means to be a part of article 3 leaders in the justice department. this is the way that this works in the days ahead. this is the way it's worked in the days past. we need to be able to resolve it now. i look forward to voting up or down and getting that vote for judge gorsuch. i look forward to him joining the court to being that ninth justice and to the court being able to get back to their business as they have always been. there are a few issues that are unresolved from the fall.

winner is a seventh grader from miami, florida. valerie is a student at ada merit. she believes cyber security is an urgent issue in her documentary entitled "cybersecurity is the safety of our nation," take a look. >> we all use technology every day as an important part of our lives. don't you love searching the web, contacting friends or streaming videos? what about when websites shut down or your phone starts working? while minor problems like these have simple fixes, more serious problems could be the result of cyberattack. the cybersecurity of our nation is the most important and urgent issue that needs to be address bird the white house in the future. but let's start at the beginning. what happens in a cyberattack. there are many different forms and techniques that are used. some are as simple as sending messages via text, phone, email,

or social media. this is phone as fishing -- as phishing. while this form of hacking involves simple technology, phishing has become harder to detect as technology has advance. however, this isn't the only tool hackers have. in a denial of service, numerous requests are sent to single website do main or computer causing it to break down or become temporarily unavailable. the weaker a computer's firewall is, the fewer requests it takes. a distributed denial of service, or ddos, attack is the same at a larger request. this requires hundreds of thousands requests sent at the

same time. malicious malware and viruses can also be used to steal passwords. >> one of the main concerns is to secure the data for our businesses and clients, not just from external threats but internal. there's risks from the outside trying to get in, but also protecting the data from employees who shouldn't have access to it or employees who the side to do something malicious. >> 781 breaches of security were reported according to the d.m.r. annual security statistic report. additionally between december of 015 to 2016, 57% of american dulls were reported to have experienced some breach of security. this is a big number, especially consider that most breaches of security are not reported. >> damage from spammers and others increases the cost of hosting that site.

so there are many, many potential consequences from poor website security. >> businesses are affected by losing money and resources through attacks on information and also through attacks on their online presence because customers can't make transactions when their way of doing so is unavailable. >> businesses today are really relying very heavily upon their online presence for not only their brand image but also for attracting business and so if something happens to compromise that online presence, it can impact the bottom line of the company as well as their professional appearance to people who are searching for them. >> at a much larger scale, u.s. government information and plans can be stolen or altered and the overall government functions can be greatly affected by cyber attacks. >> when you think of cybersecurity, think of the department of defense. what if somebody hack c.i.a. or department of defense and got control of missiles an launched

them. that's the real fear, if you ask me, looking out into the crystal ball years from now, that's why cybersecurity is important in that request. >> these attacks can destroy software and compromise confidential information of the u.s. and its businesses. no matter what type of cyberattack takes place, the american people will always be affected either directly through phishing or as part of the nation through larger breaches in central or business security. cyberattacks are dangerous because they can put the personal information and identities of the public at risk. at a larger scale they can steal personal information of the u.s. government and its businesses. >> it's a very interesting phenomenon, right. what it's doing is multiplying what are called points of interaction. now we're talking about points of interaction being heavy. there are a number of places where you're going to put the

information. that channel is not secure, it could increase the ability to be attacked. >> major breaches in cybersecurity have been traced back to foreign nations such as russia, who have tensions with the u.s. and china. they have been accused in the past of major cyberattacks. >> you can make your network harder to hack but you can't make it unhackable. particularly determined state opponents like russia and china, they're going to get in. >> what's being done to protect united scoufert the states? at a federal level, president obama increased $19 billion of the presidential budget to be used toward cyberspending. at a smaller level, many computers have software to identify viruses and cyberattacks as well as check the individual computer's security level. many i.t. and security companies have devices that can detect

harmful code and unauthorized activity. many people also have jobs protecting the cybersecurity of the united states and you still never know what may happen because of the unpredictable of cyberattacks. >> that's why we need to project strength in both our nation's cyberoffense and cyberdefense capabilities. we must work to ensure sound cybersecurity policy to secure our nation from adversarial threats while importantly protecting our nation's freedoms and civil liberties. >> but is this enough to hold up the american cybersecurity at all levels? so many people deal with the aftereffects but shouldn't we be prepared enough and strong enough to not have to deal with the attacks in the first place? while many people can protect by helping themselves, it's the government's job to protect the nation as a whole. the cybersecurity of the u.s. should be strong enough to prevent cyberattacks and the american people should be protected by the government
