because i believe the american people are waiting for it. i yield back. >> the president's fiscal year 2018 budget comes out soon and nick mulvany will testify before the budget committee last week. we spoke with a capitol hill reporter for details. shutt is a reporter at cq roll call. piece, mulvaney to sell trump's budget request to the hill, you wrote that the testimony by mulvaney will be eventful, rather eventful is what you write. what are you expecting? >> when the white house releases its budget request we're going to get spending in the fiscal

year for mandatory programs like medicaid and social security and details on defense spending on domestic spending programs. we got an idea in mid-march when the white house released its skinny budget about how trump wants to handle fiscal 18 spending and increase defense spending by $54 billion in decrease nondefense domestic spending by an equal about amount. the budget we will see will have a lot more details. >> this is the fiscal year 18 with the deadline of september 30 for the end of this fiscal year. how does the release of the budget affect the process? >> this year, typically the president releases his budget request in the first february monday but new administrations are delayed because they have to stand up a cabinet. we got the skinny budget in march and on tuesday will get

his full budget request and after that we expect the house and the senate budget committees to start working on their budget resolution that is, the spending blueprint and committees can start working on the 12 individual 2018 spending bills but there is a lot that needs to happen between now and september 30. >> the discussion of the budget getting a bit more comforted by the announcement by the congressional budget office, their tweet saying that there estimate for the house version of the hca coming out in wednesday and you tweeted about that saying that republican leader steny hoyer says that -- that steny hoyer should know the rules of the house. how might that score affect any revote on that hca? >> big news on the hill this

week and it took a lot of us by surprise. apparently after the house voted on the gop repeal and replace bill a couple of weeks ago it did not go directly to the senate. it is still in the house of representatives until they get that cbo score. in which time they can transmit the hca bill to the senate. the cbo score will be extremely important, mostly because this entire repeal and replace process is done under reconciliation which is a pretty wonky budget process including a lot of roles. >> jenniffer shut is a appropriations and budget reporter. you can follow her on twitter. thank you for joining us. >> on newsmakers, rhode island congressman and cochair of the cyber security caucus. he talks about how the u.s.
