>> thank you. s 2018cer: the president' budget comes out this week. budget director and mick mulvaney is on capitol hill to testify before the house and senate budget committees. we spoke with a reporter for details on the week ahead. >> jennifer shutt is appropriations and budget reporter for cq roll call. in your preview piece, the headline -- mulvaney to sell trump's budget request to the hill. you write the testimony by mick mulvaney, the budget director, next week will be eventful, rather eventful is what you write. what are you expecting? jennifer: when the white house releases its full budget request on tuesday, we are going to get how it wants to handle spending in the next fiscal year for mandatory programs like medicare, medicaid, and social security, as well as a lot more details on

defense spending and domestic spending programs. we got a little bit of an idea in mid-march, when the white house released the skinny budget, about how trump wants to handle fiscal 2018 spending. he wants to increase defense spending by $54 billion and decrease non-defense domestic spending by an equal amount. the budget we see on tuesday should have a lot more details on where exactly that is all happening. >> we are talking about fiscal year 2018. the looming deadline of september 30 for the end of this fiscal year. how does the release of this budget, the president's fiscal year 2018, affect the whole appropriations process? jennifer: this year, we are a little bit delayed in starting the budget and appropriations process on the hill. typically, the president releases his budget request on the first monday in february, the new administrations are always a little bit delayed, because obviously they have to stand up a cabinet, and they are getting into office, and they have the whole long list of things that goes along with that. we got the president's skinny

budget in mid-march, and on tuesday, we will get his full budget request. and after that, we expect the house and senate budget committees to start working on their budget resolution, that spending blueprint. and then the appropriations committee could eventually start working on the 12 individual fiscal 2018 spending bills. but there is still a lot that needs to happen between now and september 30. >> the discussion on the budget next week, perhaps getting a bit more complicated by the announcement by the congressional budget office, their tweet saying that their estimate for the house version of the ahca is coming out on wednesday the 24th. and you tweeted about that, saying that the republican leader says that steny hoyer should know the rules of the house -- do not allow the ahca to go to the senate before the final cbo score is released. how might that score affect any re-vote on the ahca? jennifer: this was pretty big news on the hill this week, and it took a lot of us by surprise.

apparently, after the house voted on the gop repeal and replace bill a couple of weeks ago, it did not go directly to the senate. apparently, it is still in the u.s. house of representatives. until they get that cbo score, at which point in time they could officially transmit the ahca bill over to the senate. but that cbo score will be extremely important, mostly because this entire repeal and replace process is being done under reconciliation, which is a pretty wonky budget process that includes a lot of rules. >> covering that budget testimony next week is jennifer shutt, who is appropriations and budget reporter for cq role call. you can follow her on twitter @jennifershutt. thank you for joining us. jennifer: thanks for having me. announcer: c-span, where history unfolds daily. in 1979, c-span was created as a public service by america's cable television companies and is brought to you today by your
