>> the first spending bill for 2018 passed out of committee thursday without approval for a topline budget to help guide lawmakers in determining spending levels. for details, we spoke to a capitol hill reporter. >> congress is facing a september 30 deadline to appropriate money needed to fund the federal government and nive ellis with the hill joins us. what are the biggest fights we are likely to see when it comes to dealing with the federal budget? niv: we are looking at what trump proposes it in his budget which is cutting $54 billion from nondefense discretionary spending and putting it in defense. it is a big plus for defense. hat is not necessarily what the congress wants.

a 35% cut for the state department. all of the agencies that the government has in washington would be cut significantly. thatis the kind of thing members of congress are having to decide if they want to do or not. >> we are talking about fights left of center. niv: absolutely. all over the place. >> you write that minority leader nancy pelosi has been calling this whole budget process irresponsible. where are we in this process? when are we able to see action by congress?/ niv: normally you have to have a budget cap set first. the appropriators start to give divvy it up. we are expected them to have that bill up in a week or two in the house. the nancy pelosi quote was the fact they started appropriating with one bill in the house even though they didn't have a
