bipartisan sanctions against russia in response to interfering in the u.s. election. also, questions about military aggression in the ukraine and syria. that bill expected to be on the house floor early this week. esther scaramucci spoke about it on cnn's state of the union, sarah huckabee sanders was on abc's this week. said to mee yesterday, i will not tell you who, that if the russians hacked this situation and spilled out those emails, you would have never seen it or had any evidence of it, meaning they are confident in their discussion skills -- deception scales and hacking. i point is not all the information is on the table yet -- >> anthony, anthony -- >> let me finish. i do not know who this anonymous person who said if the russians had done it we would not have been able to detect it. -- >> how about it was the president? >> he called me from air force
1:23 pm
run, that air force one, and he said -- air force one, and said maybe they did it, maybe they did not. >> this is the exact issues here. intelligence agencies unanimous, both obama appointees .nd trump appointees the director of national intelligence. the head of the national security agency. the head of the fbi. all of these intelligence experts saying russia hacked the election, they tried to interfere in the election. no votes were changed but misinformation campaigns. president trump is contradicting it and your siding with him. sidingd not say i was with president trump. he has not made the decision to sign that bill one way or the other. >> big issues of the week, the house and the senate seemed to have come to an agreement with tough sanctions for russia. will the president sign that billion go -- bill?
1:24 pm
russia, tough on ridiculous and in putting the sanctions in place. the original legislation was poorly written, but we were able to work with the house and senate, and the administration is happy with the ability to do that and make the changes necessary. we support where the legislation is now and will continue working with the house and senate to put those tough sanctions in place on russia until the situation in ukraine is fully resolved. it certainly is not right now. also on "abc's this week," senate minority leader chuck schumer of new york offered a unveiling democrats their legislative agenda and a news conference scheduled for tomorrow. >> we are going to propose tomorrow, we have already posed a few strings. a $1 trillion infrastructure plan -- we do not know where trump is on that, but we are
1:25 pm
able to work with him on that. we have proposed a $50 minimum wage, they will not go for that. we have a family leave proposal -- $15 minimum wage, they will not go for that. we have a family leave proposal as well. and we want to go after the drug companies. we want to create an office that will go after these drug companies when they raise prices so grievously -- agree justly -- giously and people cannot afford them. we have companies buying up other companies and it hurts workers and prices. the old competition, it is gone. people hate when their cable bills and airline fees go up. the price for oil goes up on the markets, it goes right up but it never goes down. how bad was it that we let exxon and mobil merged? anally, we will have tomorrow
1:26 pm
very novel idea of how to create 10 million jobs. 10 million americans are looking for good paying jobs. we will show them how to find them. that is just the beginning. week after week, month after month, we will roll out specific pieces that are different than the democratic party we have heard in the past. we were too cautious, namby-pamby. this is sharp, bold, and will appeal to both the old obama coalition, the young lady who is just getting out of college, and the democratic voters who did or did us -- deserted us for trump, the blue-collar workers. turning to health care, republican senators talked about a possible procedural vote on tuesday. we will hear from susan collins of maine, wyoming's john barrasso, and senator rand paul of kentucky. >> let me switch now to health care. what will happen next week and
1:27 pm
what will you be doing and your position be? >> that is a good question about what is going to be happening next week. it appears that we will have a vote on tuesday, what we do not know if we will be voting on the --se ill, the first version house bill, the first version of the senate bill, a new version of it, or a 2015 bill that would have repealed the affordable care act now and said that somehow we will figure out a replacement over the next two years. i do not think that is a good approach. that is legislation that affect millions of people, 1/6 of our economy. what i would like to see us do is to go back into committee. the chairman of the senate health committee has already indicated his willingness to hold hearings. we could divide this issue into separate bills, and take a look at the serious flaws that the affordable care act has.
1:28 pm
repealpresident wants and replace. what will be voted on next tuesday? toit will be a motion proceed to the bill to pass the house. once we get on that bill, we can amend it, and lots of members have different ideas about how we can amend it to replace what is a failing obama health care plan. >> the motion to proceed, to begin conversation. there have been some senators who expressed they will vote against that, not even begin talking. where does that stand right now? we are continuing to work with all the members. we are getting closer to that. until the bill is on the floor of the senate, some people might not tell you what they're actually going to do. but we all got elected to legislate, and that is why we are here. people have campaigns, republicans over the years, to repeal and replace obamacare. this is our chance. it is hard to believe that somebody who has run in one election can face the voters and
1:29 pm
say i am not even willing to bait -- debate and on the floor -- it on the floor. >> will you vote yes to debate the bill? >> the question is what are we week,g debate to? last senate leadership said it would be a clean repeal, like the 2015 bill we all voted for. i think that is a good idea. the other alternative is the senate leadership bill that does not repeal obama care, is obamacare lights, and has become a porkbarrel where they are dumping money into pet projects. i'm not for taxpayer money going to rich insurance executives and uber wealthy industry. i do not think the taxpayer should be funding that. i have told them i will vote for a motion to proceed if we are proceeding to the clean repeal vote. if it fails, they can put up their monstrosity they want to put forward, but i am not for that.
1:30 pm
i am not for the taxpayer subsidizing private industry. to learn more about what happened in the senate this week we talk to a capitol hill root order. class from the washington examiner, she is a senior health care writer and will talk about the status of the health care bill. we talked a lot about this in the past couple of days, where are we right now when it comes to the senate health care bill? >> there was a roller coaster seeing if it was going to build a pass passed in the senate. as for what happens next to give is a clear paid we were talking to a lot of senators who said they are not sure what they are going to be voting for print are they going to vote for repeal and replace? they are going to look at the motion that will proceed with the bill read it is unclear if they have the votes in place.
1:31 pm
>> figure mcconnell said he expected some kind of movement on that. the viceoming from president's office, he expects the same. vote to republicans to proceed. it is not clear if they have the votes. have very senators who oppose the bill for differing reasons. cuts in recent story talked about medicaid changes being discussed. can you give us a sense of what that is about? >> they are calling it a medicaid wraparound, you have a lot of cinders who say they want -- senator us who do not want to roll back medicaid rate they who work hard with
1:32 pm
senators and find ways they can work this out. but he suggested is this wraparound which would take the medicaid andre on they will it still provide medical care for people. effort, talkhat beingthe senators who are wooed for this proposal on health care? susan collins says she does not want to repeal obamacare. if she moves that bill, she wants to work with the democrats . whoe are other senators have added funding for opioid addiction centers.
1:33 pm
that does not seem like that is not going to be another read the medicaid wraparound is one way they are trying to do this. they have had other proposals that we are not see movement as -- askedr cruz for one plan that was consistent .ith these obamacare provisions it is a little bit controversial, it does not have a love backing. the most recent version. it is hard to tell what they will see when they moved to the debate paid they can always provide amendments for some of these changes. >> is there a sense of frustration among the leadership? >> and think there is. because one of the bills that they are considering is a bill that several senators supported back in 2015. nevitt said they did not support the bill.
1:34 pm
among senate leaders they are having people say, why did you vote for this back then? is it because you thought it would be vetoed. politically it could be damaging. it depends on how it looks to voters who are seeing a little bit more support for obamacare these days. it is hard to know how it will be approached by different people. work if theyis were concerned about senator mccain? >> they say he will be back next week to debate this. we will see, it is that clear at this rate, a letter senators are concerned primarily about his health i know they are thinking about him a lot. guest on twitter grade she also writes for the washington examiner. thank you for your time.
1:35 pm
>> tonight on afterwards a journalist reports on how fear tactics are used to influence public opinion in her book. she is interviewed by a washington post critic. postu have the washington will feel properly reported on this, as opposed to saying donald trump why are you smearing john mccain? i am not here to focus in downtown or john mccain. behavior for that, does not mean i support him or i am cheered him on. i see that as a separate thing.
1:36 pm
it is rather you must be supporting him because you said this paid it has nothing to do with that. out about that including some of the washington post coverage. >> watch afterwards tonight. >> now a house judiciary subcommittee hearing with federal, state and local law enforcement officials talking about combating gang activity. this front just over one hour.
