along with other rollcall reporters saying the house floor will be busy next week when it comes to issues in putting appropriation. one of those heels with the issue with the fence. four minibus spending bills, as they are. walk us through this. >> next week the house will be taking up the spending package referred to as a mini-bus, four appropriations bills rolled into one. the bills they are taking up our bills to the military, energy programs and water projects, the legislative ranch itself, and veteran's programs. aree are 4 bills that fairly popular among republicans. this should be a fairly partisan exercise. this minibus package is not expected to get a gallant -- a lot of democratic support. there should be a pretty party line. there will be a lot of amendment will go late into the night.

>> you talked about the lack of support from democrats. is that because of the border wall? that is a big part of it. this would have been a fairly partisan package regardless of the wall because the spending bolles -- bills are written to levels that democrats don't really agree with but yet the border wall is probably the most controversial part of this. the package includes $1.6 billion to begin construction of this border wall on the u.s.-mexico border, obviously one of president trump's signature campaign promises. republicans are hoping to sort of move the ball forward on that issue, give the white house ledges to victory, and go home for the august recess with something they can tout to their constituents. it's going to be problematic, a lot of democrats will make a lot of hay over teh wall funding. even a lot of republicans might

be uncomfortable with supporting a package that has this wall funding and it. >> why would some republicans be uncomfortable? >> some republicans represent border districts and they are concerned about the wall, the environmental aspect of it, how it would impact property rights in their district, and there are some representatives have said the wall is one of the least effective and efficient ways to secure the border. this will be a tricky vote for some republicans who don't like the wall, but they may support the overall spending package which funds popular things like the military and veterans and more. >> when it comes to issues of military, one of the containments of this appropriations bill deals with an authorization for the use of military force. can you talk about how this would address that and some of the resistance, particularly from barbara lee of california? written by the appropriations committee included a provision that would

essentially repeal the existing the wars and for that provision which was adopted in the committee on a bipartisan basis was stripped out of the package by republican leaders. this provision that had bipartisan support will not be going to the house floor for a vote, and representative lee and others who supported this were pretty outraged that republican leaders took this provision out. so that won't be in the package and we will see what happens with that going forward. >> tell us why it's important to know why representative barbara lee was at the forefront of this. >> she's been working on this issue for many years. she offered this amendment in committee year after year.

ryan: she has been working on the issue for many years. she offered this year after year and there was some surprise actually that it was adopted. a lot of republicans supported it. and many people do not see it coming, congresswoman lee herself was taken aback it was adopted in the first place, so all the more reason for them to be a little bit upset that it was taken out. >> tell us why this process, with the appropriations bills, why this process versus the regular way that congress typically handles the issues. ryan: right this year they are behind schedule. part of it is there is a new administration and it does take time to get the full cabinet implemented and to get the budget written, so the process has been really delayed. they also had to finish up carry overwork from last year. now they are behind schedule and playing catch-up and there is no time for a so-called regular order process where they bring the bills to the floor one by one. there are 12 bills, and they were hoping to do all of them this week but there was none of support among house republicans to do that. so the house gop leaders decided
